AS BOTH South Africa and diamond mining are unfamiliar subjects it seems best that on such an occasion as this I should endeavor to reflect the atmosphere of the place and to picture the mines from an industrial rather than from a technical standpoint and, because of long absence, my remarks must necessarily be sketchy and in some particulars not up to date. The preferable route to South Africa is via England, direct steamers from America being inferior as to service and effecting no saving of time. The newer boats are of about 20,000 tons capacity and very comfortable. Seventeen days are required for the voyage and only one stop is made-that at the island of Madiera, three days out. The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

There is a critical need for effective instructional materials at the university level and for an upgrading of mine safety and health in the mining engineering curriculum. A fundamental approach to mine safety and health is recast into the familiar 3 E's: engineering, education, and enforcement, in that order. Each is briefly reviewed and their interdependence emphasized. A unique philosophy for successfully integrating safety and health principles into the mining engineering curriculum is offered. The concept of textbook ?tailoring? is discussed and defended, permitting rapid assemblage and synthesis of existing educational materials. Final recommendations are made for a u, comprehensive approach to mine safety and health education in the undergraduate curriculum.

The mining industry needs to recruit young talented people. An important task therefore, is to create future attractive mining workplaces that engage and motivate young people to work within the industry. Our intention with this article is to illustrate a possible way forward for the mining industry to form such workplaces. We discuss different aspects of an attractive workplace and summarise our findings in a specification of basic demands dealing with safety, physical and psycho-social work environments and social responsibilities.

The iron ore bodies of the Iron Springs district are replacement deposits of magnetite and hematite in Jurassic limestone around the borders of three intrusions of quartz-monzonite porphyry. Production in the period 1923-1965 was about 72,000,000 tons, nearly all of which was direct-shipping ore from open pits. The intrusions are laccolithic in form; all three were emplaced at the same stratigraphic horizon, which had been a zone of decollement gliding during the Laramide orogeny. The intrusions and associated volcanic rocks are post-orogenic. There was no change in the thickness of the limestone during the metallization. Comparison of the composition of the limestone and stratigraphically equivalent replacement ore indicates that, with every million tons of iron, there were additions of 40,000 tons of silicon, 20,000 tons of magnesium, and 10,000 tons of aluminum. The ore-forming fluid was derived from the exposed porphyry. The iron was first incorporated in hydroxyl-bearing mafics, which crystallized in depth and were carried upward in the magma that formed the hypabyssal intrusions. The mafic phenocrysts decayed deuterically in the new environment, releasing iron into the interstitial fluid of a consolidating crystal mush in the interior of the intrusions. Primary tension joints, which opened in areas of late intrusive distention, served as roots through which the ore-forming fluid was drawn from the crystal mush.

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). This paper presents the results of research that has been undertaken in order to develop an improved method of determining the strength of hard-rock mine pillars. Pillars are found in various shapes and sizes in all underground mining operations. Prudent engineering design requires that if pillars are to perform as desired, both the pillar strength and the pillar stress must be determined. A detailed pillar stability study has been combined with an extensive database of published pillar case histories (178)resulting in a new “hybrid” pillar strength formula, “The Confinement Formula”, that utilizes classic strength of rock methods combined with empirical methods. “The Confinement Formula” utilizes a “mine pillar friction term” calculated from the average minor/major stress ratio with-in the pillar core. Statistically, the new formula provides better results at predicting pillar strength for the combined database than the best empirically ft pillar methods that currently exist. “The Confinement Formula” allows for the determination of the strength of mine pillars with an increased level of confidence over previously applied methods.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Research is a much over-overworked word, sometimes a much abused word; the result of this has been that many who really need the word avoid it, shy away from it just as we do from that most useful word camouflage. We have not been altogether happy in our substitutes. Some years ago I spoilt a very good proposition by using the word investigation. There were those who thought that men and methods were to be investigated instead of simply processes. They expected disruption instead of co-ordination. The bad psychology up-set the scheme. The word experiment is even worse in its psychology. To the mind of the "practical" business man experiment denotes ignorance, waste of time and money and presupposes failure. It is not so long ago that the recognized way of improving the methods about a mine was to get a new manager. Until comparatively recently the average life of a boss in a mine in the West was under, rather than over, two years. Certainly was this the case in the smaller mines. Directors did not recognize that a cock-sure new boss was a greater experiment than a certain amount of feeling-his-way on the part of the old one. We always say that no two mines are the same but we are only now realizing to what extent the fine points of the game can and must be learnt on the job itself. One of the main differences between a small property and a large one lies in this study of the fine points of the game. In the early stages operation is the main point-get her going and keep her going.

