PREAMBLE THIS PAPER comprises material presented in two separate 'Papers at the British Commonwealth Scientific Specialist Conference on Fuel Research held in London, England, in July, 1950. These papers are now available for publication in Canada, since only essential parts of the conference discussions, in addition to the resolutions resulting therefrom, will be published in the official Proceedings of the Conference. Inasmuch as the information presented concerns Canadian organizations and training facilities for fuel research, it should be of general interest to Canadian scientists, and especially to the Coal Division of the Canadian Institute of Mining and Metallurgy. Part I, the alternate title of which is Facilities in Canada for Fuel Research and for Exchange of Information and Staff, does not include research on peat, oil shale, petroleum oils in general, and natural gas, and omits studies of the geology, constitution, and production of coal. Special reference is, however, made to research on the heavy crude oils and bitumen of the Western Prairie Provinces, and particularly to their production and treatment to produce crudes for oil refinery processing.

For at least a decade, the energy crisis was accurately predicted by a small number of industry people who were ignored until last year, when they suddenly found themselves accused for their "lack of planning" and "greed." With the worsening shortage of natural gas and oil, the current scramble is for alternate energy sources-which means: a big rush into coal and uranium mining. (Some big plans are also on the drawing boards regarding geothermal steam, oil shale, tar sands, and even solar energy. But developing such new industries from scratch would be difficult enough even in a healthy economic climate-which is not exactly what the country currently enjoys.)

IT is with some trepidation that I approach my subject, for I know that I shall at once incur the suspicion of the mechanical engineer, with his concern for boiler tests and efficiencies; of the mining engineer, with his mechanization problems; and of the chemical engineer with his unit processes. Nevertheless, it must be recognized that the technology of fuels, the systematic body of knowledge relating to the production, processing and utilization of mineral fuels, has grown to such proportions and involves so many widely diverse applications of fundamental science and engineering that it behooves us to stop and consider just what its status is in relation to other technologies, as well as in relation to the present and future needs of the social order. The time has come when technologists, applied scientists and engineers must consider the possible effects that their achievements may have 0n Society. The development of a machine to replace several hundred men is a fine achievement when considered solely from the point of view of creative endeavor. But what of the men who are displaced by the machine! Does not the responsibility for the development of this machine embrace as well the consequences of obsolescence and technological unemployment resulting from such development? I believe that it does and that we must recognize this fact in our practice of engineering and technology as well as in the training of future engineers and technologists. MAGNITUDE OF THE FUELS INDUSTRY Fuel technology is the body of knowledge that relates to the mineral fuels. The fuels industry is by far the most important of all our mineral industries. The chart in Fig. I, reprinted from U. S. Bureau of Mines Information Circular No. 6643, indicates the comparative values of metals, fuels and other nonmetallic minerals for the year 1929. Of the grand total of 13 1/4 billions of dollars in value of minerals at the mines, the mineral fuels contributed 48 per cent. Coal, with 34.4 per cent, exceeded the value of any other single mineral. In fact, the value of the production of the Pennsylvania anthracite mines alone annually exceeds the value of the gold production of the entire world. Petroleum and natural gas in 1020 contributed 14.3 per cent and 3.3 per cent, respectively, of the total value of world mineral production. So much for the world picture; let us now look at the situation in the United States. Over the 60-year period 1880 to 1939, $46,409,727,000 of metallic products, S80,788,852,000 of fuels (coal, petroleum, natural gas, natural gasoline) and $27,871,000,000 of nonmetallic minerals other than fuels were produced. The mineral fuels have contributed 52.7 per cent of the entire mineral wealth produced over this period that has seen such tremendous industrial development in our country. HERACLITUS, a sage of antiquity, called the dark philosopher, who refused a throne, preferring a hermit's cell, propounded, twenty-four centuries since, the maxim : [ ] War (or strife) engenders all things. This, though probably intended by Heraclitus to apply especially to the internal forces of nature, is often said, with equal reason, of the affairs of men. Controversial strife, whether fortunately or unfortunately, is a crucible through which all new discoveries in science, and all technical applications of science must pass-a test which they must all endure before they can become so vitalized as to germinate, so to speak, take root in the human mind, grow tip, and overspread the earth. The greater the number and the power of the elements arrayed against such a growth, and of the influences hostile thereto, the greater should be the inherent vitality of the germ, the more strenuous, skilful, and persistent its cultivators and upholders. During the decade last past we have had, in spite of the severe stringency of the times, an active growth of this kind in progress, whose prospective importance it would now be difficult to overrate. This is the movement which has for its motive the idea that, generally speaking, fuel should be gaseous in form, and which has for its goal the introduction into general public use of gaseous products, made by cheap and rapid processes and on a gigantic scale, distributed throughout our cities and towns in distribution-systems which shall be proportionately gigantic, and sold at prices which will bring such fuel within the means of the poorest householders. The subject of the present paper will be combustion of fuel and as the combustion of fuel requires a certain amouut of air to effect combustion the question might be asked what is air?Air is composed, we will say, principally of two gases, oxygen and, nitrogen, but our business is with the former gas, and its leading feature as a supporter' of combustion. In point of fact no fire will burn without its presence, nor can animal life be sustained when this gas ls absent, because it is the life-sustaining element. For example, if we take a piece of charcoal, which is pure carbon, and burn it in the open air combustion takes place in the union of the carbon of the charcoal with the oxygen of the air, forming the compound known as carbonic acid (0.0.)The rust we see on iron and other metals is a kind of slow combustion, which is termed oxydation. When oxygen unites with any other element heat is given off in the process, and it may be here stated that the most intense heat is produced, by burning the two gases-oxygen and hydrogen in precisely the same proportions as that forming water.

