It is appropriate to discuss diatomite at an AIME meeting in San Francisco. California has led the nation, and the world, in the production of diatomite products for more than 40 years. It appears that our State will maintain this position for a long time to come. Diatomite today ranks high in the list of California mineral commodities, with a total value since 1889 well in excess of $100 million. California's production has more than doubled since 1942. In 1959, the value of diatomite production in California is exceeded only by the following industrial mineral materials-borates, stone, sand and gravel and cement20,28. Also, not unimportant is the production of diatomite in each of our other Pacific Coast States, including Nevada. First, let us define diatomite. It is a sedimentary siliceous rock of organic origin, which consists mainly of the fossilized remains of diatoms. Diatoms are microscopic aquatic plants which have the capacity of precipitating silica bio-chemically so as to form a part of their organized structure. In the economic sense, we are not concerned with the numerous types of sedimentary materials which contain minor amounts of diatom residues, or with impure or highly indurated siliceous materials, which may have been formed from diatomite2. Diatomite (synonyms--diatomaceous earth, kieselgurO is a term generally restricted to material of such qualities as to be suitable for commercial uses. Diatomaceous silica is a designation which is best used to distinguish the basic component of diatomite, that is, the substance of the silica shell itself, and which is the major' constituent of beneficiated diatomite or processed diatomaceous products.

In Nevada, large deposits of diatomite were formed during the Miocene / Pliocene in deep, alkaline lakes. Associated sediments are predominately fine-grained lacustrine with varying fluvial-clastic layers. Tephra layers are common, and probably served as a source of soluble silica for the extensive diatom colonies. Four companies are currently producing diatomite from Nevada deposits. Nevada ranks second to California in annual domestic production. Nevada diatomite is used in filter aids, fillers, absorbents, catalyst supports, and many other products. Economics and mineral reserves indicate that diatomite production in Nevada will be significant well into the next century.

Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.

You have been involved with research activities in froth flotation and size reduction. What do you think the future holds for these technologies? Froth flotation and size reduction are essential processing steps common to almost all current mineral-processing operations. The most significant recent advances in both of these technologies have been in the increased size of equipment and in some alternative machine designs, such as the column cells and the high-pressure roller mills. I believe that the next major area of improvement in size reduction will be at least partially driven by an improved awareness of controlling the conditions that influence the efficiency of particle breakage. This would include factors such as water-chemistry influences, the influence of fines from classification, chemical grinding additives and better rheology control. In froth flotation, significant changes are currently taking place in the plant use of frothers. Also, there will be an increasing number of new collector chemistries for certain types of flotation, such as with oxide minerals, oxidized mineral recovery in sulfide systems and improved selectivity with certain sulfide mineral systems. You have been active in implementing new engineering technology in industry. What do you think will be the technological future of mineral processing? Being involved in the invention and industrial implementation of new technology has been one of the most positive experiences of my career. I also have had the unique experience of working in the chemical and petroleum industries as well as in mineral processing. In my opinion, the future of mineral processing will be an exciting, wonderful work area in which to be involved. The development of new technology in minerals processing offers a special challenge compared, for example, to that of chemistry or chemical engineering. In successful industrial innovation involving minerals, having a sound theory is not enough. Instead, what is required is a valid blend of a good idea, meaningful laboratory characterization and, most key, the experience necessary to adjust the plant in such a way to incorporate the idea. The complexity of engineering systems that contain solids, liquids and gases, as well as highly variable natural mineral properties, means that nothing new comes easily. In some cases, it has been difficult to explain how processes practiced in industry for decades actually work, in terms of physical and chemical fundamentals. On the other hand, when a new idea is successfully implemented, the economic and professional returns can be very rewarding. I know of no more challenging field of engineering than minerals processing. What is your view of the future of the minerals industry in general? The need for minerals, metals and coal will be with us for decades to come. In many aspects, the minerals industry became global much earlier than some of the other industrial sectors that are currently experiencing globalization. I believe that fair international competition is beneficial to the users of minerals, metals and coals and to those involved in producing such materials. The key word here for a global economy to work is "fair." So the various playing fields involved such as finance, profit return, regulation and labor should be relatively level for all the players involved. Competition is an amazing driving force for innovation. This has been true in the minerals industry during the last few decades. The mining industry is producing more at less cost per unit than ever before in our history. I anticipate that this trend will continue as long as the global political situation remains relatively stable.

