Between 1991 and 1994, metallurgical residues from a pressure-oxidation autoclave at the Campbell Au-quartz mine at Red Lake, northern Ontario, were neutralized with dolomite-rich flotation tailings and were deposited in a polyethylene-lined disposal area. Mineralogical analysis indicates that most of the As occurs as a crystalline ferric sulfarsenate, and some is associated with Fe oxides and with K-H3O jarosite. Field pore-water geochemical data from 1994 and 1995 showed increases in Fe(II) and As(III) concentrations, suggesting that the sulfarsenate and jarosite are dissolving; none of the discrete As phases included in a thermodynamic database limit dissolved-As concentrations, and these concentrations may continue to increase. These results demonstrate the potential for Fe and As loading through groundwater systems.

A consortium of Canadian mining companies, engineering firms and the Ontario Government has supported Hydrochem's efforts in the last year to design and cost a 10 tpd NITROX PROCESS® demonstration plant. A 5 kg per hour mini plant was installed at the Hydrochem facilities in Brampton, Ontario. This paper describes design testwork on Dickenson Mines arsenopyrite concentrate and application of the findings to the demonstration plant flowsheet. The control of nitrates in discard solids and stack gases is discussed in detail. Nitric acid oxidation of arsenopyrite results in significant ele- mental sulphur formation, enough for it to be detrimental to sub- sequent cyanidation. Flowsheet variations aimed at dealing with this process characteristic are discussed and testwork results on one option (hot liming) are described.

As part of a project funded by the US EPA, through the Western Governors' Association, the recent literature on the prediction of acid drainage from metal mine wastes was reviewed. Static tests such as Acid Base Accounting, Modified Acid Base Accounting, B. C. Research Initial Test, and APP:S Test attempt to quantify the total capacities for a mine waste to produce and consume acid. In kinetic tests (e.g. humidity cells, soxhlet extraction, elevated temperature oxidation, column tests, batch reactor tests, B. C. Research Confirmation Test) mine waste samples are subjected to oxidation and the resultant drainage pH is assumed to reflect that of mine wastes dissolving in the field. This paper summarizes information presented in the recent literature on static tests.

By-products from mining and processing plants and coal-fired power plants are being utilized more as valuable resources in Virginia. Mining-related by- products are divided into two categories: those generated from mineral extraction and beneficiation, and those generated from mineral processing or from industrial plants. Materials from both categories are produced in Virginia, where by-products have been exploited for various uses in the past and/or present. These materials include coal- combustion products (fly ash and bottom ash), lime-kiln dust, flue-gas-desulfurization residue, rock fines, magnetite, Cold Spring clay (kaolin), Austinville tailings, soapstone rock, and calcium-carbonate paste. Some of these by-products have never been utilized, although several ideas have been investigated over the years.

The West Side CSO Tunnel, Pump Station & Pipeline Project is currently beginning construction along the downtown waterfront of Portland, Oregon. This4.3 meter diameter, 5,500 meter-long soft ground tunnel will be driven along the westbank of the Willamette River adjacent to buildings and utilities and several major pile-supported bridges. High groundwater pressure, extended lengths of gravel to cobble-size alluvium, and the need to control ground loss and surface settlements were key considerations in the selection of slurry tunnel boring machines for the project This paper presents an overview of the numerical modeling that was performed during design to estimate the strains and additional loads in the pile-supported structures and to assess the efficiency of proposed mitigation measures.

High performance sprayed concrete equipment installed on two 9.4 m diameter hard rock TBMs enabled a continuous sprayed concrete lining for the entire contour in both tunnels to be performed concurrently with the advancing TBMs. Innovative layout of the sprayed concrete arrangements comprised ring beam constructions each with two independent spraying robots. Each of the spraying robots were independently connected to sprayed concrete pumps, as well as a high capacity concrete logistics system on the backup. The mix designs focused on long open-time, excellent pumpability and tough requirements on strength development. The achieved output capacities of the sprayed concrete amounts to an average of 15 m3 per hour. Peak capacities of 24 m3 per hour have been realized.

