This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

In. East Kootenay, two Companies are operating, the Crow's Nest Pass Coal Company of Fernie, with mines at Coal Creek and Michel, and the Corbin Coal and Coke Company, of Corbin and Spokane. Wash., with mines at Corbin. The Crow's Nest Pass Coal Company has also coke-ovens of the bee-hive type at Fernie and Michel. The mines have a productive capacity, with present development and plant, of approximately 1,500,000 tons of coal, and of 300,000 tons of coke annually. The total production in 1923 was 828, 990 tons of coal and 65.990 tons of coke. In the early years of operation, the mines furnished a very large percentage of their output to the railways and smelters. These were, in fact, the primary markets for which the mines were opened and the ovens constructed. The Great Northern Railway had built into Femie, and later extending its line to Michel, became a heavy consumer of both of these mines. The Spokane International, connecting the Crow's Nest branch of the C.P .R. with Spokane, furnished tonnage to Corbin. The Canadian Pacific Railway bought for Crow's Nest consumption. The smelters at Grand Forks and Trail in the Boundary country were large and steady consumers of coke, while in-termittently Northport, Butte, Helena, and Great Falls shared in the product of the ovens.

This paper talks about the experiences of groups we have worked with over the last few years in the Asia-Pacific region (Australia, Canada, New Zealand and Papua New Guinea) and the ways that they have worked to bridge the divide between traditional and introduced structures, governance at a regional level and the introduction of traditional values into monitoring and evaluation practices. In doing this these groups have created structures and processes which have helped them engage both more effectively with external stakeholders while maintaining the legitimacy of their own operations with their own constituents. These are important ideas for those involved in the mining industry that could provide a number of very tangible benefits to mining firms and their engagement with these kinds of groups.

Freeman, the English historian, said that he had learned from Macaulay "never to be afraid of using the same word or name over and over again if by that means anything could be added to clearness or force. Macaulay never goes on, like some writers, talking about `the former' and `the latter', `he', `she', `it', and `they', through !clause after clause, while his reader has to look back to see which of several persons it is that is so darkly referred to". He might have learned also from Macaulay that a preposition makes a' feeble ending for a serious statement. How often do you hear `the former' and `the latter' in conversation? Good conversation is a guide not to be dis¬dained. When you must use `the latter', do not confuse it with `the last'. Cheap labor, cheap fuel, and cheap transport are essential, the latter [last] being particularly important in base-metal mining. The apparatus may be used to determine such gases as hydrogen sulphide, chlorine, oxides of nitrogen and some others, as well as sulphur dioxide. In the case of the latter two, etc. The two last mentioned are "sulphur dioxide" and "some others". He should have stated which two, and he should have avoided that wretched phrase "in the case of ". Pinning may be partly prevented by use of chalk, oil, or turpentine. The latter [last] is best. I "Partly prevented" is a poor phrase. `Prevented! is a word that does not lend itself readily to modification. He means `checked' or `corrected'.

Discussion of the paper of A. PERRY THOMPSON, presented at the San Francisco meeting, September, 1915, and printed 'in Bulletin No. 100, April, 1915, pp. 645 to 677. ARTHUR S. EAKLE, Berkeley, Cal.-At the old Morning Star mine in Alpine County, where large masses of enargite were found some years ago, I looked particularly for evidences of replacement of pyrite by the enargite. While I have not made a particular study of any of the specimens, I judge that the pyrite and enargite were precipitated together. They were both primarily in those rocks. Of course, by using Mr. Graton's method of determination we might possibly find a situation somewhat different, but I should say that the enargite is not replacing the pyrite, but was simply precipitated at the same time. The bodies occurred there within 50 ft. of the surface, so it is probably not a case of secondary enrichment. H. W. TURNER, San Francisco, Cal.-In the case where secondary chalcocite shows a crystalline structure and cleavage lines, what is the evidence of the secondary nature of it? C. F. TOLMAN, Stanford University, Cal.-You can find practically all the evidences we have discovered in the microscopic study of ores. You can find all stages in the process of replacement of earlier minerals, especially bornite, by chalcocite, from a stage, in which the process has but just started with only occasional fragments of chalcocite set in bornite, to a stage where remnants of bornite are set in chalcocite. The replacement may take place along the cleavage lines or along the crystallographic directions of the earlier mineral, or it may take place irregularly. In one type of replacement you may find in one spot a few cross-cutting veins, and in another spot the latter may be so enlarged that there remain only a few individual specks of the replaced mineral.