"The Didipio Gold-Copper project in the Philippines has been a well-defined reasonably high gold grade porphyry for almost two decades. OceanaGold are now bringing the project into production in late 2012 and have recently reoptimised the project with the goal of combining the inherent high grades with higher through-put than previously proposed that will see strong initial metal production. The project was discovered and well defined by 1995, but has seen some obstacles to development, namely sovereign risk, capital cost and project funding. The project strengths over this time that have kept the flames alive are: strong grades large orebody with low stripping ratios a simple beneficiation process and a clean high-grade concentrate strong support from the Philippines government.The initial study in 1998 used Gold and Copper price assumptions of $325/oz and $0.95 lb respectively. Today reserves are based on $950 and $2.85. So, being a porphyry with a large reducing grade halo, the deposit now lends itself to extraction on a much larger scale than before, without any significant capital expenditure as a larger open pit now dominates the project.Didipio is a game changer for OceanaGold, so it has been important to learn from history and to capitalise on a strong initial metal production profile. The project sits in a reasonably remote mountainous area of Luzon which sees annual typhoons and numerous short duration high intensity rainfall events and two rivers flowing through the project area, so it has not been without some innovative technical solutions.CITATION:Redden, R, 2012. "Once a health based guidance limits for exposure to diesel exhaust have been established, and as part of a multi-disciplinary team, the program for exposure reduction should incorporate the plan-do-check-adjust cycle. Setting a suitably protective (health based) occupational exposure limit (OEL) for diesel particulate matter (DPM) and nitrogen dioxide is a key driver to reduce exposure. It is important to go beyond regulations and reduce exposure to diesel exhaust, DPM, as low as reasonably achievable (ALARA) such as that prescribed under the Australia, Queensland Mining and Quarrying Safety and Health Regulation 2017 where under section 135 Limiting workers exposure, the workers exposure must not exceed the exposure limit applying to the worker for the hazard; and is ALARA. It appears that previously acceptable OELs are no longer safe. Therefore it is important that the internal responsibility system be implemented and the precautionary principle approach be followed, especially as it may be some time before a suitably protective OEL specifically for DPM is in place. One leading multi-national mining company BHP Billiton has acknowledged a significant lag that exists between regulatory action and the level of science that informs health risk. This company is managing exposure to diesel exhaust to as low as technically feasible. This same company that has set an interim target for managing diesel exhaust to 0.03 mg/m3 is achieving these levels which paves the way for other mining companies and general industry including construction. The Occupational Cancer Research Centre 2017 recommends reducing personal exposure to within 0.02 mg/m3 (EC) for underground mining and 0.005 mg/m3 for other workplaces. Controlling DPM is important to prevent cancer however it is also important that that nitrogen dioxide (NO2) be reduced (ALARA) and that careful selection of control technology be considered such as the proper selection of a diesel oxidation catalyst so that the level of NO2 does not in fact increase. The example from BHP Billiton provides a leading practice including using a multi-disciplinary approach and the importance of controlling emission at source and having an auditable diesel emissions based monitoring program in place."

In the past few years, much effort has been spent in elucidating the impact of diesel engines on the mine environment. This paper summarizes diesel fundamentals , exhaust emissions and typical tailpipe concentrations. Mine sampling results and an evaluation of exhaust treatment systems are discussed. A review of changes in pollutant concentrations between the tailpipe and the mine exit is made and suggestions are given to reduce operator exposure to diesel contaminants.

