As a minerals company, obtaining the appropriate consents under the Resource Management Act 1991 and getting permits granted for exploring, prospecting and mining under the Crown Minerals Act 1991, is necessary for actively exploring and mining in New Zealand. But the essential mix of ingredients for a viable and healthy Industry go way beyond this.   In the short term, an individual company seeking to operate on or within the Crown minerals estate of New Zealand must chart a course through the requirements raised by new cornerstone legislation, the Resource Management Act, the Crown Minerals Act and, the Conservation Act 1978 (where the minerals sought coincide with this estate).   However, this paper suggests that in the longer term for individual operators within the Industry and for the Industry at large to remain viable and sustainable and for New Zealanders to continue to enjoy its benefits, much more is required. Not least of which is a better balancing of competing uses and attitudes, which will require an opening of minds, a change in mindset, topped off with those two most essential of ingredients advocacy and leadership.   New Zealand has undergone massive restructuring in the last 15 years. Is it complete? Have each of its fronts evolved to the end point which was envisaged by the designers of the regime? What are the advantages? What is left to be done? What are the impediments from an incomplete transition which are left to either dog the Industry or remain as a challenge to be removed to ensure the Industry's smooth sailing into a prosperous and environmentally clean and friendly future? A future wherein an educated and understanding public welcome and are proud of the Minerals Industry to whom they owe the standard of living which they enjoy.   This presentation will examine the role of the New Zealand Minerals Industry Association (NZMIA) in paving the way for an optimum operating environment in which to couch a healthy industry into the future.

Blasthole sampling practices were investigated at the Erdenet copper and molybdenum mine in Mongolia to address grade reconciliation issues. The goal of the study was to determine if the particle size distribution (PSD) of blasthole cuttings was accurately reflected in the samples. The study additionally examined if the measured grade was related to the particle size of samples. Using a sector sampler specifically designed to collect samples for the study, six large samples were collected from three blocks following a specialized protocol. Each sample was split into nine size fractions, ranging from larger than 12 mm to smaller than 63 µm. Copper and molybdenum grades were determined for each of the size fractions. For comparison, nine samples were collected from the same blocks following the standard mine sampling protocol. These samples were also split into the same nine size fractions. As with the other samples, grades were determined for each of the size fractions. The results showed that the PSD in the samples collected following the standard operating procedure varied significantly from sample to sample. This variation was much lower for the samples collected following the specialized protocol. Loss of fines was also indicated in the standard mine sampling process. These observations suggest that the standard sampling protocol did not consistently capture the PSD. The copper and molybdenum grades increased as particle size decreased, regardless of the sampling protocol used. This observation underscores the importance of the PSD of a sample being representative of the true PSD. Given the low number of samples in the study, it is not a strong conclusion that the standard sampling protocol captures the PSD inconsistently. However, it could be taken as a caution. On the other hand, the grade versus PSD relationship is more certain, given that it was observed regardless of the sampling method used.

Composite diaphragms were used in the investigation of electrowinning Ti from TiC14 in a fused LiCl-KCI-TiC'2 electrolyte. Composite diaphragms tested were of two general classes--those consisting of two or more solid materials, and those which contained, in addition, a loose material. An electrowinning cell using a flat diaphragm is described. The maximum current density for these diaphragms was 300 amp per ft2. Lower currents permitted longer operation times. The composite diaphragms gave electrode efficiencies that averaged approximately 60 percent, and the electrowon titanium was of good quality--some Brinell hardnesses were as low as 68.

Mining is both exciting and rewarding-although at times somewhat frustrating-and we all can have real pride in our industry, in its people, and in its accomplishments. It is, however, with concern that I have noted a deterioration in this Country in what might be called mining's stature and in the growth of a belief in many quarters that our mineral reserves are rapidly approaching exhaustion. In other words, there is a popular image that we are fast becoming a "have not" nation in many respects and that the domestic mining industry can no longer be considered, in the vernacular of Wall Street, to offer much in the way of "growth potential." I do not subscribe to this hypothesis, nor do I believe that the record of the mining industry bears this out. However, let me add that we can, in time, talk ourselves into this frame of mind and we can hasten the day when this very well might come about by unnecessary and unwise legislation or regulation. My remarks today are basically designed to give my reasons for refuting this negative philosophy and to review our record. With your help, I know we can improve our image, and the public's recognition of our industry's peculiar problems.