Stratigraphy, structure and closure of the Paloma field are discussed, with some details regarding the present state of development. The Paloma anticline, a large dome modified by faults, is the largest single closed dome in the southern San Joaquin valley without surface outcrop or topographic expression. It owes its discovery to geophysics. Of nine wells drilled to the Stevens sand, seven are productive. The ultimate productive area may approximate 3000 acres when the limits of the field are determined. Introduction The Paloma field derives its name from the Paloma school, ½ mile north of what is now the center of the field. The field is 17 miles southwest of Bakers-field, in the south central part of the San Joaquin Valley (Fig. I). The present developed area and its expected extensions are in townships 31 and 32S., R.26E. It is the most southerly of several fields that produce from the Stevens sand zone. The first well to produce condensate was a joint test drilled by the Western Gulf Oil Co. and The Texas Co. near the center of sec. 3, T.32S., R.26E., well No. 54-3. This well was completed on Aug. 31, 1939, at a depth of 10,178 ft. The initial production was 2280 bbl. a day of condensate and 14,750,000 cu. ft. of gas (½-hr. gauge) through a ?-in. bean. Prior to the drilling of this well, the Ohio Oil Co. discovered and developed a small gas field, which embraces a part of three townships about their common corner but lies chiefly in secs. 31 and 32, T.31S., R.26E. The first well was completed on July I, 1934, at a plugged depth of 5239 ft. after having been drilled to 7957 ft, production was found in a 59-ft. zone IIO ft. below the Fourth Mya bed, within the Sari Joaquin clays. Until recently this field was known as the Buena Vista gas field. It is now carried by the Division of Oil and Gas as the Paloma gas field. Production within the Paloma gas field is derived from six wells, producing from several different zones in the interval from 4177 to 5548 feet. Geology Stratigraphy The sediments penetrated by wells in the Paloma held range in age from Recent to Upper Miocene. The entire section, which exceeds 10,000 ft. in thickness, conforms generally to the standard section of the south central San Joaquin Valley. The producing zone, sometimes called the Paloma sand, is the approximate equivalent of the Stevens sand zone of the Ten Section, Canal, Coles Levee and other fields. The stratigraphic section is shown in Table I. Severe service ball valve performance has a direct impact on the mechanical availability of high pressure oxidation and leach plants. The primary function of these valves is to isolate the autoclave for maintenance. Valve failure has historically contributed significantly to the maintenance downtime of these process plants. An understanding of the root causes of valve failures is the first step in increasing the reliability of the severe service ball valves. A rigorous failure analysis practice has been developed by Hatch for investigating refractory failures in furnaces and kilns based on Kepner-Tregoe methodology. The method has also been modified for valve failure analysis. From a root-cause failure tree analysis of each of the valve components, a list of all potential valve failure mechanisms was developed for ranking and evaluation, along with recommendations for further valve development. The purpose of this paper is to present the reader with the modified Kepner-Tregoe method and examples of this analysis.

Amongst those whose task it is to design tumbling mills and other comminution machines there is an almost religious divide between devotees of the Bond method and devotees of other methods developed in more recent times. For a decade or so the issue was between the Bond power-based methods and the JKMRC (JK) simulation based approach. The newest method to challenge the status quo is power-based and was developed by Steve Morrell. As the title suggests, this paper will take some liberty at concluding that Fred Bond and Steve Morrell may be separated by history, but not by their approaches to their individual contributions to the science of comminution. Another driver for the paper is that although it is good to have diversity of thought, the existing divisions are problematic for those of us signing public disclosure documents. If alternative design methods produce materially different outcomes for the mill duty, then at least one of them is wrong or being used incorrectly. At some point the unsustainable argument may need to be put in a court of law that we metallurgists have two or more materially different design methods, each of which is correct! Therefore, perhaps a resolution is needed before this occurs?The works of both Fred Bond and Steve Morrell are each directly related to their contemporary grinding mill design and operational environments. Both their approaches are empirical, borne of observing and measuring real world situations. Both worked with theories that preceded them, gathered their own data and then each saw shortfalls in the status quo.Fred Bond was an escapee from revolution, a victim of The Great Depression, and had several near death experiences during his early site-based career. Perhaps he was fortuitously rescued from himself when asked by Allis Chalmers (A-C) to set up its rock testing laboratory in Milwaukie in 1930. Fred’s testing led him to conclude that neither the Kick nor the Von Rittinger theories explained his measurements. His writings on the failings of these old theories caused a divide between devotees of the old and new methods at that time. After many years, and much thought and plotting of data (the old way!), he came up with his now-famous equations (and his Third Theory) which have stood the test of time, certainly in the world of Bond-era machines.Coming from England via several African diamond mines, Steve Morrell immersed himself into the comminution world of the JK in Brisbane about a decade after Fred passed on. The JK had developed its semi-autogenous grinding (SAG) simulation framework using its own pendulum breakage tester, itself a derivative of the twin pendulum impact device invented by Bond decades earlier. At the JK Steve developed his authoritative Tumbling Mill Power equations and was involved in real world analysis of comminution problems on the global stage. Steve’s JK experience coincided with the demise of the rod mill, the rise of autogenous grinding (AG) and SAG milling and a rapid expansion in concentrator capacity.Morrell left the JK to pursue his own interests, which included ongoing consulting work, now demanded by the comminution world. He then turned to investigating a growing list of discrepancies between the opinions of designers and theoreticians, and the factual outcomes. The Morrell Method of design arose from this re-examination of ore testing, real world operating data and these glaring and expensive discrepancies between design and outcome. In view of present interest in a revival of gold mining enterprises, papers dealing with the development of small gold properties are apropos. The present paper deals with the operation of a small gold property in the exploration and development stage, mining and milling 25 tons of ore daily, and indicates what may he expected in the way of mining costs under northern climatic conditions, by practicing rigid economy, at a property where disproportionate overhead costs are unavoidable bacause of the small rate of production. The output of this prospect is treated in a small amalgamation plant which has been described in a previous circular.. HISTORY Prospecting in the district was begun in 1909, and by 1911 the adjoining mines, Hollinger and McIntyre, were in operation. Actual work was begun on the Rochester claim in July, 1922, and carried on through 1924. The property was closed until 1928 when the present company took it over, together with the other holdings of the Canadel Mining Co. A small mill was started as a pilot plant on March 24, 1929, and is still in operation.