Permanent support of the back is an important economic factor in maintaining a tunnel or other underground opening in condition to render the service for which it was driven. Timber has been most commonly used for support in tunneling and drifting because of its strength and ease of installation. Even when treated for decay, however, timber is subject to deterioration and, over a long period of time, should not be considered a permanent support. Concrete support or lining is permanent and has been used in tunnels of every size for many years but has been almost exclusively cast in place, a difficult, costly process. This report deals with the design and installation of precast concrete supports to combine the best features of both methods.

The iron ore mining district of Labrador West and adjacent Quebec is Canada's largest iron ore producer with almost 50 years of production. The area is currently experiencing a period of renewed activity not seen in decades that includes new mine development, mine expansion and exploration for new iron ore resources. All of the past and present production and exploration programs in the district are centred on the Lower Proterozoic Superior-type iron formations of the Knob Lake Group, located within the Grenville tectonic province of the Canadian Shield. The Knob Lake Group is a continental margin sedimentary sequence which was deformed and subjected to greenschist to upper amphibolite facies metamorphism during the Grenville orogeny. Regional deformation and metamorphism plays a key role in making the iron formation of the Knob Lake Group economic. The distribution of orebodies in the district is controlled by superimposed F1/F2 synclines which causes thickening of the iron formation through repetition. Ore mineralogy consists of specular haematite, magnetite and locally martite with quartz as the major gangue mineral. Regional metamorphism has caused an increase in grain size of the ore minerals making it more amenable to concentrating and pelletising. Altius has been active in Labrador West since 2003 and is now the second largest licence holder in the district with several iron ore exploration projects. The Kamistiatusset project is located in the heart of the region's transportation, power and mining infrastructure. The property has seen limited previous exploration, but covers several significant iron ore prospects. Work by Altius includes a helicopter-borne magnetic survey, ground magnetic and gravity surveys, geological mapping, sampling and 6000 m of diamond core drilling all of which confirm both a favourable geologic setting and ore mineralogy.

IN 1934 Newfoundland, after extravagant operation based on exaggerated ideas of what she had to work with, became bankrupt, ceased to be a self-governing Dominion, and passed into the hands of a Commission. Since the days of Dawson, Canadians have been taught that no country in the world is as rich as their own. This idea has become a religion; contrary views are heresy, and are suppressed even by technical organizations and government departments. Following the alleged habit of the ostrich, we have buried our heads in the sand and have refused to face the facts. This policy of "to have today and to hell with tomorrow" is now bearing fruit. After forty years of operation on the basis of unlimited natural wealth, with resulting over-expansion, wholesale depletion of capital assets, and huge borrowings, we are, now that our wealth has been shown to be very limited, face to face with the status of Newfoundland. Already, in this Province, commission government of bankrupt municipalities is not uncommon. The ostrich is referred to as the most foolish bird in the world. That is not the case-no ostrich ever hid his head in the sand. In the clear air of his home on the South African veldt, an area characterized by low bushes, he is a conspicuous object. When danger approaches, he lowers his head; matches his background, the bushes; and danger passes him by. This leaves the Canadian, with his head still in the sand, to fill the r61e cast for the ostrich. Fortunately, a few Canadians never did get their heads covered; others are getting them out far enough to see what is going on. Their comments are very much to the point. "Nowhere in the world," says Mr. Meighen, "has more harm been done to any country by an exaggeration of its resources and potentialities than has been done in Canada'.

This paper will be of interest to those who are actually developing a mineral prospect or planning to do so, as well as to investors who are considering the problem of financing the development of the prospect, so that they may know what the risks are and what capital expenditures are necessary before a prospect may become a mine. The term "prospect" used broadly, as it is in this paper, is defined as any property that has a mineral showing of sufficient interest to warrant development, irrespective of prior work, Such previous exploration, however, may be extensive and consist of several tunnels or adits connected by raises, or of shafts with several levels. There may also be a small mining and milling plant on the prospect which, because of the lack of capital for development or the lack of markets for the products, is now idle. Such prospects may warrant further capital investment for development work or for a mine plant to raise to the stage of profitable production.

Static gravimeters, unastatized and. astatized, are considered to be the most practical for oil exploration. One gravimeter is described using a beam whose moment about a pivotal axis is elastically balanced. Magnetic or electric fields are deemed unsatisfactory for balancing gravitational force because they cannot easily be kept constant. The gravimeter described is capable of detecting a change in altitude of 3 inches and a change in latitude of about 150 feet. V. S.