THE No. 6 open-hearth furnace at the plant of the Worth Steel Co., Claymont, Del., is the first to be rebuilt according to the Kuehn system. This as well as the other five furnaces at Claymont, has a nominal capacity of 75 tons, but the actual charge is about 242,000 lb. No hot metal being available, the pig-iron is charged cold. Oil of low grade with an asphalt base is used as fuel. These two items have to be kept in mind when discussing the actual fuel consumption. Careful records have been kept covering a five weeks run and the following is a brief summary of them The time required to heat the furnace preparatory to charging from the time a wood fire was started until charging commenced was 36 hours. This, I understand, is much less than with furnaces of standard design. The draft of the furnace, as shown by a gage in the stack-flue, is 1.25 in. The maximum draft with new checkers on former runs was 1.50 in., this draft gradu¬ally decreasing as the checkers closed up. Both of the first helpers claim the present draft is all they need for the proper working of the furnace, and, as with the Kuehn regenerators the draft remains practically the same from beginning to end of a run, this is satisfactory.

Taboguilla is a small island located 10 miles outside the Panama Canal Pacific Entrance. In 2002 a fuel distribution facility was installed in order to supply fuel to vessels passing thru the canal. The current capacity of the tank farm is equivalent to 1,100,000 barrels. The demand for marine diesel at this location still exceeds the current capacity, thus an expansion project is currently underway to increase the available space for diesel tanks. There is a total of 800,000 cubic meters to be excavated in order to create the new space. 400,000 cubic meters of that total is basalt rock which will need to be blasted

This paper is one of a series pre-pared to study the role of fuels and reductants in metallurgical processes, especially from the viewpoint of Canadian requirements. The object of these studies is to provide a reason-ably authoritative interpretation on the interrelation of fuels in light of the considerable changes that have taken place in the Canadian energy field during the past few years. Previous papers in this group have dealt with the problem generally, and specifically in terms of the development of the iron and steel industry of Western Canada. These latter papers, presented at the Symposium on Iron and Steel in Western Canada held in Edmonton, Alberta, on September 8-9, 1959, surveyed the ferrous processes of interest for use in Wes tern Canada, especially with regard to solid fuel requirements. At that time it was evident that there was a need for a similar study of the fuels aspect of the non-ferrous metals industry.

