A NUMBER probably a sizable group of person with a dominant interest in metals maintain contact with the developments in ferrous metallurgy by reading week by week, as time permits, some four or five periodical devoted in considerable part to this field. It seems possible that some of these, like ourself, find it difficult to see the net results of the development day by day in clear perspective, The impression sometimes seems blurred by the uninterrupted succession of so many accounts, or out of focus from the very impact of so many reports of new things enthusiastic, well written, and understandable though they usually are. It is at times almost as though one were trying to observe, from a fastmoving vehicle, objects all too near at hand. Or perhaps this impression is merely a manifestation of our individual hyperopia ; in which case we should content ourself with an observation that it would be more satisfactory on the whole to discuss in 1941 the metallurgical advances of 1930-35 than those of

It was a pleasure listening to this paper. Gary Works' problems were a lot more extensive than the trunnion bearing problems encountered at the Weirton Steel Division. In our two-vessel shop bearing failures are critical in that with a bearing failure on an operating vessel and the second vessel under rebuild, we are down until the vessel rebuild is completed or the bearing is repaired. The first bearing problem at Weirton occurred after we had been operating three years. The failure occurred during the 8th heat following "bum-in" of the vessel. Immediate steps were taken to change the damaged float bearing without an extensive search for the reason the bearing failed. Once the campaign was run out the bearings were inspected and found to be damaged. Field checks revealed that the bearing pedestals were not properly located and as a result the freedom of the float bearing was restricted. The trunnion pin end to end dimension had decreased due to distortion and deflection in the trunnion ring. These dimensions were within tolerances. The damage to our bearing was similar to that in the exhibits from U.S. Steel-Gary Works. Steps taken to correct what was found in the field checks were as follows: 1. The pedestals were relocated to center the bearings. 2. 4" diameter pins were installed to locate the housing in the pedestals. 3. The bearing pedestals were opened up to allow the bearing housing to move slightly in the pedestal. 4. Lubrication fittings for greasing between the bearing housing and the pedestal were installed.

IN 1947 the metal-mining industry . passed through a year of readjustment; catching up on development work has caused production to suffer. Skilled labor has been short in most mining districts, notwithstanding the highest wage rate paid in the history of the industry. The trend has continued toward increased mechanization and refinements in practices and methods to increase the tons produced per man-shift. Improvements in procedures, however, have not kept pace with rising labor rates; and, in general, labor costs per ton mined have steadily increased since the war years. Prices of base metals have been the highest in a generation, but most producing companies can afford to pay the high wages. Capital expenditures have been approved for improvements to increase the output per man, both to reduce unit labor costs and to increase output. Surveys indicate a continuing

