In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

An essential element of the Bureau of Mines electromagnetic location and communication system for trapped miners is a quantitative knowledge of the surface and above-surface electromagnetic fields created by an underground transmitter. The field solutions given in this report use approximations in which the displacement currents are negligible for low frequencies. The earth is represented by a homogeneous half-space model in which a dipole source is immersed. The vertical magnetic field equipotential contours at and above the surface are graphically mapped. The volumes of the regions bounded by these contours are directly related to the geometrical zones of signal detectability. Knowledge of the detectability zones will enable the proper search strategies to be developed for airborne detection of trapped miners.

QEMSCAN« technology is a widely accepted automated e-beam technique providing quantitative and statistically robust mineralogical data to the mining industry. It uses X-ray mapping combined with backscattered electron (BSE) brightness to identify minerals in almost any type of geological material (Gottlieb et al, 2000). Besides the modal mineralogy also the liberation, associations, average grain size and other textural information can be obtained. The aim of this study is to test reproducibility of this technique by setting up and running standard tests on different QEMSCAN« systems. Multiple sample blocks were prepared by our standard operating procedure as epoxy-mounted, carbon-coated, polished blocks. The replicates were measured under the same conditions and measurement parameter settings on different QEMSCAN« instruments. The relative standard deviation (RSD) for the set of measurements was calculated. Generally the reproducibility of the systems themselves was found to be excellent, ranging between 0.4 and 1.5 per cent RSD. The more significant change in the reproducibility was found to be caused potentially by the sample preparation and variation in the mineralogy of the replicates. The measurement parameter settings together with these variations can account for almost 15 per cent RSD for minerals of low abundance. For analysed samples good results for the main phases present in quantities higher than 2 - 5 wt per cent of the total mass of the sample were confirmed with RSD generally below six per cent. Following the experiments, the parameters having the biggest influence on the performance of the QEMSCAN« and its precision are discussed in detail. The importance of sample preparation procedures and measurement parameter settings is emphasised. It is shown that experience and excellence is necessary for getting the most from the automatic mineralogical methods like QEMSCAN«.

"INTRODUCTION Manufacturers and consumers of steel have come to realize during the past few years that cleanliness is of great importance in steels which must meet rigid specifications for various physical properties. Of equal importance is the consistent production of steel which is uniform in these properties. For maximum utility steels should be uniform not only from heat to heat, but also from ingot to ingot and within each ingot. In the manufacture of killed steels such as the higher carbon forging grades, uniformity as indicated by the usual chemical analysis in easy to obtain, provided that a normal top discard is taken, as is always the case in steels poured with hot—top practice. No such uniformity, however, holds true for the nonmetallic matter, which consists for the most part of the products of deoxidation of the steel.For a large tonnage of steels which go into articles manufactured by deep—drawing processes, killed steel has never been successfully applied because with the present deoxidation practice, low—carbon killed steel is almost invariably extremely dirty. To obtain the desired qualities for deep drawing, the steel is rimmed, — that is to say, deoxidized with manganese and perhaps a small amount of aluminum, — the resultant product being of high purity in the skin of the ingot, but very badly segregated at the center of the ingot, particularly in the upper—central section. This segregation necessitates a very heavy top discard, and one of the major segregates is carbon which renders the steel too hard to draw properly. If clean, low—carbon killed steel could be made successfully, much better ingot yields would be obtained than by the present rimming steel practice. Furthermore, banded structures and outside and inside seams, which are undoubtedly due in a large measure to blowholes in the ingot, are defects which are very difficult to control in rimmed steel. These defects would be minimized by clean killed steel."

West Elk Coal Company operates its Mt. Gunnison No. I mine on the western slope of the Rocky Mountains in Western Colorado. The mine is located along the north fork of the Gunnisson River near Somerset, Colorado as shown in Figure 1. The mine is designed for a sustained production of 1.4 million tons per year out of the "F" coal seam in the Mesa Verde formation. The coal seam is nominally 7 feet in thickness and dips at about 3 ½ degrees to the northeast. Mining of the seam is up dip with the entry portals on the north facing slope of Mount Gunnison. The mine is designed as a five entry system with four entries for ventilation and access and one entry for a coal-handling conveyor. The mine entry layout is shown in Figure 2. Initial mine planning began in 1979, with "permitting" complete and construction starting in the fall of 1981. A "turnkey" contract for design and construction of all five parallel mine entry tunnels was awarded by West Elk Coal Company to a Joint Venture of Jenny Engineering Corporation (design and contract management responsibility) and Affholder, Inc. (construction responsibility). The first entry access into the coal seam was completed in the early spring of 1982. The mine has been operating at full service (all five entries) for nearly 3 years.