M OST operators of open-pit mines in the Lake Superior iron ore district are quite familiar with the use of fuel oil in the heavy-duty Diesel engines commonly used in truck-haulage service but some operators, including my own company, Pickands Mather, have had butane-engine trucks in service for several years, and less is known of their operation. One of the first installations of trucks for iron-ore haulage was in 1939 at a deep open-pit mine on the Cuyuna Range. These superseded standard-gauge steam haulage. Trucks then obtainable were equipped with 150-hp Diesel engines, and the speed of these units on an 8 % grade would have been so slow, considering the depth of the pit, that plans for an all-truck haul out of the pit were rejected. Surface mine blasting was recently investigated as a potential source of high concentrations of stray gases found in nearby residences of western Pennsylvania. In one incident carbon monoxide was detected in a home and in the other, high concentrations of carbon dioxide were found in a home. Both carbon monoxide and carbon dioxide are by-products of blasting. However, other potential sources of these gases may also exist in a residential setting. In each case, gas chromatography (GC) and carbon isotopic analyses were used to define atmospheric concentrations inside the homes, and to determine the source of a stray gas. Molecular and isotopic analyses provide geochemical evidence as to the origin and source of the stray gas. This paper discusses elements of a stray gas investigation and the analyses necessary to identify the source of a stray gas.

For years, the measurement of fugitive emissions from the primary copper converter has defied all attempts based on inferential measurements, It has been concluded by virtually all investigators that the only dependable tech¬nique to measure these emissions would be to completely enclose an operating converter to permit the capture and measurement of all emissions. However, complete enclosure with a metal hood is difficult; many of the most serious fugitive emissions result during periods when the converter must be attended with crane-operated equipment. This approach would require either opening of the enclosure to permit the entry of large items of equipment or completely new methods for charging and tapping converters' The installation of the air curtain hooding system at ASARCO's Tacoma smelter has permitted a quantitative approach to the direct measurement of the fugitive for the first time. In this program, the fugitives captured by the air curtain were measured at a downstream sampling point in the exhaust side of the air curtain system during the various portions of the converter cycle. Emission factors were established for sulfur dioxide, filterable particulate (method 5), inhalable particulate, and selected trace elements.

"In oxidative ladle refining (OLR) of silicon, the metal surface is oxidized resulting in the formation of a condensed silica fume (SiO2). In the current work, industrial measurement campaigns were performed aiming to measure the fume generation during OLR. A thorough discussion of the possible mechanisms has been included in order to improve our understanding of the Si(1)-O2(g) system.The measurement campaigns were performed at the Elkem Salten plant in Norway. In addition to fume generation from OLR, the metal temperatures and ladle purge gas amount were recorded. The results of this work suggest that fume generation during OLR results from splashing of the metal and/or oxidation of the metal surface, with oxygen transport to the metal surface being the limiting factor. Other mechanisms of SiO2 formation were investigated, however insignificant.IntroductionOne of the main environmental and economical challenges facing the metallurgical industry is fugitive emissions of both materials and energy. In the production of metallurgical grade silicon (MG-Si), refining of the silicon generally takes place through an oxidative ladle treatment (purging with an air-O2 mixture). In the refining process, exposure of silicon to air results in the formation of condensed silica fumes (SiO2) – one of the main sources of fugitive emissions in silicon production plants. The oxidation of liquid silicon, as opposed to solid silicon, has not been widely studied and described in the literature [1], thus a thorough investigation of the oxidation mechanisms, and factors affecting the oxidation reaction rate are essential in order to deal with the problem. In the current work, the rate of liquid silicon oxidation has been studied through industrial measurements of fume generation from refining adles, where the purge gas rate and composition have been varied. The results from these measurements were discussed in light of existing models describing the liquid silicon oxidation kinetics."

