The mining sector is a major economic driver for Canadian, and British Columbian communities. In parallel strong commitments have been made by industry to the well-being and sustainability of associated communities. However, these dimensions are the least understood. Especially lacking are focused regional investigations that compare the well-being and sustainability of communities dependent on different resources sectors. It is hypothesized that this type of comparative analysis will help to foster a greater understanding of what makes a resource or mining community healthy and sustainable. This paper describes research that examined community-level indicators associated with well-being (e.g. education, income and employment) and sustainability (e.g. economic diversity). The indicators were derived from Canadian Census data for 31 British Columbia resource-based communities (with a focus on mining) during a period of time (1991 to 2001) when resource sectors experienced an economic downturn. Our findings identify that during this decade, mining communities differed significantly from other resource-based communities, and comparative analysis of census derived indictors illuminate challenges that mining communities in British Columbia face with respect to wellbeing and sustainability (such as economic diversity, unemployment, and population loss). To contribute to the mining sector?s efforts towards meeting their commitments to communities, this paper concludes by proposing strategic opportunities aimed at the enhancement of mining community sustainability for policy-makers, communities, and the mining industry to consider.

Most zinc concentrates contain some silver and varying amounts of such valuable trace elements as gold, indium, germanium and gallium. With increasing similarities in plant installations, the predominance of electrolyte process and the increasing environmental constraints on iron disposal, it is essential that zinc smelters optimize the recovery of any valuable elements in their feed stocks. The process options, to date, of smelting, flotation or leaching of silver-rich leach residues cannot be applied economically to all installations. It is therefore necessary that new innovative processes, to recover silver and other valuable metals from relatively low grade feeds, be developed. This paper attempts to place this strategy in the context of today's constraints and will also provide a simple evaluation tool for any process alternatives.

The production, use, and emission of vanadium in the United States has been traced for the year 1991. Consumption was 3,300 tons2, exports 1,285 tons, and imports 2,013 tons. About 98% of production was used in metallurgy; the remainder was consumed in chemicals, including catalysts. Total emissions to the environment in 1991 were estimated at about 3,100 tons, including emissions due to the combustion of coal and petroleum products. Emissions resulting from the production of ferrovanadium were 130 tons, and emissions from the production of steel about 6 tons. Dissipative losses, defined as losses that occurred during use or as a result of wear, were estimated to be no more than 3 tons. Disposal losses were estimated to be about 4,600 tons. Most of these losses were steel products that contained 0.1% or less vanadium and mayor may not have been recycled. When these products are recycled by the steel industry, vanadium ends up in the steelmaking slag and does not return to vanadium use cycle. Worldwide emissions due to anthropogenic and natural sources were briefly reviewed. It was concluded that industrial emissions were about three times greater than emissions from natural sources.

Mines the world over tend to face a common range of problems. They begin life by trying to determine if there is sufficient product, usually under tons of earth, of sufficient quality to justify the operation. Once such a determination is made the mine must then be planned and brought into operation. Once operating most mines find that they are far away from suppliers, using very expensive equipment. Hence the three most common mining problems are, what does my ore body look like and how can it best be mined, how can I get sup- plies to my mine in the most cost effective way, and how do I control the vast dollars required to keep it all operating. Mincom started life by providing technical mining software to address the first of these problems and was very successful, particularly in the coal mining industry. However the company soon realized that if it was to become a significant provider of mining industry software it must also address the other major problem areas. Hence started what is now Mincom's largest business which is the provision of fully integrated mine management software with strong emphasis on materials and maintenance management to control costs. Mincom not only supplies the software but also provides a comprehensive implementation package using its own staff of experienced mining industry specialists. This papaer highlights some of Mincom's international implementation experiences.

Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix. The third topic, straight forward dredging, as in sand and gravel operations, involves water only in an incidental way. Here water simply covers the minerals of interest. Thus the dredging system need only lift a payload from the submerged location to the surface for further processing or handling

In this paper we present a case study of the challenges and opportunities associated with the development of cultural heritage management strategies at the Lihir gold mine in Papua New Guinea. We discuss the contextual drivers and constraints, and outline the ways in which Lihir Gold Limited is aiming to set new industry bench marks for the region through the development of values-based best practice cultural heritage management programs. This approach is largely based upon a compliance partnership with a local stakeholder group. We argue that such partnerships are a prudent means of mitigating company risk, while constituting a far more necessary tool for local people in the reconceptualisation and negotiation of the experiences of significant social change and modernisation experienced in the context of recent resource development.

Members of the Society of Mining Engineers may well regard it as rather unusual that a paper on this subject is being presented by someone whose first taste of mining came at the age of 60 or so - someone who last heard of cathodes and anodes in 1938. On the other hand, the title does refer to the financing of a mine and at least I can claim to have spent all my business life since the war until 1981 in the world of banking, though this inevitably means that I have been used to looking at these and other problems through what you might regard as the wrong end of the telescope. The lending of money, and more particularly the provision of finance for commerce and industry, is the central job of a banker and I have been involved in this in various ways over many years, but regrettably only very marginally in the world of mining. As you will see from what follows, the rather specialised form of finance which RTZ required was, to my regret, not provided by the British banking community since the great majority of the finance came from American banks and, to a lesser extent, from German banks. I am most indebted to Mr. Roy Wright for a great deal of the nuts and bolts in this paper. He was one of the three central figures in the growth and expansion of RTZ during the 1950's and 1960's and was right at the centre of the negotiations with bankers, with governments and with many others. The going, as you will see, was far from easy. The essential basis for the financing of each of the RTZ group's mining projects was a firm long-term sales contract for sufficient of the output of the particular mine to produce the cash flow necessary to service the loans. Wherever possible, loans were raised in the same currency as the sales contracts were made. Each sales contract was designed to give the customer the product he wanted with a long-term assurance of supply and at the same time to give the bankers the protection they required. Thus the marketing concept and the financing concept for a particular mine formed one overall plan, and talks with the customers and the bankers were conducted in parallel until a satisfactory marketing/financial package was agreed in principle. Preliminary talks were begun soon after the discovery of a potentially viable orebody. As confidence about a discovery increased, customers were persuaded to enter into contingent sales contracts before the very detailed and costly business of the economic and technical feasibility study of the mine was launched; such a study might cost 10% or more of the estimated total capital cost. At the same time provisional understandings were reached with the bankers. The contingent sales contracts usually gave a period of grace of eighteen months to two years, during which time the decision whether or not to continue with the mine had to be made. This decision rested mainly on the result of the feasibility study and also on coming to a firm agreement with the bankers. If all went well and the mine went ahead, then the contingent sales contracts became firm, but they fell away if the decision was negative. The Company was fortunate that during the whole period when its major mines were being developed, world trade was increasing rapidly and Japan was becoming a dominant industrial power. The Japanese supported many of the mines, including Hamersley Iron Ore, Lornex Copper, Bougainville Copper to name a few, with the basic long-term sales contracts that enabled their development. The Germans supported Palabora and to a lesser extent Bougainville. The mines were financed as individual projects generally with a loan/equity ratio of about 65/35, without legal recourse to RTZ for the loans. RTZ was, however, responsible for providing any capital overruns required to bring the mines into commercial operations. Nevertheless, the RTZ management regarded itself as morally responsible to the lenders because, Palabora aside, the sales contracts had either a fixed selling price (like Hamersley), an indexed price (like the Elliot Lake Uranium Mines and Mary Kathleen), or a floor price (as in Lornex, Bougainville and Rossing). What is the cumulative rate of recovery of copper from a sulfide leach dump? The technical answers to this frequently asked question may vary from "I don't know" to "quite good" from people of the same company. Management also poses this question because it plays a vital role in planning future production. The answer is difficult because of the many variables between different operations such as physical construction of the dump, topography of the original site, characteristics of dump material, mineralization, and water application. Each of these factors and others have a bearing on the rate of recovery. Anaconda's method of water distribution at Butte is unique in that each dump is drilled to allow physical injection of water into the dump. The injection holes are drilled vertically on 25-ft centers from the surface of the dump [(Figs. 1 and 2)]. Normally, the holes are drilled 40 ft deep and cased with 4-in. PVC perforated pipe. The pipe is perforated at 1-ft intervals with four 1 -in.-diam holes at 90° spacing on the pipe circumference. Formerly, shallow holes (20-40 ft) were alternated with deep holes (80-180 ft) in an effort to cover the entire dump and hasten oxidation. The shallow hole depth varied according to the compaction thickness. The deep hole depth varied according to the height of the dump and the original ground profile. It is preferable to have the deep holes end 20-30 ft above the original ground level. This generally allows penetration of the coarse material at the bottom of the dump. MANUFACTURE is the transformation of material by the application of energy and power. The energy of a man exerted throughout a day is equivalent to about one horsepower-hour of mechanical work an amount which can be purchased for less than 2c. It is evident that manual labor is uneconomical if mechanical energy can be applied effectively, or without disproportionate expense. Since manual energy is relatively so costly, economy demands that mechanical power be employed so as to reduce the human effort connected with mining operations to a minimum. Power, like other commodities, is most efficiently produced in large quantities. Mechanical transmission, once prevailing, is being rapidly superseded by electric drive. There are many reasons for this change; such as increased production, ease and accuracy of control, convenient application, ease of moving, etc.

