According to the Directive 93/15/EEC, given on 5th of April 1993, all the commercial explosives placed on the market and transfered in European Union and EFTA countries have to be certified and contain the CE-marking. Before the products can be awarded by the CE-marking they have to fulfil the Essential Safety Requirements (ESR) of Appendix 1 of the Directive. From the beginning of last year the commercial explosives could not have been be sold in Europian Union countries without the CE-marking. The legitimacy of the Directive 93/15/EEC encompasses High Explosives, Detonating Cords, Safety Fuses, Gun Propellants and Detonators. At the moment in Europe, there are seven Notified Bodies (NB) working in the field of commercial explosives. They are in Spain (LOM), Germany (BAM), France (INERES), England (HSL), Netherlands (TNO-PML), Sweden (SP) and in Finland (PvTT). The Swedish SP has qualifications only for the detonators and the Finnish PvTT for High explosives, Detonating cords, Safety Fuses and Gun Propellants, but not for the detonators. The role of the NB is to work as a third independent body between the client and the manufacturer testing, studying and certifying explosives by the commission of the manufacturer. The Notified Bodies are operating independently competing the clients, the explosives manufactures.

INTRODUCTION Because of the hazards associated with flammable methane gas and coal dust, the shooting of mudcaps (adobes) or other unconfined explosive charges in underground bituminous coal mines is prohibited; all explosives must be fired in stemmed boreholes. However, there are situations where it would be advantageous from a safety standpoint to fire open shots. This would be in the areas of dislodging loose roof slabs, overhangs, rock-fall leveling, slab or boulder breaking, crib removal, and crevice shooting. The Bureau of Mines, U.S. Department of the Interior, has been developing an explosive charge that is non-incendive; that is, detonation of the charge will not ignite a flammable atmosphere. This explosive charge could be applied to the blasting conditions mentioned above. As of this writing, the explosive charge has not yet been certified as "permissible" for use in flammable atmospheres, but the necessary protocol is being finalized with the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The explosive charge described in this paper is merely a prototype sheathed rock-breaker charge (sheathed permissible explosive rock- breaker charge) demonstrating the feasibility of such a device. Industry may modify the design and composition of the charge in producing a commercial product so long as it is still safe, as defined by a testing schedule being developed by the Bureau of Mines and MSHA.

"INTRODUCTIONIt is widely thought that seafloor massive sulphide (SMS) deposits, the modern analogue of volcanogenic massive sulphide (VMS) deposits, present a potential global resource for base (Cu, Zn) and precious metals (Au, Ag). In addition, SMS deposits can be enriched in ‘critical metals’ including Se, Te, Tl [1], which are essential for use in the construction of modern and green technologies. Globally over 340 high temperature hydrothermal sites have been identified at a range of ocean spreading centres [2], significant massive sulphide deposit formation has been recorded at 165 of these sites [3].To date only 13 deep sea sulphide deposits have undergone intrusive investigation (drilling or coring) and of these, only 6 sites have published tonnage estimates [2]. Almost all research and drilling of SMS deposits has been focused on active systems, the investigation of the morphology, subsurface structure and mineralogy of hydrothermally extinct seafloor massive sulphide (eSMS) deposits is almost non-existent.As such, little is known about the mechanisms that operate post-SMS formation and which have an impact on the preservation and hence resource value of SMS. Identifying these generic processes and mechanisms, and the extent to which they impact the resource grade, is critical in evaluating the global potential of SMS."

An open pit mining operation can be considered as a production system with at least two products: ore and overburden (waste). A primary mine planning task is to schedule the production of ore and waste over its life span subject to several technical and economic constraints to maximize some objective such as the overall profit from the operation. Two major constraints are (i) the feasible combinations of ore and waste productions and (ii) the limiting function for ore production as a function of mine life. The task in scheduling production and stripping ratio (ratio of waste to ore production) is to find an ore production curve below the upper bound function of ore production, and a stripping ratio curve within the feasible domain of ore production and overburden removal while maximizing the defined objective. Zn this paper, feasibility of developing computerized optimization models to perform such a scheduling process is explored. Two optimization models are proposed for the task. In the first approach, a linear programming (LP) model is employed and in the second, a dynamic programming procedure (DP) is outlined. In these models, in addition to the consideration of the two major constraints mentioned earlier, various other contributing factors such as interest rate, equipment purchase cost and installation schedule, operating cost, and equipment idle cost are incorporated. An example is provided to illustrate the LP model application.

