"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

Considering the nature of open pit mines, harvest volume, it usually is required to remove a lot of waste to access to mineral planned grade. So, one of the most important part of open pit mines design, is waste dump site selection. Many factors are effective in waste dump site selection. These factors are sometimes in conflict with each other. So selecting the desired location for waste dump is a process complex and multi-criteria decision making. There are a variety of methods for decision making under complicated condition, such as fuzzy, Delphi, multi-criteria decision making and Expert system methods can be hinted. VIKOR method, which is one of the decision making multi criteria methods, is useful tool for decision-making. On the other hand with regard to uncertainty in decision-making, fuzzy approach is a useful tool for this purpose. This article has tried to select the best waste dump site in Sari Gunay Gold Mine by Fuzzy VIKOR. The results show that C position has a higher priority than other positions.

"In the civil tunnelling field, the use of tunnel boring machines (TBM) has now overtaken the use of conventional excavation methods (drill and blast / roadheader). This is due to a number of reasons, including the increasing availability and reliability of TBMs, the ability to deal with a wider range of face conditions, and the reduced excavation cost that TBMs can bring.Mining companies have spearheaded the advances in shaft boring by mechanised means, both in blind and raise boring. However, mining companies have been slower to adopt mechanised tunnelling.When contrasted with a conventional mining contract, there are good reasons why TBMs in mining applications are relatively rare. A conventional decline contract may have very little geotechnical information. The decline alignment can be subject to change as the tunnelling progresses. The infrastructure requirements are less for a conventional decline, and the sunk cost prior to excavation commencing is lower. Contract documents can be very simple.The history of TBM use in mining is reviewed and lessons are described. From the case histories and lessons learnt, the paper identifies ways that mining companies can maximise the potential benefit of TBM technology.We believe that despite the additional requirements for TBM declines, the cost and time advantage to mining companies is very attractive. The challenge is to recognise and to meet the requirements for success in a TBM drive to achieve the advantages of: faster advance rates reduced rock damage/overbreak reduced support requirements uniform muck characteristics greater personnel safety.From the case histories and lessons learnt, the paper identifies ways that mining companies can maximise the potential benefit of TBM technology.CITATION:Asche, H R and Mather, D, 2014. Surface mining and reclamation of a southeastern Ohio site with sandstone-shale overburden resulted in (as compared to premining levels): 1) runoff volumes and peak rates that increased by a factor of from 2 to 10 during mining and after reclamation, 2) destruction of the "aquifer" perched on the underclay of the mined coal bed and gradual, but, as yet incomplete redevelopment of this aquifer after reclamation, 3) no immediate effect on another, lower perched "aquifer", 4) up to 100 times greater sediment concentrations in runoff. Results were influenced by increasing annual precipitation amounts through the period of record; 1978, 1979, and 1980 (postreclamation years) experienced precipitation amounts approaching or exceeding long-term normalcy for the area. Part of the reason that the site produced more runoff after reclamation than before mining is that the premine condition was one of an open, porous soil under woodland, while the postreclamation condition was one of a compacted, bulldozed soil. Sediment concentration results were influenced by failure of the postreclamation erosion control system and by a series of detention reservoirs above the stream monitoring station.

Every mine contains inflammable materials, either in form of the minerals mined or in the form of brought-in supplies. Although great efforts are made to make mines as far as possible fireproof and to prevent ignition sources, the possibility of mine fires, like that of other accidents, will always continue to exist. Detailed statistics are available for coal mines. They show (65,112) that the number of major mine fires in the USA over the last 20 years has remained more or less constant with approximately 50 per year. The same number is reported (26) for the British coal mines. Other countries (147) report about 1 major fire for every 10 million tons of coal production. Conflicting data are published on the number of fatalities caused by fires, presumably because frequently deviating opinions on the cause of death exist. On the average (82,99) 4 miners are killed per year in the US and in the British coal mines. Although this number is much smaller than that for several other causes of fatalities, one must keep in mind that almost every small fire can develop into a large disaster.