The initial step in the pelletizing of iron ores is the production of green balls. The importance of this step cannot be overemphasized as the physical quality of the green balls has a very significant effect on the subsequent induration process, regardless of the type of the indurating equipment employed. The ability of the green balls to withstand the rigors of handling, distribution, compaction and drying will have an effect on the degree of success of any pelletizing operation. Many factors affect the physical quality of the green balls including the prior processing of the iron ore, the characteristics of the balling feed and the type and quality of the binder used (if any). When working on the development of a new project or studying an existing operation, it is often desirable to determine what effect variations in these factors will have on green ball quality. It is generally impractical to make these determinations on a commercial, or even pilot plant scale, especially when the number of variables to be studied is large. Because of this, many organizations have developed batch techniques for producing green balls to enable them to perform such investigations with a minimum of time and expense. The batch balling method is at best, only an approximation of commercial balling systems. Many practitioners employ the use of pre-formed seed pellets to initiate a batch run. Thus, the growth mechanism encountered in any experiment is essentially snowballing. Unless an instability is introduced into a balling test (such as an excessive initial feed rate or an unusual feed material characteristic) the growth mechanism of coalescence is not present to a significant extent nor is it desirable. In a continuous operation, both mechanisms are present and necessary to sustaining the system. The batch balling technique thus produces pellets in an idealized manner and cannot be used to directly predict commercial green ball qualities. A general relationship does exist however, and the procedure is fairly sensitive to variations in test parameters. Although many refinements to this technique have been introduced over the years, batch balling is still essentially an art and subject to "operator effect". Therefore, to assure consistant and reliable results, skilled technicians who carefully adhere to established practice must be utilized.

Examination of numberous disasters , such as fires or explosions , and the evidence at coroner's inquests following such disasters in several States , have shown the writer how frequently men in charge of the operation and safety of mines have forgotten, or have failed to learn , details of safe mining practices , After securing a position of trust as superintendent , or a certificate of competency to act as shot -firer , fire boss , or mine foreman, some men seem to have felt it unnecessary to keep safety principles in mind , or to keep abreast of current progress in safety ; they have concentrated on getting out maximum tonnage at minimum cost . • In coroner's inquests , the testimony after disasters has shown that firebosses , foreman , and coal -mine superintendents are noticeably lacking in knowledge of the provisions of the State mining law relating to fans or doors , frequency of crosscuts , nature of stoppings necessary , electrical equipment , records of daily mine examinations , quantity of air required , or splitting and overcasting .

The PC computer program PCVENT, version 3.3, for the ventilation network analysis now incorporates a real-time fire simulator. Position of the fire or a source of contamination and the character of the event are input from the keyboard. There are several options of type of fire: heat only, contaminant only, or both with a constant burning rate or with oxygen as the only limiting factor. Airway resistances or fan characteristics can be modified during a fire simulation. This allows testing of various fire suppression strategies. Program application in the analysis of a real mine fire is presented.

THE dire effects of rapidly vanishing natural resources, widespread unemployment, and increased debt and taxation in recent years have challenged Canadians to produce a practical solution to these national economic problems. In more recent months, wars and rumours of war have indicated, among other things, the need for better control of our mineral wealth. The erection of a smelter on the lower mainland coast of British Columbia, treating all Western ores, and such ores as it will be found advisable to import, will make an important contribution toward a solution of these problems. It is believed that the ores tributary justify a smelter of major proportions. A stock-taking to confirm this can be made with reason-able accuracy in a short time, and this should be undertaken without delay. Enough general information is, however, available .in this paper to justify the technicians of the Department of Mines at Ottawa and of interested smelting companies making a preliminary study of the matter. THE DEFENCE ARGUMENT As a factor in rearmament, metals play a vital part. That rearmament is to continue on an increasing scale is indicated in Premier Chamberlain's address of October 3rd last, when he said: ?'For a long period now we have been engaged in this country in a great programme of rearmament which is daily increasing in pace and volume. let no one think because we have signed 'this agreement between the four powers at Munich we can afford to relax our efforts or call a halt in our armaments at this moment'. As matters stand, the facilities in British Columbia are entirely out of line with the strategic importance of this Province as the Western Front of Canada and the Empire. All our copper ores, and an appreciable part of our lead and zinc ores, are sent for treatment to Japan, United States, and Europe, while we import our iron and alloys. A treatment plant on this Coast would not only give us control of war metals and chemicals but it would provide an increased industrial and research population, badly needed in this area and of the greatest value in the case of war. This is where the mining industry can do its bit.