"From paving the way in gaining approval for the first metalliferous in-pit tailings storage facility (TSF) in Victoria, to developing a deposition methodology to optimise the storage capacity and provide a final rehabilitated surface which replicates the premining topography, in-pit tailings storage has proven not only to be a cost-effective means for tailings management at Fosterville Gold Mine, but also one which provides significant economic, social and environmental benefits. Coupled with ongoing raising of the existing above ground TSF and commissioning of a new above ground TSF, Fosterville Gold Mine have to date effectively used three open pits for in-pit tailings storage, with one of the pits currently progressing through the capping and vegetation establishment phases of closure.This paper presents the process adopted by Fosterville Gold Mine in their flotation tailings management, from design and operational phases through to rehabilitation implementation. Included within the paper are challenges which have arisen during the process, and a discussion on principals behind the designs and lessons learnt during operation of the facilities.Citation:Gray, L P, 2016. One of these systems has been operating in our Diamond Smokeless Mine, Boltz, Pennsylvania, since 1959 servicing a continuous mining machines For those of you who are not familiar with this method of transportation, I would like to offer an explanation.

"This presentation will provide information and facts on the drilling and blasting within a frozen shaft using a full face methodology. The Author will briefly discuss the history of the sinking of a frozen shaft in Saskatchewan, the challenges faced, and the solutions delivered. The case study will include a discussion describing the series of events that led to the decision to adopt a full face blasting methodology. The case study will describe key elements such as the drilling pattern, hole size and depth, explosive products and blast vibration monitoring systems. INTRODUCTION During the shaft sinking process at a project in Saskatchewan, it was recommended that a drill & blast benching method be utilized. Following an evaluation of the site, the geological conditions proved amenable to a ground freezing system that would stabilize the rock formations and prevent inflows of water into the shaft (Table 1).The shaft sinking process required that the ground surrounding the proposed shaft be frozen by drilling several near vertical freeze holes radially at a specified distance from the edge of the proposed shaft excavation. This would allow for the circulation of a chilled brine solution down the freeze holes. The circulation is achieved by means of stainless steel pipes encased within each other to provide a delivery and return conduit for the brine (Figure 1). As a result of this periphery freezing, the ground within the shaft excavation is also predominately frozen.The finished internal diameter of the shaft was 5.5 meters with varying overall excavation diameters to facilitate different liner designs used for various rock formations. For the most part, the fully unsupported/unfinished excavated diameter of the shaft varied from 6.9 meters to 8.5 meters depending on the zone excavated. The challenge was that the proposed drill and blast excavation method posed a significant risk due to the potential to damage the freeze wall and pipes during blasting. The decision was made to commence the excavation through mechanical excavation (i.e. chip and cut) methods then change to a drill and blast method utilizing a split benching design. Through this process, the team encountered five main challenges: 1. Sub-horizontal geological structures and slips that affected blasting performance and sometimes resulted in a sloping surface to the top of the bench; 2. Confined working area for the crews and equipment due to a limited work area as a result of utilizing the split (half) bench drill and blast methodology; 3. Mechanical chipping and cutting of the one-meter buffer zone to the final shaft diameter; 4. Crews working on extremely slippery uneven frozen rock and ice surfaces, which affected safety and efficiency; 5. Establishing a blast vibration monitoring system to determine if the drilling and blasting of the full shaft excavation diameter were acceptable."

In order to determine the recovery functions in an oil sand circuit it is necessary to have more than a minimal determination the mass flows in the network. This over-determination is essential in order to allow for measurements within the flow matrix "to flex" according to an error function. It is then possible to identify the flows and composition at all points with maximum likelihood. These so-called full mappings are not easily obtained. However, in order to obtain an unequivocal determination of all the unit operations recoveries such a balance is needed. When databases are constructed exclusively with coherently balanced sets of data it is possible to obtain a maximally accurate process model by maximizing the probability of correctly identifying the process causality. Indeed, it is doubtful in cases of normal complexity that any sense can be made of data that is not so balanced. Coherent mass energy balancing is a tool developed by mineral processing scientists and engineers. Its rigorous application to oil sands is the subject of this paper. The additional element associated with hydrocarbon requires special considerations. It is shown that at least one currently available mineral processing tool will solve the full-mapping problem for an oil sand operation. Experimental design constraints are discussed in this paper relating to the development of databases for the development of effective process models.

