The Chamber of Minerals and Energy of Western Australia Inc (CME) is the peak resources sector representative body in Western Australia. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

"The financial valuation of mining assets has a number of fundamental differences to the valuation of many other asset groupings. One such difference is that typically, the greater proportion of both the cost and revenue sides of the cash flow are inherently governed by systemic market forces.As a result, the range of outcomes for the valuation of each mining asset is more unpredictable, with higher levels of risk and uncertainty. In contrast, the management function of many other non-mining businesses or industry groups can control at least a portion of the cash flow by maintaining the margin or controlling the sales price. The management teams of mining businesses and operations typically have limited options, and are thus price-takers for both costs and revenues. As mining is an inherently cyclical industry, large, long-life operations can exist through several price cycles, making valuation both subjective and challenging.The outcomes of both static- and stochastic-based valuations, as well as the internal probabilities of the associated cash flow statements, are significantly impacted when the correlations between the appropriate parameters are quantified, modelled and incorporated into the valuation framework. The appropriate parameters for correlation modelling primarily include those that are governed by systemic market forces. Applying this process results in a different risk profile for the asset by allowing the risks resulting from systemic market movements to be more accurately quantified and then objectively minimised. Mesothermal quartz lodes in Paleozoic Greenland Group metasediments of the Reefton area have produced 67 t of gold up to 1951, and recent exploration has identified new gold resources in several deposits, including the largest past producers, Blackwater and Globe Progress. The metasediments consist of alternating sandstone and argillite, metamorphosed to lower greenschist facies and hydrothermally altered near the quartz lodes. We examined and sampled drill core from four prospects, Globe Progress, General Gordon, Merrijigs and Blackwater, to determine the mineralogical and geochemical characteristics of hydrothermal alteration in the sandstone units. The sandstones are feldspathic litharenites averaging Q65, FlO and R25, with detrital grains of quartz, feldspar, rock fragments, muscovite, biotite (mostly altered to chlorite), and trace quantities of graphite, apatite, zircon, tourmaline and titanite. Hydrothermal alteration has developed a secondary mineral assemblage of K-mica (muscovite, sericite and illite), carbonate, chlorite, pyrite, arsenopyrite and limonite. The abundance of secondary chlorite is greater at Blackwater than at the other locations studied. Features in the sediments associated with increasing hydrothermal alteration towards quartz lodes include, the development and increasing intensity of colour bleaching and carbonate spotting, increasing quantities of disseminated pyrite and arsenopyrite, and the appearance and increasing quantity and size of thin carbonate, quartz and sulphide veins. This is accompanied by increasing concentrations of sulphur, arsenic and antimony as shown in assays, and of volatiles (loss on ignition) and iron as seen in XRF analyses. We were unable to identify consistent trends in the behaviour of potassium, sodium, and calcium that are exhibited by similar mesothermal quartz lode deposits inVictoria, Australia.

Froth flotation is widely used for the separation of particulate materials in the world. It is a complex process whose operational behaviour in process plants is difficult to predict. A comprehensive phenomenological dynamic flotation model was presented at the 1982 IMPC. This model uniquely linked the particle/bubble interactions and water transport phenomena to the flotation cell hydrodynamics. The model was used as a dynamic framework to analyse and develop process optimisation strategies. New developments in mineralogical characterisation, real time information management systems and data validation simplify the implementation of flotation technologies for mine to mill grade recovery optimisation. With recent developments in software programming, dynamic simulation enables process engineers to develop process alternatives interactively. This paper presents such an implementation of current process analysis tools and an updated froth flotation dynamic model. It demonstrates how this new environment can be used to improve our technological knowledge of flotation, eg alternative bubble/particle attachment and detachment microprocesses can be incorporated. The dynamic flotation model has several manipulated variables (such as feed flow rate, per cent solids, aeration, wash water flow rate, frother flow rate, specific power energy (impeller speed/delta pressure), cell geometry and tails flow rate) and evaluates the dynamic effects of these variables on grade and recovery.

