With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.

In mineral resources, geologic and mining data are acquired, processed, analysed, interpreted and modelled, eventually serving as basis to generate predictions and production plans. This is a complex process, and the resulting predictions are impacted by uncertainties related to the data itself and the processing methods and techniques used. They are also impacted by the subjective decisions made by the modeler(s) at each step of the way. Knowledge, biases, skills, and prior experience come into play in the long mineral resource evaluation development workflow. It is meaningless to discuss uncertainties without evaluating the associated risks that those uncertainties imply. It is important to quantify and assess uncertainty, and to evaluate and mitigate its consequences. This paper discusses (1) conceptual and practical sources of uncertainty; (2) the utopia of an “objective” uncertainty; and (3) the quantification and public reporting of uncertainty using geostatistical conditional simulations. The objective of this paper is to postulate that the industry is running out of reasons and excuses to ignore uncertainty and risk in project evaluation. This is done in two parts, with this, the first one, presenting a more conceptual discussion. Part 2 will present case studies from different types of mining projects and operations showcasing the impact that risk assessments can have in a mining project.

Many studies have utilized magnetic susceptibility data to fingerprint porphyry copper centers; however, usage of magnetic susceptibility data to identify trends in a Climaxtype molybdenum porphyry deposit is limited. To better understand potential petrophysical signatures in a Climaxtype Mo porphyry deposit, magnetic susceptibility data was gathered at regular intervals from core holes across the Climax Mine, targeting major lithologies and styles of alteration. Preliminary analysis suggests that there are quantifiable patterns which may correspond with the mineralizing intrusions. This data can complement current mapping and exploration techniques to identify Climax-type molybdenum porphyry centers and likewise further the exploration potential for this deposit type.

The “circulating load” confounds understanding of ball milling circuits. Conflicting opinions exist as to its role. Should it be high, or low? Why does it even exist? It is commonly accepted in the plant as a given, the outcome of largely unknown factors. As such, it may often go unmeasured or even ignored. This paper describes the importance of the circulating load in wet ball milling circuits. It is characterized not only in terms of solids mass flow (or ratio of mass flows), but also by its other key physical characteristic, its size distribution. Its effect on grinding circuit performance is explained. The equipment application design steps to achieve a desired circulating load, in terms of both its mass flow and size distribution, are described. Finally, its pivotal role in grind control is specified. Our goal is for the reader to come away with a fresh understanding of the role of the circulating load in wet ball milling circuits, including how and why it should be measured and managed.

Since 2004, Dave Kanagy has served as the executive director and chief executive officer of SME. In that role, he has worked with 22 SME Presidents, traveling the world to represent the Society. His prestigious one-million-mile status with United Airlines is a testament to these efforts. He has been to six of seven continents while leading the Society on a journey from a struggling association in 2004 to the largest and arguably the most influential professional mining society in the world. In the following pages, some of those past SME Presidents reflect on their time with Kanagy and paint the picture of a visionary leader who was willing to make the hard decisions for the betterment of the Society while remaining open to new ideas and opportunities. One of his first accomplishments as the executive director was to streamline the SME Boad of Directors from 29 members to nine, making it much more effective. With a keen financial sense, he was able to add value while cutting excess to expand the Society in every measure. As the leader of SME, Kanagy helped facilitate much of the Society’s growth and innovation as the world’s largest mining related organization. He has a B.S. degree in industrial education from the University of Maryland, an M.S. degree in technology education from Eastern Illinois University and is a certified association executive by the American Society of Association Executives. Under his leadership, several unique programs were created or advanced, including OneMine.org, the world’s foremost online mining research library. He enhanced legacy programs and increased collaboration with international organizations. Kanagy is the recipient of prestigious awards, including the Colorado Society of Association Executives’ Professional of the Year award and the Mining and Metallurgical Society of America’s Gold Medal award.