The Antamina project, owned by BHP Billiton Plc, Mitsubishi Corporation, Noranda Inc., and Teck Cominco Ltd. , is a $2.3 billion copper/zinc project, located in the Ancash Department in Perú. The project consists of an open pit mine, a 70,000 ton per day concentrator, a 302 Km. long concentrate pipeline, port facilities, a new access road, power line, and town site. The project is designed to produce up to 1.5 million tonnes per year of copper and zinc concentrates over a 23-year project life, and will be the third largest producer of zinc and the seventh largest producer of copper in the world. This mega project is the largest mining investment in the country and, during its construction stage, was the most important construction project worldwide. On May 28th, 2001, Antamina commenced testing operations and four months later, it reached commercial production. Antamina was officially inaugurated on November 14th, 2001 by Peruvian president Alejandro Toledo. The construction stage of the project generated 8,000 direct jobs, with a peak of 10,000 employees, and 30,000 indirect jobs. The permanent workforce consists of approximately 1650 employees, the vast majority of which are Peruvian Nationals; around 30% of whom came from the department of Ancash where the deposit is located. Approximately 5,800 indirect jobs will be generated from the project. Independent sources state that Antamina will increase the Peruvian mining exports by 30% and Peruvian GDP by 1.4% within its first year of full operation in 2002. Since winning the privatization bid for the project in 1996, the company has implemented a successful approach to community development and environmental protection based on sustainable development principals. Throughout the development of the project, a number of initiatives have been undertaken to ensure full involvement of the local populations in community development activities and the company?s environmental program. Due to its size, difficult logistics, cultural considerations and financial aspects, the project has faced a number of unique challenges in the area of environmental protection and management of community interaction. Antamina has been innovative in its approach to these issues, and as a result, has set new standards in Perú for environmental and community management, and sustainable development.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

The Global Industry Standard on Tailings Management (GISTM) requires mining companies to make four key appointments as part of their tailings management structure. These four positions are an Accountable Executive with policymaking responsibilities, a Responsible Tailings Facility Engineer with operational responsibility, an Engineer of Record to ensure facilities are designed, operated, and closed safely, and an Independent Tailings Review Board to assess safety drivers regularly. Little guidance on the traits of these individuals is available in a South African context. Consequently, the tailings community of practice was surveyed to develop a table of ideal competencies and establish the flexibility in meeting these traits.

