Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their coal. Sulfur was the major concern, with BTU and sodium limiting the market for some. The Clean Air Act has extended the PRB market into plants converting from other coals. These new customers are more sensitive to constituents affecting boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to control cost more stringently than ever. Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.

IT may be taken for granted that a mine official knows his duties, as outlined by the bituminous mining laws of the State, he knows how coal should be mined and transported, and he has judgment on any possibly unsafe condition in his mine. Certainly, if he is weak on any of these points, there are definite ways in which he can acquire the needed knowledge. If with this knowledge the mine official has the necessary practical experience to bring self-confidence, he stands before the world as a man who knows his job. There is, however, another side to his work, one not found in hooks, a side even that may not be learned at the face even though one spends a lifetime there. The actual duties a mine official knows and performs are the tangible and definite things about his work. There are other things which may be termed intangible, because they are hard to pin down and see, and. which appear to be of equal importance in successfully handling a job and which in time determine the very success of the company itself.

"INTRODUCTION The New Mexico potash exploration described herein was begun in February 1944 with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the Reserve and in the immediate vicinity.The Potash Reserve is in secs. 26; 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of Carlsbad, as shown on figures 1 and 1A, Drilling was done in secs. 26 and 35 of the Reserve, in section 14 to the north, end sections 2 and 56 to the east. All work was done on Governnent-owned, unleased land.The Reserve may be reached from Carlsbad by traveling to the north-east by automobile for about 14 miles on the paved U. S. highway 62. This highway passes through the southern part of the Reserve. Other parts may be reached by a State highway that passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Santa Fe Railroad also passes across the southern part of the Reserve enroute from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the project and 22 miles from Carlsbad."

The building’s position along a bend in the Chicago River allows visitors and residents unobstructed views to the mouth of the Chicago River and Lake Michigan. Site ChallengesUnderneath the site there are approximately 10 to 20 ft of sand and urban fill underlain by soft Chicago blue clay. At 75 ft in depth, the soft clay transitions into Chicago hardpan, a very hard till that was consolidated by the glaciers over 10,000 years ago. Below the hardpan, the till turns granular with cobbles, boulders and water under pressure. Bedrock is about 100 ft below existing grade and has a weathered surface with fractures and clay seams. Unweathered limestone bedrock is sound and hard with unconfined compressive strengths of 10,000 to 20,000 psi."

Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. Conventional debt sources will be examined, as will product purchaser advances, foreign export-import bank loans and lease financing. The paper will review guarantees, charges against the project, dividend restrictions and other commitments. It will also discuss various features of sales contracts and the degree to which they can assist in securing financing. IntroductionThe cost of bringing new mining projects on stream is escalating significantly more rapidly than general rates of inflation. Reasons for this include the higher costs of safeguarding the environment and ensuring the health and safety of workers. The need to develop properties in more remote areas is also a significant factor. These higher costs have not been matched by increases in metal prices, making the task of financing these projects ever more difficult. At the same time, the imagination of borrowers and lenders seems boundless, and innovative schemes for financing projects are constantly being unveiled.It is probably safe to say that no two projects have ever been financed in precisely the same way and the number of financing options for any project is limited only by the imagination of the sponsors themselves. The objectives of the project sponsor represent the most important factor in determining the scope of possible financial arrangements. For example, the sponsor may wish to maximize over-all company leverage by isolating each of its projects in separate companies. In so doing, it hopes to facilitate more ventures than would otherwise be the case. These objectives point toward true project financing. Additional objectives may be to develop a number of its properties by joint venture and to reduce the amount of debt on the sponsor's balance sheet. Those sponsors whose objectives include minimizing over-all financing costs will wish to increase the number of financial options and, as a result, will not be so concerned with effecting true project financing. This approach may also provide ""greater certainty that tax benefits are utilized quickly."

"INTRODUCTION In underground longwall coal mining, the mined-out areas or gobs frequently contain methane which can form explosive methane-air mixtures. Historically, there have been many events of mine fires and explosions recorded in the United States and other countries that have demonstrated the existence of such explosive mixtures, herein referred to as Explosive Gas Zones (EGZs), inside and around the perimeter of bleeder-ventilated longwall gobs (Loane et al., 1975; Lynn et al., 1986; Elkins, et al., 2001; McKinney et al., 2001; Dziurzynski and Wasilewski, 2012; Brune, 2013). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Several factors can induce EGZs outflowing from the gob, but the most common cause is the fluctuating barometric pressure. Atmospheric pressures change regularly every day but can fluctuate abruptly and become increasingly hazardous in adverse weather conditions. Other sudden pressure changes can result from roof falls, failing ventilation controls and fan outages. Any such fluctuation of mine ventilation pressure will disturb the pressure differential between the gob and the surrounding mine workings and may cause EGZs to outgas from the gob. The correlation between major mine explosions and abrupt barometric pressure changes has been studied and confirmed for explosions in coal mining countries including the United States, South Africa, Australia, and Poland (Hosler, 1948; Boyer, 1964; Kissell et al., 1973; Fauconnier, 1992; Hemp, 1994; Wasilewski, 2014; Belle, 2014; and Lolon, 2017). Disastrous mine explosions appear to happen more frequently during stormy weather, which, in the United States, typically occurs during the late fall and winter seasons. ROOT CAUSE AND EFFECT OF GOB BREATHING Gob breathing is the result of the pressure differential between gob internal and external pressures caused by external atmospheric pressure fluctuations that occur naturally as a result of gravitational and thermal forces in the atmosphere (Lindzen and Chapman, 1969). Other major and sudden pressure changes may be caused by fan failures, failures of ventilation controls or roof falls can also cause an unexpected gob breathing. Normal barometric fluctuations occur every day but usually do not pose an explosion risk as they occur gradually so gob pressures have sufficient time to equilibrate. More extreme fluctuations associated with cyclonic weather systems and storms often result in more rapid and larger drops or rises in barometric pressure (Hosler, 1948; Fauconnier, 1992). A study by Lolon (2017) found that the timing of historical mine explosions showed consistency with the occurrence of abrupt and intense barometric variations."