At 6,898 ft below surface, the historic No. 9 shaft at Resolution Copper near Superior, AZ is now the second deepest single lift mine shaft in the United States and connects to the deepest single lift mine shaft in the U.S., Resolution Copper’s No. 10 Shaft (6,989 feet). The shafts serve as ventilation and access for future underground development of what could one day become one of the most significant copper mines in the United States. It is from the base of No. 9 and No. 10 shafts that hundreds of employees of Resolution Copper, a joint venture of Rio Tinto and BHP, hope will soon be given the go ahead to begin driving lateral tunnels to reach a copper deposit that is estimated to contain 28 Mt or 40 billion pounds of copper. Copper was recently added to the U.S. Geological Survey’s (UGGS) critical minerals list, in large part because of increasing demand. A study by S&P Global Energy & Market Intelligence “Copper in the age of AI: Challenges of electrification” released on Jan. 8, 2025, “identifies a transformative trajectory for copper demand, projecting a surge from 28 Mt (31 million st) in 2025 to 42 Mt (46.3 million st) by 2040 – a 50 percent increase that underscores the metal's pivotal role in multiple technological and economic domains.” The surge in demand is driven in large part by the global energy transition, electrification of vehicles, growth of artificial intelligence and data centers, and most recently robotics. Meanwhile, geopolitical tensions have increased the focus on the need for the United States to secure more of its own mineral supply chain. S&P Global’s report is one of many warnings that while copper demand has accelerated rapidly, future supply is being held back. Resolution Copper stands out as one example of a known mineral deposit remaining locked in the United States’ complex and lengthy permitting slog.

The Fourth Industrial Revolution has driven significant advancements in autonomous robotic systems, particularly in subsea exploration and offshore mineral dredging. This review examines the latest developments in electrically powered quadrotor-track subsea robotic crawlers, highlighting their potential to enhance efficiency, mobility, and adaptability in challenging underwater environments. The integration of advanced automation, artificial intelligence, and real-time control systems has paved the way for more effective robotic solutions in offshore mining. This study explores the dynamic performance of hydraulic crawlers to quadrotortrack robotic dredgers, focusing on their propulsion, navigation, and stability under high hydrodynamic conditions. By leveraging state-of-the-art technologies such as lithium-ion battery power systems, intelligent microprocessors, and sensor-based control mechanisms, these robotic crawlers offer a promising alternative to conventional subsea excavation methods. Furthermore, the review analyses recent experimental and simulation-based studies that assess the feasibility and performance of these systems in real-world applications. The findings of this review provide valuable insights into the role of 4IR in transforming subsea robotics for offshore mineral dredging. By addressing existing limitations and identifying key technological advancements, this study contributes to the ongoing development of nextgeneration robotic systems capable of operating efficiently in extreme underwater conditions

The Gurney approach to explosive/inert material interaction was adapted to analyse the face velocity in bench blasting. The model is based on the blasthole diameter, rock and explosive density, burden, spacing, linear charge density, and the Gurney energy constant. It is validated by comparing its predictions with a set of 20 field measurements of face velocities reported by Chiappetta et al. (1983) in an iron ore mine. The Gurney model links the observed large scatter of measured face velocities to the variation of the Gurney energy constant. This in turn is linked to the variability of the gas pressure acting on the burden. These variable pressures are generated when detonation product gases migrate into the extensive and complex fracture network around and between in-row blastholes. The energy efficiency of burden movement can be derived from the model. It is shown that ~7% of the explosive’s chemical energy is available for gas expansion work on the burden; of this quantity, 36% is actually converted to burden kinetic energy. That is, less than 3% of chemical energy is ultimately expended in burden displacement and throw. The model further indicatesnthat the projection of high-velocity (say, 100 m/s) flyrock is possible only when the path of leastnresistance through the burden has an effective density far less than the host rock. An equationnis derived that identifies the combinations of burden and path density that may yield flyrock. These values are specific to a particular baseline blast design.