SINCE the last publication of tabulated results of grindability tests by the authors1 the total number of ball-mill tests made has more than doubled, and rod-mill tests have become increasingly important. Nearly all of the standard closed-circuit ball-mill and rod-mill tests made to date are included in the present tabulation, together with additional information not previously published. STANDARD BALL-MILL GRINDABILITY TESTS The method of conducting these closed-circuit tests has not been altered. A sample of the ore or other material is stage-crushed in rolls set at 1/16-in. opening with a 6-mesh screen until all of it has passed the screen. The combined minus 6-mesh screen undersize is mixed, sampled and screen-analyzed, and its apparent specific gravity is determined by packing and shaking in a standard container, and weighing. The apparent specific gravity ordinarily is about 60 per cent of the true specific gravity. The unit volume present in the mill in all tests is 700 c.c. of the packed minus 6-mesh roll product, and the number of grams occupying 700 c.c. is the unit test weight. This weight is placed in the mill dry, ground for the number of revolutions estimated to be necessary, discharged, and screened mechanically in three testing sieves of the mesh size at which the test is to be conducted. The oversize, or circulating load, is weighed, sufficient fresh minus 6-mesh feed is added to bring the total weight up to that of 700 c.c., and the charge is returned to the mill for a second grinding period. All standard ball-mill tests are conducted at 250 per cent circulating load, and the number of revolutions in the mill necessary to obtain this circulating load at any grinding period is estimated from the results of the previous period. The number of net grams of screen undersize produced per revolution of the mill approaches its final equilibrium value after several grinding periods, and this is recorded as the grindability, or relative ease of grinding, of the sample. A cylindrical ball mill, 12 by 12 in. inside, with a smooth lining and rounded corners, is used with a revolution counter. Under standard grinding conditions it runs at 70 r.p.m., and contains a charge of 285 iron balls weighing 20,125 grams, ranging from I ½ to ¾ in. in diameter. THE year 1929 was exceedingly busy and prosperous for the iron and steel industry in the United States. The lake shipments of ore were approximately 65,000,000 tons, steel ingots produced were about 57,000,000 tons. Plants were very active. operating for many months well over their rated capacity, slowing down during the last quarter following the severe break in the stock market. The ore tonnage mentioned above was the greatest ever shipped by lake from the Lake Superior region. The trend at the ore mines has been to supplement manual labor by mechanical appliances as much as possible. Mining methods have been greatly improved along the lines of safety as well as to increase the percentage of ore recovery. Crushing and grading of iron ores continued to gain in popularity inasmuch as remarkable blast-furnace operations and records were obtained with sizing and uniformity of raw materials. Progress was made along other lines. The Bradley process for the separation of manganese osicle and iron oside from siliceous manganiferous iron ore was cleuelopecl; also considerable work was clone on a process for the beneficiation of the Cuban laterite ores. Sintering of ores and concentrates increased in popularity. A new analytical method for the deter- mination of sulfur in iron ore was worked out which reduced the time required appreciably. The ore re- serves of the Lake Superior district continued to receive considerable attention and played an important part in the recent mergers which have taken place in the iron ancl steel industry.

That calcium will activate quartz for flotation with anionic collectors such as soaps has been known for a number of years,1 2 3 and the method has been applied to the concentration of various iron ore 4 5 6 as well as to other materials. Clemmer gives the permissible pH range for the activation of quartz by calcium as between 9.5 and 12.5 with an optimum value of 11.0, and Hertzog7 has determined the calcium abstraction of iron ores and of Ottawa sand, but otherwise little quantitative data are available. The purpose of the present investigation was to determine those conditions under which dilute solutions of calcium chloride will activate quartz for anionic flotation and to determine the amount of calcium ion adsorbed by quartz. Those variables, the influence of which was primary, such as calcium, sodium, and hydrogen ion concentrations, were studied. Other factors which influenced the results are discussed in the description of the experiments. Three different experimental methods were used to determine the activation of the quartz. The first method was to treat a sample of ground, deslimed quartz with solutions of calcium chloride and sodium hydroxide, and to determine the calcium adsorbed by chemical analysis of the solution. Although lateritic ore deposits are relatively flat-lying, surficial ore bodies, the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist. Laterite is a soil formed under tropical conditions resulting in the concentration, within the soil zone, of certain trivalent metals - principally iron and aluminum, but also, locally, nickel and manganese. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of partially altered bed rock or saprolite. Whereas bauxite generally is confined to the lateritic zone, some nickel deposits occur in both the laterite and saprolite zones. The evaluation of bauxite and lateritic nickel deposits thus has both similarities and differences. These ores have been formed by supergene, soil-forming solutions moving downward through zones of widely varying permeability within the weathering rock. Because the permeability varies widely, both vertically and laterally. the extent of weathering may vary greatly within short distances. Because the weathering process varies widely, the degree of metal concentration may also vary widely. It is not at all uncommon for a laterite to change, within a few centimeters, from a virtually valueless rock to a high grade ore. Moreover, the depth of weathering, and hence the depth and form of the ore profile, vary greatly. Obviously, for this type of deposit, a few grab samples or a few drill holes are virtually worthless. The evaluation of such a deposit requires a sophisticated statistical study based on thousands of carefully selected samples. As a rule of thumb, the cost of evaluating a large bauxite or lateritic nickel deposit will be about one cent per ton of ore in the ground. Thus, the cost of evaluating a several hundred million ton deposit may be considerable. The following factors must be considered during the evaluation: Type of Sampling: The best and most reliable samples for the evaluation of lateritic ores are taken along large, vertical channels in hand-dug pits. Where labor costs are high, some form of drilling may be used in place of pitting, but it is always wise to choose a drilling procedure after checking drilling results against a series of pit channel samples. The drilling may not reproduce exactly the results from pit channel samples, but it may be possible to derive a constant correction factor. If the physical character of the laterite varies within the deposit, it may, of course, be necessary to change the type of drilling, the correction factor or both. In some areas, it has been found empirically that augers, chum drills, vacuum drills, rotary drills, or core drills yield satisfactory results. The problem is to find which drilling technique gives results most similar to channel samples through the heterogeneous sequence characterizing the laterite in a given area. In lateritic nickel deposits, the drilling characteristics of the lateritic and saprolitic portions of the deposit are very different. Within the saprolite, the major nickel values are commonly found in weathered zones within less altered boulders - a type of occurrence which makes sampling very difficult.

