The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The administration opposed the council creation contending that the Cabinet Council

The use of polysilicates for treating heavy metals in soils and mining sludges is discussed. Results of the treatment are given for soil contaminated in a metal scrap yard operation and for copper mining processing sludges. The types of metals of concern are arsenic, lead, copper, nickel, cadmium, and zinc. The application of the treatment is predicated on the mixture and relative concentrations of the metals as well as the material matrix. Reductions in soluble concentrations (STLC or TCLP) of one to two orders of magnitude can be achieved with relatively small additions of silicates and cementitious materials.

The application of increasingly stringent environmental legislation to the non-ferrous metallurgical industry is presently illustrating these conventional technology limitations. Low density ceramic media allow filtration to ta,ke place at 'high temperatures and are now rapidly becoming accepted In many industries. This paper reviews experiences with a proprietary low density ceramic filter element. CerafH. It includes consideration of the structure, composition. typical operating and case studies with particular reference to non-ferrous metallurgical furnace applications.

The fire started in the development section from methane released into the mine through a roof-bolt hole. The date was 8 May 1998. The flames spread quickly as the coal was ignited. After eight hours the Safety Department decided to seal the vertical ventilation shafts and the slopes. The quality of coal in the Esmeralda Mine is very high quality, and Minerales Monclova (MIMOSA) decided to recover the facilities, however, the Esmeralda Mine coals have a very high gas content of 12 m3/t. Immediately after the mine was sealed, MIMOSA staff implemented a plan to monitor the gas levels underground and contacted specialists for assistance in bringing the mine back on-line. During the next 2.5 months, MIMOSA staff and the specialists observed and analysed the gas behaviour supported by a chromatograph. With the results of the observations and analyses, MIMOSA in consultation with the specialists developed a recovery plan based on flooding the area in which fire might have propagated and in which rekindling was highly probable. Those results were analysed by the command centre (Mexican engineers responsible for mine recovery). At the same time MIMOSA trained rescue teams which included miners who had no previous experience in mine recovery operations. By 20 August 1998, the mine command centre had re-opened the slopes seal. Using a æStep-by-StepÆ system, the rescue team began the recovery process by employing cross-cuts and using an auxiliary fan to establish the ventilation circuit. The MIMOSA team advanced into the mine as far as allowed by the water level and was able to recover the main fan. The official mine recovery date was 30 November 1998.

In mineral exploration the place that yields the first significant result is marked and two questions are posed immediately. Where should the next sample be drawn and how big should it be? At present the answers are arbitrary and ad hoc. They depend on personal experience and sentiment?that is hunch. The thought processes involved in reaching the decisions are unsatisfactory and unsatisfying for professionals. This paper proposes guidance on choosing sample spacing and sample size. The guidance is obtained from the grades of the samples. The grades also imply the extent of influence of each sample assay. Thus sampling and assay are integrated. The integration is achieved by changing the unit of value in which assays and grades are expressed and by exposing meanings and functions of grade beyond that of measuring rock value. The proposals are extended to guide comminution of particle size in sample size reduction and to deal with the problem of erratic high assays. Also, elucidation becomes possible of the computation of a reliable figure for average grade as a statistical weighted mean.

Bellis and Hardy was interesting to me and has led me to make a few remarks concerning some of the points brought out. The question of employing correct hardening temperatures is one that is sadly neglected, particularly in many large plants that forge and treat their machine tools for private use. As is most aptly remarked in this paper, "The custom of using one, high-speed temperature for all tools is very poor practice;" still, such practice is more common than otherwise. An instance came to my attention some time ago, in connection with some work with the standardization of high-speed steels for machine tools, where there were no less than six different brands of alloy steels being used for machine tools such as lathe, shaper, planer, boring mill and cutters of like nature. All of these different steels received identical heat and forging treatment-or at least that was the aim of the tool hardener. That the results were highly unsatisfactory goes without saying. That the hardening department of many plants is conducted on a rule-of-thumb fashion is the reason for a great deal of the trouble and disappointment which seems to be the lot of many tool-steel users. Exceedingly crude execution is the rule rather than the exception, and it is no small wonder that the results are as good as they sometimes happen to be. It would seem that at the present price of alloy steels the subject should receive a closer scrutiny by purchasers than it does. One not familiar with the workings of souse plants that disdain to lend an ear to scientific heat treatment would scarcely give credence to some of the methods employed, not only in the treatment of the steel but also in its selection and purchase. Heating for hardening should be conducted under close pyrometric control only after the correct hardening temperature has been determined.