One of the current challenges in mining is managing increasingly competent rock conditions within the mine-to-plant value chain, particularly when working with marginal ore grades. This study presents a case from a Peruvian open-pit operation where the mine plan projected a significant increase in rock hardness, as measured by the Axb index (parameters derived from the JK drop weight test). In response, the Drill and Blast Technical Team made efforts to increase the powder factor by reducing drill spacing and increasing the explosive charge, employing high-energy explosives (3,090 kJ/kg). However, this adjustment presented a challenge in achieving the fragmentation required to meet the target throughput of 97,500 tons/day, resulting in a shortfall of approximately 8.7% under the base case scenario. To overcome this technical challenge, the use of locally engineered ultra high-energy explosives was proposed, offering adjustable energy levels ranging from 3,210 to 3,570 kJ/kg. This solution enhanced ore blending strategies, calibrated to specific Axb ranges. The results also suggest that microfractures generated by the energetic blasting designs contributed significantly to downstream improvements. These outcomes demonstrate the value of a fully integrated mine-to-plant strategy, aligning blasting parameters with downstream processing performance to maximize operational efficiency. This solution led to a 10% increase in process plant efficiency, a 16% reduction in specific energy consumption during primary crushing, and a 13% reduction in the SAG mill. Additionally, shovel productivity rose by 18%, and the dig rate improved by up to 35%. Technological advances in mine equipment and milling processes have enabled mining companies to exploit ever lower grades of ore. The result has been larger disturbances, greater volumes of waste, a complex web of infrastructure, and an overall trend toward mega projects that can extend over several square kilometers. This explosive growth in a mining operation’s disturbance footprint provokes an obvious question: What is it going to cost to reclaim all of this? At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted, thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible; conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions; however, companies that do not adequately plan for these future expenditures when there is no offsetting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

Rockbursting around underground excavations continues to be a core risk for many deep mining operations. Numerous advancements in mine design, preconditioning, monitoring, mining equipment, exclusion zones, and ground support have significantly lowered the risk to mine workers. As mining continues in deeper, more challenging environments, a multitiered approach to rockburst risk mitigation, starting with mine design, is required. Both the overall mine sequence, for example, avoiding converging mining fronts, and local design “stick handling” can play an important role in risk reduction. Rockburst case studies dating back to the late 1990s up until 2024 are used to highlight risk factors and risk mitigation (tactical and strategic). Examples from several deep hard rock mines are used, generally in high horizontal stress fields (k ratios 1.5 to 2), and strong brittle rock (> 200 MPa unconfined compressive strength). Mining induced stresses as well as high in situ stress due to depth are discussed. The context is Canadian mining, which typically has highly mechanised operations, large openings and equipment. Examples from a narrow vein mine and shaft sinking are also given because neither environment is simple to mechanise, highlighting the need for other risk mitigations. A “sieve” analysis based on mine incident reports is used to show how a multi-tiered risk management plan can lower exposure to violent ground failures. A few incidents still make their way through the “sieve,” indicating a need for further improvements. Thoughts on future/ current developments, and their strategic importance are given. Ground support is the last line of defence. The proliferation of multiple styles of yielding tendons and support systems has made many choices available to rock engineering professionals. Despite the increased availability of dynamic ground support components, there are still difficulties getting clean load transfer to bolts, determining support demand, monitoring loss of capacity over time/mining, and evaluating true system capacity. Virgin development in deep high stress brittle rock can result in high strainburst exposure prior to any stoping operations. The mining process must reduce worker exposure to unsupported rockmasses. Successful preconditioning in a shaft sinking operation, the use of high early strength shotcrete, and mechanised equipment are also discussed.