The paper investigates the effects of calcination for thermal activation and intensive milling for mechanical activation on aluminum recovery by acid leaching of pyrophyllite ore enriched via attrition scrubbing and froth flotation. The study compares these methods in terms of energy consumption and aluminum recovery, concluding that mechanical activation is more economical and environmentally friendly.

Maintaining, managing and manipulating large quantities of geologic data can be a very costly and time-consuming process. The use of computer-based methods can provide some relief to the problems of editing, displaying, and interpreting spatial geological data. ENCORE is a system designed specifically for coal orebody modeling and reserve esitmation where the geologic data is stored on a large mainframe computer and is accessed from a local work station for editing, manipulating, and producing various reports and high-quality engineering maps. The ENCORE system was designed for use by the geologist or mining engineer with little or no computer background and, additionally, it was designed to provide the geologist or mining engineer enough flexibility to be able to select the appropriate methodology for the orebody being analyzed. The various analysis tools incorporated into ENCORE can significantly increase the professional's productivity without burdening he or she with the need to understand the details of the internal computer language.

In the last 100 years, statistical sampling theory for particulate materials has developed to a stage where sampling systems can be confidently designed to provide assay results of known and controlled variance for a chosen time period. The two independent sources of sampling variance, namely intrinsic and distributional heterogeneity are defined and explained quantitatively. Intrinsic heterogeneity is characterised by the sampling constant for the material and distributional heterogeneity is quantified by the process steam variogram or covariance function. The means by which sampling systems can be designed to an accuracy specification is described.

Disturbed zones of rock have been measured for blasted highway rock cuttings by Matheson and Swindells of the Transport and Road Research Laboratory (TRRL) of Great Britain. These zones have been shown to be directly attributable to the blasting process and accordingly vary in depth depending on blasting technique. Perimeter blasting such as smoothwalling and pre-splitting has been shown to be effective in reducing the depth of disturbed rock. Although extensive work has been carried out on surface excavations for medium diameter (l00mm) blast holes, none has been undertaken for underground excavations.

A graphical technique by which the operating points for a two-fan ventilation system can be represented as the intersection of the modified fan curves is described. In constructing the diagram, the air quantities associated with the fans are considered to be independent variables and used as the axes of a rectangular coordinate system. The diagram may include, in addition to the modified fan curves, contour lines for resistances, pressures, and air powers. Procedures for drawing the diagram are discussed and illustrated with an example of the ventilation system.

The U.S. Bureau of Mines has developed a technique for locating and evaluating bedding plane cracks in mine roof by an air-injection and hot-film flow logging technique. It is ultrasensitive to cracks and is especially useful for detecting the early stage of crack development. Potential applications include: (1) correlation with roof sag measurements, (2) locating cracks for grouting, (3) comparison of mechanical and resin roof bolt effectiveness, and (4) possible delineation of the fracture zone to confirm the arch hypothesis. The required equipment is inexpensive and simple to operate.

A 3-D computerised model of the southern part of Greymouth Coal Limited's Coal Mining Licence area has recently been completed. This model, and associated 3-D CAD tools, has/is being used to optimise drillhole spacing during exploratory data collection and as a visualisation and interpretation aid. This model will also provide the basis for future mine planning, with the emphasis on an optimal mine outline to maximise safety and profitable coal extraction. Previous use of computer techniques was restricted to drillhole database entry, storage and log production. Recently a 3-D geological/structural model was created for the Southern Rapahoe Sector of the Greymouth Coalfield. Geostatistical analysis of the database highlights the inadequacy of the present drillhole spacing for preliminary mine planning. The sparsity of hard data at depth results in a lower level of confidence in the accuracy of the 3-D model. Nevertheless, the model and 3-D CAD techniques has been used to target and refine ongoing resource evaluation, and provides the basis for initial reserves. In the future the geologic model will be used as the basis for preliminary and later (optimal) mine planning. It is also expected to accommodate other forms of data input in seam drilling and seismic. Development of the 3-D computer model was a first in the Greymouth Coalfield and highlights both the use of computerised techniques for resource evaluation and mining, and the effects of wide spaced drillhole data on model accuracy. The computer will continue to provide the most efficient and cost effective tool for optimal resource evaluation and mine planning as Greymouth Coal Limited moves from feasibility/mine planning to full production. The increased use of computer-based methods for mine planning should be seen as part of 'The Changing Face of West Coast Mining' in line with the theme of this Conference.

