"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). Bill Lucke, from the U.S., who was in charge of tunnels for the U.S. Federal Railroad Administration, was a member of the organizing committee that created ITA and became a vice president of ITA. Geological interpretations generally require projections from direct observations at the earth's surface. Crustal projections include mineral deposits as well as the geochemistry of the crust and its fluids, structure and tectonics. Drilling offers opportunities for verification of the required projections, and is thus a required step in furthering crustal understanding. Like any new science, the direct observations that drilling provides commonly generate major surprises and stimulate totally new ideas. Drilling is costly. There are many critically important scientific problems with societal and potential economic benefits in mineral deposits which have not been drilled because the holes are difficult to justify as economically sound risks for private capital. Such holes, however, are highly justifiable research goals for government because of the significant new opportunity for ore deposit insight and exploration that they afford. The earth science community is prepared with excellent drilling projects for research in mineral deposits.

The conventional cyclic system of deep-level mining by drilling and blasting gives rise to an inadequate degree of stope sorting when mining thin reefs. This results in poor utilization of the capital facilities of a mine in the form of shafts, haulages, airways and associated equipment. Continuous and controlled removal of the thin gold-bearing portion of the reefs would permit better stope sorting and hence greater utilization of capital facilities. Results of experiments to develop hard rock cutting machines for mining are reported and the benefits which could be derived from their use are discussed.

Mechanized Roof Supports (MRS) have dramatically improved safety and productivity of retreat pillar mining in coal. Due to low capital cost and greater flexibility, retreat panels have in some cases approached the productivity of a longwall. Because of improved safety and rapid set-up time when compared to conventional timbering, MRS are driving a return to retreat pillar mining in many situations. This paper describes how panel layout can be optimized for safety and operational efficiency when using MRS for retreat pillar mining of coal. The potential for significant unit cost reductions will also be addressed.

One of the most important problems facing the coal industry today is the disposal of refuse from the coal preparation plants in a safe, economical, and efficient manner while complying with all legal requirements. The most commonly used refuse disposal method has been landfill/impoundment. In this method, the coarser refuse fractions are disposed of by layering and compaction into a landfill. The fine coal slurry refuse fraction is impounded in a dam constructed of a portion or all of the coarser refuse fractions. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the preparation, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. Originally constructed in the 1930s, the 1-mile-long Sumner Tunnel is 31 feet in diameter and carries traffic deep below Boston Harbor, connecting Boston and East Boston. This project includes both design and construction for the rehabilitation of the nearly 100-year-old tunnel. The primary work includes repairing advanced deterioration at the tunnel crown with new precast arches that will add protection and strengthening. The restoration also consists of upgrading the tunnel systems, including permanently removing 75% of the existing exhaust duct suspended over the roadway to improve the overall ventilation system capacity and performance.

The subject matter of this paper, "Applied Rock Mechanics?," has its genesis in a recent field trip taken by the author. A more or less standard question asked at the mines visited was "How are you using the principles of Rock Mechanics to assist you in maintaining an efficient, safe, and competitive mining operation?" The question was couched in a number of different forms, but the intent was to determine whether or not a general theory based on reason and the scientific method was applied or whether the alternatives of tradition, intuition, ?common sense', revelation, ?shotgun methods' or authoritarianism were invoked. Perhaps two responses to this query will be illustrative of the general nature of the replies. At operation XYZ an extension to the known ore body has been found. The extension is of large enough size and grade that a mining scheme using load-haul-damp techniques is envisaged. Since this represents a departure from the present mining scheme, questions have arisen regarding pillar sizes, room and entry sizes and possible support requirements. A task force has been set up to expeditiously plan for these things and write the necessary specifications and requirements. The fundamental question was posed to members of this group.

Ventilation 'is currently used in mines to sustain human life, prevent explosions, and provide a more healthful work place. Future automated-mining systems could use ventilation techniques quite. different from today's practices. The Bureau of Mines is anticipating various methodologies for ventilating the automated mining systems which are now beginning to emerge in the mining industry. This paper examines the special ventilation requirements for automated mining systems. Topics include requirements for automated systems, current studies with blowup ventilation tubing, and ventilation of two types of highwall -ripper type mining machines.