"In 2012 diesel engine exhaust (DEE) was classified as a human carcinogen by the International Agency for Research on Cancer (IARC) and is one of the most common workplace carcinogens internationally. We estimate that approximately 2.4% of lung cancers (n=560) and a suspected 2.7% of bladder cancers (n=200) are attributable to occupational exposure to DEE annually in Canada. High levels of exposure to DEE in mining results in a disproportionate number of cancers in this sector (approximately 220 lung and 20 suspected bladder cancers annually). These could be prevented by reducing the number of workers exposed and level of exposure. KEYWORDS Bladder cancer, Diesel engine exhaust, Economic burden, Lung cancer, Mining, Occupational cancer, Prevention, Regulation INTRODUCTION Diesel engine exhaust is a complex mixture of gases and particulates containing known and suspected carcinogens such as benzene, polycyclic aromatic hydrocarbons (PAHs), and metals. Approximately 900,000 Canadians are exposed to diesel engine exhaust at work, making it the most prevalent occupational lung carcinogen in Canada (CAREX Canada). Diesel engine exhaust is recognized as one of the most common workplace carcinogens in the world, but its classification as a human carcinogen by the International Agency for Research on Cancer (IARC) was relatively recent. In 2012, after decades of mounting evidence, diesel engine exhaust was upgraded from a probable (IARC Group 2A) to a definite human carcinogen (IARC Group 1) (IARC, 2014). The IARC evaluation was based on strong evidence in humans for an increased risk of lung cancer, as well as strong evidence in animal studies. The key human evidence considered by IARC was from epidemiologic studies of workers in truck transportation, rail transportation, and mining industries, where the use of diesel engines is widespread. These studies provided strong sufficient evidence for an increased risk of lung cancer, as well as limited evidence for bladder cancer. The human studies used particulate matter, generally measured as elemental carbon (EC) or total carbon, as a surrogate for diesel engine exhaust to assess the risk associated with level of exposure. The animal studies reviewed by IARC showed sufficient evidence for cancer with exposure to whole diesel exhaust and the particulate matter fraction of diesel exhaust, but not for the gas phase components."

A significant news item appearing in a coal mining journal in November 1969 stated simply that a Caterpillar D-333-CNA engine had received Bureau of Mines Schedule 31 approval. This item occurring at the time a new mining property in Martin County of East Kentucky was being prospected and prepared for mining, resulted in the manage-ment of Martin County Coal Corporation asking the question, "Why not use diesel equipment in our new operation?" Martin County Coal Corporation is part of the A. T. Massey Coal Company, Incorporated organization. The property being developed is on a 17,500 acre leasehold obtained from Pocahontas Land Corporation and lies in the Wolf Creek area of Martin County. The Norfolk and Western Railway Company built a 24-mile railroad into this undeveloped section of Kentucky to tap a huge reserve of steam coal. Duke Power Company is the customer who will take all of the production from Martin County Coal Corporation mines which ultimately is projected to be 2,000,000 tons annually. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton are being deep mined now and it is in those mines that the diesel haulage equipment was introduced. This paper will endeavor to trace the steps loading to the introduction of the first diesel-powered Wagner Mining Equipment Company ScoopTram in a coal mine in America. Introduction Numerous papers have been written dealing with the construction and functions of, and the environmental conditions created by, Diesel locomotives. Therefore, it is not my intention to attempt to deal with these phases of Diesel transportation other than to make reference to them in ?relation to and in connection with actual operation. The rapid expansion of industry during recent years and the necessity of products being made available at competitive prices in home and world markets has made the demand for cheaper coal a very serious factor for the coal industry. This condition has meant each coal producing country looking into ways and means whereby greater productivity and reduction in cost could he achieved. Surveys made show that, in addition to face mechanization, savings, in some cases substantial, can be made in transportation. Ventilation The most efficient mines are in-variably the well ventilated ones, for it is true that, where there is good ventilation, there are usually good roads. These combined factors are very essential where Diesel locomotives are used. Good roadways and track allow speed, and good ventilation dilutes rapidly any disagreeable exhaust gases. Locomotive Development In the older types of auxiliary rope haulage, coal hauled per haul-age hand is usually very low.

