The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

The Fort Cady in situ borate-mining project involves recovering boron from a deposit more than 400 m (1,300 ft) below the surface. The resource recovery method is a new in situ mining technology that uses weak acid solution injected directly into the ore body. As the acid contacts the calcium-based ore (primarily natural colemanite), the contained borate values are digested as boric acid. This boric acid solution is then pumped to the surface by submersible pumps. A series of chemical reactions and precipitations are performed that result in the production of calcium borate. The borate values are then recovered as a finely divided solid white powder. The refined product is sold under the trade name Cadycal 100. The Fort Cady in situ borate-mining project is located about halfway between Los Angeles, CA and Las Vegas, NV in the Mohave Desert.

The Toulon tunnel project is a key component of the Highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960?s. The tunnel project is made of 2 separate tunnels: South and North tunnel. The North tunnel was built between 1992 and 2002 after 10 years of difficult construction (for example, on March 15th, 1996, a collapse of the tunnel in the ?Marchand Area? generated a sink hole in the city Center, causing 20 months delay). The South tunnel alignment runs parallel to the North tunnel at the same depth below Toulon historical downtown (20 to 40m depth with some areas with less than 10m of cover). The Risk management program was studied to be a State of the Art program in urban tunneling construction. The Hydro Geological Context The whole project area is covered with backfills and colluviums of 1 to 4m thick. The Schist, marls and sandstones, randomly distributed along the alignment below the first layer have different characteristics. While the Schist are pretty compact, the marls are fractured. The other layers have very different characteristics, and many faults are located along the alignment, especially in the limestones. The Breccia are heavily decompressed and deformable, as well as the other soils located in the Marchand Area. This 80m long area is where the settlements need to be controlled with an extensive monitoring program. The complete Geological profile is presented in Figure 1. [ ]

The importance of coal as a major source of energy used by the steel industry has been increasing due to the gradual changeover from steel- making by the open hearth process to steelmaking by the basic oxygen process. Since the production of steel by the BOF process increases the demand for hot metal, there is a growing need to ensure the supply of coke required for the production of hot metal. Coal used for cokemaking has become, therefore, an increasingly important raw material for the steel industry in recent years. Our current projections indicate that coal will be the source of 71% of the total energy requirements of Inland Steel Company in 1985. As a result of the energy shortages of the last few years, various conservation programs have been initiated by the steel industry to reduce the consumption rate of fuel. The efforts to conserve energy have been successful to a great extent due to the rapid advances made in the technology of ironmaking that facilitated gradual reductions in the quantity of coke used per ton of hot metal produced in the blast furnaces. The decrease in the consumption rate of coke was made possible by the use of improved raw materials, such as iron ore pellets and fluxed agglomerates, the operation with high blast temperatures, the injection of auxiliary fuels, and the enrichment of the blast with oxygen. It is expected that additional reductions in the fuel consumption rate will be possible in the ironmaking operations of the large blast furnaces that are being equipped with facilities for proper burden distribution and for operation with higher blast temperatures at high top pressure. The purpose of this paper is to show the effects of coke quality on the production of BOF steel. The importance of coke quality will be pointed out by discussing the effects of the physical strength of coke on both the blast furnace productivity and the steelmaking operations of an integrated steel plant, such as Inland Stee1 Company.

The economics of precious metals -- depending upon who is involved --could be the economics of hope, of fear, indeed of profit and perhaps survival. For those investors seeking capital gains in a puzzling economy, precious metals involve the economics of hope. Those who are convinced that currency soon won't be worth the paper it's printed on turn to precious metals because of the economics of fear. Gold and silver have been a storehouse of wealth since biblical times. The economics of fear during the past 500 years on the Continent has caused almost every European family to make sure a private stockpile or hoard of gold, silver or coins is at hand in case the paper currency of their country undergoes the kind of disaster that came to the German Mark after World War I. Understandably, for mining companies involved in the production of precious metals, the elements of operations and management are directly concerned with the economics of profit -- and perhaps survival. To the American miner the price of precious metals in the marketplace is a matter of daily concern. After decades of selling silver to the US Government at 64.64 cents an ounce, producing silver mines suddenly became faced with prices breaking $5, $10 and $20 per ounce, and approaching $50 an ounce during the period 1978-1981. What should the miner expect one year in the future? Five years?