IN THE literature on the elimination of metalloids in basic open-hearth practice, there are a great many heats recorded in which excellent data on changes in slag and metal composition during refining are given, but in almost all of these heats either temperature data or weights and analysis of charge are unrecorded and observations on the physical characteristics of the slag are almost always lacking. With these points in mind, a test heat was made in which as complete as data possible on all the factors that affect the elimination of metalloids were obtained. THE TEST HEAT The test heat was made in a standard 100 ton stationary furnace at the Lackawanna Steel Co., Lackawanna, N. Y. on January 17, 1922. The Charge-Scrap.-The scrap consisted entirely of rail-heat butts, selected from a number of heats made, the week before the test. The average analysis of the scrap was calculated from the analysis of these heats-and from the weight of scrap from each heat. Pig Iron.-Two ladles of pig iron were used in the charge and two samples were taken from each ladle as it was poured into the furnace. These four samples were composited for the average pig-iron sample.

Our continuous search for underground productivity improvements has been brought about by the diminishing ore grades in existing underground mines. The need for more efficient mining methods is a result of the economic problems facing our industry today, and this has caused us to evaluate underground haulage methods which have traditionally been the "bottleneck" in the flow of material from the ore in the natural state to the surface processing facility of any underground mining operation. Small improvements in the face haulage systems have yielded much greater benefits as they relate to overall mine productivity so it's only natural that we are all concerned with the best method of moving ore from the face to the main line haulage. In a recent paper titled "Underground Haulage Trucks - Gaining Momentum Worldwide", Richard A. Thomas concludes that the use of trucks to haul ores in underground mines is on the increase spurred by the convergence of a number of technology advances and economic realities. Perhaps the most important stimulus for the growth of trackless haulage is the high degree of haulage flexibility in underground operations. On the economic side, the demand for higher productivity from underground mines has resulted in larger physical dimensions of haulage roads, that is, higher backs and wider drifts to provide more room for high capacity haulage units. In the process of determining the most effective type of equipment for haulage, the power source must be a major consideration. For the purpose of this paper, we will limit the comparison to rubber-tired trackless haulage vehicles and not try to make a comparison between rubber-tired haulage, continuous haulage systems and rail-mounted haulage. Cost is perhaps the only really measurable factor when making a comparison between electric and diesel haulage. You will find that some costs will be very well defined in absolute terms. In other areas of comparison, cost can be fairly well estimated, and yet in still others, the costs are totally arbitrary. Let's take a look at some of the cost considerations. (Figure 1) first of all, is the initial cost of the equipment. This capital cost quite often is a determining factor in the type of haulage vehicle to be selected, yet this initial cost is perhaps the most insignificant of all costs when evaluating an operation over the long term. Of much greater concern, is the cost of maintenance. This cost will often run three times the original capital investment during the life of a single piece of haulage equipment. This factor can include rebuild to extend the life of the original capital investment, but certainly includes the labor and materials necessary, plus the inventory to keep the equipment in good repair. Perhaps one cost which is now playing an even greater role in the rubber-tired haulage operation, is the cost of fuel. Conoco has recently come up with some rough estimates which indicate that diesel fuel will cost an average of three times the equivalent kilowatt output in direct electric power. Diesel fuel is almost twice the cost of stored electric power. (This of course relates to the efficiencies of charging and recovery of power from lead acid storage cells.) These