The City of Toronto's Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors (NTC) ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. 120 m of Starter tunnel and 70 m of Tail tunnel were excavated with roadheaders to help with the launch of the TBM and as part of the contract base scope work. JayDee Canada in Collaboration with Everest Equipment Co. developed an innovative approach to design and build a stand-alone Ring Machine Erector nicknamed Enterprise to erect precast segmental lining in Starter and Tail tunnels in lieu of Cast-In- Place concrete. This paper describes the design and provides feedback on the innovative procedure used to install the rings.

Comminution methods for base metal and precious metal ores have had considerable attention from mine operators, equipment suppliers and design engineers for many years and much of their work has been well reported. This interest derives from a healthy concern with the costs of comminution, often the largest single cost factor in ore dressing of hard ores. Many imaginative innovations have resulted. One notices a trend toward autogenous and semi-autogenous methods, combined with a trend toward very large equipment. Unfortunately, there has been less obvious cost incentive to experiment with softer ores. This is unfortunate because the consequences of inappropriate comminution methods can have an important effect on overall economics by influencing down stream processing and salability of final products. This paper concerns some of the factors to be considered in the selection of comminution methods for potash ores, and gives some specific examples to illustrate some of the principles involved.

The relationship between management and the consultant depends mainly on management's preparation for the assignment and on their monitoring during the assignment. Consultant costs are discussed briefly and suggestions for keeping consultant costs under control are given. In addition, some qualities of a good consultant are covered.

The successful exploration for Austin Taylor and Gen. McRae from 1931 to 1940 obscured the fact that I was reaching a period of transition. This was true both in personal and business life. It was probably fortunate that I did not realize how great a change must come after I passed the age of 50. In the personal life of our family the change came when both our children left home to go to school or college. This made home a different place and, because of the absence of the children, Dorothy could devote much of her time and attention to the art she loved so well. She could spend long periods in New York, the center of the nation's art life. Vacations at Tahoe and long pleasure trips made the separation from the children less disturbing but it could never again be the same as it had been in the first 20 years of our marriage. The change In my business life was just as complete, though a little more gradual. While work for Bralorne and General McRae made the "bite" of the Great Depression less painful for us than it was for most consultants and their families, the fact that I was getting older made a new sort of work inevitable. I was 50 years old and the total grew rapidly. Planes and automobiles that made travel easier even in the wilds of Alaska and northern Canada still made it possible for me to look at new prospects, but increasingly often I was exhausted at the end of a day's climb and, if the nature of my work did not change there would soon be no more work. Fortunately work of a new sort came a little at a time. As I became a director of Bralorne and president of its American subsidiaries I had to take on more administrative work, and success of these operations made others want to employ me to help direct policy and value mines. As in other mineral deposits, variation in bitumen saturation, thickness of ore and discard occurs throughout Alberta's Athabasca Oil Sands deposit. The economic stripping ratio developed here to determine surface mineable limits takes into account capital and operating costs, crude oil prices, quality of ore, thickness of overburden, and thickness of inter-ore waste. The surface mining systems employed to remove bituminous sands (oil sands) from huge mines at depths of 60-70m use gigantic draglines, bucket wheel excavators and reclaimers, and large mobile equipment.

The sedimentation and dewatering characteristics of flocculated slurries are determined by the size and density of the flocs. Studies of the formation and growth of flocs reveal that floc size is limited by breakage of the agglomerates due to shear in the suspension. Floc density measurements indicate that there is an inverse relationship between size and density. This relationship appears to be determined primarily by the nature of the solid particles, especially the size distribution, but it appears that agitation of the suspension can lead to some densification of the flocs, in addition to breakage. It follows that both size and density can be controlled to a significant extent by regulating the physical conditions (agitation, method of flocculant addition etc.) during flocculation. The use of physical floc conditioning to control the sedimentation and dewatering (filtration) behavior of flocculated, fine-particle suspensions is evaluated in terms of its effects on floc size end density.

The Westerschelde Tunnel is located in the south of the Netherlands and links the two parts of the Provinces of Zeeland, Zeeuws-Vlaanderen and Zuid-Beveland, which are separated by the Westerschelde. Road traf?c has up till now taken the detour via Belgium or crossed by ferry. This unsatisfactory transport link signifies major economic disadvantages above all for Zeeuws-Vlaanderen. The first fixed link for road traffic between the communities of Terneuzen and Borsele are to be created by means of the two 6.6 km long tunnel tubes down to 65 m below sea level.

Six US coals and a crystalline quartz were tested in an instrumented laboratory high-pressure grinding rolls machine equipped with 100-mm-diam. rolls. The machine was choke-fed to maximize the capacity. As expected, the specific capacity decreased with increased grinding pressure for each material tested. Among the six coals, there were significant differences in the critical angle of nip, the effective feed porosity and the variation of strain at the gap relative to the grinding pressure. Although a precise correlation was not obtained, the overall effect of these factors was that, at a given grinding pressure, the specific capacity increased as the Hardgrove grindability index of the coal increased. The relationship between the specific capacity and the grinding pressure for a given coal was independent of feed size down to 150 µm. However, smaller feed sizes produced anomalous results, and the flow within the feed hopper was restricted.