The Alligator Ridge mine is a near-surface gold mine located in a remote area 113 km (70 miles) northwest of Ely, NV. The deposit was discovered in 1976 by a lone prospector working under a grubstake contract for Amselco Minerals Inc. Evaluation of mine potential proceeded quickly. Favorable drilling results led to feasibility and mine design studies by the end of 1978. Mine construction began in early 1980. By September of that year, the process plant was fully operational. The first gold was poured a few months later. Alligator Ridge is designed to produce 1.9 t (60,000 oz) of gold each year. The projected mine life, based on proven reserves, is to mid-1988. However, Amselco is actively conducting exploration nearby for additional reserves to extend the mine's life. Amselco, a subsidiary of the British Petroleum Co., is based in Denver, CO. The company is mine operator and jointly owns the project with Nerco Minerals Inc., a wholly-owned subsidiary of Pacific Power and Light. Alligator Ridge is Amselco's first US mining operation. Geology Alligator Ridge, so named because it appears in outline to be an alligator at rest, contains disseminated micron gold embedded in iron-streaked siltstones. Although definitive conclusions have not been drawn on age and origin, the gold ore bodies are probably young by geological standards. They were formed in a recent volcanic period still evidenced in parts of Nevada by geysers and hot springs. As these superheated solutions rose through the permeable siltstones, they deposited minerals in the rock and formed the present gold ore bodies. During 1977, an extensive soil geochemical sampling program with additional geologic mapping and outcrop sampling were conducted. The results generated several drill targets. Initial drilling was performed in November and December 1977, and ore grade mineralization was encountered in the first drill hole. The Alligator Ridge mine is unusual in relation to other and more recent western US mineral discoveries in that it occupies an area that had no previous mining history. The ore deposits are hosted in upper Paleozoic sedimentary rocks that consist predominantly of a thick carbonate sequence. The main ore host is the Devonian-Mississippian Pilot shale, which occurs locally as a sequence of thin bedded calcareous, carbonaceous siltstones and claystones. The maximum observed thickness of the Pilot section in the mine area is about 140 m (460 ft). Rocks in the Alligator Ridge area have been folded into a series of low amplitude anticlines and synclines that strike north-south and plunge to the south at about 20°, with limbs that dip nearly 20°. The folds have been truncated and deformed by later high-angle faults that generally strike northwest. Although multiple stages of movement are evident on the fault systems, the youngest period of activity is along the major northeast trend. The predominant structural pattern in the area is of the basin- and range-type high angle normal faults. Alligator Ridge is actually a horst block between two basin and range faults. Vantage Ore Deposits There are three principal ore deposits within the Vantage Basin and several smaller satellite mineralized areas. The three Vantage deposits are encompassed in a mineralized zone that covers an area 915 m (3,000 ft) long and 305 m (1,000 ft) wide. All mineralized zones have been outlined by more than 600 rotary drill holes, with an average depth of 150 m (500 ft). Mineralization occurs in both carbonaceous and oxidized rocks. The carbonaceous gold-bearing material is not amenable to current heap leaching practice. Therefore, only oxidized ores are now treated. The carbonaceous gold-bearing material is segregated and stockpiled as it is encountered during mining. Fluid energy grinding, or jet pulverization, refers to the process of entraining solid particles in high velocity gaseous or vaporous streams and reducing their size by impact and attrition against other particles or some sort of target. Since all desired size reduction is not achieved in one pass through the zone where energy is applied, some form of classification is necessary to return oversize particles to the grinding zone for further size reduction. Applications Fluid energy mills have normally been used to produce products where the particle size is basically finer than 325 mesh. Products having particle size distributions with a maximum size of 4 or 5 µm, and with a high percentage finer than I µm, can be produced using fluid energy mills. More recently, some fluid energy grinding units have been applied economically to produce ground products with 1 or 2% coarser than 200 mesh. It is also possible to consider usage of a jet-pulverizing zone, without the usual integrated air classi¬fier, operated either in open circuit or in conjunction with a screen. Feed sizes to be delivered to the fluid energy mill depend on the material involved, the type of jet pulverizer used, the finished product size requirement, and the upstream process. In some units feed sizes up to l in. or larger can be accepted, but practical economics usually require the starting material to be -4 mesh or smaller and some pulverizers are typically fed at 20 mesh top size. It is not unusual to find feed materials at essentially -325 mesh when extremely fine products are needed, since capacities are improved with finer feeds. Conventionally the fluid energy grinding process has been used for relatively soft and nonabrasive materials. This includes very low¬melting-point and temperature-sensitive materials or coatings, since there is no measurable temperature rise during fluid energy milling. More recently, however, jet pulverizers are being used on highly abra¬sive materials such as silica, feldspar, glass, zircon, calcined alumina, coke, boron carbide, and similar materials. Since the primary energy application is by impact of particles against themselves, there is a low rate of wear resulting in a small amount of product contamination and in low maintenance costs. Usually the fluid energy pulverizer produces a more narrow particle size distribution than other mills provide, and this is useful where such a requirement exists. It is possible, within limits, to adjust classifi¬cation and other functions of the overall fluid energy system to vary the particle size distribution curve and thereby approach the broader distribution obtained from other grinding methods. By controlling the temperature, composition, and humidity of the fluid used, it is possible to incorporate other functions with the size-reduction process. These include drying or adding moisture, coating, mixing and blend¬ing, and even oxidation or reduction and other chemical reactions or their inhibition. The finished product is discharged in the fluid stream and is conveyed pneumatically to the desired point, where a suitable dust collector must be provided. Operation and Mechanical Features One of the earliest fluid energy mills is the Micronizer now manu¬factured by the Sturtevant Mill Co. Similar units are also manufac¬tured by Jet Pulverizer Co. and others. As shown in Fig. 81, the micronizer consists of a shallow circular grinding chamber with noz¬zles arranged at the outer periphery to discharge tangentially inward. Fluid (usually compressed air or superheated steam) is provided to the nozzles from a manifold at pressures normally in the range of 100-150 psig and at temperatures up to 800°F or higher, depending on the raw material, required results, and economic factors. The com¬pressible fluid expands to high velocity through the nozzles and gener¬ates a spiral flow pattern in the grinding chamber, and discharges