This report describes the potential for utilization of satellite observations for remote sensing of mine waste disposal areas. Four study sites consisting of metal and nonmetal mining areas in different climatic and physiographic regions of contigous United States were used in this investigation. The mine waste disposal sites consisted of mining of phosphates in Florida, copper in Arizona, silver in Idaho, and coal in West Virginia. Landsat satellite multispectral scanner observations were used together with aerial photographs, ground surveys, U.S. Geological Survey maps, and other ancillary information. Landsat digital data were categorized using automated supervised classification algorithms and an image analysis system. Detailed description of automated classification techniques employed and the accuracy attained is provided together with the results of manual interpretations. The inventory of areas distrubed for phosphate mining and a change detection investigation for-Polk County Florida were also undertaken during this study.

The Federal Coal Mine Health and Safety Act of 1969 had far reaching effects upon many aspects of mining, ventilation being no exception. In this paper, good ventilation procedures are briefly reviewed, and attention is focused on the changes brought about by the new Act. By way of illustration the ventilation system for a typical Pittsburgh Block system is developed and the requirements of the fan determined. This is then solved by an available computer program, and the application is evaluated. Figure 1 represents a projected system for a coal property 1 by 3 miles in plan at a depth of 1000 feet with a coal thickness of 6 feet and desired daily tonnage of approximately 7200 tons on a two-shift basis. Only one half of the mine is shown (north area) with a mirror image mining arrangement to be developed concurrently for the south area. Six working units are projected, three in each area, one on pillar extraction, another developing panel entries and a third on main entry development. A two-split system is used for each working section so that the continuous miner and bolting crews each have a separate split of air, and no equipment need pass through a line brattice. The old requirement of 6000 cfm at the last open crosscut has been increased to 9000 cfm, and for the first time a minimum quantity (3000 cfm) is stipulated at the face thus requiring either line brattice or an auxiliary fan. With the respirable dust requirement limited to 3 mg/m3, the use of a blower system is precluded and exhaust systems are virtually the only choice. Maintaining the line brattice within 10 feet of the working face at all times as required by the new law has a definite effect on the mining cycle and is most difficult at best. In the highly gaseous Pittsburgh seam located in south-western Pennsylvania and northern West Virginia quantities of 20,000 cfm per split are not uncommon to maintain the methane percentage below the required l%

The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. Ibis report summarizes the results of the contract. Included are summaries of existing legislation pertaining to outcrop barriers and a state-of-the-art survey of outcrop barrier designs and related, mine closure techniques. Six sites were inspected in the field and are presented as case histories The data analysis presented includes a computer modeled seepage analysis, an overburden blew-out analysis, and a wedge stability analysis. The results tit these analyses are interpreted to form recommendations for coal outcrop barriers which will minimize seepage and the potential for failure. Supplementary support and reinforcement alternatives are also discussed.

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. THE essentials of the electrolytic zinc process, as now used in commercial plants, date back to work done by Letrange in 1881. He used sulfuric acid to leach roasted sulfide and ,oxide ores, purified his solution very much as we do now, and electrolyzed the purified zinc sulfate solution. Ten years later Hoepfner developed a process using chloride solutions, and built three plants. One in England operated until 1924 in one of the works now merged in the Imperial Chemical , Industries, Ltd. Ashcroft built a plant in 1898 in the Broken Hill district of Australia. He used both chloride and sulfate solutions.. While his work failed, the aid his published results have been to later workers has made him an outstanding contributor to the de- velopment of the electrolytic zinc process. A good deal of work was done in the following years, aiming to electrolyze zinc chloride solutions and fused zinc chloride. Quite a bit of work on sulfate solutions was also done in the last years before the war. With the outbreak of the war, metal demand and rise in metal prices provided the stimulus which resulted in the remarkably rapid commercial development of electrolytic zinc. In this last period of development, all the work brought to commercial fruition has been with sulfate solutions. The high-density process, or the Tainton process, is used, as you know, in the Sullivan electrolytic zinc plant at Kellogg, Idaho, and will be used in the Evans- Wallower plant now being built at East St. Louis. The low-density process is used by the other plants now operating in the United States and other countries. There are now in operation and under construction four electrolytic zinc plants in the United States, two in Canada, two in Italy and one each in Australia, Rhodesia, Poland, Norway and Germany.

A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.