"The Dawn Lake uranium deposits are located 340 km north of La Ronge, Saskatchewan, in the Athabasca Basin between the Midwest Lake and Rabbit Lake deposits. Four zones of uranium mineralization, called the ""11, 14, 11A and 11B Zones,"" lie within the Athabasca Sandstone, at the sub-Athabasca unconformity and in the basement.At Dawn Lake, approximately 100 metres of Helikian Athabasca Group clastic sediments overlie Aphebian Wollaston Group pelitic and calcareous metasediments and pegmatites. Uranium with some nickel, cobalt and copper, occurs near the sheared stratigraphic contact between calc-silicate gneiss and graphitic, pyritic pelite. The mineralization lies in an area of low magnetic susceptibility which is thought to represent a rock sequence lying stratigraphically high within the Wollaston Group. There is no obvious vertical displacement of the unconformity by faulting, despite considerable brecciation, shearing and slickensides seen in the basement rocks. This suggests horizontal displacement on steeply dipping wrench faults as the main tectonic control along the 11, 11A and 11B trend.Below the Athabasca unconformity, the Wollaston Group rocks are altered to fine-grained mixtures of clays, chlorite and silica commonly called regolith. Along the mineralized trend post-Athabasca fracturing and (or) compaction have occurred through this clay-rich alteration zone, causing the steeply-dipping primary foliation to become contorted. This ""crenulated"" horizon can reach depths of 35 metres below the unconformity and is thickest along fault zones in the calc-silicate rocks. The ""crenulite"" is a distinctive unit which at Dawn Lake is commonly found above pods of ore located deep below the unconformity.Much of the mineralization in the 11A and 11B Zones occurs above, beside and below the thickest part of the crenulated zone, although the crenulated rock itself contains negligible amounts of carbonate, pyrite and uranium. Intense vuggy alteration and collapse breccias are found in calc-silicate rocks deeper and to the west of the 11A and 11B mineralization. There are at least two ages of uranium deposition in the basement zones, shown by small bright cubes of ""pitchblende /"" overgrown and replaced by duller botryoidal ""pitchblende II. ""Sooty pitchblende and yellow secondary minerals are the result of still younger reworking.The geological setting of mineralization, along the contact between carbonate-rich calc-silicate rock and pyritic pelite, suggests that the uranium was concentrated at a pH/Eh boundary located between deeply weathered, carbonate-rich and sulphide-rich basement rocks."

Canada, as the Free World's largest mine producer of zinc and the third largest mine producer of lead, has a vital interest in the future growth in demand for these metals. This paper traces the development of lead and zinc consumption in the last two decades, both on a total-Free-World basis and by major market areas. How Canada, as a major mine producer, has shared in this growth is also indicated. In addition, future consumption for both metals in the current decade of the 1970's is fore-cast. The demand these projections will make on Free World mines, particularly on Canadian mines, is examined. Some of the opportunities and challenges the Canadian mining industry will likely face during this period are also dealt with.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

This paper describing the mining practices at the Ground Hog Unit of the Asarco Mining Co., a subsidiary of the American Smelting and Refining Co., is one of a series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United Stated. The Ground Hog mine is at Vanadium in the Central mining district, Grant County, N. Mex., about 1.0 miles east of Silver City and 2 ½ miles southwest of Santa Rita. A branch line of the Atchison, Topeka & Santa Fe Railway connects Vanadium with Deming, about 45 miles southeast.