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. Discussion by R.W. Hutchinson Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in abroad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation. Since the epigenetic hydrothermal hypothesis was essentially discarded in favor of placerist origin, the gold source for these great deposits has generally been attributed to the weathering of lodes in greenstones or granites of the uplifted, older Archean hinterland to the north and west. However, Hutchinson & Viljoen (1988) present evidence that this explanation is inadequate, as well as data in support of an alternative explanation. They suggest that the gold and accompanying abundant, clearly detrital and auriferous pyrite in the conglomerate reefs were derived by erosional degradation of auriferous-pyritic exhalite previously deposited, by shallow marine discharge of hydrothermal fluids, along the fault-bound northwestern margins of the Witwatersrand depository. The auriferous-pyritic exhalites were generated by fluid-rock reactions in the subsurface, particularly in the highly-altered lavas of the Dominion Group but also in adjacent basement granitic rocks. The process envisaged is comparable to that observed in sea floor hydrothermal systems today, although, in this case, it occurred at the margin of a rapidly subsiding, shallow marine or continental basin. Important evidence for this explanation is the anomalous gold content of the ferruginous, shaley strata occurring throughout the Witwatersrand Supergroup and including the distinctive contorted bed that is an iron formation. These layers have been interpreted (Hutchinson and Viljoen, 1988 and 1990) to represent the more distal, finer-grained, mixed chemical/clastic sedimentary strata. Thus, they are the basinal equivalents of the proximal, auriferous-pyritic exhalites that were deposited along the basin's margin and subsequently reworked by sedimentary processes. This gold source explanation resolves many of the enigmatic questions regarding Witwatersrand geology and the reawakened controversy between proponents of hydrothermal and placerist genetic hypotheses. The theory invokes a hydrothermal origin for the gold in the basin-margin pyritic exhalites, thus explaining the visible hydrothermal characteristics (Figs. 1 and 2). It also provides compelling evidence for placer origin by encompassing all of the fluvio-deltaic processes of clastic sedimentary transport and deposition that are clearly summarized by Minter. These characteristics result from the degradational reworking of the pyritic exhalites along the depository's margins. Fluvial reworking, transport and deltaic redeposition of this detritus, along with additional detritus carried into the depository from the hinterland, then formed the conglomerate reefs. Other enigmatic aspects of Witwatersrand geology include: • the rarity of magnetite and ilmenite (the two most common heavy minerals in placer deposits) and the contrary abundance of leucoxene in the conglomerate reefs; • the presence of differing varieties of pyrite (authigenic, allogenic, compact and porous) all of which are auriferous; and • the presence of well-rounded pebbles, even cobbles, of pyrite that, in view of the brittleness of the mineral, could not have been transported great distances from a hinterland.