The development and application of new effective environmentally friendly reagents for the flotation of thin and ultrathin mineral components is an urgent task. The analysis of the nomenclature of chemicals, including flotation reagents and flocculants, showed that water-soluble polymers (WSP) might be used in flotation separation of fine grinding products containing non-ferrous and precious metals. Water-soluble polymers that are responsive to temperature changes are the most attractive as reagents during flotation. These are the thermo-responsive polymers or thermomorphic polymers. The presence of nitrogen and oxygen atoms in the polymer molecule contributes to the formation of a coordination bond with non-ferrous and precious metals. A research conducted at the ICEMR RAS within the framework of the scientific school of Academician of the Russian Academy of Sciences Chanturia helped to develop a method of flotation of finely ground mineral particles containing valuable components using modified thermomorphic polymers. The paper focuses on the experimental study of poly (vinyl caprolactam) (PVC) as a flotation reagent for gold recovery from finely ground mineral products. PVC is a ready-made water-soluble thermosensitive polymer that does not require complex synthesis. PVC has a high ability to form complexes in an aqueous environment when heated. According to experimental data, the polymer interacts with gold nanoparticles, contributing to the extraction of gold from fine mineral products and the tailings that makes it perspective as an additional flotation agent for the processing of gold-containing ores.

The key element in the carbon-in-pulp process for gold processing is the loading of dissolved Au(CN)2 from solution onto activated carbon. The mechanism and kinetics of this step have been examined by solution adsorption-desorption and X-ray photoelectron spectroscopy for both coconut derived activated carbon and peat-based activated carbon. The results show that these carbon types have the same mechanism and kinetics of adsorption. There is no contribution to the bonding from carbon-oxygen functionalities on the carbon surface, as has been invariably supposed in all previous theories for the mechanism of the reaction. It is shown that Au(CN)Z is reversibly adsorbed intact on and parallel to the graphitic planes of the carbon with the formation of a weak carbon-gold n-donor bond. The kinetic measurement of carbon gold loading reactivity is discussed and use of the Murdoch equation for this test is critically assessed.

In a recent publication (Bueno and Lane, 2011) the authors presented the analysis of a consolidated dataset composed by 137 autogenous/semi-autogenous grinding (AG/SAG) mill pilot trials. By comparing the measured data against theoretical specific energy consumption, the analysis indicated which circuit configurations were more or less energy efficient. However, the analysis has also indicated that the energy efficiency of each of the types of circuits vary significantly.There are numerous factors that contribute to the variations of energy efficiency of AG/SAG mill-based circuits, such as feed size distribution, recycle ratios and ore characteristics. In view of this, the present work accesses these factors individually and discusses what may lead a particular circuit configuration to be more or less efficient in terms of energy and costs.CITATION:Bueno, M and Lane, G, 2012. Pyrite is ubiquitous within copper ores, and presents significant challenges to most operations in terms of its impact on copper sulfide concentrate grade and recovery.Samples of ore containing from 3 to 47 percent pyrite, with nominally the same chalcopyrite feed grade, were collected from a copper mine in eastern Australia for testing. The ores were ground under standard conditions using forged steel grinding media in the Magotteaux Mill® to determine the impact of increasing pyrite feed grade on the pulp chemistry of the system and subsequent rougher flotation response. Attempts were made to correlate the pulp chemical parameters (oxygen demand and EDTA extractable metal ions) with flotation behaviour to determine if one (or more) could be used as a metric to infer metallurgical behaviour.The observations made were then tested under different grinding environments (obtained using more electrochemically inert high chromium) grinding media to determine if they hold true.CITATION:Greet, C J, Karageorgos, P and Teixeira, L, 2015. Detailed observations were made for two existing continuous miner and shuttlecar systems. A simple model for the shift average cycle consisted of three time components - delays, mining and transport. Cycle improvement and productivity improvement factors are derived and used to predict the theoretical improvement which the observed cycles could achieve. Various strategies of action ranging from short-term optimisation through to long-term planning for continuous haulage systems are evaluated. High potential for improvement is shown for a wide range of operating conditions. An overview is presented for systems, currently available or under active development, which can accept coal directly from continuous miners and offer continuous haulage to the surface. Systems are broadly classified as mechanical-roof mounted, mechanical-floor mounted and hydraulic transportation.

Mine to Mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian Mining Industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in NorthernQueensland, Australia, has espoused the Mine-to-Mill concept and isactively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROMstockpile. A blasting improvement program was undertaken betweenErnest Henry Mining, Thiess Contractors and Orica Explosives tooptimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance ofindividual blasts are needed before it is possible to optimisefragmentation or the downstream processes. These include suchspecialised Orica Explosives tools as SABREX, POWERSIEVE, andPOWERLINE and commercially available drill monitors. As importantare the more common still and video camera, borehole loggers,measuring tapes, surveying equipment such as face profilers, and ahigh-speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design - only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as theunderstanding grew and practices have been implemented resulting inreduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. This paper is about a process approach which links tools and technology to understand the fragmentation drivers and then to optimising the size distribution.The continuous improvement program continues...

Rio Tinto’s Hope Downs Operations are currently mining iron ore in their South Central Pit. Prior to the commencement of mine operations, Hope Downs carried out an extensive archaeological investigation and identified an ancient rock shelter lying within the proposed mine boundaries. The site is significant to the traditional owners/custodians of the land in this part of the Pilbara, and thus the final pit design was changed to preserve the rock shelter, which now lies 30 m outside the mine boundary. In order to further preserve this ancient dwelling from blast-induced damage, blast design procedures were improved over time to minimise the vibration impact when blasting close to the shelter. Blasting and vibration monitoring commenced in May 2008 using pyrotechnic delay sequences and normal-direction firing. In October 2009 electronic delays were used to reverse-fire blasts close to the shelter in order to create a damage zone between the initiating holes and the rock shelter. A detailed statistical analysis of the vibration data shows a reduction in the higher levels of vibration for blasts fired after October 2009, which is most likely caused by the created damage zone. In May 2010, a site-specific vibration model was developed and implemented, and based on Monte Carlo waveform superposition. This model was used to give a further insight and improvement to the blast delay sequences when blasting close to the shelter. However, such models are expensive to implement and have limitations, which reduces their potential for estimating the probability of getting an excessive vibration due to a given blast design. In this regard, it is more realistic and significantly less expensive to use a recently developed probabilistic analysis based on simple charge weight scaling. This analysis shows that there was a higher probability of exceeding prescribed vibration limits at the rock shelter for blasts fired before October 2009 than there was for blasts fired after October 2009.

EQUIPMENT TO BE DISCUSSED It is the intention of this paper to discuss the transporting of large skid mounted equipment and track machines around open cut mines. By large I mean 100 to 350 tonne capacity being trans- ported on minesite lowloaders and the capability of moving loads of 300 to 1200 tonne by other means. It is also possible to move larger loads. The main factor in transporting large loads is eco- nomics and is a balance between the cost of the transporter and the increased production from the equipment being moved. For example it could be possible to shift a 7000 tonne dragline faster than their own means of propulsion, being the "walking feet" method. However for the cost of $10 to $12,000,000.00 or more you can afford to walk the dragline and suffer the production loss. Let us concentrate on the economically realistic. BOSICH FBT MINESITE LOWLOADERS 100 TO 350 TONNE CAPACITY. Why initially consider having such a transporter? Our experience has shown that initial enquiries evolve from mines requiring to move large drills, 50 to 200 tonne weight and large hydraulic excavators or backhoes which are track mounted. The reason for shifting them is to move equipment from a mining face to enable blasting, to remove to the central workshop for repairs, overhauls and routine maintenance, to transport equip- ment from one mine face to another, and for drills, to move from one drilling pattern to the next. The cost in terms of time lost and extra wear on tracked equip- ment easily justifies the cost of the transporter. The tracks on large drills and shovels are not intended for long distance walk- ing. These tracks are designed to move the machines to position for drill holes, or moving around the mine face. Long distance travel, ie generally 1 km or more, results in overheating of track rollers, track drive components and accelerated wear on tracks.

Utilising a continuous improvement tool, the Plan-Do-Check-Act (PDCA) process, and a forward-looking rock mechanics program, the intent is to identify the key factors driving productivity and performance to create a stable and achievable long term mine plan.