"The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.INTRODUCTIONCoal is a black or brownish-black combustible solid, derived from a heterogeneous mixture of plant remains and associated mineral matter that have undergone chemical and physical metamorphic changes by biological and geological processes without free access to air. It is composed principally of carbon, hydrogen and oxygen with lesser amounts of nitrogen and sulfur. 'Its exact chemical and physical nature has remained poorly defined, because the term 'coal' refers to a broad range of coalified solids ranging in rank from anthracite to a variety of bituminous coals of differing volatile matter content, sub-bituminous coals, and ending with lignite and brown coals. The variation in chemical and physical properties through these ranks is massive. In summary, Luckie's (1988) assertion is apropos: ""There is no such thing as coal; there are coals"". The coal preparation engineer, and, most especially, those scientists and engineers from other disciplines wishing to work with coal, must constantly keep this admonition in mind because what is true for one coal seam is often not directly applicable to another."

"Recent advances in new computational modelling techniques such as Lattice-Boltzmann and Dissipative Particle methods offer the prospect of simulating complex fluids such as colloidal and dense suspensions in industrial processes. They are referred to as mesoscopic methods since they lie between molecular dynamics at a microscopic atomistic scale «lO-9m) and traditional macroscopic CFD methods (> 1O-2m). The models behave like a 'coarse-grained' gas consisting of fictitious interacting particles, which are much larger than the real molecules of the actual fluid they represent. Inter-particle forces are set so that the collisions collectively mimic the phenomenological transport properties and flow of the underlying fluid at a macroscopic scale.Much of the developmental work to date has focused on laying theoretical foundations based on thermodynamic and kinetic theory. Successful applications include predictions of macroscopic transport properties of complex fluids and flows in porous media and filters. With the constant increase in computational power, these mesoscopic methods are now sufficiently developed to determine their suitability to simulate complex fluid flows in real industrial processes. This work describes the application of meso scopic methods to the stencil printing of solder pastes in the assembly of electronic components. The aim of this work is to assess the ability of these methods to study the transport mechanisms of individual solder particles suspended in the flux solvent as they enter and fill the micro-apertures of a stencil. This paper demonstrates the coupling of such mesoscopic methods to continuum CFD methods to predict the flow of dense suspensions (i.e. solder paste) in industrial processes."