T HE APPROACH to maintenance must always be ?completely positive: there must be no question of putting off difficult problems until it is more convenient to tackle them. By this it is meant that a piece of machinery or equipment which, by experience, is known to be due for a check should not, merely because it appears to be operating satisfactorily, be left until it reaches a critical .condition and breaks down. The mentality of the Maintenance Manager must be completely orderly and methodical and he should, in fact, possess a ledger-book mind, having a debit and credit outlook. The debit side would be that applying to time out of service, cost in wages, material, personnel involved, etc., and the credit side that relating to continuous operational time of the locomotive and therefore to the ultimate benefit of the mine and the personnel who work there. The Maintenance Manager is not concerned with design problems, and although he and the personnel under his jurisdiction are not engaged in productive work, he and his staff do, nevertheless, add greatly to or detract from the overall efficiency of the organization. Provided the machinery placed in his care is good to start with, he must take the best steps he possibly can to keep it running. However, he may, on occasion, be forced to improvise and this is where the ingenuity of a clever man rises to the occasion.

Questionnaires were sent to 12 underground metalliferous mines in Queensland to enquire how these mines control diesel emissions from mobile diesel engines used underground. Where responses or controls were absent, discussion has been provided. A significant finding concerns secondary ventilation design rates. Some mines were designing ventilation rates to meet the superseded Mines Regulation Act of 1989 which required 0.04 m3/s/kW. The current Queensland Mining and Quarrying Safety and Health Regulation (2001) is risk based. In line with other jurisdictions, including New South Wales (NSW) and most Provinces in Canada, a minimum ventilation rate of 0.06 m3/s/kW is acceptable. However, this design ventilation rate will vary in practice depending on the diesel engines and controls. Dedicated ventilation engineers and technicians should be appointed to evaluate the effectiveness of the ventilation system. Personal exposure monitoring is required to confirm that exposure standards are not being exceeded. The primary control practice should be to reduce the emission at source. This can be ensured by purchasing low emission (Tier 2, Tier 3) equipment. In addition, the use of ultra low sulfur fuel (et al, 2002). Diesel fuel with a low aromatic content such as Eromanga diesel fuel will also mean employees are exposed to lower levels of poly-cyclic aromatic hydrocarbons. These controls should be carried out in parallel with good maintenance practices. Preventative maintenance should be programmed and emissions be routinely tested, including both gaseous and particulate pollutants and compared against defined criteria. According to McGinn, 2002, there are a number of fundamental tools necessary to carry out preventative maintenance. These are outlined in maintenance guidelines and best practices for diesel engines in underground mining produced for the Diesel Emissions Evaluation Program (DEEP). An effective diesel emission management system needs to be fully integrated within the Safety and Health Management System. These requirements are further discussed in this paper.

Perfect combustion in an engine would produce only water vapor, carbon dioxide and nitrogen as by-products; however, complete combustion is never achieved. As a mobile power plant, the diesel engine is relatively inefficient in terms of energy produced from the energy potential of the fuel. The diesel is not a perfect engine. The fuel burned can undergo a very large number of reactions in the combustion chamber. It only stands to reason that a large number of compounds are contained in the exhaust, actually, thousands of chemicals. The exhaust can be broadly divided into a gaseous phase and a particulate phase. Each phase is made up of organic and inorganic compounds. The vapor phase contains carbon monoxide, sulfur dioxide, various oxides of nitrogen and many hydrocarbons. The particulate phase contains clusters of respirable inorganic particles made mostly of carbon. This paper will address the health hazards, as we know them today, of the major components of the particulate phase in the exhaust of diesel engines. It will briefly examine the operational factors of the diesel engine as it applies to particulate emissions. Longitudinal studies of occupationally exposed miners are needed with documentation of levels of exposure before a chronic effect of exposure can be determined. At this time, it is not possible to conclude from human studies the level of diesel exhaust exposure that results in the observed lung cancer risk.