Introduction Screening is defined as a mechanical process which separates particles on the basis of their size and their acceptance or rejection by a screening surface. The key element in this method of particle sizing is obviously the screening surface, the medium that contains the apertures for the passage of the undersize material. This surface must be strong enough to support the weight of the material being screened, flexible enough to yield to the vibrating force applied to it, yet light enough to provide a reasonable ratio of open area to attain a practical through- put. An 18.5 km (12 mile) long tunnel is being driven by four Earth Pressure Balance Tunnel Boring Machines (EPB-TBMs) of 4.7 m (15.5 ft.) diameter through alluvial sand, gravel, silt and clay above and below the groundwater table in Los Angeles beneath buildings, railroads, freeways and the L.A. River. Continuous automatic data recording of TBM operation and field inspectors' records, accompanied by monitoring of 5,000 surface reference points and 268 borehole extensometers were used to obtain information. The paper explains the reason for selecting the method of EPB-tunneling to ensure stability of the tunnel and meeting of environmental requirements, and presents data collected to monitor and demonstrate the performance of the TBM sin the different ground conditions encountered.

Populations of Bacillus cereus spores are elevated in soils over four subsurface gold deposits in the western United States. Large deposit-to-background ratios of B. cereus populations were obtained in soil traverses over the Minnesota vein deposit, Empire District, Colorado (maximum 50:1); the Shasta (maximum 3,500:1), and Evening Star maximum 18,000:1) vein deposits, Shasta County, California; and the Hog Ranch disseminated gold deposit (maximum 40,000:1) in Washoe County, Nevada. Small increases in the concentration of toxic metals in the soil may be responsible for the elevated spore populations. The observed elevation of B. cereus spore populations near these gold deposits indicates that the method should be further investigated as a potential exploration tool.

A petrographic study was made of the type and sources of mineral contamination occurring on phosphate rock products from Florida. Emphasis was placed on contaminants in the screened rock (+1 mm) since this portion of the product undergoes no physical beneficiation except for scrubbing to remove slimes. Since iron and aluminum con- tent of the finished product affect the salability, special emphasis was placed on identifying types and sources of these contaminants and relating chemical composition to visual characteristics. Wavellite derived from the overburden was the major aluminum contaminant with some aluminum being included as secondary clayballs. Iron occurred as phosphates in the overburden, and as colloidal oxides included in the phosphate pebbles. Chert and limestone contamination were derived from the Hawthorne formation underlying the phosphate matrix.