Anglo American has been researching the potential benefits of inter-particle comminution techniques for several years. Inter-particle comminution has additional benefits in terms of milling circuit performance such as energy consumption and stability. This paper focuses on the flotation benefits. Inter-particle comminution leads to selective breakage, mineralogical analysis has shown that this leads to improved liberation of the valuable minerals. In addition to selective breakage, the relatively short residence time experienced in typical inter-particle comminution machines allows more efficient classification which contributes to a æsharperÆ product size distribution. The effect of particle size in flotation has been well documented in literature. In general, it is has been shown that there is an optimal particle size range for flotation, and that both above and below this range, flotation recovery is adversely affected. Results show that the narrow size distribution which results from inter-particle comminution improves flotation recovery. Furthermore, the absence of excessive fine gangue material which typically results from conventional fine (-75 ¦m) milling of talcaceous ores, can lead to 100 per cent savings in depressant consumption when such ores are subjected to inter-particle comminution. To-date, this technology has been evaluated on more than ten ores. This paper will focus on one set of results which demonstrates a number of common differences that exist between material that has been milled conventionally and using inter-particle comminution technologies, with emphasis on what the impact of these differences is on flotation performance. A pilot scale (200 kg/h) vertical roller mill (VRM) was used to produce the material, and the results shown will describe conventional laboratory batch, locked cycle and pilot plant flotation testwork.

The products of Lower Miocene calc- alkaline activity on the east coast of Northland, New Zealand are described and contrasted with coeval rocks of the northern North Island. These rocks, the Eastern Volcanic Belt (EVB), occur in four main centres aligned north-west to south east as either plutonic/hyabyssal bodies or as agglomeratic piles and dyke intrusions. Significantly the plutonic members always occur to the north-west of the volcanic members, probably indicative of differential uplift along faults (upthrown to the north) aligned perpendicular to the EVB. A full basalt-rhyolite (diorite-granodiorite/ adamellite) spectrum is represented, with a temporal progression towards the silica-rich endmembers indicated by cross-cutting field relationships. Modal mineralogy parallels this trend, consisting of two-pyroxene, hornblende, biotite, quartz/alkali feldspar modal assemblages, and with rare occurrences of olivine and garnet-bearing volcanic phases. Chemically the EVB is medium-K, calc-alkaline (with respect to AFM and total-Fe/MgO vs. Si02 indices) and quartz and hypersthene normative. The thirty two available K-Prisotope dates indicate that activity was largely confined to the Lower Miocene (24Ma-16Ma), with an apparent younging towards the south east. Initial B7Sr/e Sr ratios (0.70335- 0.70679) are indicative of a continental- arc-type setting, however it is unlikely that a straightforward tectonic reconstruction for this part, of the Pacific Margin is possible. Evidence from xenoliths, both petrologic and isotope, within EVB magmas and from regional geologic studies suggests that hypotheses pertaining to a volcanic arc sited over a subduction zone may hold little relevance in this case. The review concludes that the EVB developed from the partial melting of a geochemically evolved lower crust as indicated by xenolith evidence. This occurred in response to thickening initiated by a short-lived obductive event in the uppermost Oligocene, and controlled spatially by pre-existing basement structure. Intra-suite chemical and mineralogic variation reflects not only crustal variability, but localized differences in physico-chemical conditions best illustrated by the rare occurrences of olivine and garnet.

While hard rock tunnel boring machines (TBMs) have an established track record in the tunnelling industry, accurate estimation of TBM performance for each specific project remains critical. Machine performance prediction is required to assist planning activities, including costing and schedule preparation, machine specification and effective planning of maintenance and repairs. In addition, monitoring machine performance during the construction period is required to assess and manage excavation progress, and to achieve optimal advance rates based on specific geotechnical conditions exposed during excavation. TBM performance analysis can also contribute to the development of more accurate performance prediction models for future applications. Rock mass characteristics play a dominant role in machine performance. This paper offers a review of the impact of rock mass characteristics on TBM penetration rates for two specific tunnelling projects. A discussion is provided on the results of statistical analysis of available field data, including geological back mapping, rock properties and measured rates of penetration (ROP). The analysis offers a comparison of the achieved and predicted ROPs to provide a better understanding of the influence of rock mass properties on the performance of hard rock TBMs. A new rock mass adjustment factor is introduced to enhance the accuracy of an existing prognosis model for use in jointed rock masses.

The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

A colourimetric technique, originally developed for methyl iso butyl carbinol (MIBC) based on the Komarowsky reaction, has been extended to a wide range of common mineral flotation frothers. The procedure, which is briefly described, is shown suited to on-site determinations in a campaign at Kennecott Utah Copper Copperton Concentrator (Rio Tinto). Some observations are described, including: frother (MIBC) concentration evolution down a bank, frother distribution between pulp and froth phases, and loss of frother over time due to adsorption on certain minerals. A possible interference with a fuel oil addition was overcome. MIBC in recycle water was also measured. The ability to monitor frother easily will help interpret gas dispersion behaviour and should permit further optimisation of flotation cell hydrodynamics and chemistry. The capability to directly measure should help optimise the type, amount and location of frother addition, and to assess frother recycled with reclaim process water.

How do you portray a large structurally and stratigraphically complex deposit to return a meaningful resource estimation, and produce a geological model that is useable for planning on a daily basis? The George Fisher Mine is located 22 km north of Mount Isa and forms part of XstrataÆs Zinc Group operations. It is currently a major producer of zinc, lead and silver in the region with an estimated total resource for all categories of 127 Mt at 100g/t Ag, 5.3 per cent Pb and 9.2 per cent Zn (June 2005). Production in 2005 totalled 2 647 492 wet tonnes for 317 699 kg Ag, 140 317 tonnes Pb and 230 331 tonnes Zn from underground operations. George Fisher (GF) consists of two deposits that are structurally complex on a mine scale, George Fisher North (GFN) and George Fisher South (GFS). Regional faulting has resulted in a 2 km long package of variably pyritic shale and siltstone that separates the deposits. This paper looks specifically at GFN. Distinct correlations exist between the two deposits based on stratigraphic matches; however, orebody characteristics, geometry and fault architectures differ significantly between the two. The deposits consist of multiple, sedimentary-hosted, stratiform orebodies from 2 to 25 m wide, separated by waste intervals of variable width. Each ore-waste interval is modelled as an individual geological domain. Structurally, George Fisher North (GFN) contains a series of major late-stage NE faults with dextral offset(s) of up to 130 m. Further complexity is added by NS, NW and NNE striking fault orientations that can produce either a loss or repeat of stratigraphy, local drag folding, orebody attenuation and block rotation. Due to this structural complexity and orebody offsets, domains at GFN are further divided into fault blocks (FB). The GFN model comprises eight FBs over a strike length of 1 km, all of which are modelled independently. As drilling progresses and additional resources are converted, further FBs will be added at major fault offsets to accommodate orebody and model expansion. This will be in addition to what is already a large and time-consuming data set to manage and update. For example, each FB has 18 domains each with two constraining wireframes (hanging wall and footwall). Each wireframe has several sets of point data depending on the type of data available, ie diamond drilling, mapping or interpretation points. This equates to over 1100 separate files to manage. Additional wireframes and files are also required for major structures, daily planning requirements and block model runs. In total some 1500 files are managed, updated and maintained for GFN alone. The ongoing need to expand as a business and optimise production in the current economic climate where there is a global demand for metal has led to an increase in production at GF. This has resulted in a rapidly growing data set and highlights the importance of practical and efficient modelling to achieve a meaningful resource estimate. This paper focuses on the geological modelling, modelling approaches and techniques employed for the GFN deposit.

Several drilling programs at Maldon have produced 7790 core samples, which were assayed for gold, with 2825 of the samples assayed for nine other metallic elements. There is a lack of correlation between gold and all other elements. The situation, however, changes dramatically when sorted according to the abundance of arsenic. In the populations where As >200 ppm, there are strong, positive correlations between gold and several elements. There is also a strong positive correlation of Au with the weighted sums and products of all elements with the elemental averages as a weighting factor, and Bi*Sb and Bi*As elemental products. In these populations, there is also a strong positive correlation between the logarithms of Au and logarithms of each element, as well as the elemental sums and products described above. The correlation coefficients increase with higher As cut-off values.All elemental distributions but especially gold show a high-nugget effect and display high skewness and dispersion, low kurtosis, and common outliers. The distributions of their logarithms are several magnitudes less scattered and without outliers. Thus, the logarithmical distribution correlations are best for practical use.Correlation coefficients were T-tested and are statistically significant. The elemental correlations, particularly those of logarithmic values of weighted sums and Bi, could be used as a gold path finding tool at Maldon. After a preliminary assay for gold and arsenic, only samples with As > 200 ppm should be assayed for other elements.