Daunia and Caval Ridge coal mines, owned and operated by BHP, have been co-disposing rejects and dewatered tailings within spoil dumps from the beginning of their operations in 2013 and 2014, with the purpose of minimising environmental impact and geotechnical risk. Following the recent large failures of tailings dams around the world, BHP Coal, through its Coal Tailings Program, plans to transition other coal mines to deliver “dry” tailings and produce mixed plant rejects (MPR) for inpit co-disposal. This will materially reduce future tailings dam risk exposure. Previous laboratory shear strength testing was conducted on rejects with a maximum particles size of 20 mm, and some concerns were raised that this might not represent the mechanical properties of the actual full particle size distribution (PSD) rejects. BHP was also aware that using different technologies to dewater the tailings, such as belt press filters (BPF) and solid bowl centrifuge (SBC), could produce thickened tailings which could significantly modify the physical behaviours of the MPRs, particularly the bonding between particles. Therefore, laboratory testing on both coarse rejects and mixtures of the coarse rejects and dewatered tailings (MPRs), with full PSDs, was carried out. Testing was performed using the large direct shear machine developed by the Australian Coal Association Research Program (ACARP) project C20019 in 2017, as well as a 300 mm diameter triaxial apparatus at the University of Newcastle (UoN). This paper presents details of the laboratory testing program and results for the rejects from the first studied mine of the BHP Coal Tailings Program. It compares the shear strengths measured at full scale with those tested on modified (scalped or crushed) specimens in the past; and discusses the tailings dewatering technique selection from geotechnical aspects based on the testing results, and finally presents some dump and tip head stability analysis results using the testing results.

A 63.5 metric tons per hour (70 TPH) demonstration coal preparation plant was constructed on the Iowa State University campus, Ames, Iowa, as a part of the Iowa Coal Project funded by the state of Iowa and administered through the Energy and Minerals Resources Re-search Institute. Processing equipment in the plant circuit includes a heavy media separator, concentration tables, separating and dewatering screens, and conveying equipment. Coal samples of size 907 metric tons (1000 tons) with sulfur contents ranging from 2.5 to 8.75% sulfur from seven mines in the state of Iowa have been pro-cessed in the plant. Sulfur reductions have averaged 35%. With ash reduction averaging 45%. Equipment for advanced fine coal beneficiation research is currently being installed in the plant to include a slurry pretreatment circuit, froth flotation, oil agglomeration, pelletization, hydrocyclones, advanced design thickener and disc filtration.

"The determination of rock bolt contribution to reinforced joint shear strength is still a challenge, especially for assessing reinforced rock mass stability. For this purpose, several experimental studies have been performed during the last decades, mostly on small scale rock joint and bolt specimens. However, to accurately assess the rock bolt contribution, scale effect has to be accounted for. For this reason full scale lab tests are required as an alternative to in situ tests for which boundary conditions are more difficult to control.In this paper the results of an experimental program carried out with a large shear box, dedicated to test bolts in full scale conditions is presented. Different rock bolt diameters and different rock bolts inclination with respect to the shear plane were tested Experimental results were satisfactorily compared with an analytical model which is able to compute the contribution of the rock bolt to the shear strength of the joint as well the associated displacement of the joint. These conclusions allows us to validate the model in order to help the designer of reinforced rock engineering structures, such as slope or underground openings, to precise the optimum installation of rock bolts. INTRODUCTIONFully grouted rock bolts are commonly used for rock masses reinforcement to ensure the stability of rock slopes and underground cavities. For this purpose, the determination of rock bolt contribution to reinforced joint shear strength is of the utmost importance. During the last decades, several experimental studies have been performed to investigate the behavior of bolted rock joint. For obvious reasons, almost all the experiments were achieved on small scale bolted rock joint specimens (Bjurström, 1974; Azuar, 1977; Dight, 1983; Egger & Fernandes, 1983; Schubert, 1984; Spang & Egger, 1990; Egger & Zabuski, 1991). These studies made it possible to assess the influence of different parameters such as the bolt’s diameter, the number of bolts, the angle between the bolt and the joint, the nature of the rock, the friction and the dilatation angle of the joint. However, to accurately assess the rock bolt contribution, scale effect has to be accounted for (Vallier et al., 2010). For this reason full scale lab tests have been performed as an alternative to in situ test for which boundary conditions are more difficult to control."