Ecstall Mining Limited, a wholly owned subsidiary of Texas Gulf Sulphur Company, is the owner and operator of the Kidd Creek Mine including the concentrator complex located near Timmins, Ontario. Canada, approximately 450 miles north of Toronto. The mine, concentrator and Timmins form a triangular arrangement with a 17-mile rail link connecting the mine and concentrator and both of these facilities 18 and 14 miles respectively by road from Timmins. A core drilling program in the spring of 1964 established the presence of a large massive sulphide orebody which was to become the Kidd Creek Mine. Texas Gulf Sulphur had been conducting an intensive search for base metal in various parts of Northern Ontario and Quebec since 1957. Of several thousand anomalies detected in airborne electromagnetic surveys, several hundred warranted ground inspection, but only one of more than sixty drilled became a commercial orebody, the Kidd Creek Mine. The geophysical exploration work has been well covered in a paper written and presented by Van Donohoo, presently a Vice-President of T.G.S., at the American Mining Congress in San Francisco in October 1969. GEOLOGY The orebody lies within a series of overturned rhyolitic flows and pyroelastics with a major peridotite intrusive to the east. The hangingwall and footwall are composed chiefly of intermediate volcanics, andesite and dacite. The southern end of the orebody appears to terminate abruptly against greywacke while the north end is bifurcated and the structure obscured.

Many young mining engineers do not consider consulting as a possible job, believing that many years of working on-site is required to achieve practical experience, develop expertise and acquire industry contacts. However, mining consultancies employ engineers with varying levels of experience, including part-time university students, graduates and engineers who are relatively new to the industry. This paper outlines the role of a young engineer in a large mining consultancy and the benefits to both the consultancy and the client of having a mix of consultants with a diverse range of experience. From the authorÆs perspective, the work experience, lifestyle and rewards of mine consulting are compared to site based work, including a discussion on whether consulting is able to offer the professional development that a young engineer needs.

Aspects of the production of platinum group metals by reductive smelting in direct-current arc furnace processes are investigated using a computational modelling approach. The replacement of fossil carbon as a reductant by alternative reductants such as silicon carbide, ferrosilicon, and hydrogen is desirable for reducing direct greenhouse gas emissions from such processes, but the impact of these changes on the electrical operability of the process is poorly understood. This paper presents a study of plasma arc behaviour in the context of the ConRoast® reductive smelting process for Upper Group 2 ore as well as processes for recycling of automotive catalysts, using an integrated computational modelling workflow. It was found that the freeboard gas compositions, plasma properties, and arc behaviour were all affected by the choice of reductant, particularly in carbon-free smelting using ferrosilicon or hydrogen.

[Rock bursts are phenomena associated with mining operations, particularly with deep mining, although they occur throughout a wide rump, of depth, from 600 feel downward. The intensity is usually in direct proportion to the depth, varying from a loosening and sloughing off to a violent rupture, giving rise to the term, "explosive rock." The more or less violent breaking of rock in mine working, tins been variously designated as " flaking," "pressure hoists," "strain bursts," "bumps," "quakes," and "air blasts," which indicate opinions as to cause and effect. The term "air blast" lots probably beat most widely used, and naturally so, as a more or less rapid movement of air often accompanying the more violent phenomena of rock failure. Furthermore, there is an implied if not definitely expressed degree of magnitude in the action designited by a given term and in the cause and character of the action. For example. flaking, pressure bursts, and quakes are terms ranged to indicate action of increasing magnitude; and pressure bursts, strain bursts. bumps, and quakes are ranged according to the cause and character of the action.]

Environmentally assisted cracks in linepipe steels are initiated either as a result of stresses in combination with environmental effects, as in stress corrosion cracking (SCC), or as a result of trapped hydrogen in the steel, as in hydrogen-induced cracking (HIC). To understand better the mechanism of the crack initiation process, key metallurgical and environmental elements that can affect the cracking phenomena were investigated and are reviewed in this paper. The complexity of both cracking phenomena results from the dependence of SCC and HIC on multiple metallurgical, mechanical, and environmental parameters that may all influence both crack initiation and propagation; e.g., composition, microstructure and non-metallic inclusions in the steel, applied stress, water chemistry in the field, and ionic concentrations in the groundwater near the pipe surface to name a few for SCC. In addition, for HIC phenomena, one can add the concentration of H2S in the fluids transported in the pipe as well as concentration of CO2, pH, etc. In this paper, cracking of linepipe steels is analyzed critically, with particular attention to the crack initiation process. The paper is divided into two parts: The first part covers SCC and the second covers HIC.

ABSTRACT The experiments described demonstrate that crude commercial lithium containing in the order of 0.5 per cent sodium can be refined, the resulting metal containing as low as 0.001 per cent sodium. During the process, the metal is vaporized and condensed at a gauge pressure of less than 0.04 micron. Considerable operating data and a detailed description of the experimental equipment are included. INTRODUCTION DUE TO THE unusual properties of lithium metal, its use is likely to increase considerably during the next few years (1, 2). This is of particular interest to Canadians because there are important deposits of lithium-containing minerals, especially spodumene, in Canada and it is hoped that lithium compounds and lithium metal will be produced from these deposits in the fairly near future. In order to assist in the development of this industry, the Mines Branch of the Department of Mines and Technical Surveys has initiated a programme of research in lithium metallurgy. In 1948, a paper (4) was published on methods of producing lithium metal and its alloys. Data on the corrosion resistance of some lithium alloys were included. In 1949, a paper (3) was published which showed that the addition of a small percentage of lithium to zinc anodes used for cathodic protection will improve their usefulness under certain circumstances.