particular figures of course will vary from one area to another but I think that there is enough significance here to certainly warrant the further study of fuel costs for each particular area or mine. Another cost is breakdown expense. This must be treated differently from maintenance costs because a potentially larger expense is involved, more than just parts and labor. Now we have to deal with the cost of lost production time, which can have a much greater overall effect. Mine plan economics are another cost consideration where we can't make a comparison without looking at specifics. Here you must look at the movement of power centers vs. the flexibility and freedom of movement of vehicles. The determination must be made as to what types of equipment will fit into any predetermined mine plan and if a change in the planned roadway dimensions for the mine plan itself would be more economical so that more efficient type of equipment could be utilized. Finally, two of the most important aspects to be considered with potential ramifications far beyond what we have mentioned previously, is the cost of health and safety, which is really the cost of meeting current and future government regulations, reasonable or otherwise. And of course, when making any consideration here it is impossible to come up with anything more than an educated guess on the cost of meeting the new regulations. Now let's take a look at some of the advantages of diesel vehicles as well as advantages offered by electric vehicles, both battery and cable powered versions (Figure 2). Much of the data used in this comparison is based on experience with three vehicles manufactured by Jeffrey Mining Machinery Division, Dresser Industries. Jeffrey manufactures all three types, each with approximately a 15-ton capacity, even though few of these Jeffrey vehicles are used in uranium mining operations. Much of our experience comes from the 4114 diesel powered RAMCAR which is a 4-wheel drive, articulated steering,vehicle powered by a Caterpillar 3306NA engine and using a powershift transmission. This will be compared with the performance of the Jeffrey 404H battery powered RAMCAR with articulated steering which utilizes a separate 35 HP DC drive motor on each of two wheels with solid-state speed controls, and the final comparison will be made on the Jeffrey 4015 cable-reel shuttle car which is powered by two 60 HP constant

Five hot spring areas of the western United States show evidences of present day deposition of HgS; two also show evidences of accompanying Sb2S3 deposition. Sulfide minerals are depositing at or near the surface from hot waters that differ for each spring ai:ea in amount and kinds of dissolved matter. All the springs contain dissolved substances that act as buffering agents and that cause increased alkalinity with increasing temperature. Transport of Sb2S3 is possible in H2O and in boron and sulfide solutions. Increasing alkalinity and temperature enhance stibnite solubility. Quantitatively important transport of HgS appears restricted to alkaline sulfide solutions that contain HgS2=. Elemental mercury probably forms in deep hot waters because HgS breaks down into mercury and sulfur above 200°C, and free S is removed by reaction with water. Elemental mercury should accompany HgS2= in solutions that were at 200°C or higher. Cinnabar deposits from saturated alkaline sulfide solutions because of combinations of temperature decrease, dilution, oxidation, and reactions with wall rock: Amedee Hot Springs, Boiling Springs, and Coso Hot Springs are areas in which HgS is the only sulfide deposited. Hot waters at Amedee and Boiling Springs are supersaturated with HgS or transport colloidal HgS. Steamboat Springs waters deposit mainly silica and stibnite, but they have deposited HgS recently. Sulphur Bank waters deposit mostly stibnite and some HgS. The hot-spring waters of all springs represent highly modified deep water. Field and laboratory studies support the concept of transport of HgS in moderately alkaline sulfide solutions as HgS2=. Fluctuating deposition of stibnite and cinnabar reflects availability of sulfide or variations in deep-source HgS and Sb,S,. Silica and HgS dissolve mutually in alkaline sulfide solutions, and cinnabar and quartz would be expected to deposit simultaneously. Free mercury given off by hot-spring waters would impregnate country rocks.