"A simple approach to optimizing the performance of an operating carbon in pulp (CIP) or carbon in leach (CIL) plant is presented. It is possible to reproduce the performance of an operating CIP or CIL plant in the laboratory, in small scale batch tests in which the rates of gold leaching and carbon adsorption are determined, coupled with mathematical models that translate the batch kinetic data into predicted steady state profiles of gold in solution and on the carbon across multi-stage adsorption circuits.Once the performance of the commercial plant has been mimicked by the model, the plant operating parameters can be varied systematically in the model, and the likely response of the plant to the stepwise change can be determined. In this way it is possible to inexpensively optimize the design of both greenfields CIP or CIL circuits and plant expansions, or optimize the operating parameters of an existing plant, with no disruption to plant operations and no economic risk to the mining company.This approach has been adopted by IAMGOLD Corporation, to the immediate benefit of two of their existing gold operations. The methodology adopted and the results achieved are presented.INTRODUCTIONThe carbon in pulp (CIP) and carbon in leach (CIL) processes became firmly established in the gold mining industry in the 1980s, initially in South Africa and Australia, from where they spread rapidly to all the gold producing regions of the world. The percentage of annual global gold production by activated carbon-based processes grew from zero in the 1970s to almost 70% by the turn of the century, which represented a phenomenal rate of acceptance of a new technology by a traditionally conservative industry. The main reason for this rapid acceptance of the new technology was the fact that the first few large plants built in South Africa convincingly demonstrated better gold recoveries than the traditional filtration/Merrill Crowe process, with lower capital and operating costs. And as the plants developed an operating track record over their first few years of life, they proved to be remarkably robust mechanically, and highly tolerant of plant upsets, changes in feed composition and solution phase contaminants that had caused problems in Merrill Crowe plants."

General policy of the operator. Drilling should be planned by the field engineer to conform with the general policy of the operator. This policy may be one of conservation daring the early life of the property, but as mentioned later, this may result in a smaller ultimate recovery it often occurs that the market price of oil does not warrant rapid development, or it may be desirable to hold in reserve a supply of oil for a refinery. The policy may be to recover all of the oil as quickly as possible, or it may be to maintain a constant and sustained production. In any case, the operator should, outline as far as possible a definite policy, and should understand the principles underlying the recovery of oil, the influence of rapidity of drilling and effects of spacing, in order that he may obtain the oil as required with the least expenditure.

This report presents several systems for continuously monitoring the quality of air in underground mines that are being developed by the Bureau of Mines. Underground stations measure methane, carbon monoxide and nitrogen dioxide concentrations, air velocity, and air temperature. This information is transmitted over a single telephone pair to central stations located on the surface. The central stations display alarms and the data is selectably displayed on digital panel meters.

The Pipestone Lake anorthosite complex in Manitoba, Canada, was recently been re-identified as a potential source for titanium, iron, and vanadium. The present study utilized a 350 kg hard rock sample, which originated from the "Main Central" zone of the deposit. Commercial pilot-size equipment, such as dry low intensity roll magnets, wet high intensity magnets (WHIMS), and high tension electro-dynamic roll separators, was employed. As products, ilmenite up to 48.5% TiO2, and magnetite concentrates up to 87.9% Fe3O4 with 5.25% TiO2 were obtained. The majority of the vanadium reported to the magnetite concentrate. Subsequent characterization of various separation products shed light on the potential grade and recovery of the minerals from this deposit.