THE THEME of my remarks provides a great deal of latitude. I shall therefore take advantage of the scope it offers to look at our industry across a broad spectrum. My observations reflect a Canadian mining man's varied career as a geologist, mine operator, geological consult ant and company executive in Canada and overseas ... under differing cultures, business environments and political jurisdictions. I was fortunate to come into this industry in the mid-1930's when it was characterized by great enthusiasm, drive and resourcefulness. It was the beginning of a burgeoning era of some 30 years' duration in which the individualist, the entrepreneur and the builder found ample room for expression. As I contemplate the environment in which we now have to operate and try to perceive what lies ahead, I find myself deeply disturbed. Something serious has happened to this industry along the way. It appears that our very success has been the source of our undoing. I believe it is useful to summarize our industry's basic strength at home as a take-off point f or assessing its position in world terms. I hope that I can focus on some of the things that, in my view, must be done for this industry and by this industry to restore Canada's historic role in the world mining community. The Canadian mineral industry provides 140,000 jobs. It pays the second -highest average weekly wages and salaries among the country's major industries. The output per employee in the mining industry is estimated at about three times that for the economy as a whole.

The Marine Mining Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Artic seas region. Recent research projects at the MMTC include, among others, a geographic information system (GIS) application to the gold placer deposits offshore Nome, Alaska, a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using various other estimation techniques. As a result, the neural network has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygon, and inverse distance methods.

In cooperation with the National Institute of Environmental Health Science and the National Institute for Occupational Safety and Health the U.S. Bureau of Mines conducted grinding research on non-asbestiform tremolite. The goal of this effort was to prepare ground tremolite samples containing a considerable percentage of acicular grains with aspect ratios (approximately = 8um long with widths = 1 um) similar to those of asbestos particles suspected of causing cancer, Optical-and electron-microscopic examinations were used to monitor the size and shape of the grains in the ground products. Although customized milling techniques do have noticeable effects in producing acicular grains, the prismatic nature of fracturing in the non-asbestiform tremolites limited the number of acicular grains that could be purposely produced, and indicates that the likelihood of high concentrations of acicular particles occurring under normal mining and milling conditions is small.