A new mining project can raise questions about what effect it will have on the community after it closes. Historically, little was done by communities to plan for and accommodate the changes in the economic infrastructure when a mine project is finished either after the ore runs out or if market conditions deteriorate and make it unprofitable. Projects that were underfunded were generally unable to withstand periodic market downturns. However, data in a recent study conducted by the Seidman Research Institute leads to the conclusion that, even when a mining project is terminated, there can be (and, in the specific case studied, is) a residual beneficial economic effect in the community, which lasts for a long period of time.

"In today’s tough mining environment, the key difference between surviving and thriving is how effectively miners optimize their mining operations. This paper explores the compounding effects material fragmentation has on mining costs and productivity. Starting with Drilling & Blasting and moving through Loading, Hauling and Crushing, we will illustrate the opportunities to improve operating costs and thus reduce the Total Cost of Ownership (TCO) of the total mining system. Material size and volume requirements are defined by the needs of the mill or plant, and drive the rest of the mining operation from the bench through the primary crusher. At the start of the cycle, where the rock mass is drilled and blasted, the degree of fragmentation and the muck pile configuration is determined, as are the effects on cost and productivity of all subsequent operations. The cost of managing oversize material, including secondary handling, overloading, reduced diggability, higher load factors, extra pass loading, increased wear factors and reduced throughput rates are all opportunities for improvement. INTRODUCTION Having visited many mine sites, customers are asking about the end to end mining value stream from loading to the crusher and how to measure the cumulative effects on each part of the mining value chain. All too often improvements with the drilling and blasting may impact fragmentation but do not improve the diggability so the net change on cycle times or fill ratios is perceived to be negative at the point of loading but they may have a measured improvement going through the primary crusher. This makes it imperative to measure performance at each segment of the overall cycle and not just to the crusher but thru it. The mine material process originates with solid rock, in-situ, and progresses to the output of the primary crusher. Once the material has passed the primary crusher the fragmentation size will be fairly consistent and promote consistent throughput of the plant or mill. In late 2015 a team was conducting a reassessment visit to a mining site where we had conducted the original assessment the previous year. Though many recommendations had been implemented some had been so recent they had not resulted in the expected improvements. Several of our discussions kept returning to the impact fragmentation has to both the individual components of the mining cycle but also the effects compounded throughout the end to end process. Let’s move on to the big picture before we zoom in on any specific operation. To get from native solid rock in the ground to a concentrate or a saleable rock product we have the same steps from one end of the chain to the other. We start with a good geological understanding of the rock type, characteristics and structure to design a program to drill and blast the rock. The height of the bench is relevant to the annual production requirements and the specific digging equipment models best sized to make that production possible. The equipment selection influences the bench height which has a minimum and maximum hole diameter to maintain a safe blasting operation. The diameter of hole burden and spacing all contribute to a good distribution of explosives in the rock mass that maximize the fragmentation and preconditioning of the rock when blasted. The timing and sequencing of hole initiation will yield a fragmentation ratio and diggability factor. Fragmentation size adjustments will change the meters drilled per cube and the explosives consumption will change accordingly. Drill cost is measured by meter drilled so a direct relationship exists between cost and fragmentation sized achieved."

The Round Mountain gold mine, located 90 km (55 miles) north of Tonopah, NV began large-scale production in 1977. During 2008 Round Mountain Gold Corp. (RMGC) relocated the primary crusher facility approximately 300 m (1,000 ft) to make room for the next phase of openpit mining activities. This facility was installed in 1988 and used a log-crib retaining wall and dump pocket. RMGC selected Hilfiker Retaining Walls and Collins Engineers, Inc. to provide design and materials for a new 17-m- (56-ft-) high mechanically-stabilized embankment (MSE) wall to support the haul trucks at the new location. The construction contractor was EarthTech West Ltd. of Norwood, CO. An MSE wall with a cast-in-place concrete face was chosen as a durable, yet less expensive alternative to the reinforced concrete dump pocket that was originally designed for the project. The arrangement of the MSE wall is of an unusual configuration to meet a variety of operational and maintenance requirements. This paper outlines the selection process, design and construction of the MSE wall.

In currently used mining methods, blasting techniques often causes dilution of valuable ore and results in costly processing requirements. In the context of narrow vein mining of thin and highly concentrated orebodies there is a need of a mining method that can reduce dilution in order to remain economically viable. This research project explored the viability of a new mining technology, thermal fragmentation, in narrow vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation, as well as for an existing method used for narrow vein mining; comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs, as well as increased productivity and ore recovery, meant that the new method would improve the financial performance of any operation. These results identify that there is an opportunity to introduce the thermal fragmentation technology to narrow vein mines within Australia, in order to lower costs and increase profit.