"Industrias Peñoles, S.A. de C.V. in Mexico, has nine mining operations, six managed by Peñoles (base metal mines) and three managed by Fresnillo plc (precious metal mines). Seven of the operations use flotation and the other two are heap leach operations, one for gold and the other one for copper.This paper gives a brief introduction of Peñoles, shows mine locations and describes the main process characteristics of each concentrator. It also presents four of the new operating practices that were implemented over the last four years to improve the economics of the mining operations. These include (1) the use of centrifugal gravity concentrators to increase the recovery of gravity recoverable gold (GRG) and silver (GRS), (2) the use of expert systems to reduce process variability while increasing grades and recoveries, (3) the application of the Six Sigma methodology to key projects to ensure success and personnel development and (4) the use of water chemistry fundamentals to identify chemistry problems and design adequate solutions for improving grades and recoveries.INTRODUCTIONPeñoles was founded in 1887. It is a mining group with integrated smelting, refining and chemicals producing operations. Peñoles is the world largest producer of refined silver and metallic bismuth, the leading Latin American producer of refined gold and lead. It is amongst the world leading producers of refined zinc and sodium sulfate.Peñoles operates and controls six underground mines in Mexico and is the largest producer of zinc and lead of the country. It also produces copper concentrates and cathodes. Through its 77.1% equity stake in Fresnillo plc (a London Stock Exchange listed company); Peñoles is also a significant producer of gold and silver. Fresnillo plc operates three precious metal mines in Mexico. While Fresnillo is the world largest primary silver mine, Ciénega and Herradura are two leading gold mines of Mexico. Figure 1 shows a map of Mexico indicating the locations of the Peñoles mines. The main process characteristics of each concentrator are listed in Table 1."

The flotation process may be considered an interactive system consisting of many chemical, operational, and equipment variables. Changing anyone of these variables causes an overall system response change. This study examines the effects of simultaneously changing the operating variables of: (1) frother concentration and air flow rate, and (2) frother concentration and collector concentration. It is part of a comprehensive study to look at how changes in several of the major variables may be used to produce interactions which will allow the rougher flotation process to be optimized. Ultimate recovery, flotation rate, concentrate grade and froth quality, are used as the major evaluative criteria.

INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp. The national interest prompts consideration of any new source of mineral wealth even though the immediate need may be of minor importance. A critical shortage of potash in the United States during the World War of 1914-18 stimulated broad development, which established an American potash industry on a basis so sound that this commodity is not even listed as urgent in the present war program. However, this should not minimize its importance, and the need remains, not only for adequate supplies of the usual potash salts (the chloride and the sulphate) but of all potash chemicals. Potassium carbonate (known commercially as pearl ash) has been a high-cost commodity; in consequence, the quantity used by industry has been relatively small. By a combination of fortuitous geographical circumstances, there is opportunity to produce a low-cost potassium carbonate with the possibility that this might become an important source of chemical potash. The following paper considers a recently developed process1 taking advantage of these conditions. Wyomingite Deposit For many years it has been known that a deposit of potash-bearing igneous rock known as wyomingite occurs in the south- western part of Wyoming at Zirkel Mesa, which is 44 miles northeast of the town of Green River (Fig. I). The western escarpment of this deposit is about 3 miles east of the Superior Branch of the Union Pacific Railroad. This mesa alone covers approximately 3300 acres, and the average thickness of the wyomingite flow is 75 ft. It has been estimated2 that about one billion tons of wyomingite occur in this one deposit, all of which can be mined by open quarrying without overburden. In addition, there are several smaller deposits within 10 miles, so that the aggregate wyomingite in the area approaches two billion tons. This is one of the world's largest sources of leucite, and the only known deposit of its kind in the United States. The wyomingite (which is in the form of a lava flow and numerous small craters), with the mineral leucite as its most important component, has a mineral composition3 of: leucite, 50 per cent; phlogopite, 15; diopside, 12; kataphorite, 15; glass and apatite, 8. The phlogopite is present in visible phenocrysts 1/8 to 1/2 in. in diameter, but the leucite usually is almost microcrystalline and not capable of liberation by grinding. Chemically, the Wyomingite has a potash Content averaging slightly higher than eleven per cent K2O. The potash is mainly in the leucite, but part of it is in the phlogopite and a small amount is in the feldspars that are occasionally seen as undigested occlusions of the granite country rock, through which the leucite-bearing lava intruded, and as sanidine feldspar both in the crystalline and glassy phases of the rock. "The vulnerability of Canadian and U.S. companies, their directors, officers and employees to onerous penalties associated with violations of environmental statutes and common law actions has provided the impetus for the increasing use of environmental audits. This trend is developing in direct proponion to the cost and difficulty of obtaining liability insurance. Companies operating in British Columbia should be cognizant of developing legislative and enforcement trends and their implications for individual and corporate responsibility. Canadian mining companies doing business in the U.S. should be particularly aware of the environmental exposure which may be assumed with property acquisition or by operations which produce or use any of an ever-increasing list of regulated substances.The environmental audit is now a key component of prudent business planning which will identify noncompliances and environmental liabilities, outline defensive strategies, and assist in a legal defence should charges be laid. This paper will discuss the purpose and mechanics of an environmental audit with emphasis on those features which will maximize protection against statutory and common law actions.IntroductionThe environmental audit is but one weapon in a comprehensive defensive strategy for corporate and individual survival in an increasingly litigious world. The principles of the environmental audit have been formulated as a logical response by management to an ever-growing list of environmental vulnerabilities, which often have the potential to result in plant shutdowns, prosecutions or fmancial liability of major proportions. Accordingly, the audit may play a critical role in maintaining profitability as well as assisting in the defence of a company and its employees against actions taken by regulatory agencies and citi7.cns under statute and common law. Should convictions result from these actions, the penalties are likely to be ameliorated by the demonstration of due diligence through management policy supporting the audit procedure.An awareness of environmental sensitivities, strict adherence to licensing requirements, and planning for environmental emergencies are now generally considered to be as important to profitable performance as operating costs, metal prices, and labour peace. Why is this so? The increased priority given to environmental matters is partly a result of changing attitudes amongst the mining profession, but perhaps more importantly, it is also a direct consequence of the proliferation of ever more stringent environmental legislation, the targeting of management for responsibility and the draconian penalties imposed for violations of such legislation. Contributing to this trend are recent court decisions involving disputes of an environmental nature in which the standard of care required for a successful defence now requires almost super-human diligence in environmental management. The principle of ""strict liability"" (in which negligence or permit violation does not have to be shown) is also being increasingly applied in the resolution of civil actions."

BHP Billiton (BHPB) was the first company to start iron ore mining in the Pilbara at Mt Goldsworthy in 1966 through Goldsworthy Mining Limited (GML - then Consolidated Goldfields Australia, Cyprus Mines and Utah). Operations later started at Newman on Mt Whaleback in 1969 with the Mt Newman Mining Joint Venture (MNM û then comprising American Metals Climax û AMAX, Colonial Sugar Refineries û CSR and BHP). In 1986 it acquired majority ownership of MNM, and at the same time the previously 100 per cent BHPB owned but undeveloped Yandi property came on board. Purchase of Jimblebar (formerly McCameyÆs Monster) occurred in 1990 and full ownership of Goldsworthy followed in 1991. With the exception of Jimblebar (100 per cent owned), all mines are now 85 per cent BHPB and the balance with Itochu and Mitsui. This evolution of the company resulted in an eclectic mix of mines/ores, each with their varied exploration and evaluation histories. Discussion of some aspects of these histories, and reflections on changes in exploration-related activities with particular reference to discussion of advances in geological understanding since the 1960s forms the basis of this paper. BHPB presently has open cut mines at four main centres û Newman, Jimblebar, Marillana Creek (Yandi) and Yarrie û and is currently developing the former GML Area C near Yandi. With the exception of NewmanÆs Mt Whaleback mine and immediate satellites, all are contract operated. Ore is carried on BHPB railroads (696 km total) for export through the companyÆs Nelson Point or Finucane Island shipping facilities at Port Hedland. Some is directed to the BHPB Boodarie Iron hot briquetted iron plant near Finucane Island. Over 73 Mt of ore was produced by BHPB in calendar 2001, and the company has now mined over 1500 Mt in Western Australia since their operations at Yampi Sound first started in 1956.