In an effort to reverse the trend of declining enrollments to mining engineering programs that began in 2015, the University of Arizona has implemented a number of interventions over the past five years, including ramping up its pre-college mining education and outreach, and undertaking several enrollment research projects. This article is the second of two installments to discuss the results of our latest study. The first part can be found in the September 2025 issue of Mining Engineering magazine. To better understand mining’s competitive position, the School of Mining Engineering and Mineral Resources conducted a comprehensive study to determine: 1. The extraction and processing of metals and other minerals have played an important role in economic, political and social development worldwide, from the early stages of prehistory to the present day (Gosner, 2020). Mining has been a fundamental part of human civilization, providing the raw materials necessary for technological, infrastructure and industrial advances. As society progresses, the importance of mining continues to grow, supporting the development of everything from the smallest electronic devices to the tallest skyscrapers (Escamilla, 2024). The economy of a nation is connected to its extractive industries (Moreira and McMahon, 2014), which have seen dramatic growth in recent years (Pietrobelli et al., 2018). In a context of increasing demand for natural resources, driven by the development of emerging technologies, the expansion of infrastructure and the foundation of engineering achievements for the coming decades (Minerals Education Coalition, 2024), mining should focus efforts on global development, requiring a comprehensive approach to sustainability that addresses the planet’s needs and protects the well-being, primarily, of the communities and environments where mining operations take place (Figari, 2024). In these areas, diversity and inclusion should be promoted, thus fostering equitable and sustainable development. The sustainable development goals (SDGs), also known as the global goals, could serve as a key framework for fostering a strong social management culture in mining. The SDGs were adopted by the United Nations (UN) in 2015 as a universal call to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity by 2030 (United Nations Development Programme, n.d.). Companies have compelling reasons to align their actions with the SDGs, as their long-term success depends on healthy communities. This is a major challenge that requires collaborative efforts (Singh and Rahman, 2021). As Fraser (2021) mentions, achieving more sustainable outcomes may involve mining companies and communities working together collaboratively. This article proposes an innovative approach: Inclusive mining for sustainable development, which aims not only to maximize economic profitability but also to promote social and environmental well-being by integrating the UN’s SDGs, primar)ily focused on diversity and inclusion. This can be achieved through the implementation of a key value-added initiative for mining companies: the creation and operation of a corporate volunteering program aimed at developing and executing inclusive practices to promote gender equality, the inclusion of local communities and indigenous peoples, and accessibility for people with disabilities. This proposal will educate employees and stakeholders about sustainability and promote concrete actions through corporate volunteering to strengthen the mining company’s commitment to community development, improve social relations and advance toward achieving the UN’s SDGs, establishing the company as a global change agent.

Tanzania is a country with a variety of mineral deposits, including metallic minerals, gemstones, mineral fuels, industrial minerals, and critical minerals. This study provides an overview of mining legal framework, mineral occurrence and production, challenges in the mining sector, and government initiatives. The aim is to demonstrate the development of the mining sector in Tanzania and explore the potential for further mining investment in the country. The mineral production data showed generally increasing trends over the years, for example, gold production increased from 42 tonnes in 2018/2019 to around 50 tonnes in 2023/2024. Despite the growth, the mining sector encounters several challenges, including a lack of detailed geological information on mineral deposits, inadequate infrastructures in some remote mining sites, the existence of informal artisanal miners, and mineral smuggling. The Tanzanian government has introduced several initiatives to address these challenges, including carrying out the highresolution airborne geophysical survey to increase geological information in some areas, the formalisation of artisanal and small-scale mining, establishing mineral markets to combat mineral smuggling, and encouraging mineral value addition within the country.

My opportunity to serve as President of the prestigious Southern African Institute of Mining and Metallurgy (SAIMM) was made possible by an Anglo American scholarship 39 years ago—a pivotal moment that set me on a career path spanning various roles and start-up ventures in the mining industry. Over the past decade, I have been privileged to broaden my experience by consulting across diverse industries globally. This exposure revealed something profound: what I had previously considered mining-specific challenges are, in fact, universal across many sectors. At its core, a mining operation is a complex system of interconnected activities—from exploration through mining operations like drill and blast, load and haul, to beneficiation, and outbound logistics. My cross-industry work has clearly shown that diverse sectors, such as chocolate manufacturing, tissue paper production, toilet paper converting facilities, labgrown diamonds, or high-tech equipment lifecycle management, all rely on value streams of interconnected activities to transform products. The objective is to maximise throughput while effectively managing performance variability. The primary difference lies solely in the specific technical expertise required for each industry, such as chemical, mining, processing, or metallurgical engineering. Across all these industries, I have observed a consistent pattern, that is, performance is primarily driven by individual efforts, where people react and work diligently as situations unfold in real-time. General managers and their teams often operate tactically, focusing on explaining yesterday’s poor performance rather than proactively setting up operations for success. This often resembles an ‘‘under-7s soccer match’’, with everyone chasing the ball. The common response to issues is to add more ad hoc meetings. This effort-driven organisational behaviour persists regardless of whether operations are greenfield digital manufacturing facilities, advanced digital mines with advanced process control, or operations run on paper and Excel spreadsheets for data acquisition. Paradoxically, more real-time data can lead to increased data noise, greater indecision, and sometimes, lower performance. Despite value streams often operating significantly below capacity, organisations continue to invest heavily in additional equipment or in ‘‘glossy brochure promises’’ of Industry 4.0 digital technology and real-time data solutions, which frequently fail to deliver value. This leads to a critical question: Have we underinvested in our most valuable resource— people? Even Tesla faced this challenge with their underperforming fully automated Model X facility. We must shift our focus to designing the ecosystem, or operating model, of our organisations. This extends beyond the traditional triad of people, process, and technology, and moves beyond simplistic views of change management. Artificial Intelligence (AI) has the potential to add significant value, but it also introduces another layer of complexity into designing the organisation of the future. My full presidential address below at the SAIMM AGM discussed the symptoms of an effort-driven organisation and covered the fundamental building blocks and requirements of an operating model, including recommendations on implementing a people-centric approach.

