"In the last decade, the construction industry has witnessed significant changes in the project delivery systems and contractual relationships between the general contractors (GC) and Deep Foundation Specialty Contractors. The Deep Foundation industry, especially including industry specialty subcontractors, have experienced a significant increase in requests that project risks be transferred through contract documents to subcontractors and suppliers with a decrease in margins for the industry. GCs regularly revise their form subcontracts to take into account recent experiences/contractual trends and newly issued judicial precedent, an exercise that is less frequently undertaken by subcontractors and suppliers. These contradictory trends are at the base of the ethical analysis of subcontracts that comprises the subject matter of this paper. Using contracts as a risk management tool in order to mitigate the general contractor’s risks in the context of dynamic changes in the legislative environment will also be addressed. Furthermore, another possibility for risk mitigation for the industry is to actively promote the introduction of the latest technical developments into the contract documents.CONTRACTS’ ETHICSFor thousands of years, ethics have been a constant presence in our lives and have been debated by different branches of philosophy. In this study, the analysis method of trace element in pure indium using glow discharge mass spectrometry (GD-MS) has been established by correcting the analysis result, which was obtained from non-standard quantitative method of GD-MS. The effect of instrument operating parameters, the resolution and isotopes and the pre-sputtering time on the determination results were investigated respectively. The optimized operating parameters of the instrument were obtained as follows: the discharge current was 37.5mA and discharge airflow was 475ml/min. Mass spectral interferences have been eliminated using selected resolution and isotope. The pre-sputtering time was 30 min. 4 trace elements in two pure samples were determined for 6 times. The RSD were less than 20%. The content of trace elements in indium samples was determined by GD-MS and Chemical Analysis Method of Indium which is tested by inductively coupled plasma atomic emission spectrometry, respectively. The results were consistent with each other.

In the 1950s, an underground limestone mine in the Camp Nelson Formation was developed from an outcrop exposure. The Camp Nelson Limestone met the requirements for DOT stone and aggregate. The mine ownership changed several times, which resulted in distinct mine designs in Level 1. Based upon the production requirements and an attempt to maximize limestone recovery from a single level, a variety of pillar dimensions and three mining heights (28 feet, 68 feet and 83 feet) were developed. This was sufficient prior to reaching the mineable extent of Level 1. Level 2 introduced previously unknown ground control challenges. These included: ??Pillar spalling and a significant back fall on the Level 1 - Level 2 decline; ??Laminated immediate back and the need to bolt the back on Level 2; ??Delamination of the back adjacent to the Level 1 - Level 2 decline resulting in bolt shearing, and floor heave in isolated areas of Level 2; ??Multiple level interaction, the need to design pillars based upon numerical modeling as columnization between Levels is infeasible: and ??Water inflow as the mine approached river. To meet the challenges, a testing program to determine rock strength and physical properties was implemented along with numerical (LAMODEL and FEM) modeling, and borescope inspections of the immediate back. The efforts to implement rock mechanics were re-focused as Level 2 approached its mineable limit and the initial attempt to drive a decline to Level 3 was unsuccessful. A second decline site was selected based on inter burden stability, a consistent shale parting for the Level 3 back horizon, results from numerical models of the immediate back and multiple level interactions, and the projected low water inflow. The mine is operating on Levels 2 and 3 with long-term planning and ground monitoring for Level 3.

The dewatering of steel industry waste sludges prior to discard or recycling often presents significant problems due to the fineness of the sludge particles, which may blind the filter medium and/or produce a cake with limited porosity, Several steel plant wastes, such as sludges from BOF and EAF gas cleaning operations exhibit not only a very fine particle size, but also some degree of magnetic character, A novel process has been developed to utilize the magnetic character of such sludges to enhance dewatering through a multi-force operation involving magnetic, chemical and vacuum forces, The process consists essentially of undertaking vacuum filtration of a flocculated sludge in a magnetic field, This is achieved by installing a permanent magnetic in a fixed position on the axis of a vacuum drum filter, thus effecting filtration of magnetic and non- magnetic particles, bound together in flocs, in a magnetic field, Previous tests using a modified laboratory vacuum drum filter treating artificial (magnetite) and industry waste (BF sludge) feeds have demonstrated that filtration capacity may be enhanced significantly with increases of up to 3000/0, An explanation of the mechanisms associated with the enhanced filtration was not obvious, and this research was undertaken to permit the cake formation in the magnetic field to be monitored to provide an insight into the manner in which particles agglomerate to form the cake. These tests revealed that the magnetic field caused magnetic particles to be aligned perpendicular to the filter surface and to form channels through which filtrate could freely pass thus increasing capacity, The effects of various magnetic fields and field strengths on the filtration process were also investigated. A simple computer model was constructed to demonstrate the proposed theory of multi-force dewatering, The model output graphically illustrated the suggested mechanism and confirmed the enhanced capacity of the novel dewatering process,