The methods of reinforcement to be discussed in this paper are all insitu methods, ones that can be used on the soil structure as it exists in the ground, and do not rely on excavation and replacement of the soil. Current practice in the United States, as well as new ideas and methods, will be discussed as they relate to slope stability, retaining walls, and to other uses such as control of mine or cavity related subsidence and to liquefaction control under existing structures. The method is based on the concept of "nailing" or reinforcing the soil in place, and thereby causing a mass of soil to act as a coherent unit. When performed properly, a true gravity structure can be constructed, one that will remain intact under both horizontal and vertical loadings and that will also resist vibrational and seismic loadings.

In this paper it will be my endeavor to trace the development of the marine engine and its appurtenances, and the general progress that has taken place in marine engineering generally during the past fifteen years, rather with the object of attributing much of it to the successful efforts of the makers of iron and steel, thereby rendering my thanks to them for the valuable service they have contributed to my profession, than to recount what has been achieved by the skill, ability and perseverance of my colleagues in shipbuilding and engineering. The engineer has been at all times dependent on the ironmaster, and on more than one occasion his progress has been barred by the inability of the latter to overcome some obstacle to success in his manufacture. But on the other hand, it is equally true that the ironmaster has often been ahead of the engineer, and has been prepared, long beforehand, to supply that which would make a success for the marine engineer if he would avail himself of it.

The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors' experiences.

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

Let us first trace a line, mentally, across Alaska and Yukon, starting at a point in the west slightly south of the delta of the Yukon river and from there continuing eastward, loosely following the 63rd parallel of latitude until we have passed beyond the eastern border of Yukon. We will make two pronounced digressions southward to include the greater parts of the Iditarod and Tanana River valleys. That visualized line roughly defines the southern boundary of permafrost. North of it lies a vast region, fully three-fourths of the area of the two territories, which includes Seward peninsula, the great Yukon River basin, and the tractless wastes of the Arctic. During some frigorific cycle in the distant geological past, the ground there was frozen to a depth of many hundreds of feet. How deep the frost actually penetrated is not known, but it has been found to exceed three hundred feet in many places. Nature afterwards provided a perfect insulating cover in the form of heavy moss and dense grass, which has protected the ground from the heat of the sun's rays during the intervening ages. This frozen condition has always been accepted as something indigenous to the North and little thought was given to -it until recently, when the United States Government and, I believe, the Canadian Government, began extensive studies of it, particularly in respect to its effect and bearing on the development of the great oilfields of the Arctic. Within this large region and but a short distance south of the Arctic circle are the three principal producing placer gold fields in the sub-arctic, whose hubs centre at Nome and Fairbanks in Alaska and at Dawson in Yukon Territory. The geological structure and history of the gold-bearing deposits of Dawson and Fairbanks are very similar and probably closely related. They are typical placer deposits produced by stream action during periods of erosion and inundation and subsequently covered with a thick layer of fine, powdery silt mixed with decayed vegetation which, locally, is termed 'muck'. The depth of muck varies from less than 10 to more than 250 feet, with the greater depth near the lateral edges of the valleys. The gravel underlying it is medium in size, well rounded, and composed mostly of quartz and schist. The proportion of sand or fines is approximately 40 per cent. No large boulders and little clay are found, for those districts, as well as that of Nome, have not been subjected to glaciation. The most common bed-rock found is either decomposed or hard schist, but infrequently it is slate, quartz, diorite, or a porphyry. The vertical concentration of the gold is invariably on bed-rock and in the lower few feet of gravel which overlie it. The horizontal concentration or paystreak is roughly parallel to the trend of the valley but does not ordinarily coincide with the course of the present stream. The width of the paystreak usually expands from a few feet at the head of a creek to several hundred feet near its mouth.

The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired
