The use of scrapers in mining and earthmoving operations is not new; in fact they are one of the earliest methods of bulk earthmoving. A single machine, which can load, haul, and dump material with a minimum of ancillary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. Maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancillary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

"Considerable metal values are often locked in stockpiles (ore, concentrates, heap leach pads, slags, reverts, etc.) and process equipment (bins, holding tanks, thickeners, etc.). This is more than enough to justify accurate accounting of such in-process metal inventories from both financial accounting and operational perspective. However, accurately determining the metal inventory of an in-process unit is often a challenge in industrial practice. Audits have shown that available indirect or direct measurements often carry large inaccuracies. Sooner or later, ignoring these measurement errors lead to unexpected incoherencies in reported metal balances. In such situations, coherent metal balances are then achieved through subjective and sometimes significant adjustments of in-process inventory levels. While such metal accounting methods applied by mineral processing engineers used to be rarely challenged, they are now being increasingly scrutinised by various stakeholders. Hence, metal accounting procedures that mitigate subjectivity in adjustments while still coping with the unavoidable uncertainty are more relevant than ever.This paper reviews three different metal accounting methods for reporting in-process metal inventory values. Their individual application strongly depends on the available measurements i.e. The indirect method where the metal inventory of a given process unit is determined by subtracting the cumulative reclaim from the cumulative feed carries important flaws. The direct method also comes with challenging accuracy issues so that emptying a process unit is often the best available inventory measurement. This reality is recognised for by further analysing a previously proposed operating mode where two interchangeable process units are alternately used. The third investigated method is the redundant method which combines indirect and direct methods for a given process unit. High resolution airborne magnetic and radiometric data have been shown to optimize exploration for epithermal gold deposits in the vicinity of Charters Towers, northeastern Queensland. The radiometric data allow extrapolation of poorly outcropping geology to provide a cost-effective mapping technique, even at exploration scales (eg. 1:25,000). At a regional scale (eg. 1:100,000) the magnetic data reflect the regional tectonics and divide the area into domains for the application of different genetic models. For example: 1. the Ravenswood Batholith is characterized by multiple intrusions dating from Ordovician to Permian age. The polarity of the magnetic anomalies implies an age for the intrusions and indicates a deposit style for exploration. 2. extensional and wrench tectonics along the northern margin of the Drummond Basin are interpreted from the magnetic data and indicate favourable blocks for detailed exploration. Genetic exploration models may be tested in favourable environments by the recognition of geophysical signatures. These signatures reflect structural, lithological and alteration patterns arising from controls on ore deposits and can be applied at regional or detailed scales.

"There is a tendency to treat mine roadways with fan installations as leak proof systems. Morecomplex ventilation arrangements are being installed in coal mines out of necessity or designand these can introduce additional hazards. This paper explores the leakage paths that can existaround fans and in particular the hazards these leakage paths may generate around undergroundfan installations. The behaviour or these leakage paths in the event of a fan failure has also beenexplored. Early detection of spontaneous combustion is essential, so understanding the leakage behaviour around fans especially boosters or main fans installed underground will assist in sett ing up monitoring locations in the correct places. If this behaviour is not fully understood then monitoring may be placed incorrectly, or trends may not be picked up until it is too late."

Australia has a high level of research and development capabilities in government, industry and tertiary institutions. In the- remote sensing fields, we have developed a range of applications in geology, agriculture, infrastructure and environmental monitoring which are very cost effective and applicable to projects in the Asian and Pacific region. Support by the Department of Science through the Scientific Industries Steering Committee has enabled rapid penetration of this technological capability into projects with significant economic and financial benefits. It has also led to the opportunity for development of new sensors and processing systems, through collaborative projects with regional countries, which. will have applications in cloud covered, rainforest, and coastal tropical regions for geological and resource applications.

In this paper, life cycle assessment methodology has been used to assess the variations in water use associated with different metal production and processing routes and provide insights into the value derived from water usage in the minerals sector. Using water consumption data derived from the literature it has been shown that the æcradle-to-gateÆ water consumption (or embodied water) for production of the various metals considered in the study ranged from 2.9 m3/t for steel up to 252 087 m3/t for gold. The results largely reflect the grade of the initial ore used to produce each metal, and can be approximated by the following equation:W = 167.7 G - 0.9039 where: W = embodied water (m3/t refined metal) G = grade of ore used to produce metal (per cent metal) The study showed that indirect water consumption in the metal production life cycle, in particular that due to electricity generation, can make a significant contribution to the embodied water value, eg aluminium production. When expressed in terms of m3/t ore, the results for all metals considered indicated that the embodied water is roughly, on average, three times the water consumption of the mining and concentration stage. It was also shown that the economic value per m3 of water consumed for the minerals industry exceeds that for the agricultural and industrial sectors, supporting the view that allocating water resources to the minerals industry has a strong underlying economic basis. Water reforms currently taking place in Australia aim to address issues such as competition for water access, reduced security of supply and increase in cost. Consequently the minerals industry, along with others, can be expected to come under increasing pressure to reduce fresh or raw water use and to integrate water use across sectors. While water recycling is an obvious candidate to help reduce water consumption in the minerals industry, issues such as water quality, among others, will influence the extent to which this can be achieved. In addition, wastewater volumes can be minimised using techniques such as pinch analysis to establish and use the minimum water requirement for the process. The use of dry or near-dry processing technologies, for which the demand for water is small or zero, may be a more radical solution to the water consumption problem; however, it is possible that the introduction of dry processing would bring with it a new set of problems, including dust.

In the past few years the Rietveld method emerged as a routine tool for quantitative phase analysis (QPA) from X-ray diffraction data. Fast and reliable results became possible by combining modern computer technology and optimised mathematical algorithms with the fundamental parameters approach in the Bruker AXS TOPAS software. Here the routine analysis of bauxite raw material and of aluminium bath electrolyte is presented. The accuracy of bauxite quantification was tested by analysing the IUCr round robin sample. An agreement of better than one per cent was obtained for minor constituents and a maximum deviation of 2.5 per cent for the major phases. This is excellent agreement with expected results from weighting. Ten different phases were quantified in natural samples from Turkey with a precision better 0.5 per cent for the major phases and one per cent for the minor phases. Additionally, crystallite sizes were obtained from the peak profiles that give valuable information for the processability of the material. XRD data from solidified aluminium electrolytes were rapidly measured using silicon strip detector technology. With the LynxEyeTM detector full patterns were collected in 90 seconds and analysed with TOPAS. It is shown how to derive well-established measures such as bath ratio and excess AlF3 from the Rietveld results. These measures are widely used in aluminium production and readily available with very high precision. The excellent agreement with ALCAN reference data demonstrates the outstanding accuracy of the method. The mean deviation between here presented results and reference data is below 0.5 per cent for total CaF2, below 0.25 per cent for excess AlF3 and 0.02 for the bath ratio. The precision of the method was evaluated by repeated measurements.

The Wamum and Idzan Creeks Prospect, located 79km W of Lae, Morobe Province, Papua New Guinea (PNG) was discovered by the exploration arm of Conzinc Riotinto of Australia Pty Ltd (CRAE). The detailed surface exploration and 11 vertical holes drilled by CRAE, combined with the recent work by Highlands Gold Limited, indicate the occurrence of porphyry copper-gold mineral- isation and associated alteration. The prospect occurs within andesitic volcanics of the Middle Miocene Langimar Beds. It is bounded by NE trending faults to the NW and SE. The alteration and mineral- isation is hosted in the andesitic tuffs adjacent to high level quartz diorite and hornblende diorite stocks. A NW trend to alteration and mineralisation is obvious in Wamum and Idzan Creeks. The main alteration type is propylitic with minor zones of potassic alteration. A late sericite-quartz-kaolinite-pyrite alteration overprinted the earlier alteration and mineralisation. Copper and gold mineralisation is related to a quartz-carbonate-chalcopyr-ite-pyrite (¦ bornite) vein stockwork and biotite ¦ K-feldspar alteration. The mineralisation system at Wamum and Idzan creeks is low in total sulphides. It is considered as a high- level fracture-controlled system with limited low grade Cu-Au mineralisation.

There are many different challenges when sampling mineral commodities. Sampling is part of many decision-making processes, from control of the number of drops of a reagent to all aspects involved in determining how much to pay for a mineral consignment. However, if all decisions must be supported by correct assumptions, or at least agreed terms, how can this be guaranteed? The main approach is to emphasise the importance of continuous surveying of sampling practices. If they are based on non-recommended protocols, this raises concerns. In addition, safety failures and lack of appropriate behaviour from the technical perspective can lead to disasters, both from the human and business perspectives. Impacts on safety and health are clearly unacceptable. It should be noted that imperfect safety and health practices in sampling operations have a strange correlation with incorrect sampling techniques. The commercial interface can also be affected. Companies have studied extensively the various aspects of measuring quality parameters for mineral commodities to understand the risks for investors and owners, and they take decisions that fundamentally respect the interests of parties in contracts and not result in losses. Every result should be obtained in defensible ways, and neither losses nor profits taken in indefensible ways. Most of such situations are related to bias; a significant systematic difference between a measured value and a reference value for a contractual quality parameter. Bias is always undesirable, because it always implies an incorrect advantage for one party and without doubt an undesired disadvantage for the other party. These situations are solved financially through a third-party arbitrator becoming involved in delicate situations, such as a commercial claim, but the outcome is always tangibly or intangibly bad for one of the parties. Another possibility is a permanent or temporary loss of precision. Poor precision, due its nature, generates reasonably balanced losses and profits, but it may hide out-of-control situations, generate instability and induce financial losses due to actions taken towards clearing commercial disputes involving interlaboratory programs, sample exchanges and duplicated sampling and sample preparation procedures, in the end wasting time and resources and creating a permanent source of commercial tension. While bias situations demand immediate adjustments for correctness, poor precision has to be understood as something that cannot be just calibrated out and is a situation that demands investment of time and effort. Precision optimisation has to take into account best practice for obtaining the required precision as well as cost/benefit analysis studies. Purchasers, engineers, salesmen and all personnel need to recognise that sampling is a major area to understand when taking decisions. The aim is to spread concepts that can really help, such as simple in-house actions to improve productivity and completion of surveys on commercial sampling operations, in order to ensure correct results are obtained and assertively take corrective actions, thereby establishing a healthy relationship with investors, suppliers and purchasers and in the process optimising the business.

This paper describes some experiences in the design of flotation reagent schemes for the efficient flotation of complex gold ores containing free gold and/or gold associated with easily flotable sulphide minerals such as chalcopyrite and bornite. Historically, the design of gold flotation reagent schemes has been based primarily on experiences using high dosage levels of water soluble charged collectors such as xanthates and dithiophosphates and carefully controlled regions of pH. This approach has been effective with gold associated with complex sulphide minerals, in particular gold associated with iron sulphides such as pyrite. An alternative two-stage reagent approach is presented that is applicable to certain types of gold ores. This approach involves using very small dosages of uncharged water insoluble collectors at natural ore pH followed by a modified bulk flotation reagent approach for the second stage. The reasons for utilising this approach, when applicable, are discussed and illustrated with examples.

This paper extends the existing knowledge associated with the design and placement of prefabricated pastefill barricades through a consideration of asymmetric drive geometry and conditions. The load capacity of prefabricated barricades and their failure modes are considered in relation to abutment geology and barricade geometry that includes curvature and span and drive geometry that includes abutment angles, haunch angles and misalignment. Design charts are provided for typical barricade sizes to provide general guidance for design capacities and optimising location placement based on asymmetric drive geometry. A recent barricade failure is considered in relation to the drive geometry and the potential impact it had on the installed capacity.

It is commonly known that copper smelter terms include penalties if the concentrations of elements, such as arsenic, mercury and fluorine, exceed stipulated limits. It is less commonly known that the behaviour of these elements in the smelters can depend on the processes used to treat the concentrate. The principle behind the penalties is to compensate the smelters and refineries for additional costs caused by the presence of the penalty elements, but these costs will vary depending on the process used and the location of the smelter.The issues caused by the minor elements include effects on the occupational health of smelter workers, increased environmental disposal costs, increased operating costs and reduced cathode copper quality.The effects of minor elements can be surprising. High levels of arsenic in concentrate are considered undesirable, but some smelters add arsenic to anode copper to improve the performance of the refinery.Excess concentrations of some elements will result in rejection of concentrates by smelters. China has blanket import bans on copper concentrates with concentrations of lead, arsenic cadmium, fluorine and mercury exceeding specified levels.This paper will review the behaviour of minor elements in smelters and refineries, explaining the deleterious effects of each of them, to provide a greater understanding for people and organisations wishing to market copper concentrates.CITATION:Fountain, C, 2013. Based upon the previous work of Norman & Loeb, a method was used to assess the comparative wearing properties of ten different alloys being used, or being considered for use, as mill liners and grinding media at Mount Isa, The materials to be tested were obtained in the form of large diameter balls, and were run, along with the regular ball charge, in a large ball mill operating under normal grinding conditions. At selected intervals, the test balls were removed from the mill, weighed and identified, and their relative wear rates determined.INTRODUCTIONInformation in metallurgical journals, from local iron and steel foundries, and from various metal promotional organizations has suggested that the various alloy compositions available should be examined and assessed for possible use as milllfners and grinding media.Previous attempts at evaluation of recommended materials for these applications elsewhere, have usually involved the purchase of large quantities of grinding balls or complete mill liner sets, requiring running periods of up to two years or more. As well as being both a costly and lengthy procedure, the information obtained may be of little significance, due to changes in milling practice, and ore characteristics during the period of operation.To overcome these difficuities, a method was adopted based on the short time wear rate test recommended by Norman & Loeb (1949) and Norman (1957) in which all the materialsunder consideration are ·subjected·concurrently to the conditions of service.Previous calculations of wear rates have been dependent1. A knowledge of the value of the activity coefficient of cobalt oxide in slag as a function of composition and temperature is necessary if effective strategies are to be devised to maximise the recovery of cobalt in nonferrous smelting processes. This work reviews previous studies and shows that comparison and evaluation of the results is hampered by variations in the choice of standard states for the species. Published results have been recalculated to a common set of standard states with a preferred value for the Gibbs free energy of formation of cobalt oxide. It has been shown that the value of the activity coefficient of cobalt oxide referred to the solid standard state in iron silicate slags is approximately two, at temperatures from 1523 to 1623¦K. It is suggested that some contradictory results are most likely due to errors in the measured partial pressure of oxygen.

In recent years the production of steel from directly reduced iron ore pellets has ex- panded rapidly. However continued growth will depend on an adequate supply of suitable raw materials for the various commercial gaseous and solid reductant processes now in operation. Al- though at present Australia does not produce pellets primarily for direct reduction, there is an increasing awareness of Australia's potential role as a supplier of high grade ores for export and/or domestic use. The properties and quality requirements of iron ore pellets made specifically for directre- duction (DR) are reviewed and the laboratory techniques and test methods used at the CSIRO Division of Process Technology for the evaluat- ion of potential DR feedstocks are described. At the present time most of the evaluation tests for DR pellets are extensions of those de- signed for existing blast furnace (BF) burdens. In the case of some physical parameters such as cold compression strength, abrasion index and cold strength after reduction this extension is quite satisfactory. In the measurement of para- meters such as reducibility, swelling and stick- ing tendency, however, it is necessary to deve- lop meaningful standardized tests so that ores and pellets can be ranked for DR performance. To do this, data from the laboratory tests and from operating plants must be correlated.

The mining industry worldwide relies upon the identification of resources that can be economically developed and operated. Access to land is paramount through all stages of the exploration, development, operation and rehabilitation stages. Clear rights to use of land for the purposes of mining must be available and protected throughout the life of the project. Stable and enduring criteria for mining of the resource, once identified, are required to attract exploration and development expenditure. The purpose of this paper is to investigate the varying approaches to granting access to land for use for exploration and mining development, including the processes by which a project is approved by community and government and the time scale for such approval. The paper concentrates on the legal issues arising throughout this process. The law is stated as at September 1997.