The isotherms that are usually taken to represent the force 'driving' the adsorption in carbon-in-pulp processes may change from contactor to contactor. This paper reports on an investigation into the extent to which this Isotherm shift is Influenced by the changes in oxygen and cyanide concentration that occur in operating plants. The impact of the isotherm shift on the reliability of simulation results is examined.

Since March 28, domestic producer prices on 99.5 percent aluminum ingot have been at 5l¢ per pound. Dealers in this same time frame have held ingot quotes at 49¢-50.5¢ per pound. COBALT: Imports from southern Africa in 1976 constituted 73 percent of total cobalt imports. Moreover, the United States is 98 percent dependent on imports of cobalt. For this reason, the Bureau of Mines is closely monitoring developments abroad to ensure an advance notice of any possibility of a shortfall in supply. Included in these imports were those from Zaire (41 percent directly from Zaire and 15 percent via Belgium-Luxembourg), Zambia (11 percent), and Botswana (6 percent). Also being closely watched are industry stocks.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The identification of Critical Risks, their associated Critical Controls, and the implementation of processes to ensure their ongoing management can be difficult and resource intensive. Answering the following Critical Risk Management related questions can be challenging: • What is a Critical Risk? • What is a Bow-tie Analysis and when should it be used? • What is Critical Control? • How is the effectiveness of a Critical Control assured, and how is this measured? • Who is responsible for managing Critical Controls? • What are the implications if a Critical Control is not effective? It appears that in the mining industry’s efforts to implement the Critical Control Management Process outlined by the International Council on Mining and Metals (ICMM), instead of embedding an integrated, well understood, value adding process, we have instead created a resource hungry monster that is poorly understood by numerous layers of the organisation.

To significantly increase the stability of underground excavations while exploiting the full advantages of confined rock strength, methods must be developed to actively control the distribution of stresses near the excavation. This U.S. Bureau of Mines study examines theoretical and practical aspects of rock pres¬surization, an active stress control concept that induces compressive stress in the wall rock through repeated hydraulic fracturing with a settable fluid. Numerical analyses performed by incorporating the rock pressurization concept into a variety of boundary-element models indicate that rock pressurization has the potential to improve underground excavation stability in three ways: (1) by relocating stress concentrations away from the weak opening surface to stronger, confined wall rock; (2) by inducing additional stresses in a biaxial stress field to reduce the difference between the principal stress components near the surface of the opening; and (3) by counteracting the tensile stresses induced in the rock around internally loaded openings. Practical aspects of the rock pressurization concept were investigated through a series of hydraulic fracturing experiments. The use of sulfur as a settable fluid for hydraulic fracturing was demonstrated, although problems related to sulfur viscosity suggest that other molten materials, such as wax, may be better suited to practical field application of the rock pressurization concept.

International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

Scope for Thermal Recovery in Shell's Heavy Oil Fields in Venezuela The main heavy oil reservoirs on the East coast of Lake Maracaibo (Fig. I), known as "Bolivar Coast", initially contained some 20 billion bbl of oil in place with gravities in the range of 10 to 15° API. The current total production rate is about 400,000 B/D. Since the recovery to date is on an average only 12.5 percent of the initial oil in place, these fields offer a vast potential for secondary recovery methods. The reservoirs are characterized by moderate depth (generally 1,000 to 3,000 ft; maximum 5,000 ft), good formation properties such as net oil sand thickness (50 to 300 ft), high porosity (30 to 40 percent) permeability (1 to 3 darcies) and oil saturation (initially about 80 percent) and high oil viscosity (100 to 10,000 cp in situ), all of which are favorable for the application of thermal recovery processes. Since 1957, steam drive, steam "soak" and underground combustion have been tested or are being tested in this area.1-3 This paper deals with a major steam drive test in the Tia Juana field. The test was commenced in Sept., 1961, on the basis of encouraging results of laboratory experiments and pilot field tests, which will be discussed briefly. Early Laboratory Investigation of the Steam Drive Process In 1956 a series of model experiments was carried out in the Koninklijke/Shell Laboratorium, Amster- dam, to investigate the displacement of heavy oil by steam.' The prototype studied was a horizontal, un-consolidated heavy oil reservoir, subjected to a linear steam drive. The model, representing a slab from this reservoir along the main flow direction, consisted of a steel tube filled with oil-saturated sand, provided with layers of rock at the top and bottom to simulate conductive heat losses to cap and base rock. Lateral heat losses, perpendicular to the main flow direction, were minimized by insulating the sides of the model. Heat flow and viscosity and gravity forces were scaled by taking the steam injection rate and sand permeability inversely proportional to the geometric reduction factor of the model, and using materials (oil, steam, cap rock, etc.) identical with those of the prototype. The main feature of the process was a frontal displacement mechanism that was observed within wide ranges of injection pressure and rate, oil viscosity, initial oil saturation and sand permeability. The high stability of this front can be attributed to the high volumetric steam flow rates, combined with the reduction in oil viscosity. High recoveries were obtained due to the low residual oil saturation of about 15 percent in the zone swept by steam. The latter value pertains to the specific test conditions (heavy oil, uncon-solidated sand) and may be lower for light oil, due to the effects of steam distillation. Data obtained from mine ventilation pressure and quantity surveys are required to accurately diagnose ventilation problems, project future air quantity needs, and to locate conditions adversely affecting the efficiency of a mine ventilation system. A method for making mine ventilation pressure surveys with aneroid altimeters was presented in Bureau of Mines Information Circular 7809, and a description of field calculation technique is presented. This report supplements Information Circular 7809 by developing the information obtained during a mine ventilation pressure survey into a single equation suitable, with appropriate modification, for use with desk-top calculators and digital computers. The equation can be used to calculate the ventilation pres sure from the base station to any underground station, or between any two underground stations, and can be programed for semiautomatic sequential calculation using a desk-top calculator. An example of application to a programed desk-top calculator is provided in the appendix.

THE North Mount Lyell Mine is situated on the southern side of Mount Lyell at an altitude of 1750 ft. above sea-level. The average rainfall is 117 in., and there are generally several light falls of snow during the year. Despite the heavy rainfall, which is fairly evenly distributed over each of the twelve months, the climate is equable and not unduly rigorous, and, provided that the mine employee is suitably clad, it is only on exceptional days that he experiences any discomfort by becoming wet journeying to and from the mine.The majority of employes reside at Queenstown, and are conveyed by special trains to and from the top of the haulage, which is less than a mile from the mine. The mean surface temperature at the mine is 46° F., with a maximum variation from 26° F. to 85° F., the relative humidity generally being higher than in other districts. The rock temperature is 48° F. on the 200-ft. or Main Adit level, and 54° F, on the 1200-ft. level, giving a rise of 6° F. for 1000 ft. in depth.The ventilation of the mine is natural, the downcast being served by the Crown and Blocks shafts and the Crown mullock pass, and the upcast air is carried away from the workings by the Main shaft and the Nos. 1 and 2 mullock passes. The quantity of air circulating varies from 25,000 cub. ft. to 35,000 cub. ft. per minute, the greater quantity moving in the colder weather. The downcast air in traversing the wet shafts becomes saturated and enters the level at the rock temperature of 54° F. in winter and about 56° F. in summer, while temperature readings of the outcast air indicate that it varies very little.In the southern end of the mine the Blocks shaft downcast air upcasts through the different stopes, and their mullock passes, to the level above for each level to the 700-ft. level, where it passes to one of the main uptakes. Air tabling of zircon-rich non-conductor products containing quartz enables most of the fine quartz present to be rejected without a markedloss of zircon. The coarser quartz in the air table feed can be separated from the zircon by screening one or more air table products, the oversize products containing most of the quartz and little of the zircon. Air tabling, with or without screening, is more efficient than wet tabling alone for the removal of fine quartz, but not for the removal of coarse quartz. Practically all of the quartz can be separated from the zircon by using wet tabling in conjunction with hydraulic classification, or by using air tabling in conjunction with dry launder treatment, in which a degree of sizing takes place that is advantageous for subsequent air tabling.INTRODUCTIONBack-dune and inland beach sand deposits usually contain fine wind-blown quartz, and neither spiral nor wet table concentration, alone or in conjunction, makes a clean separation of heavy minerals from quartz. Many rutile plants recover rutile and zircon from a low-quartz, wet-table concentrates by means of magnetic and electrostatic separation; some rutile and zircon are lost in the table tailings. Other rutile plants, and two of the ilmenite plants in Western Australia, recover rutile or ilmenite respectively, from a spiral concentrate containing several per cent of quartz, and then subject the non-conductor product to an additionalgravity concentration process to separate the zircon from the quartz. Some zircon is lost in the additional gravity process, but all of the rutile or ilmenite in the spiral concentrate is, or should be, recovered as high-grade concentrate. The higher recovery of rutile or ilmenite by this treatment method is offset by the expense of drying part of the feed twice, as a wet process is usually used to separate the quartz...