"Segregation of impurities during refining of metallurgical grade silicon (MG-Si) is an option to produce solar grade silicon (SG-Si). Directional solidification is a last step in production of SG-Si effective for removal of metallic impurities. The possibility is investigated to use metallic impurities originally present in MG-Si for removing boron and phosphorus. MG-Si has been treated using two methods: 1) alloying with calcium and 2) refining with Na2O-CaO-SiO2 slag, both by controlled cooling. The microstructure of silicon and the impurities distribution have been studied before and after the treatments. Using EPMA phosphorus and boron have been detected in 1-2 wt% concentration range in several intermetallic compounds in grain boundaries after both treatments. This observation points to a different possible mechanism of silicon refining from boron and phosphorus. Controlled cooling improves migration of phosphorus and boron to the silicide phases in grain boundaries, which can be removed by acid leaching treatment.2. IntroductionStandards for silicon solar cells and growing demand on “green” energy require economical and efficient route to the production of solar grade silicon. Refining of cheap metallurgical grade silicon is one of the promising options, where application of existing metallurgical approaches can result in cost-efficient production on industrial scale. Focus in refining is on impurities, which are most difficult to remove: B, P, Al, Ti, due to their large segregation coefficient in silicon and low vapour pressure [1]. Moreover, more environmentally friendly technology in comparison to the traditional Siemens process [2] will be in accordance with societal needs. Based on properties of common impurities in metallurgical grade silicon, alloying refining and slag refining are suggested as competitive techniques having potential effect on removal of impurities harmful for conversion of solar energy [3, 4]. Alloying with Ca followed by acid leaching was found to be effective for removal of Fe and Ti from silicon [5] and to enhance also removal of boron [6] and phosphorus [7, 8]. In the work of Inoue et al. [8] drastically increasing removal of phosphorus from silicon has been observed with an increase of Ca content and a thermodynamics-based explanation was provided. Since phosphorus has been found to condense in the secondary precipitate mainly composed of CaSi2, it can be removed together with iron and titanium by consecutive acid leaching treatment. Slag refining is one of the metallurgical methods proposed to be effective for refining of metallurgical grade silicon from boron [9, 10]. Slags with additions of the following oxides to silica have shown positive effect on removal of boron: CaO [11-13], Na2O [11,14]. Mechanism of slag refining from boron is based on oxidation of boron followed by its incorporation in the slag network [9,11]; the same mechanism is suggested for refining from phosphorus taking into account that oxides of boron and phosphorus are known as network-formers [15]."

A major component of Sydney’s new South West Rail Link project is the Hume Highway Underpass (HHU), an 80 m long twin track mined tunnel excavated at a depth of just 5 m below the pavement of the Hume Highway; one of Australia’s busiest road corridors.In order to ensure a safe and efficient construction of the underpass without disruption to the Hume Highway traffic, design of the HHU required specific focus on the prediction and control of ground movements. This paper describes the design and construction solutions adopted in response to these challenging constraints. At Gipronickel Institute a technological flowsheet of pressure leaching of copper from rich copper concentrates (i.e. containing: Cu -59-75%; Ni -D.5-4.64%; Fe -D.2-J.3%; S -21.8-26.9%) was developed. As a result, the possibility of deep decomposition of copper-containing minerals with extraction of elemental sulphur (up to 90-95%) was established. The obtained sulphur concentrates contain 80-90% of elemental sulphur, which can be separated from sulphide residue through autoclave melting and settling. As a rule, sulphide concentrates remaining after extraction of sulphur contain up to 1-2% of noble metals. The sulphide concentrate can be purified to the level of rich concentrates or pure metals using the well-known methods as in the case of tankhouse slimes. The presented research specifies the parameters of main operations: pressure leaching and sulphur extraction. It was established that 98% of copper could be transferred into solution at temperatures of 108-1 10°C and oxygen partial pressure 0.4-0.6 MPa. Experiments were carried out in autoclaves of various volumes using the products of nickel matte processing.

The Mitchell and Berea sands were cored and logged in Fred Link well K-l, Lower Newport field, Washington County, Ohio. Core and reservoir fluid analyses and available field data were studied to determine if these sands could be successfully waterflooded. The results of the study indicate that there is insufficient oil in place to form an oilbank in either the western Mitchell pool or the Berea sand, and that no commercial recovery of oil by waterflooding can be obtained in these reservoirs.