Utah produces a wide variety of industrial rock and mineral commodities, valued in 2005 at a record $758 million (21 percent of the total non-fuel mineral production of Utah). Major commodities produced in 2005 include salts (halite, potash, and magnesium salts), Portland cement, sand and gravel, carbonates (lime, limestone, and dolomite), phosphate, crushed stone, clays, lightweight aggregate (expanded shale and perlite), gypsum, silica, sulfur and sulfuric acid, and building stone. Commodities produced in smaller amounts include diatomite, pumice, gemstones, ornamental stone, fluorspar, and mineral and fossil specimens. Utah is in a period of rapid growth in industrial rock and mineral production; however, some commodities have grown faster than others. The robust western economy has stimulated production of construction-related commodities like sand and gravel, Portland cement raw materials, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants

One often sees in the papers, in these days of ecological consciousness, estimates of the quantity of land that has been "devasted," "ruined," or "destroyed," by surface or strip mining, especially for coal. One feels sure that coal miners must have been the first to discover the art of excavation and that the public didn't know of its existance until five or 10 years ago! Estimates of the acreage vary widely with most of them sounding somewhat unreal. One estimate of 175,000 acres in Alabama appeared in one newspaper article and the implication was that all of this was mining for coal. The question was raised anew last summer when the author began working on a land use estimate utilizing aerial photographs, a preliminary project to the Alabama Earth Resources Technology Satellite (ERTS) contract presently being fulfilled. One land use category was barren or waste land and aside from some sand beaches in the two coastal counties in Alabama, recently strip mined land constituted most of that category. It quickly became apparent that old stripping was very hard to detect so that estimates from aerial photographs are not accurate. With regard to relatively new stripping, a thin veneer of reflective dirt washed over the countryside may result in a considerable overestimate of the excavated area. Actually, there is a way to estimate the area excavated by strip mining using published Bureau of Mines figures. At least three sets of data are needed: (1) Coal production figures, (2) average thickness of coalbeds mined, and (3) an accurate recovery figure.

The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.

During the planning phase of the fine coal cleaning addition at the Gary Coal Preparation Plant, careful consideration was directed toward the problem of minus 48 mesh refuse disposal. The plant flow sheet included wet screening the raw coal at 1/4 inch, pumping the minus 1/4 inch raw coal to bowl desiltors for desliming, and then cleaning the disliked raw coal on tables. The material to be removed from the circuit as minus 48 mesh refuse consisted of the minus 100 mesh desiltor overflow thickened in two 120 foot diameter thickeners and minus 1 mm screened from the table refuse. Later a flotation plant was added to recover coal from the desiltor overflow, and a classifier replaced the screens to make a sharper size separation of the table refuse at 48 mesh Today the minus 48 mesh refuse at Gary consists of thickened flotation tailings and thickened spiral classifier overflow. Caterpillar introduced 21 new products during Caterpillar Press Days ‘96, held in June at the company’s proving grounds near Tucson, AZ. The event, billed as the largest product introduction ever held by Caterpillar, was attended by press from around the world. Most of the new products were demonstrated at Caterpillar’s Tinaja Hills Training Center in the Sierrita Mountains south of Tucson. Under the scorching Sonora Desert sun, the press was treated to demonstrations of the new equipment. After a display of the equipment’s power and capabilities, the press was given an opportunity to operate the new models and, in some cases, compare them with the old.