Calcium carbonate (CaCO3) is one of the most ubiquitous and versatile minerals found in the earth's crust. Its availability, attractive physical properties and relatively low processing cost make CaCO3 the most widely used filler material today. It is mined in three different forms - chalk, limestone and marble. Each physical form of CaCO3 has different qualities due to differences in postdepositional geology. But the chemical composition remains the same, with CaCO3 an inert component of the finished product. In the past, the paper industry largely left CaCO3 by the wayside, as it cannot withstand the acid-based papermaking process. But conversion to an alkaline system by many US mills changed this picture. Carbonate suppliers have put time and effort into research and development, demolishing barriers and creating new possibilities for what is a simple, natural product. By controlling particle size, size distribution and particle charge, the industry uses ground calcium carbonate (GCC) as a performance enhancer and as an extender for more expensive ingredients. It is estimated that the United States uses 3.6 to 4.1 Mt/a (4 to 4.5 million stpy) of CaCO3. Consolidations and mergers are taking place in the industry. Of the 12 major GCC producers in operation nine years ago, seven are left. Mineral Technology (US) is the dominant precipitated calcium carbonate (PCC) producer with more than 50 satellite plants worldwide. Other producers include Georgia Marble (French); Franklin Industries (US); OMYA (Swiss); J.M. Huber (US); ECC (English); and Filler Products (US). Global Stone PenRoc (Canada) is the only newcomer. In addition to this group, there are three small producers left in North America, each with a capacity of less than 100 kt/ a (.110,000 stpy). The trade organization operating as the Pulverized Limestone Division of the National Stone Association renamed itself the Pulverized Mineral Division, to increase its membership pool. The US paper industry is a predominant GCC con¬sumer, using approximately 800 kt/a (882,000 stpy) at an approximate cost of $130/t ($1.43/st). European paper mills pioneered alkaline papermaking. In the early 1960s, they began using GCC as filler and soon thereafter added GCC to their coating formulations. A decade later, the North American paper industry followed suit. The conversion from acid to alkaline paper production benefits the economic and performance aspects of the industry. Less pulp is needed, paper machine maintenance and effluent treatment costs are reduced, and sheet strength, opacity and brightness are increased. Perhaps most important to the reader, the sheet is desensitized to ultraviolet light, extending the paper's archival ability. CaCO3 can provide the papermaker with additional control of his paper. For example, PCC has long supplied the tobacco industry with a means to slow down the burning rate of cigarettes. Due to enhanced performance with regard to bulk and opacity, filler PCC use has risen to 1,500 kt/a (1,650 stpy) in the United States, at an approximate price of $130/t ($143/st). The majority is produced onsite at the paper mill, using "satellite plants." This concept reduces freight cost because only quicklime (CaO) is shipped to the mill, not CaCO3 slurry. The future of CaCO3 is encouraging. The amount of natural ground CaCO3 used is expected to double by the year 2005 to approximately 8 Mt (8.8 million st) worldwide. Acid papermaking practices will feel an increasing pressure to convert to an alkaline process as larger volumes of GCC containing paper enter the recycling market. CaCO3 reserves are plentiful. They will supply the ever growing demand for increasingly sophisticated paper. The plastics industry is supplied with almost 900 kt/ a (990,000 stpy) GCC at an annual growth rate of 4% to 5%. The price of a functional, inorganic filler, surface modified for the plastics industry, has an average selling price of $220/t ($243/st). GCC represents the most common filler, creating a product with higher gloss, better dielectric properties, impact resistance, weatherability and shrinkage control. CaCO3-filled plastics surround us - auto hubcaps and dashboards, shower enclosures, floor tiles, wire coatings, microwave dishes and Tupperware. The caulking and sealant industry is an enormous GCC user, with annual consumption requiring 1.13 Mt (1.2 million st) at about $44/t ($48.50/ st). Caulking and sealant may be highly filled with GCC yet undergo no adverse flow effects, with a narrow particle-size-distribution filler decreasing the binder demand. The CaCO3 industry, as well as the carpet industry, are more or less tied to the growth rates of the construction industry. It is estimated that the carpet industry uses some 680 kt/a (750,000 stpy) of GCC at about $25/t ($27.50/st). The paint industry uses approximately 300 kt/a (331,000 stpy) at a 1 % to 1.5% annual growth rate. Here, too, GCC is the dominant filler. It is used to enhance flow characteristics and color uniformity. It also extends costly titanium dioxide, creates sheen and controls roughness, hardness and tack. More CaCO3 should be used in the future as industry shifts from solvent-free or water-based formulations that can accommodate higher GCC volumes. CaCO3 is not imported or exported in any great quantity. Most areas have reserves of their own and the selling price is relatively low. Even so, quality varies from deposit to deposit. As our needs become morespecific, it remains a challenge to provide varying industries with a fitting product.