Introduction The property of Siscoe Gold Mines, Limited, is located on an island of three hundred and forty acres in lake Kienawisik, about fifty-two miles east of Noranda and forty-three miles south of Amos, Quebec. Lake Kienawisik is a part of the Harricanaw drainage system and is crossed by the main line of the Canadian National railway at Amos. This waterway is navigable for boats with a draught of six to eight feet. Diesel engines have been the source of power at the property since milling operations were commenced in January, 1929. The power plant as first designed and built was for a milling capacity of 100 tons. Two Polar-Atlas units, each of 200 h. p., comprised the original installation. With the growth of the 'mine, more engines were added until, at the present time, there is installed at the Siscoe what is rated the largest Diesel plant at any mining property in Canada. Definition of a Diesel 'The Diesel engine is an internal combustion engine which works with liquid fuel introduced after, and independently of, the air charge at a time when communication between the cylinder and the outside atmosphere is cut off, and which ignites the fuel by compression-beat and stored combustion-heat unassisted by heat sources outside the cylinder itself while the engine is in stable operating condition"(1).

About fifteen years age some mines in western Canada commenced using Diesel engines, partly for development work but also for operations on quite a large scale. In the Eastern mining field, the Diesel engine made its appearance some eight years ago and has since, at quite a number of mining plants, proved to be a reliable and economical prime mover. As a result, it is today used more extensively than could have been foreseen only a few years ago, and it is reasonably safe to predict that the next few years will see the Diesel engine utilized to a still greater extent in the Canadian mining industry. It is not much more than thirty years since the first Diesel engine was put in operation. During the early years of this century, the Diesel engine took, so to say, its first faltering steps in public service. Since then it has reached a high state of perfection, and its importance has grown in a most remarkable way, until today it is used in practically every field where power is required. It is slowly but surely superceding steam for a great many purposes, as, for instance, for ship propulsion. While in 1921 only about 8 per cent of all tonnage launched was motor-driven, the proportion had grown to 38 per cent in 1927, and for 1929 it was slightly over 45 per cent. Some of the finest passenger liners afloat are Diesel-driven. In the early days, Diesel engines were built only in comparatively small units. Today engines with a capacity per unit of up to 10,000 horsepower, or even more, are being built for marine and stationary purposes.

FIRST of several sessions at the Annual Meeting devoted to mining methods was a joint program with the Coal Division devoted to the use of Diesels underground. Fred W. Stiefel, in the first paper, stressed the saving in original cost and in operation. Wm. B. Harris then presented the paper of which he was a joint author, and S. H. Ash stressed the poisonous nature of nitrous fumes from Diesel engines even in minute quantity. Determination is difficult but in exhaust gases they are present in amount two to five times that of carbon monoxide. Jay A. Carpenter, in the closing paper of the session, stated that state laws in general prohibit the use of Diesels underground, and that almost all mine inspectors are opposed.