Unplanned ore dilution can have severe impact on the economics of a mining operation. The paper discusses and distinguishes between controllable and natural parameters influencing ore dilution, and how it can be minimized in longitudinal mining systems of narrow vein orebodies. It is shown through data of surveyed stope profiles and numerical modelling that unplanned ore dilution is a function of stope design and construction, orebody geometry, and rock mass characteristics.

As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

As mining fronts converge in sill pillar extraction, the mine seismic hazard can be significantly altered and large seismic events have been known to occur. This study used common seismological tools to analyze the extraction of highly stressed sills from two deep Canadian mines with the objective of characterizing the rock mass failure process and relation to large seismic events. The approach treated a sill pillar as a mine-scale failure process, meaning the temporal and spatial analysis scales needed to exist on a similar scale to a significant part of the mine. The temporal analysis scale overlapped with the entire mining sequence, included several years of data to establish long term change in the characteristics of rock mass failure. The spatial analysis scale included the rock mass surrounding a large part of the convergent mining sequence. To accommodate the large spatial and temporal scales, the highest magnitude 2% of events in the dataset were analyzed. Similar results were shown for sill pillars in both mines. Changes in event location, time, magnitude, energy index and apparent volume were similar to expected behavior of rock failure. Indications of strain hardening and strain softening were observed in the sills. The hardening period was characterized by a high rate of small events, high energy index and low apparent volume, giving an indication of high stress and low rock yield. The softening phase was characterized by a decrease in the rate of small events concurrent with an increase in the rate of large events, low energy index and high apparent volume, indicative of release of stress and increase in deformation. Large magnitude seismicity was strongly related to the softening phase, with several Nuttli magnitude 3.0+ events occurring shortly after the transition from hardening to softening failure regimes. Sill failure was indicated by consistently low EI and low levels of seismicity and seismic hazard in the sill pillar.

INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2). Ore reserve estimation is a multi- disciplinary process involving not only tonnage and grade estimation (resource estimation), but also consideration of technical and legal aspects such as mining the deposit, beneficiating the ores, and selling the product. This paper provides a background to under- standing resource estimation including geologic modelling, manual estimation methods, conventional computer methods. and geostatistical methods. Mine planning, metallurgical studies, legal/environmental, and marketing considerations are also discussed as they relate to estimating ore reserves.

Additional progress in comminution can be achieved if the compressive crushing principle commonly used at present is changed to one where particles are fragmented by the tensile growth of preexisting internal flaws or cracks, under internal waterjet pressure. This idea was studied in a number of tests and generated results and conclusions are the subject of this paper. It covers tests with different jets imposed on rock samples during compressive load as well as without any loading.

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

In this paper, several commonly used computer truck-dispatching criteria are evaluated. A computer-oriented truck-dispatching and production simulator was developed to provide data for comprehensive cross comparison among the dispatching criteria. The definitions, primary considerations, characteristics and performances of these dispatching criteria were investigated. From the simulation results, it was concluded that, in general, no one criterion can dominate all others. However, several dispatching criteria that have good potential to increase performance can be identified. All basic dispatching criteria, including minimizing truck waiting time, waiting shovel with minimum waiting time, minimizing truck saturation, maximizing truck momentary productivity or optimization of truck routes, provide local optimal solutions. To obtain a direct global optimization solution for this complex stochastic process does not appear to be likely Therefore, the search for an optimal dispatching criterion that will fit all conditions may not be realistic. It may be necessary to search for a hybrid combination of the several truck dispatching criteria that have good potential for a given situation. An approach to selecting such a hybrid dispatching criterion is presented.

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. Mining is expected to be completed by the summer of 1999. Cosmo Howley is a gold deposit in the Northern Territory of Australia. The geology is complex and the input of geological data is an important part of the grade control process. As the geology of the deposit has become better understood, grade control and mining techniques have evolved to meet the changing circumstances. Present grade control depends on the use of angled blast holes, 21/2 benches and selective mining. Data is processed on site using 2 386 PC's running Surpac software. An environmental protection programme is employed, including soil stripping and stockpiling, sulphide waste containment and water quality monitoring.

Kennecott's Ray mine is located about 145 km (90 miles) north of Tucson in the Mineral Creek mining district of central Arizona. Mining in the district started in the late 1800's. The Ray mine itself was first mined by under- ground methods in 1911 and was changed to an open-pit operation in 1952. Mineralization is complex and includes sulfide, silicate, and native copper mineralization, as well as minor amounts of molybdenite. Sulfide ore, mined at Ray, is shipped by rail to Kennecott's concentrator and smelter at Hayden, 32 km (20 miies) away. Silicate ore, mostly chrysocolla, is processed near the mine in a vat leaching-electro- winning plant. The mine consists of two sulfide areas: (1) the West pit and the Central pit (the original Pearl Handle pit) and (2) a silicate area on the northeast perimeter of the Central pit. The pit now is over 304 m (1000 ft) deep and approximately 3048 m (10,000 ft) long. Roads within the ultimate pit are limited to a grade of 10%, while those outside the pit are limited to 8%. The mining equipment consists of 40 Wabco 1094 (120-st) haulage trucks [ranging from 109 to 227 t (120 to 250 st)], 12 electric shovels [ranging from 6 to 23 m (7 to 25 yd)], and 3 11-m (12-yd) Dart production loaders.