The Mining Foundation of the Southwest will hold its 14th annual American Mining Hall of Fame awards banquet Saturday, Dec. 7, 1996 at the Leows Ventana Canyon Resort in Tucson, AZ. Each year, preceding the Arizona Conference of SME, the Mining Foundation sponsors this banquet to honor outstanding contributions by people in the mining industry. A permanent display of honoree vitae is located at the Arizona Historical Society in Tucson. Each year, one living award recipient and up to two honorees from mining’s history are chosen by the hall of fame committee and the board of governors of the Mining Foundation. In 1989, the foundation also established a medal of merit to recognize outstanding individual technical and professional contributions to the mining industry. And, in 1995, an award was created to recognize contributions made by companies and individuals in partnership with the mining industry. This year’s inductee is Richard de J. Osborne, chairman, president and chief executive officer of Asarco. He will also be the featured speaker at the banquet.

The basic concepts and processes of soil and rock melting as applied to excavation technology are reviewed. The electrically heated, small diameter prototype penetrator development sequence is presented. Emphasis is placed on the different methods of handling the fluid rock and soil melts and their significance in providing new solutions in hole support and debris handling problems. The refractory materials requirements, penetrator life and electrical heater technology are presented. Consolidating penetrators, which form stable glass-lined holes in low density rocks and soils, require no debris removal and will find applications in horizontal holes for utilities, cables, and pipeline installations. Extruding penetrators are being developed to make holes in dense, hard rocks. Melt is conditioned into a variety of debris forms, i.e., glass rods, pellets or rock wool, selected to match appropriate debris handling systems. Unique use in drilling into very hot rock or magma for geothermal exploration or production wells is projected. Some of the results of laboratory and field tests of these devices are compared with theoretically derived operating performance. Coring-consolidating penetrators for geological sampling in alluvium are projected to larger diameter self-propelled and guided coring devices for prospecting along proposed tunnel alignments. Application to the melting of annular shafts for pipeline support piles in difficult conditions such as permafrost has been scoped. Conceptual design studies of large diameter tunneling equipment have indicated the system contributions and economic aspects of rock melting relative to material comminution, wall and roof support and materials handling.

The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

During 1995, the estimated consumption of lithium minerals in the western world was 139 kt (153,000 st).This amounted to 18 kt (20,000 st) of lithium carbonate equivalent (LCE). Overall tonnage demand for lithium minerals increased by 10.8 kt (11,900 st) during 1995from 1994. From 1992 to 1995, overall tonnage demand has increased 62%, from 85.5 to 139 kt (94,240 st). There are four major producers of lithium minerals. Gwalia Consolidated in Western Australia is the largest producer of spodumene. It supplies high-grade spodumene concentrate, fine-spodumene concentrate, glass-grade spodumene and chemical-grade spodumene.Tantalum Mining (Tanco) of Manitoba, Canada, produces high-grade spodumene concentrate, fine-spodumene, concentrate and montebrasite. Bikita Minerals in Zimbabwe is the largest manufacturer of petalite. It supplies high-grade and container-glass petalite.

How do you think the US Bureau of Mines closing will affect SME? The demise of the bureau represents a challenge, an opportunity and, above all, new responsibilities for our profession. A lot of good professionals are seeking new positions. A lot of worthwhile research is available for transfer to the private sector. Logic dictates that worthwhile projects of any defunded government activities should find support in the private sector. The bureau may be gone but its legacy is deeply rooted in the profession. The bureau’s contributions will be remembered as long as there are mines and miners. Its1994 research program was divided into three major areas: environ-mental technology; health, safety and mining technology; and minerals and materials science. There must be a place in either the government or private sector to continue these worthwhile activities.