Our continuous search for underground productivity improvements has been brought about by the diminishing ore grades in existing underground mines. The need for more efficient mining methods is a result of the economic problems facing our industry today, and this has caused us to evaluate underground haulage methods which have traditionally been the "bottleneck" in the flow of material from the ore in the natural state to the surface processing facility of any underground mining operation. Small improvements in the face haulage systems have yielded much greater benefits as they relate to overall mine productivity so it's only natural that we are all concerned with the best method of moving ore from the face to the main line haulage. In a recent paper titled "Underground Haulage Trucks - Gaining Momentum Worldwide", Richard A. Thomas concludes that the use of trucks to haul ores in underground mines is on the increase spurred by the convergence of a number of technology advances and economic realities. Perhaps the most important stimulus for the growth of trackless haulage is the high degree of haulage flexibility in underground operations. On the economic side, the demand for higher productivity from underground mines has resulted in larger physical dimensions of haulage roads, that is, higher backs and wider drifts to provide more room for high capacity haulage units. In the process of determining the most effective type of equipment for haulage, the power source must be a major consideration. For the purpose of this paper, we will limit the comparison to rubber-tired trackless haulage vehicles and not try to make a comparison between rubber-tired haulage, continuous haulage systems and rail-mounted haulage. Cost is perhaps the only really measurable factor when making a comparison between electric and diesel haulage. You will find that some costs will be very well defined in absolute terms. In other areas of comparison, cost can be fairly well estimated, and yet in still others, the costs are totally arbitrary. Let's take a look at some of the cost considerations. (Figure 1) first of all, is the initial cost of the equipment. This capital cost quite often is a determining factor in the type of haulage vehicle to be selected, yet this initial cost is perhaps the most insignificant of all costs when evaluating an operation over the long term. Of much greater concern, is the cost of maintenance. This cost will often run three times the original capital investment during the life of a single piece of haulage equipment. This factor can include rebuild to extend the life of the original capital investment, but certainly includes the labor and materials necessary, plus the inventory to keep the equipment in good repair. Perhaps one cost which is now playing an even greater role in the rubber-tired haulage operation, is the cost of fuel. Conoco has recently come up with some rough estimates which indicate that diesel fuel will cost an average of three times the equivalent kilowatt output in direct electric power. Diesel fuel is almost twice the cost of stored electric power. (This of course relates to the efficiencies of charging and recovery of power from lead acid storage cells.) These particular figures of course will vary from one area to another but I think that there is enough significance here to certainly warrant the further study of fuel costs for each particular area or mine. Another cost is breakdown expense. This must be treated differently from maintenance costs because a potentially larger expense is involved, more than just parts and labor. Now we have to deal with the cost of lost production time, which can have a much greater overall effect. Mine plan economics are another cost consideration where we can't make a comparison without looking at specifics. Here you must look at the movement of power centers vs. the flexibility and freedom of movement of vehicles. The determination must be made as to what types of equipment will fit into any predetermined mine plan and if a change in the planned roadway dimensions for the mine plan itself would be more economical so that more efficient type of equipment could be utilized. Finally, two of the most important aspects to be considered with potential ramifications far beyond what we have mentioned previously, is the cost of health and safety, which is really the cost of meeting current and future government regulations, reasonable or otherwise. And of course, when making any consideration here it is impossible to come up with anything more than an educated guess on the cost of meeting the new regulations. Now let's take a look at some of the advantages of diesel vehicles as well as advantages offered by electric vehicles, both battery and cable powered versions (Figure 2). Much of the data used in this comparison is based on experience with three vehicles manufactured by Jeffrey Mining Machinery Division, Dresser Industries. Jeffrey manufactures all three types, each with approximately a 15-ton capacity, even though few of these Jeffrey vehicles are used in uranium mining operations. Much of our experience comes from the 4114 diesel powered RAMCAR which is a 4-wheel drive, articulated steering,vehicle powered by a Caterpillar 3306NA engine and using a powershift transmission. This will be compared with the performance of the Jeffrey 404H battery powered RAMCAR with articulated steering which utilizes a separate 35 HP DC drive motor on each of two wheels with solid-state speed controls, and the final comparison will be made on the Jeffrey 4015 cable-reel shuttle car which is powered by two 60 HP constant

The first Diesel-electric locomotives for the Mesabi iron range of the Lake Superior district were put into service last summer by the Oliver Iron Mining Co., U. S. Steel subsidiary. There were ten of these locomotives, rated 1000 hp. and weighing 125 tons each. They are designed for service from 16 to 24 hours per day to haul trains of loaded ore cars from open-pit mines, 200 to 400 ft. deep, on a two to eight-mile haul to the top of the pit. The locomotives push or pull the trains over switchbacks and up heavy grades with 5 per cent maximum against the load. High tractive effort, less smoke, and ability to negotiate sharp curves were among the reasons for the selection of Diesel-electric locomotives.