Mining lignite in the Gulf Coast often requires some interaction with shallow ground water system. Suggestions for determining ground water data and analysis requirements for regulatory compliance are given. Simple methods for estimating mine inflow seepage, ground water level declines, and changes in ground water chemistry, which may result from mining, are discussed. The mining of lignite often results in interaction with shallow ground water systems. An evaluation of the interaction is required as input to mine permitting and engineering. Your evaluation will proceed more smoothly and produce more meaningful results with some planning prior to performing your evaluation. The following are tips to consider in planning and carrying out a successful study.

Previous measurements of the thermoelectric power of ionic crystals are reviewed briefly. It is concluded that, while extensive measurerements are available on systems in which the electrode M has a cation in cornon with the sall MX, there is as yet little modern work on systems in which the metal electrode M' does not haue a calion in common with the salt. We haue now measured the thermoelectric power of- single cryslals of KC1 and of KC1 + SrCl2 between plati.nu?n electrodes over a much wider range of temperature than before. individual ionic heats of transport, which, while probably not very accurate, are of a reasonable order of magnitude, are obtained from this data on the basis of an assumption that charge carriers do not cross the electrode/salt interface. RELATIVELY little work has been done on thermal diffusion in ionic crystals. Reinhold and coworkers1-I measured the thermoelectric power and Soret effect in silver and cuprous salts and their mixed crystals. One electrode was kept at constant temperature and electromotive force was measured as a function of the temperature gradient. This is not a satisfactory technique if the results are to be compared with theory; rather should the electromotive force be measured for small temperature differences as a function of the mean temperature of the two electrodes. They used electrodes having the same cation as the salt. Patrick and Lawsons measured the thermoelectric power of AgBr and of AgBr containing 0.25 mole pct CdBr2 using silver electrodes and temperature gradients of 10°C in the temperature range 100° to 400°C. The results were analyzed using the Teltow9 values of the ratio of the mobility of the two types of charge carrier (cation vacancies and interstitials) found from conductance measurements and the wagnerlo estimate of the heterogeneous contribution to the thermopower, Ohet They obtained values of qi = 0.017 ev and q$ = -0.385 ev for the heats of transport of interstitial Ag ions and cation vacancies, respectively. Their data has been reanalyzed by Haga using the corrections to the Wagner formula for ehet given by Howard andLidiard; Haga found ev. Christy et a1.14 have measured the thermopower of AgBr containing 0.01 to 1.0 mole pct CdBr,. They analyzed their results in terms of the theory of Howard and Lidiard and found that excellent agreement with the theory was obtained if q5 + : + hF was set equal to 0.70 ev at 175°C and equal to 0.58 ev at 250°C. Since Teltow's value for hF, the enthalpy of formation of a Frenkel defect pair, is 1.27 ev, this means that qt + q: increases in magnitude from -0.57 ev at 175°C to -0.69 ev at 250°C. This result is in poor agreement with Patrick and Lawson's value of -0.37 ev for pure AgBr (for which the corrections to the Wagner estimate for ehet are very small). christy1' has also reported thermopower measurements for pure silver halides and for the systems he finds that qr + qt for AgBr increases in magnitude from about -0.55 ev at 150°C to about -1.1 ev at 400°C. The temperature dependence of the sum of the heats of transport in AgCl is very similar in magnitude. The sum qi + q cannot be decomposed into the individual interstitial and vacancy heats of transport without a knowledge of the entropy contribution from the change in the lattice vibrational frequencies around the interstitial and vacancy. Despite this it seems an inescapable conclusion from Christy's analysis that and -6 = Q Ag are quite strongly temperature-de pendent and that -q: is much greater in magnitude than the corresponding activation energy for vacancy migration, +0.37 ev. It remains a mystery as to why the data for pure AgBr are fitted so well by the assumption of temperature-independent heats of transport if association of impurity ions and vacancies is neglected.l The values for q$ and q: so obtained are also much more in line with those expected from a simple kinetic interpretation of the heats of transport due to wirtz.17 Christy and Hsueh have also measured the thermopower of CuCl between copper electrodes; 0 for pure CuCl is comparable with that for the silver halides but, owing to the limited solubility of divalent cation impurities it was not found possible to deduce values for the heats of transport. In contrast to these extensive measurements on cells of the type M MX 1 M, there have been relatively few attempts to measure the thermoelectric power of cells of the form M' 1 MX I M'. (We specifically exclude from discussion cells of this type in which the metal electrodes M' are in contact with gas containing a controlled partial pressure of either M or X,, since in these cells the electrochemical reactions are analogous to those of the first type.) The thermoelectric power of Pb12, PbC12, TlC1, TlBr, TlI, NaNO3, and KNO 3 between platinum electrodes was measured by Thie1e.l3 In discussing these measurements Holtan20 asserts that the thermopotential initially fluctuated wildly and even changed sign before approaching a steady value. A high degree of irreproducibility is also evident in the work of Nikitinskaya and Murin21 who first studied the thermopower of NaCl and KC1 between platinum electrodes. Much better reproduci-bility was achieved in our earlier measurements on KC1;22 these were, however, confined to a relatively narrow temperature range and one of the objects of the work reported in this paper was to extend the temperature range of the measurements of the thermoelectric power 8 of KC1. The purpose of this Bureau of Mines report is to furnish information on mining practices applied to flat-bedded fluorspar deposits in southern Illinois. It presents new and improved operating procedures and specialized techniques applicable to deposits of this type. All of the operating mines of the Ozark-Mahoning Co. in this area have been opened by vertical shafts which connect with levels consisting of haul-age ways, stopes, and loading stations. The stoping practice used locally called room and pillar, is open stoping with pillars left at different distances and diameters. To facilitate haulage and drainage, the mines are worked from openings turned off the main haulage drift on a grade to conform with the dip of the ore beds. The ore is predominantly fluorspar with smaller amounts of galena and sphalerite that contain traces of cadmium and germanium. The principal gangue minerals are limestone, calcite, shale, barite, and sandstone. The rock hardness ranges from relatively soft shale to hard, abrasive sandstone.