Nearly 55 years have elapsed since the U. S. Geological Survey was organized. During this period the mineral industries have grown from infancy or early childhood to well developed maturity, and some mining industries appear to be declining. Decline in mining is even more conspicuous in certain districts, or even states, than in any mining industry as a whole, and discoveries or developments of important new districts have been very few in recent years. Our reserves of most metals and nonmetals are adequate for many years of normal production, subject to changes in rate of exploitation that may be caused by foreign competition and by changes in technology and market conditions; but the declining production of many districts and the scarcity of important new discoveries to compensate for them is cause for some apprehension. It is likely that future production will depend to a considerable extent on deep exploration and on the thorough examination of places in and adjoining existing districts where significant outcrops are lacking and only apparently insignificant geologic features offer encouraging clues—more so than on the discovery of entirely new districts. Even the possible discovery of new districts, which have escaped the intensive search by the nontechnical prospector, must be dependent on geologic information. There is therefore no need for argument as to the value of geology to the mining industry; and the need of continuing to advance the science. The U. S. Geological Survey's past contributions to mining geology, as expressed in its official reports and other publications, are recognized by Ransome in his historical review of mining geology in the Lindgren volume.' These contributions have helped to form the basis of modern mining geology, which has grown rapidly in the last 25 years. This growth has witnessed the organization and maintenance of geologic staffs by mining companies in several districts, and their detailed work, together with the fact that nearly all of the larger mining districts have

During the past three years, USBM has developed an apparatus and technique for direct measurement of existing pressure and change of pressure in mine rock. This relatively simple and inexpensive monitor is reliable for months after being installed. It is used to determine shift of ground pressure created by different sequences of mining, to ascertain the cause of rock failures, and to evaluate the need for artificial support. The technique has been employed to measure pressures in limestone, greywacke, concrete, diabase, and soft iron ore. When rock is subjected to a load it is deformed. Ordinarily this is observed in a mine as the displacement of one point with respect to another—the deflection of the roof, which may be observed as a convergence between roof and floor; or the extrusion of material from the rib, which may be observed as a decrease of the distance between the rib and the post of a timber set. The effect of excessive pressure may be a rockburst if the rock is strong, or it may be squeezing ground if the rock is soft. Some desirable effects of high stress (high in relation to strength) are the caving of roof in a longwall mining operation, the caving of ore in block caving, and the decrease in mechanical energy required to break down the mineral seam in a retreating pillar-robbing operation. In any case, whether the observable effect of rock load is desirable or undesirable, it is a displacement, and depends on the following four factors: 1) The structure—the size and shape of openings, pillars, and linings, the geologic bedding and jointing. 2) The mechanical properties of the rock—prin-cipally the strength, modulus of elasticity, and flow characteristics. 3) The load or applied stress—primary sources are the weight of superincumbent rock, which increases with depth, and unrelieved tectonic stresses; secondary sources are redistributed pressures caused by other nearby openings, especially large mined out zones (rock pressure depends partly on the rock structure created by mining). 4) Duration of load, related to the length of time the opening is exposed. CONTROL OF ROCK DISPLACEMENT Rock displacement can be controlled by control of these four factors. Consider now the means of exercising such control over these factors. Control of the structural features is obviously possible to a great extent, as such control is exercised largely by choosing the method of mining and the methods of natural and artificial support. Rock properties vary, even within a particular mine, but they are controllable only in the limited sense that control may be exercised by choosing the beds or zones to be mined so that rocks with undesirable properties will not occupy critical positions within the rock structure created by mining. Rock pressure is the most complex of the four factors through which ground control can be achieved because it is invisible, difficult to measure, and poorly understood. Rock pressure is controllable only to the extent that control is exercised on the rock structure created by mining. Considering openings within a particular mine, time of exposure varies, and is readily controllable because it is easily measured and easily understood — the longer an opening stands, the greater the likelihood of failure or excessive convergence. Control is exercised by choice of an appropriate sequence of driving openings of different classes, such as haul-ageways and rooms, which are required to remain well supported for different lengths of time under different conditions. Again, control is exercised through the method of mining. All controllable factors can be controlled by proper design of the mining method. The orientation and relative positions of the mine workings and the sequence of their excavation are likely to be much more important to ground control than is the design of artificial support. This implies that the major decisions in regard to ground control are made, knowingly or not, at the time the mining method is chosen. WHY MEASURE ROCK PRESSURE In addition to restrictions on the several factors, control implies the measurement of these factors in some sense, whether only qualitatively by visual observation, or by actual quantitative determination with a measuring instrument. Rock pressure is the most difficult of these factors to measure, largely because of the interaction between the measuring device and the rock. Nevertheless, the quantitative