MANY factors govern the value of dredging-ground, and much capital can be wasted by the mistaken policy of contracting for the purchase of property and the installation of machinery before a thorough, examination has been made. To the uninitiated investor the presence of gold is generally the criterion,, and very superficial evidence is necessary to satisfy him as to this point. He considers the comprehensive report of a competent engineer as a wasteful extravagance and cannot understand why the engineer requires so much time and money to ascertain the information on which to base his conclusions, when the promoter can furnish him such pleasing and satisfactory data with but little expenditure of time and money. The uninitiated investor will often optimistically risk capital for purchase and equipment, and not until the venture comes to grief does he learn that the conditions are wholly unsuited for dredging. In many instances, a short preliminary examination by a competent engineer would have disclosed these facts. The mere presence of gold is by no means sufficient; some of the other factors necessary to be ascertained in determining the value of placer-ground for dredging-purposes are : (1) character and distribution of gold, and how much can economically be recovered; (2) character of bedding underlying the gravel, its contour, and whether its gold can be recovered by ordinary dredging-operations; (3) area and depths of gravel, surface contour, over-burden, water-level, proportion of fine material and boulders, and the presence of any material which might interfere with the dredging-operations and the recovery of the gold; (4) water-supply, power available, labor, transportation, and supplies, and cost of these ; (5) climatic condi-tions; (6) title to property, cost and royalties, and legal obstacles to carrying on dredging-operations. In hard siliceous sandstone strata overlying coal seams, roof bolting is often the bottleneck in the coal production cycle. In the past, these strata have been drilled by pneumatically operated stopers. Although slow drilling is cumbersome and uncomfortably noisy, the stoper was the most effective drill in these harder strata. However, because of the (U.S.) Coal Mining Safety Act, which limits noise levels for operating drills, FMC Mining Equipment developed the water-through-the-drill-steel method of drilling high-compressive-strength strata. Although water-through-the-drill steel had been developed earlier, the real impact of wet drilling techniques surfaced when the dual-boom roof drilling machines were installed at the Virginia-Pocahontas Division, Keen Mountain, Virginia, in 1974. This paper covers some of the technical details of the water-through- the-drill-steel design and its application.

"The World Wide Web (the web) provides a very useful resource for the enhancement of teaching and research dissemination. This paper advocates that researchers take control of this resource and become actively involved in creating web content. Two examples of the use of the web in a materials setting is provided. The first illustrates how a concept quiz for teaching can be developed. The second shows how a materials processing model can be run in real time over the web. To enable the use of this resource researchers must take the power that the web offers them into their own hands and create products that take maximum advantage of the medium. It is key that researches at the forefront become directly involved, otherwise a potential powerful medium will not realize it's true potential, and colorful products with no core content will proliferate. Central America is graduating this year into large scale mining with the start up of Inco's multi-million dollar nickel laterite processing plant in Guatemala. In the other extreme of the Isthmus in Panama Texas Gulf Sulphur is doing check diamond drilling and foundation test drilling at the Cerro Colorado copper porphyry. The higher price of gold and silver has spurred development and exploration of several small precious metal mines. The purpose of this presentation is to make a brief resumé of the most important mines operating in the area and a list of significant exploration projects. Also, tables will be shown to compare mining codes and taxes. Unfortunately these tables lack information on Panama. Before starting I like to express my appreciation to Kennecott Copper who permitted the use of some of the data compiled by the author on their behalf during the year 1975. The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90° and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: I. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

Vertically dipping lenses of nickel-copper ore at Dumbarton Mines Limited are being mined by a modified blasthole stoping method. The principal access to the mine is provided by a 15-degree decline, which, in conjunction with the use of ramps and declines for secondary access, maximizes the accessibility and mobility of trackless mining equipment. Sublevels are driven in ore on 80-foot vertical intervals and subsequently the ore, ranging in thickness from 15 to 30 feet, is slashed to its limits by a procedure of face sampling and test holing. Two longhole drill jumbos are used to drill off 40-foot vertical slices above and below these levels. Following blasting, the ore falls by gravity to the 500-foot horizon, where it is removed from drawpoints by load-haul-dump units and transported by truck to the main orepass. The rock is crushed to minus 3-4 inches and conveyed to surface by a 30-inch-wide wire rope suspended conveyor. This is achieved in two flights, a lower one of 290 feet and a main flight of 2260 feet. All aspects of the mining operation are discussed in the paper, including ventilation, services and safety.