If enthusiasm is a requirement, the coordinator of the Total Concept program is a dynamic, exciting leader with a lot of potential to keep the program a vital and progressive effort for many years. Art Meyer is entering his third year as the leader of the Total Concept. He is using his years of experience in the industry to emphasize the basics required for the course, and has also instituted new programs. Meyer began his career, after graduation from CSM as geological engineer in 1950, with St. Joe Lead. He held other responsible positions with Amax and Rocky Mountain Energy. He can answer any questions that may crop up or find the right resource person for those questions. Additions to the 18-year-old curriculum instituted since Meyer became coordinator are the study of industrial minerals and strategic minerals. The industrial minerals portion of the course includes visits to a major sand and gravel operation, in addition to lectures on the subject. Much of the strategic minerals requires study and lectures, since Colorado is not a big production state in these commodities. How does the director arrive at new additions or deletions to the program? "It's very simple," he says. "We listen to questions posed by the students, recommendations by industry people who know what is important, and feed-back from course alumni." Alumni feedback from this course has been extremely gratifying, according to Meyer. Other ideas are constantly surfacing, ideas that will be implemented as time and resources permit. One of the most gratifying results of the Total Concept program from an alumnus was the development of a complete teacher and student package by John Christiansen, a teacher at Cherry Creek High School near Denver. The course so excited Christiansen that he envi¬sioned an energy and minerals course to fill a perceived gap in science education on the high school level. The draft package was so attractive that it was sponsored and the publication costs guaranteed by the Society of Mining Engineers. Today, under the leadership of the Mineral Information Institute, the package is in use in several states and has gained enthusiastic acceptance. Other alumni have launched their efforts to broaden the scope of the existing science education by instituting courses or special seminars. One recent alumnus, Dick Will, class of 1984, who was sponsored by the Denver Mining Club, is conducting a science seminar based on his experiences with the Total Concept program. Meyer will be speaking at this seminar, as well as other industry speakers from the SME GEM Committee Speaker's Bureau. Jane Dianich, another alumna, brought her students at Kent Country Day school, also near Denver, into the mainstream of resource education by taking them on abbreviated field trips similar to those she experienced while in the program. She also has been a vocal supporter of the organization and available to speak to other teachers on the value of the experience. George Wright, of the Lake School and a second sponsoree of the Denver Mining Club, admits he came into the program because the six credit hours given toward his continuing education requirement were attractive. He then stayed on to become an ardent advocate of the mining industry. In his own words, "I'm a convert." Wright has developed a slide presentation and has lectured to teachers and students as well as presenting his views to the Denver Mining Club. He has also indicated a willingness to participate with other organizations who need speakers. The value of these speakers and teachers is obvious, according to Meyer. "They represent a respected segment of the public and are not too `tainted' by association with an industry that is too often under criticism from various groups. They represent, in effect, a citizen's advocacy of the industry, which is an invaluable asset to us all." One of Meyer's concerns about the program is that the out-of-state student rate attendance is declining. He is hoping that more AIME sections around the country will become involved in the scholarship program of the Total Concept. Total cost is about $1200 per student. "The rewards to their sections could be tremendous, with the same kind of participation we get here with speakers, citizen advocates, and interested persons," he said. Teachers say that the course improves their teaching and knowledge in a number of subjects including biology, history, economics, career planning, environmental data, science, math, geography, physics, and chemistry. The recent interest in hazardous waste management has sharpened the desire to learn more about this. And Meyer foresees another segment of the course to emphasize this subject. "One of the most valuable resources we have is the field trip program. The course would probably be meaningless without this opportunity to get out into the field where these folks can see what actually happens. George Wright, for example, was amazed at the very small amount of area actually involved in the mining operation - something contrary to what he had heard in the past." The 45 students are taken by van on eight trips, one each week, and the long trip to Colorado's Western Slope. During this long adventure, the students visit underground mines, including CSM's Edgar, open-cut and underground coal mines, precious metals mines, and oil shale properties. They also have opportunities to meet with mine personnel at each of these stops. These field trips fill another function. Living together and exchanging ideas helps the teachers come up with new concepts for the classroom work - expanding their horizons. "As long as we have a mining industry, this effort will continue to grow," Meyer said, "and will fulfill a need within the public education and public relations area of the industry. We need the support. I have dozens of comments from teachers who attest to the value of this program. They understand. The mining industry must continue to do its part."

Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor's note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

Discussion by G. Sanders The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominantlithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below. Missing the high-grade part of the ore body In your statistical analysis, you directly compare the reverse circulation assays to the diamond drill assays in Section 30. Two points argue against a direct comparison and suggest the differences are greater than the 3 % that you report. First, any core loss in a gold zone most likely means that the true gold values are greater. The drillers lost significant amounts of the clay-rich, Section-30 gold mineralization. Also, the initiated salt-mud system, an attempt to improve the core recovery, met with little success. Second, the practice of not sampling core geologically, but instead sampling on even 5-foot intervals, adds a deliberate dilution to the core assay values by including a portion of nonmineralized rock in the first and last samples of each high- grade intercept. The result is often a pair of low-grade assay values on either side of a high-grade gold zone. In reality, a high-grade gold zone has a very sharp assay wall that is often bounded by barren rock. This sampling method may make the diamond-drill core assays more like the reverse circulation values and may help explain the statistical similarities you found. However, it does not represent the true gold values in the high-grade parts of the deposit. You cannot deny that, by careful geological sampling of the drill core, higher and sharper assay values will be obtained. The low core recovery and the diamond-drill-core sampling method used act together to lower the diamond-core assay values. The 3% difference you found between the reverse-circulation and diamond-core assay values could be much larger when you consider what the true diamond-drill core values would be with optimum core recovery and a geologic sampling method for the core. Should statistics have been applied here? The statement "... that reverse circulation holes have overestimated the values of some ore zones and underestimated the values of others" (p. 345) is not correct. The subsampling confirmed what the cross sections hinted at in Section 30. Namely, beneath the high-grade zones, the reverse circulation holes created, by contamination, large intercepts of low-grade ore in regions of barren rock. Because the low-grade material was not there to begin with, this is not a process of overestimating low-grade mineralization. The next statement that "the average result is similar to that of the diamond drill holes" may apply to the data set numerically, but it is not true when viewed spatially on cross sections. Adjacent reverse circulation and diamond drill holes are almost impossible to correlate, high-grade zone values vary widely and many low-grade intercepts make no geologic sense. The subset sampling and cross sections presented in the first part of the paper show that the reverse circulation portion of the data set has some serious problems, as highlighted above, and should not have been dealt with statistically at all. Conclusion Each ore body is different, and each drilling method presents unique sampling problems. In this case, the diamond drill is the