Definition of Ae 1.—-Just as we call A 1 of rising temperature Ac 1, and that of falling temperature Ar 1, so we may give the symbol Ae 1 to the equilibrium position of A 1. Preliminary Assumptions.—In deciding what weight to assign the various data, and indeed what data are to count, three assumptions should be made. These are : 1. The corollary from the phase rule, that the temperature of Ae 1 is constant and independent of the carbon content, though, of course, it may be changed by the presence of other elements. 2. That because neither in heating nor in cooling can the transformatioil begin before the temperature reaches Ae 1, though it may be delayed by lag till after the temperature has passed beyond Ae 1, therefore Ae 1 should be at or below the observed beginning of Ac 1 and at or above the observed beginning of Ar 1, and, a fortiori, it should be at or below the observed maximum of Ac 1, and at or above the observed maximum of Ar 1. It may be necessary to take these maxima into consideration in view of the experimental difficulty of detecting these beginnings. 3. Because of the extraordinary degree of lag in the immediate neighborhood of Ae 1, as proved by Brayshaw, little weight should be attached even to the most conclusive evidence that the transformation has not occurred on reaching, or even staying at, a given temperature, because that failure to occur may always be due to lag. Evidence that the transformation has occurred, or has even begun, at a given temperature deserves incomparably greater weight. In other words, the temperature may pass beyond Ae 1 without inducing the ' transformation, but the transformation cannot be induced except by