Arthur G. Metcalfe (SOLAR)—Three explanations to account for mechanical nucleation effects are considered in the paper, viz., theories based on fragmentation, agglomeration, and pressure-wave mechanisms. The authors show that none of these mechanisms will explain the results observed with tin and Sn-Pb alloys. A fourth mechanism of nucleation enhancement was developed during work at Armour Research Foundation on casting of beryllium and, although presented briefly on various occasions, the theory has never been discussed adequately. It is believed that this theory will explain many of the observations. Classical homogeneous nucleation theories assume that embryo nuclei are formed in the melt as a result of compositional and/or thermal fluctuations. Stable nuclei are formed when a critical size is reached such that the decrease in free energy for conversion of this volume of melt to solid offsets the increase of surface, energy. The assumption is made that the average properties of liquid and solid metal can be used. In practice this assumption is invalid and indeed is contrary to the postulation of thermal and compositional fluctuations in the melt. Actually the conditions favoring embryo formation bring the seeds of its own destruction—the thermal and compositional fluctuations leave the embryo surrounded by atoms of higher thermal energies and/or by solute atoms that depress the melting point. This document reports the results of a two-year research effort aimed at improving communication systems used in coal mines. This work was conducted under a program whose original goal not only involved the development of practical and effective electronic systems for operational communications, but also for monitoring, at a central location, remote instruments at key positions in a mine. About half way through the originally proposed three year effort, the program was redirected to phase out the communication effort at the end of two years and to concentrate the program" resources on the investigation of new monitoring system concepts developed by this research. Thus, the work reported here is incomplete relative to the originally pro- posed program. However, the work was carried to the point of providing sufficient evidence to aid in the comparison of certain new communication concepts. For the concepts chosen for this study, the work was stopped short of hardware development and field testing, Several reports in the form of Master's theses and a Doctoral Dissertation have resulted from this research. They each report in considerable detail the results of several individual" contributions to this program. In preparing this report, an attempt has been made to provide a complete description of the significant results but with- out burdening the reader with the minute details. These more detailed reports are referenced heavily for the convenience of those interested. PRESENT COMMUNICATION METHODS Two types of communication systems are presently used In coal mines. They are: 1, Various forms of telephone systems, and 2. Carrier current radio systems using the trolley line as the interconnection circuit. Carrier current radio is used almost exclusively for control of rail trafflc by the dispatcher. Almost all other communication uses the telephone system, Telephone lines generally extend to areas where trolley lines are not present such as the outside offices and warehouse. Therefore the telephone system provides the primary means of voice communication. Telephones - Telephone systems employed in American coal mines fall into three categories. 1. INTRODUCTION The changes in ownership, management, and operation of the non-fuel minerals industry since the Second World War have been dramatic. World-leading enterprises have lost their identity; host countries have taken over operations from multi-national firms; marketing practices have been drastically altered - and yet the world industry is supplying minerals on a scale far greater than had been anticipated in projections made at mid-century. The world's known mineral resources have been enormously expanded, despite the doom sayers who for decades have been predicting that depletion of non-renewable resources would impose limits to growth. PALEY REPORT One can set the stage by reviewing how the minerals outlook was regarded in a thoughtful and comprehensive analysis made in the years 1950 and 1951. During the War years, President Harry Truman of the United States had come to appreciate the decisive role played by minerals resources through his chairmanship as a U.S Senator of a committee that investigated the procurement and allocation of natural resources. In 1950, in the Cold War era that resulted in actual military conflict in Korea, he appointed a prestigious five-man commission to study the problems of Materials Policy over the following quarter century. Their findings, published in five impressive volumes in early 1952, became known as the Paley report. The text was prepared by expert scientists and economists who spent 18 months assembling statistics, making projections of future demand, and interviewing leaders in industry, academia, and government. [ ] The Commission had correctly foreseen that aluminum would replace copper as the largest volume non-ferrous metal, but it had fallen short of reality by a wide margin indeed for all three materials. Even though the Commission's expectations for growth proved to be extremely understated, it had concluded its report with grave foreboding about the effect of its estimates of demand in relation to supply, as follows: "Consumption of almost all materials is expanding at compound rates and is thus pressing harder and harder against resources which, whatever else they may be doing, are not similarly expanding. This materials problem is thus not the kind of 'shortage' problem, local and transient, which in the past has found its solution in price changes which have brought supply and demand back into balance. The terms of the materials problem we face today are larger and more pervasive." With respect to some minerals, the Paley Report expressed scepticism that, in fact, supplies would be forthcoming regardless of price. Because the Paley demand forecasts understated the actual growth in demand for virtually every mineral, one could logically have expected frequent and protracted shortages in the years since 1950.