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

INTRODUCTION During the last decade, several studies in France (e.g., Perraud et al. , 1970; Chameaud et al., 1974, 1979 and 1980) and the United States (e.g., Stuart et al., 1978; Cross et al., 1978, 1980 and 1981) have demonstrated the systematic production of emphysema, fibrosis and tumors in the lungs of animals exposed to radon daughters alone or to mixtures of uranium-mine air contaminants. The studies in beagle dogs have been particularly interesting because of the uncertain etiology of the disease and the (apparently) diverse results of the studies at the University of Rochester and the Pacific Northwest Laboratory (PNL). In the Rochester studies, reported by Morken (1973), beagle dogs were exposed to "normal" room air dust loads and radon daughters from 200 to 10,000 WLM*, delivered in 1 to 50 days (rate of delivery, about 200 WLM per day of exposure). Histological examination of tissues was conducted at 1, 2 and 3 years after exposure for all exposure levels. No cancers were noted in these dogs that received estimated alveolar doses of 34 to 1700 rad (0.34 to 17 Gy). Pathologic changes were found only in the alveolar and bronchiolar regions of the lung. These changes were small, subtle, variable, and widely separated, involving only a very small fraction of lung tissue. Lesions appeared as focal thickening of alveolar septa, with some metaplasia of alveolar cells and some hyperplasia of bronchial epithelium. In the PNL experiments reported by Cross et al. (1978), beagle dogs were exposed in lifespan studies to mixtures of radon daughters (rate of delivery, about 14 WLM per day of exposure), uranium ore dust and cigarette smoke. One group of dogs was exposed to cigarette smoke alone. Except in control and smoke-only groups, the dogs died within 4' years of the first radon daughter exposure, or were killed when death appeared imminent because of pulmonary insufficiency (characterized by rapid, shallow breathing). Control and smoke-only animals were killed at periods corresponding to highmortality periods in the groups exposed to radon daughters and mixtures of uranium ore dust and cigarette smoke. Emphysema and fibrosis were much more prevalent and severe in the lungs of dogs exposed to the mixtures. These dogs also had adenomatous lesions, which progressed to squamous metaplasia of alveolar epithelium, epidermoid carcinoma and bronchioloalveolar carcinoma. Pathologic changes in the upper airways of these dogs were most prominent in the nasal mucosa, and included a few squamous carcinomas in the nasal cavity. Respiratory tract neoplasia was noted after ~4 years exposure and at cumulative exposures exceeding approximately 12,000 WLM. Apart from differences in associated carrier aerosol (room air dust vs. uranium ore dust) and radon-daughter exposure rate (200 WLM/day, shortduration exposure vs. 14 WLM/day, long-duration exposure), the most obvious difference in the Rochester and PNL studies was the observation time following exposure (3 years maximum vs. >4 years). Although neoplasia may not have been observed in the Rochester animals because of the earlier termination of the experiments, it is surprising that other lesions, such as prominent fibrosis and emphysema, were not reported. A follow-up study (reported here) is currently in progress at PNL to determine the pathogenic role of uranium ore dust alone and, in particular, to clarify the role of the ore dust in the production of the massive pulmonary fibrosis observed in the earlier study. Pulmonary function testing (a recently acquired capability) was included in the follow-up study as an indicator of progressive change in lung tissue. MATERIALS AND METHODS Chronic (4 hr/day, 5 days/week) exposures began when the dogs were about 2 1/2 years old. Two identical exposure chambers provided space for simultaneous, head-only exposure of 24 dogs to ~l5 mg/m3 carnotite uranium ore dust. An aerosol diffusion system was incorporated in each chamber in order to channel fresh aerosol past each dog's head; uranium ore dust was added to the inlet room air with Wright Dust Feed Mechanisms* (WDFM). Uranium ore dust and condensation nuclei concentrations were measured daily; chamber aerosols were monitored occasionally for particle-size distributions as described for previous hamster experiments (Cross et al., 1981). Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. This article offers one of the infrequent looks at Chinese mining. It includes a brief review by Parrish of a tungsten symposium held there and his comments on and impressions of the mines he visited. In early Oct. 1981, a Symposium on the Geology of Tungsten was held in the Peoples Republic of China. There were approximately 100 participants. Half of them were Chinese. The remainder included representatives of the United Nations, geologists from other nations in Southeast Asia, and 10 invited specialists from other countries. The invited guests included K.F.G. Hosking of the Camborne School of Mines, United Kingdom; C.S. Hutchinson of the University of Malaysia; K. Mattson of LKAB Int. AB, Sweden; T. Kwak of Latrobe University, Australia; K. Sato and S. Ishihara of the Geological Survey of Japan; M. Clarke of the Department of Mineral Resources, Indonesia; P. Bateman of the US Geological Survey; and the author. R. Horsnail of Amax was also invited but was unable to attend because of delayed visa clearance. The meeting was noteworthy because the Chinese were presenting more than half the papers. In addition, following the formal session, everyone was taken to the famed Jiangxi tungsten district and toured four mines there. Organization and Background The idea for a symposium on tungsten geology