(Cleveland Meeting, October, 1912.) THE practice of carbonizing steel for the purpose of case-hardening has assumed great commercial importance within the past, 10 years. Formerly, case-hardened steel was held in more or less contempt, since it. was considered a cheap substitute for tool-steel. This is no longer the case. The development of the motor-car industry, and coincidentally that of modern alloy-steels, has resulted in overcoming many difficulties formerly experienced in case-hardening. This result has been accomplished by increased knowledge regarding the analysis of the steel which would respond most readily to case-hardening, and by more careful methods of treatment of the carbonized steel. The ordinary method of carbonizing consists in packing the steel with the carbonizing-material in cast-iron boxes and placing them in a furnace at a temperature of from 1,500° to 1,900° F. for a time sufficient to give the required depth of cc case." The steel is then either quenched directly from the box, or is allowed to cool without unpacking, and finally given a single hardening-heat., or, for special work, two or three heats. During the year 1911, more than 100,000 tons of carbonizing-material was sold in the United States, at an average price of probably $55 per ton. More than 85 per cent. of this material consisted of granulated bone. Within the past four years, many manufactured compounds have been placed on the market, consisting largely of some form of carbon or carbonaceous material, with or without the addition of chemicals. Steel will absorb carbon placed in contact with it at the temperature of the atmosphere. The reaction is exceedingly slow, but. increases rapidly with increasing temperature. The casting alloy 88 copper, 10 tin, 2 zinc, commonly known in England as Admiralty metal and in this country as Government bronze, gun metal, or Naval Department composition G, has, at its best, many valuable properties. However, its physical properties are known to vary widely with slight changes in method of manufacture of the castings, such as slight variations in composition, variation in pouring temperature, kind of mold used, method of pouring and gating of molds, size and shape of castings, amount and kind of heat treatment, and so forth.' The microstructure of castings made from this alloy is influenced by slight variations of composition, rate of cooling, and kind and length of heat treatment. This is best understood by reference to the equilibrium diagram. The part of the diagram in which we are interested and the effect of the thermal equilibrium relations on the physical properties of the alloy 88 copper, 10 tin, 2 zinc, have been discussed by Hoyt, Campbell, Primrose, and Rawdon.2 In Fig. 1 is given the equilibrium diagram of the copper-tin alloys. Briefly stated, the relations of composition and temperature changes are as follows. Compositions between A and a consist of but one constit ent—the a bronze, which is a solid solution of copper and tin, rich in copper. On cooling from the molten state these compositions gradually crystallize, at temperatures above 790°, into a mass of interwoven treelike crystals or dendrites. The cores of the dendrites are rich in copper and the percentage of tin gradually increases as the surfaces are approached. AS cooling progresses, after a11 the metal has crystallized, no further changes occur in the crystals other than diffusion within the crystals, which tends to erase the dendritic pattern and to render the structure more homogeneous. * Metallurgical Ceramist, U. The phosphate ores mined in middle Tennessee typically consist of granular rock phosphate particles disseminated in a clayey matrix. In the TVA plant near Columbia, Tenn., the phosphate ore is mined, made into a slurry with the addition of a small amount of sodium hydroxide as dispersant, and treated in a hydroseparator to remove minus 10 micron material. The hydro-separator underflow, comprising a rough concentrate, is transported by pipeline to the plant; the hydro-separator overflow, comprising a tailing, is flocculated by addition of calcium sulphate and is discharged to settling ponds at a rate of about 1400 gpm. Sedimentation in the ponds produces a clarified effluent, which may be recycled for use as process water or discharged to surface drainage. This method of tailing treatment is not entirely satisfactory since poor sedimentation characteristics of the tailing result in poor ultimate utilization of pond storage volume.

COKE and by-products have prime importance in the war program. The past year was marked by the construction of new and the rehabilitation of old by-product and beehive ovens and by the increase of production from existing plants to practically 100 per cent capacity. W. T. Brown's paper, "Plan to Improve Blast-Furnace Coke," presented at the Fuels Conference in St. Louis, Sept. 30, showed how the blending of low- and high-volatile coal improved the physical properties of coke and that improvement of the quality and uniformity of coke favored an increase of blast-furnace capacity- a vital need in the war program. Others in the industry have likewise increased production of coke or recovery of by- products by various innovations or changes in operation. Recognition of the value of pooling these developments for the benefit of the entire industry led to organization of a survey of coke- oven plants and blast furnaces by the Bureau of Mines in co-operation with the Solid Fuels Co-ordinator with a view to improving metallurgical coke production and recovery of by-products. This survey is being conducted with the help of an advisory committee consisting of representatives of the Bureau of Mines, the Solid Fuels Co-ordinator, the War Production Board, and the blast-furnace, coke-oven, and coal-mining industries.

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

MORE has been said about the iron and steel situation on the Pacific Coast than has been done .about it; but perhaps as much has been done as conditions have warranted. The production of finished steel in an amount sufficient to take care of the local demand for certain sizes and shapes is an established industry on the .coast. The amount .and the variety of products, so made, changes with the demand or them which is largely dependent upon the growth in population. An increasing demand will not always increase the quantity of steel produced locally because the cost of production may rise so -high as to let in steel from the outside. The reason for this is that all of the steel made in the West comes from steel scrap, the supply of which is .limited. From the standpoint of the metallurgist, it would. be desirable to subititute pig iron for some of ' the steel scrap, but this cannot be done profitably because the pig iron now available is too expensive. In other words, the large future demand for steel and pig iron on the Pacific Coast must be supplied by reduction of ores in the West, unless we are to be content with paying high transportation costs for material produced elsewhere. ."