When underground openings are excavated in rock mass for storage of Liquefied Natural Gas, hereinafter referred to as L.N.G., as its temperature is -162o C, steep temperature gradients and thermal stress occur around the openings. That is, the plastic zone and cracks around openings will expand with time. In this paper, the range of cracks which were obtained by the Crack Analysis Method and the range of the plastic zone which was obtained by the No Tension Analysis Method were investigated and compared.

In this paper, a model is developed for a resin anchor bolt system in which the smooth bar is modeled by using one-dimensional truss elements, and the resin annulus is modeled by using axisymmetric elements. These two submodels are combined and then incorporated into an existing computer code called Roofbolt. After this development, all of the components in the resin anchor bolt system, including smooth bar, bearing plate and resin annulus, can be correctly modeled.

Abstract: Data are presented from two sites in southeast England, where problems were encountered in tunnelling through ground containing flint. In response to the difficulties, substantial laboratory testing programmes were initiated to determine the strength of the flints.It is shown that the strength varies very considerably, even within a single flint particle and that the practice of estimating unconfined compressive strength by a single multiplier applied to the point load strength index (Is(50)) may give misleading results. The preparation of UCS specimens for testing was found to be very difficult and it is recommended that tunnel machine capacity is assessed relative to Is(50). Résumé: Des données sont presentées sur deux sites dans le sud-ouest de l’Angleterre,où le perçage d’un tunnel dans un sol contenant du silex a posé des problémes. En consequences de ces difficultés, des programmes substatiels de recherché en laboratoire ont été initiés afin de déterminer la resistance des silex. Il est demontré que la resistance varie considérablement, même au sein d’une particule de silex, et que la pratique de estimation de la résistance en compression non confinée, (UCS) par le biais d’un simple coefficient appliqué au ‘point load strength index (Is50)’ pourrait donner des resultants trompeurs. La préparation de specimens UCS destinés aux tests s’est avérée trés difficile et il est recommandé que la capacité de la machine de perçage de tunnels soit calculée relativement au Is50. Zusammenfassung: Daten von zwei Standorten in Südosten von England, wo Probleme beim Tunnelbau durch feuersteinhaltigen Grund antraffen, sind angegeben. Wegen diesen Schwierigkeiten wurden Laboratoriumsforschungsprogramme eingeleitet, um die Festigkeit von Feuersteinen zu bestimmen. Es wurde gefunden, dass die Festigkeit sehr unterschiedlich war, selbst bei einzelnen Feuersteinstücken, und dass die Praxis, die unbegrenzte Kompressionsfestigkeit (uKf) auf Grund eines einzigen Multiplikationsfaktors vom Punktladefestigkeitsindex (Is50) abzuschätzen, zu irreführenden Resultaten führt. Die Vorbereitung der uKf Prüfstücke war sehr schwierig und es wird vorgeschlagen, dass die Kapazität der Tunnelbaumaschine in Abhang der Is50 bestimmt wird.