In mineral processing, poor froth-flotation performance translates into both an enormous loss of revenue and an unnecessary waste of the ore reserve. In this context, Bacís Mining Company developed a versatile new, high-performance flotation-cell design that can be incorporated into various flotation circuits. The main feature of this circular cell is that it is comprised of two separate sections, namely, a flotation cell that uses wash water to minimize the entrainment of fine gangue particles into the froth product and an external bubble generator that produces small bubbles of relatively uniform size at a specified aeration-rate. The air/water mixture is blended with the pulp by gentle agitation, so as to enhance particle-bubble aggregate-stability. Comparative metallurgical performance with conventional flotation cells show that the power requirements and operating costs for precious metal flotation are three times lower, while the concentrate grade is 7% higher and the recoveries of precious metals are 5% higher.

"A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. The objective of mine ventilation is to provide suitable environmental conditions in working places at an economical cost. Maintaining a stable air flow, i.e., a flow quantity and the direction, is of vital importance. In practice, however, air flow quantity in underground openings varies continuously. Therefore, the stability of air flow means relative stability that is the flow in a branch moves along a certain direction while the variation in air quantity stays within acceptable limits. Many underground mines have low stability of mine air flow because almost all types of ventilation systems involve complex diagonal branches through which air flow quantity and, more importantly, the air flow direction may change easily. This creates extremely hazardous, unstable conditions, especially during emergencies. This paper deals with the directional stability of air flows in underground mines in single or multiple fan systems. It examines the rules of directional changes of air flows in diagonal branches, and proposes a method of calculating the stability conditions. It provides a criterion that may be used in designing new mine ventilation systems to ensure a desired degree of stability or in improving the existing systems.

Open fire in a mine gallery causes large-scale damage to property and sometimes precious lives. Such fires produce two distinct effects, the throttle effect and the buoyancy effect. These effects disturb the ventilation system of the mine. To understand the complex dynamic phenomenon of open fire and its effect on ventilation systems, a mine fire model gallery has been designed and constructed at Central Mining Research Institute, Dhanbad. Two sets of experiments at air velocities of 1 and 1.5 m/s were conducted in the gallery using coal samples from the Dobrana seam of the Raniganj coalfields. After about an hour of development of fully-fledged fire, heavy backlash, with smoke and fumes, was observed. At the time of backlash occurring the gallery was divided into two zones. In the region of the gallery from the base up to 1.4 m the airflow was normal, in the remaining upper portion the airflow was the reverse. Air quantity reduced substantially, while pressure dropped across the fire zone, the products of combustion (POC) and temperature increased during the period of the throttle effect. It has been revealed from these studies that with an increase in airflow, pressure drops across the fire zone, POC, temperature and reduction in airflow increases. This paper addresses the important design features of the gallery, the instrumentation system, the experimental procedure and assesses the effect of open fires on mine ventilation systems.