was brought up in late 1979 during a visit to China by the Economic and Social Commission for Asia and the Pacific (ESCAP) and, in particular, by members of the Regional Mineral Resources Development Centre (RMRDC) of the United Nations. Discussions continued and in the spring of 1981 invitations were sent to selected geologists throughout the world. China's Ministry of Geology handled arrangements, scheduling, and logistics. Travel to China and all correspondence before the symposium were coordinated by the Bandung, Indonesia Bureau of RMRDC. All costs in China were met by the Peoples Republic of China. Airfares and "per diem" enroute for participants were paid by respective governments, sponsors, or individuals. On Oct. 10, visiting participants entered China from Hong Kong. The author and a few others traveled by train to Guangzhou (Canton). Most of the group flew in the next day. The entire group was then taken to Nanchang, traveling by sleeper train and arriving on Oct. 11. The symposium group stayed at the Kiangsi Hotel, where the meetings were held. Meetings Oct. 11 was a day of orientation and rest. The group was taken to an art museum and treated to a Chinese opera movie. The formal meetings began on Monday, Oct. 12. Simultaneous translations aided presentations, though more than half the Chinese speakers delivered their talks in English. The acoustics and sound system were excellent, and the Chinese provided 35-mm and overhead projectors. There was no screen, however, and the yellow, painted wall that was used detracted from projection clarity. In general, the Chinese papers were detailed, thoughtful, and professional. Some, naturally, were stronger than others. Taking them as a unit, one derives the following sequence to the Chinese approach to tungsten exploration: (1) Geologic investigations with mapping at a scale of 1:200,000 accompanied by only minor geochemical or geophysical work. (2) Geophysical investigation with regional gravity and magnetic surveys directed toward identifying deep, tectonic systems and seeking granites in thick, crustal environments. Airborne dust is one of the important environmental problems in mines. Besides conventional dust control methods, recently, extensive studies have been carried out on the elimination of dust before it has actually been formed. Determining to what extend rock characteristics influence the amount of dust produced during different mining activities are considered as a guide for this purpose. The factors analyzed in this study were main mechanical, physical properties and petrographical constituents, namely free and combined silica. In the study regression analysis techniques were applied to investigate the effectiveness of aforementioned factors. INTRODUCTION Nearly every aspect of mining activity contributes to the air pollution caused by dust. Therefore the harmfull effect of airborne dust has been investigated many years and limit dust concentration levels were determined for various types of mine dust. To keep the dust level below limit value different dust control techniques have been applied in mines. So far, the well known techniques regarding dust control focuses on reducing the amount of airborne dust. However, recently various studies have been carried out to avoid the dust before it has actually been formed (Bhaskar and Gong, 1991). In this respect, influence of rock characteristics on dust formation is regarded as a guide for this purpose. The present contribution describes such a study in which the drilling operation is considered as the source of the dust. In this study drilling and dust sampling process were undertaken in a model gallery that simulates an underground working. The mechanical and physical properties of the rock samples were measured in rock mechanics and ore dressing laboratories. Quartz and combined silica contents of the rock samples, on the other hand, were determined in the laboratories of geological engineenring department. Rock samples used in the research were different types of coal measure rocks, namely, sandstone, shale and conglomerate. The rock characteristics studied in this work are brittleness, toughness, rock strength, hardness and hardgrove index as inherent properties; free silica, and total silica contents of rock samples as petrographical constituents. Although there have been various studies to determine the effect of rock characteristics on the dust formation, still the type and extend of effectiveness have not been understood clearly. LITERATURE REVIEW Most of the studies investigating the effect of rock properties on dust formation concluded that they are effective. In such an investigation, it has been found that inherent rock properties influence dust formation (Das, 1973). In the another study, dustiness of the air was considered as a function of the composition, hardness and moisture content (Panov, 1967). It was also accepted that in a drilling operation more fine dust is produced if the rock to be drilled is hard (Skochinsky and Kamarov, 1969). In some other investigations dust production were considered as a function of hardgrove index (Moore and Bise, 1984) or formulated in terms of brittleness, toughness and hardness (Güyagüler, 1991). The effect of the petrographical properties of coal or rock on dust formation characteristics have also been studied (Baafi, 1979) (Panov, 1967). Because of its importance, various researches were conducted the study to find out the effect of free and combined silica content of dust on dust formation. In one of the study, the relationship between quartz in the coal seam and quartz in the airborne coal dust was investigated (Ramani et al, 1988).

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends.