This Bureau of Mines report presents a cost estimate of the Bayer process, which is used for virtually all cell-grade alumina production. The report will serve as a reference point to determine the economic merits of processes that have evolved from Bureau of Mines investigations on technology for producing alumina from domestic nonbauxitic raw materials. The Bayer process involves dissolving the alumina present in bauxite in a caustic solution at high temperature and pressure. After the un- dissolved impurities are removed, the solution is seeded to produce an alumina trihydrate precipitate. This precipitate is filtered, washed, and calcined to produce the cell-grade alumina product. This cost estimate is for a plant producing 1 million tons of alumina per year. The estimated operating cost is approximately $250 per ton of alumina.

The production of small heats of alloy steels on an experimental scale is often desirable in beginning the study of new alloy steels before large amounts of expensive alloys are used in heats of commercial size. Such small heats can sometimes be made up at crucible-steel plants, but few crucible-steel makers care to undertake experimental heats for other firms. Small electric furnaces offer some advantages over crucible furnaces for experimental work. Hansen1 in 1909 described a small 100-kilowatt single-phase, direct- arc furnace with a capacity of 50 to 300 pounds of steel, and such furnaces, of 200 pounds capacity or larger, are being successfully used by various firms for experimental work. They have the advan- tage of using the same metallurgical procedure as is used in prac- tice for larger electric furnaces. The very small sizes have the draw- back of lack of precision in controlling the carbon content of the steel. Small Rennerfelt two-phase, indirect-arc furnaces of 40 to 60 kilo- watts and small Industrial Electric Furnace Co. furnaces, single- phase with one electrode embedded in the hearth, of 25 to 50 kilo- watts, are also in use by a few firms for experimental work or for production on a very small scale. Hoskins carbon-plate resistor crucible furnaces are also sometimes used. Little seems to have been published on the use of these furnaces in making experimental alloy steels. Keeney' has given data on the making of uranium steels in a tilting Siemens furnace of 25 pounds capacity, and has described a small stationary Siemens furnace.

Dielectric constants and dissipation factors were measured for six rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Results for both dry and moist specimens are presented and compared with data reported by others. Loss factors calculated from the data presented are important to the Bureau's study of rock fragmentation by means of dielectric heating.