The paper reports on both, the design and decision making for the filters in a backfill plant in Europe as well as more then 10 years of operation and maintenance experience of the vacuum disc filters installed. It begins with the first step, the filter sizing based on a sample provided by the customer, followed by the commissioning of the filter units and reports on the development of the filter performance during the following 10 years of operation. Based on the physical properties of the sample and the process targets of the client for the backfill plant, the paper shows the logic steps taken in the laboratory to ensure the target moisture, determine the required filtration area and filter size as well as the selection of the ancillary units and the formulation of the performance guarantee. The paper discusses some issues with filter operation during the commissioning phase and the actions taken. Finally, the paper concludes by highlighting the gradual change over the more than 10 years of operation and how this change affected filter performance and operating costs.

The decision to accelerate development of Stillwater Mining's East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and Rail Systems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km (3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

Major gaps in understanding hydro- thermal systems remain after a century of studying fossil ore deposits and active geothermal areas. The periodically rejuvenated concept of "stacking" ore deposit types has never been verified by a continuous sample. Basal and marginal regions of both “fossil" and "active" hydrothermal systems normally lie beyond the limits of economic exploration, remaining inadequately exposed. Incomplete scientific under- standing of he vertical transitions clearly limits the efficacy of exploration programs for hydrothermal ores of all types. The Continental Scientific Drilling Committee's (CSDC) Panel on Mineral Resources has defined dedicated research objectives and add-on experiments to industry or government drill holes of opportunity.

The Cripple Creek and Victor (CC&V) Gold Mine (Cresson Project) (Fig. 1) is undergoing an expansion to extend production to the year 2025. This expansion involves building a high-grade ore mill, another valley leach facility (VLF) for heap leach operations and expanding the overburden storage areas. The current operating pits are progressing downward from the oxide ore into a more sulfide and telluride-rich orebody. There is still oxide ore present in the current pits and planned pits not yet mined. There is an increased need for two recovery processes for these two different types of ore. The key component to this expansion is the high-grade ore mill, which has gravity, flotation and carbon-in-pulp (CIP) circuits. The mill will be the main recovery process for the higher grade, more sulfide/telluride-rich ore. This ore type does not recover well on the heap leach pad due to its refractory nature. Geometallurgy is vital for ore characterization for the two recovery methods. Geometallurgy helps develop indices that are used to predict parameters that influence overall recovery and production, such as hardness, crushability, grindability, pH fluctuations, gravity (coarse) gold, flotability and cyanidability. Using geology and mineralogy along with other analytical data, geometallurgical models are constructed and applied to the resource block model for proper planning and extraction of the gold. Geometallurgy aims to analyze the variability in the different responses to the parameters to help reduce risk (costs) and optimize recovery (profit).

The Ship Canal Water Quality Project includes a 2.7-mile, 18-ft and 10-in internal-diameter tunnel that extends from Ballard to Wallingford, two popular neighborhoods in the West of Seattle. During the TBM Main drive a 12' × 12' boulder with variable strength up to 47,000psi was encountered resulting on signicant damages to the Cutter ead. The rst part of this paper describes the design and construction of an underground recess in front of the TBM to create a safe working environment for the TBM repairs. The second part describes an injection campaign performed to seal an unforeseen water inow appeared during the excavation of the 11 Avenue Diversion Structure.

Engineering design involves, in addition to numerical calculations, considerable amount of expertise and judgement. The expertise and judgement is required to conceptualize and idealize the problem, select a suitable mathematical model for the problem and to interpret the model results in terms of stipulated design constraints. In recent years, knowledge based systems (KBS) have provided the capability to integrate the qualitative experiential and expert knowledge with the quantitative knowledge for improved analysis and design of systems. A possible KBS architecture for mine ventilation system design was discussed by Ramani and Prasad (1987). The expert system (ES) component of the KBS supports the analysis and interpretation phases of the ventilation design process with an algorithmic program used for the solution of alternate designs. The purpose of this paper is to discuss the data and knowledge needs for developing such a system and a formal means of their representation on the computer. A number of ES shells were evaluated to explore possible development and delivery environments for the system. A brief summary of this evaluation is also provided.