A sidewall epithermal neutron tool has been developed to substantially reduce environmental effects that have previously complicated neutron log interpretation. Designed for operation in uncased wells, the device provides increased accuracy in both liquid-filled and empty holes. A brief discussion of neutron moderation, diffusion and capture shows that logs using epithermal neutron detection depend on a smaller number of formation-characterizing parameters than those using thermal neutron or capture gamma ray detection. Thus, they come closer to providing an unambiguorls determination of hydrogen content. In this new device a directionally sensitive epithertnal neutron detection system has been incorporated in a side-wall source-detector skid to minimize borehole effects. The effects of variations in borehole size and shape, mud type, temperature and salinity are greatly reduced. Small residual borehole effects are then computationally accounted for in the surface control panel to provide a borehole-corrected neutron log. The log presents a direct recording of neutron-derived porosity on a linear scale. With corrections for borehole effects already applied, this direct recording of porosity simplifies log interpretation. Furthermore, comparison with a linear porosity presentation of a formation density log permits sandstones, limestones and dolomites to be readily identified. Thus, in complex or variable lithology, porosity is determined with greater accuracy and reliability than heretofore. Laboratory data and field results demonstrate the improvements in neutron logging afforded by this new side-wall epithermal neutron logging device. INTRODUCTION The new Sidewall Neutron Porosity (SNP) logging system, designed for use in uncased wells, provides reliability and accuracy never before achieved with neutron logs. The effects of variations in borehole diameter and shape, fluid salinity, mud weight and temperature—parameters that have long complicated neutron log interpretation— are suppressed or corrected for by this sidewall epithermal neutron detection system. Furthermore, to simplify interpretation the SNP log presents a direct recording of computed porosity on a linear scale. The performance improvements achieved by this new system arise primarily from the combination of two im- portant design features. First. though not unique to this new tool, an epithermal neutron detection system is used,',' Epithermal neutron detection substantially reduces the perturbing influences of the thermal neutron absorption properties of rock matrices and water salinity. Second, the neutron detection system is mounted in a directionally sensitive sidewall skid to greatly minimize borehole effects. The purpose of this paper is to explain briefy the advantages offered by the detection of epithermal neutrons, to describe the SNP equipment and the log, to present calibration and correction data and to give examples of interpretation methods made especially convenient by this new system. ADVANTAGES OF EPITHERMAL NEUTRON DETECTION Epithermal neutron detection, of all the neutron methods in current commercial use, provides the simplest determination of formation hydrogen content. Advantages of epithermal neutron detectors, as compared with thermal neutron and gamma ray detectors, are probably best explained by a brief review of the life of a source-emitted neutron. A fast neutron from the source will eventually be cap-tured by the nucleus of an atom. However. before capture is likely to occur, the fast neutron (energy of 100,000 electron volts (ev) or more) will be slowed down until it is in thermal equilibrium with its surroundings. The neutron is then considered to be a "thermal" neutron (average energy of 0.025 ev at 25C). The overwhelming majority of the slowing down thus occurs in reaching epithermal energies (energies just above thermal—0.5 to several ev). After reaching thermal energy. the neutron will "diffuse" through the formation with, on the average, no further energy change until capture. Upon the capture of the thermal neutron, relatively high energy gamma rays arc usually emitted. Hydrogen plays a very important role in the process of slowing down fast neutrons. On the other hand, the absorption effects of water salinity and low concentrations of other strong thermal neutron absorbers—relatively unimportant in the moderation process-—are very important in thermal diffusion, capture and the production of gamma rays. Thus, by detecting only epithermal neutrons with the SNP, spurious effects due to these thermal neutron absorbers are greatly minimized as compared to the effects on tools using thermal neutron or gamma ray detectors. EDWIN LUDLOW, the 41st President of the A. I. M. E., died in Muskogee, Okla., on Feb. 10, 1924, after a brief illness of influenza followed by pneumonia. He was born in Oakdale, Long Island, N. Y., March 12, 1858, a son of William Handy and Louise (Nicoll) Ludlow, attended Flushing (L. I.) Institute 1868-75: and Columbia School of Mines (N. Y.) where he graduated with the degree of Engineer of Mines with the Class of 1879. After graduation his first employment was as assistant engineer in river and harbor work on the Delaware River near Philadelphia. In 1881 he went to Mexico as one of the engineers on the Mexican Central Railroad, then building from Laredo, Texas, to Mexico City. The road being in financial difficulties he returned to the United, [states, and shortly thereafter was made superintendent of the Union Coal Co.'s collieries located in the western middle anthracite field, between Shamokin and Mt. Carmel. Ludlow and Arthur H. Storrs, then superintendent of the Neilson Shaft Colliery, in Shamokin, were known throughout that section as the baby superintendents, both under 25 years of age. The Bureau of Mines investigated the effects of various additions of rare-earth metals or rare-earth oxides on the mechanical properties of cast and wrought plain-carbon steels. Rare-earth metals, as misch metal, were added to medium-carbon steel in amounts to 0.70 weight-percent; rare-earth oxides, as a commercial mixture, were added in amounts to 1.50 weight-percent. The melting and casting of conditioned steels were done in a vacuum-induction furnace, to avoid formation of oxides from the melting atmosphere and to pro-vide better control over chemical composition. At room temperature, data for tensile strength, yield strength, elongation, and hardness of cast and wrought steels were obtained by standard testing equipment and procedures. Impact tests were conducted on as-cast steel specimens. The greatest amount of tensile ductility and impact strength was obtained in as-cast steel with 0.50 to 0.70 weight-percent misch metal additions. No significant improvement on mechanical properties was indicated in wrought steels containing rare-earth metal additions in the range from 0.10 to 0.70 weight-percent. In general, the rare-earth oxide additions up to 1.50 weight-percent had little effect on the tensile properties of steel in the cast, wrought and annealed, or wrought and normalized condition.

The formula very frequently used for computing the economical size of pipe to transmit compressed air is that of D'Arey, as follows: D = cV w1l Where, D = the volume of compressed air delivered in cubic feet per minute, at the final pressure. c = an experimental coefficient determined for the various sizes of pipe, d = the diameter of the pipe in inches. 1 = the length of the pipe in feet. p, = the initial gauge-pressure in pounds per square inch, p2 = the final gauge-preesure in pounds per square inch. w1 = the density of the air, or the weight in pounds per cubic foot at the initial pressure, p1. The most common case is that in which the given quantities are: the quantity of air required, the length of the pipe, and the initial pressure. The method of solution is to assume a pressure-loss and to compute the remaining factor, cd5, thus giving the size of pipe corresponding to the assumed loss of pressure. It is always desirable to try two or more pressure-drops, in order to find the combination that is most satisfactory, since often a small change in the size of pipe will reduce or increase the loss of pressure several pounds. An alternative method is to assume a size of pipe and calculate the corresponding pressure-drop.