The 8 ft by 91/2 ft drive which joined No. 7 Shaft with Browne Shaft on the 1,480 ft level was extended from both ends and met at a point approximately 12,000 ft from No. 7 (2,000 ft from Browne).The surveying required for this 2 1/2 mile haulage drive called for greater accuracy than was obtainable from South Mine standard methods. Procedures and devices from published information were tried and modified as required to suit local conditions. Several new methods were applied and improved as the drive advanced. The control of angular, linear and level measurements was perhaps considerably in excess of the requirements, but this was offset by abnormally large discrepancies resulting from shaft plumbing. The accuracy of the final breakthrough, although not to the standard desired, was sufficient to complete the connection without inconvenience and added cost.INTRODUCTIONThe acquisition of the Browne Shaft leases in January 1962 presented the management of Broken Hill South Limited with the problem of transporting ore from these leases to its mill. It was eventually decided that diesel locomotivehaulage through a 2t mile drive on the 1,480 ft level between the two mines was the best solution. The drive was advanced from both ends after Browne Shaft was deepened by 80 ft to reach the 1,480 ft level horizon. Each end advancedabout 15 ft/day with the miners working three 7 hr shifts. Blasting was restricted to the end of the shift.The survey work involved five shaft plumbings and 78 theodolite stations in a traverse, underground and surface,of more than 5 miles. Because of the exceptional length of the drive, an unusually high degree of reliability was required.The aim was for a maximum error at breakthrough of 1 ft 1 in 30,000, and to secure this, precise methods of linear measurement were necessary. Shaft plumbing in particular posed special difficulties.

"“Safety Pays in Mining” web application developed by the U.S. National Institute for Occupational Safety and Health Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of more than 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, the app will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items, such as services or equipment, on which companies could spend the savings that result from the prevention of injuries. This paper reviews the app by discussing its development, how it is used to show the true costs of mining injuries, and how mines can benefit from using it.IntroductionInjuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker or divert administrative resources in the wake of an injury. “Safety Pays in Mining” is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits.The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies do not usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, for example, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide that just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of the potential impact on their company’s financial health."

"The iron ores of the Kiruna Mine in Sweden are of exceptional quality but for the phosphorus content in certain zones of the orebody. The prevention of mixing ores high in phosphorus with those low in phosphorus has always been of significant economic importance. The ongoing introduction of tele-mining and automatic haulage by LHDs requires new means in the field of quality control underground, as the experienced miner as well as the underground laboratory assistant no longer are involved in the process. As of 1998 LKAB has been testing prototypes of LIF Analysers for non-contact and real-time measurement of the phosphorus content of ore being transported by LHDs from the stopes to the respective ore pass assigned to a certain ore quality. The principles of the analysis of laser-induced fluorescence, the different test phases and results are described and conclusions made. With bulk sorting of ore underground the mining engineer supports the efforts of the metallurgist in the processing plant.INTRODUCTIONThe Kiruna Mine of LKAB, Sweden is the largest underground iron ore mine in the world. In the early nineties LKAB decided to develop the Kiruna orebody further down from the 775m main level to a new main level at 1045m. This development programme was realised while in the mineral processing section and in the pellet plant further capacity was added (Wyllie 1996).In addition to deepening of the mine, which opened up 330 million tonnes of ore, the exploitation of the so-called lake ore was included in the future planning, adding another 1 15 million tonnes of mineable ore. At an annual production of approximately 20 million tonnes of ore the Kiruna Mine today looks at a developed ore reserve sufficient for the next 20 years.All of the competitors’ ores traded in the world market are from open pit operations. LKAB compensates for the obvious disadvantages by continuous efforts to make the best possible use of her high quality magnetite ore deposit. This objective is realised by combined efforts in the pellet plant, the mineral processing plant and the mine. Propriety processes, latest big scale equipment and high tech solutions for automation lead to high quality sales products at a reasonable cost."