This study presents the results of synthesizing monolithic siliconoxynitride, Si2N2O, ceramic from a mixture composed of reclaimed silicon and natural desert sand by using the nitriding combustion synthesis method. Single-phase Si2N2O powder was prepared by the combustion of a mixture composed of silicon and pulverized sand in 3 MPa nitrogen gas. The combustion reaction completed in 2 min and the combustion temperature reached 1577°C.The as-synthesized Si2N2O powder is agglomerate of fine particles with sizes < 5 µm and has various morphologies; rod-like and irregular crystals, irregular kinking, hollow crystals and grown pseudo-hexagonal prismatic crystals. Porous Si2N2O compacts (24.5–47.1% porosities) were fabricated from the synthesized Si2N2O powder at different calcia-alumina additives (5–20 wt%) by normal sintering at 1500°C for 1 hr in N2atmosphere.They showed superior oxidation-resistance at high temperatures up to 1500°C in an oxidizing atmosphere of Ar/O2/H2O(70/20/10 kPa).Near-full dense Si2N2O compacts were also successfully fabricated from the synthesized Si2N2O powder with 5 wt% oxide additives by using the spark plasma sintering at 1600°C.DenseSi2N2O had good mechanical properties (18.7 GPa Vickers hardness, 3.3 MPa.m1/2fracture toughness and 363 MPa strength) and excellent chemical and oxidation resistance.

Industrial minerals by definition are minerals used as part of an industrial process and usually are one of a number of components, eg finely ground Limestone is an extender in the manufacture of paint. They are normally non-metallic and non-fuel, but like all generalisations there are a number of exceptions. Take rutile û a source of titanium, a metal and also the raw material in the manufacture of titanium dioxide pigment. Industrial minerals under this general definition include construction and agricultural minerals. They are included in the same grouping, principally because their sources are similar and in many cases the raw material, example limestone, can be multi-functional. Calcium carbonate raw materials such as limestone, are used in a wide range of applications from industry as an inert filler, to agriculture as a &apos;lime&apos; source and to construction and as an important component in the manufacture of cement. As far as this paper is concerned I will avoid discussing the agricultural or construction applications, including burnt lime production.

Properties of an explosive which itiuence its performance on rock breakage are analyzed in relation to the rock: hardness and a discussion on the interaction of an explosive with the rock during the blasting process is given. Theoretical concepts regarding ideal and non-ideal detonation are reviewed to explain how the physical and chemical factors of an explosive influence the rate of energy release and its consequence on blasting performance. While a lower velocity of detonation indicates a slowed chemical reaction it does not necessarily mean a loss in energy from the explosive. High density ammonium nitrate (HDAN) can be used effectively in the formulation of modern industrial explosives to slow the energy release rate with its attendant decrease in detonation velocity. Examples of blasting performance using custom formulated explosives with HDAN are presented.

En ese sentido, el presente texto señala la aplicabilidad del sistema complementario en la mina Francois. Por ello, se han considerado dos sistemas principales para la recuperación y tratamiento de los relaves antiguos: Dragado e Hidráulica. Estos sistemas contienen un equipo de extracción y dilución del relave antiguo, equipo de bombeo, estación de tratamiento para los relaves antiguos, el equipo de almacenamiento y dosaje y equipo de bombeo. Las variantes de los dos sistemas son: equipos, densidades del relave y volumen de agua. De forma que la cantidad de agua recuperada de los relaves de flotación es suficiente para operar el circuito con cualesquiera de los sistemas propuestos. "

El presente texto señala las áreas operables y marginales de cada veta trabajada dentro de la mina a través de la limitación rentable y marginal durante y para la operación de la mina. Para ello, se definen algunos conceptos del ámbito minero y se analiza la aplicación de una metodología más adecuada para la operación minera. En esta perspectiva, se busca encontrar áreas adecuadas en cada veta de explotación, cuyo valor de mineral se ubique por encima de tres niveles e involucre elementos de costos diferentes en la operación y administración de una mina. Una vez determinados los costos, se realiza la evaluación práctica de la veta mineral y se define cuáles son las zonas trabajables y no trabajables en función a los precios de los metales, costos geológicos, operativo y las proyecciones futuras de ambos.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

Ventilation network modeling in mine planning dates back at least three decades, but it is not widely accepted and/or practiced until the last decade, thanks to the advent of modern computers with their increase d speed and storage space. There are at least half a dozen such modeling software packages available on the market each with different features and acceptance. This paper compares five popular software packages,?? VnetPC Pro, MineVent, VentSIM Visual, VentGraph and MFIRE 3.0. A case study using Missouri S&T?s Experimental Mine is conducted to compare the five software packages in features, interface, output display and user-friendliness.