This paper presents a novel holistic healthy human framework for C-suite executives and senior leaders in the minerals industry. The value-add of the framework centres around the integration of inner holistic health and interpersonal holistic health to support and enhance environment, social, and governance transformation, with a focus on the social enterprise. The framework unpacks key components of holistic health and their interlinkages to environment, social, governance, and stakeholder engagement. Insights were gleaned from interviews with 10 C-suite executives, each with over twenty years of experience in mining or business leadership. By applying the holistic healthy human framework, industry leaders can strengthen the social licence to operate and positively transform the industry's public image. Broader application to other sectors is underway.

We are thrilled to welcome you to the 2025 Rapid Excavation and Tunneling Conference (RETC), which will be held in Dallas, TX. This year’s conference will showcase the continued trend of strong industry interest, as there will be a record setting 115 papers being presented over the course of three days. The set of papers compiled in this book captures the latest and greatest information on a broad array of topics within our fascinating tunneling industry. We hope that the compilation of selected papers in this book will provide a comprehensive recap of the conference while also providing a source of future reference for contractors, engineers, and anyone in general who is a student of our beloved and unique industry. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. The program chairs thank and greatly appreciate the efforts made by our session chairs, co-chairs, authors, the members of the RETC Executive Committee, and most importantly the SME staff towards making this RETC possible.

One of the biggest problems in open pit mining is slope stability. The avoidance of slope stability problems depends on a comprehensive assessment of environmental and operational factors such as geology, climate, and mining activities. In the light of these considerations, slope geometries should be determined in accordance with engineering principles. In this research, the slope stability of rock slopes in a mine opened in a gneiss geological unit has been studied. Production activities were ceased in 2019 due to the slope movements in the eastern part of the quarry. In order to safely continue the production, field works were primarily carried out. To assess slope stability, detailed discontinuity surveys were carried out on bench faces. Subsequently, kinematic and numerical analyses were employed to identify geometries that are expected to maintain stability under the prevailing geological structures and environmental constraints. Engineering geological studies such as scanline measurements in steps and investigation of potential failure mechanisms by kinematic analysis technique were carried out. Small module reactor and Q-slope rock mass classification systems were used to evaluate slope stability. Based on these classification systems potential unstable rock slopes were identified and thematic maps were created using geographic information systems. The most suitable slope geometries are suggested for these slopes. In addition, the improvement methods suggested by the rock mass classification systems were proposed for these slopes.

Falling into the weak rocks category, fault breccias have extremely poor engineering properties. These pebbles typically cause issues with slopes, subterranean construction, and building projects. Professionals will benefit from the creation of some predictive models for fault breccia triaxial strength, as smooth specimen preparation is typically challenging and timeconsuming. The purpose of this study is to develop some predictive models for the differential stress (Δσ) based on physical and textural properties. Artificial neural networks were used to analyse data related to Misis fault breccia. Initially, models with moderate (noticeable, but not good) correlation coefficients were created using multiple regression analysis. After that, the regression models and three distinct artificial neuron network models were contrasted. Regression models are weaker and less trustworthy than artificial neuron network models, as demonstrated by this comparison. Pointed out is the practicality and ease of use of the artificial neuron network model with S-wave velocity and volumetric block proportion. Ultimately, it can be concluded that artificial neuron networks analysis provides a reliable indirect method for predicting the differential stress of Misis fault breccia.