"The importers and manufacturers who import or produce products with packaging containers are charged a recycling fee in Taiwan. The amount of waste packaging containers used for calculating the recycling charge is based upon the amount declared by importers and manufacturers which might be underestimated. This study aims to estimate the amount of waste packaging containers generated by households in Taiwan and also explores its distribution. The sampling survey and ratio estimation are conducted for estimating the recycled amount; while the refuse sampling method for municipal solid waste composition is employed to estimate the un-recycled waste packaging containers. The estimated total amount of waste packaging containers in 2011 generated by households in Taiwan is 696,511 m.t., of which, 79.49% of the waste packaging containers were recycled and 20.51 % were landfilled or incinerated. This study shows that the amount of waste packaging containers declared by importers and producers is underestimated around 20%.IntroductionWaste packaging containers including iron cans, aluminum cans, glass bottles, plastic containers, paper containers, aluminum foiled paper packs are officially announced to be recycled in Taiwan. In order to create the economic incentive for raising recycling performance, associated manufacturers and importers are charged a recycling fee to subsidize recyclers. The amount of packaging containers declared by importers and manufacturers is used for calculating the recycling charge and recycling rate. The importers and manufacturers might underreport their producing (importing) amount to pay less recycling fees. Therefore, the estimated waste packaging containers based upon the amount declared by importers and manufacturers is usually underestimated. Related previous studies about waste packaging containers recycling in Taiwan are done by Hsu and co-workers [1-4]. Hsu and Kuo [1] estimated total production values of recycling and evaluated the performance of recycling performance based upon the estimated production values. Hsu and Liu [5] provided a cost analysis of recycling for waste packaging containers in Taiwan. Bor, Chien, and Hsu [2] presented a market-incentive recycling system for waste packaging containers in Taiwan. Hsu and Kuo [4] provided an amending mechanism for product charge and recycling subsidy in response to the social economic changes for waste packaging containers recycling. Lee and Hsu [ 6, 7] explored the distribution, fee rates, and collection rate of waste containers. This study aims to estimate the amount of waste packaging containers generated by households in Taiwan and also explore its distribution."

INTRODUCTION A safe heat stress control strategy for an underground mine has three elements: Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. Acceptance of a functional relationship between the environ- mental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The environmental measure that reflects physiological strain is the link between the three elements and, since the turn of the century, the discussion of the merits of various indices has been prolific. One problem in selecting a suitable measure or index is the ease with which it can be physically obtained relative to accurately reflecting the physiological strain. For example, wet bulb temperature is simple to measure and, for a particular mining sys- tem, it may adequately represent physiological strain, however, it would not necessarily provide the same relatively safe measure in a different mining system. The acceptance of a measure which can be universally applied has been confounded by both development and predisposition. That is not to say that there is only one "correct" measure and all others are unsuitable. It is self evident that if the application of a particular index has resulted in adequate control, then that mea- sure is correct for that situation. However, an understanding of the limitations is necessary to ensure that adequate control is maintained as mining conditions change. Almost 100 years after the question of heat stress in mines started to be dealt with in a collective manner, an analysis of the available information is leading towards a general strategy to control this problem. In the paper, the developments in heat stress assessment are briefly examined and followed since the earliest published observations on the effect of heat in mines (Haldane, 1905), efforts to determine a relationship between an environmental measure and human performance are reviewed and summarised and the benefits of control strategies such as acclimatisation and shortened shifts are discussed as they relate to Mount Isa Mines. The results of testing the prototype air cooling power instrument are discussed and a heat stress control strategy outlined. HEAT STRESS AND AIR COOLING POWER The operation of the human engine is analogous to other engines where the conversion of chemical energy from the oxidation of fuel to useful mechanical energy is not 100% efficient. In a diesel engine it is about 33% and in a human engine less than 20% resulting in at least five times as much heat produced by the meta- bolic process as useful work done. Metabolic energy production is related to the rate at which oxygen is consumed and is about 340 W for each litre of oxygen per minute. Using measured oxygen consumption and an average body surface area of 2.0 m2, the approximate metabolic energy production associated with different mining tasks is (Morrison et al. 1968):- • Rest, 50 W/m2 • Light work, 75 to 125 W/m2 (machine, LHD or drill jumbo operators) • Medium work, 125 to 175 W/m2 (airleg drilling, light construction work) • Hard work, 175 to 275 W/m2 (barring down, building bulkheads and timbering) • Very hard work, over 275 W/m2 (shovelling rock) Heat balance is achieved when the rate of producing heat (the metabolic heat production rate) is equal to the rate at which the body can reject heat mainly through radiation, convection and evaporation. Heat exchange between the lungs and the air in- haled and exhaled is normally less than 5% of the total and there- fore usually ignored. Any heat not rejected to the surroundings will cause an increase in body core temperature. Since heat stress is related to the balance between the body and the surrounding thermal environment, the main parameters required to be known when determining acceptable conditions are those associated with the heat production and transfer mechanisms. These can be summarised as follows: Metabolic heat production rates (M - W) Skin surface area (A3) (and effects of clothing) Dry bulb temperature (t[ ]) Radiant temperature (t[ ]) Air velocity (V) Air pressure (P) Air vapour pressure (e [ ]) The rate of heat transfer to or from the environment depends on the equilibrium skin temperature t, and the sweat rate S,. These in turn depend on the response of the body to the imposed heat stress and the effect of thermoregulation (Stewart, 1981). Thermoregulation The body contains temperature sensitive structures which send impulses to the brain at a rate depending on the temperature. In October, the Aluminum Company of America restarted the fourth of seven pot-lines at its Point Comfort, Tex. primary aluminum smelter. The price of primary aluminum ingot, as quoted by American Metal Market, was increased from a range of 60.5 to 63.0 cents per pound at the end of September to a range of 66.0 to 66.5 cents per pound at the end of October. BERYLLIUM On October 15, Brush Wellman, Inc., of Cleveland, one of two U.S. producers of primary beryllium products, announced a planned $6 million expansion of its extraction plant at Delta, Utah, increasing the plant?s capacity to extract beryllium from bertrandite ore by 25%. Another $5 million will be spent on two mine expansion programs in Jaub and Millard Counties, Utah. Other mineral claims and 1 eases he 1 d by The Anaconda Company will be taken over by Brush Wellman through lease or purchase. This expansion, when completed in 1981, will decrease U.S. dependence on imported beryl ore.

Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

Mining is experiencing a difficult period of low profitability and declining productivity. To achieve sustainability, mining companies are challenged with improving output, quality and safety while decreasing costs. At the same time, organisations are having to manage a workforce in which individuals no longer accept a traditional style of management, employees prefer more flexible employment, and diversity within teams is becoming the expected norm.Increasing organisational diversity has been shown to have a positive impact on performance and therefore sustainability. Gender diversity and equality between working men and women is the area most studied in this regard. Executives are becoming more aware of the correlation between gender diversity and performance with some larger organisations having dedicated resources to increase the number and status of women in their organisations. Despite this, limited improvement in gender equality is apparent globally over the last decade with some industries, including mining, going backwards. So why is this the case and what other strategies are available?In 2015, the United Nations Women National Committee Australia (UN Women NCA) in conjunction with Autopia released a white paper discussing the lack of visible change in gender equality despite the widespread implementation of merit-based personnel management strategies. Using research from around the world and thoughts from influential government, education and business leaders, the paper ‘Rethinking Merit’ debunks the myth of the meritocracy. It provides a number of recommendations for organisations committed to improving their performance and sustainability through diversity, including a variety of real-life company examples, instead of relying solely on merit-based decision-making.This paper takes the recommendations of ‘Rethinking Merit’ and applies them to the mining industry. It shows the relevance that rethinking merit has for the industry and why applying the recommendations can result in an increase in diversity, therefore enabling greater performance and sustainability of mining companies. This paper provides case studies from Aurizon, Iluka Resources and BHP Billiton and, as a guide for managers, a generic diversity strategy designed to be implemented alongside traditional merit-based personnel management techniques.CITATION:Hobbs, K, 2016. There is one quick way to substantially reduce the operating cost of a great many pining operations. It is to cut the demand charge on the use of electricity and gas. Demand charge is the utility company's charge for the maximum rate of energy usage which is in addition to the charge for the total amount of energy used. Energy demand is reduced by prohibiting simultaneous operation of devices, especially those that consume large amounts of energy, or by deferring the use of such equipment as air conditioners from one demand period to a subsequent period. To achieve that end, a control system can continuously measure the demand and turn off selected loads in accordance with established rules. Because of the complexity of most industrial plants, a computer is the best means of storing, measuring, calculating, and controlling the many variables associated with the many devices involved. A computer system for that use has been developed by the Westinghouse Computer and Instrumentation Division in Orlando, Florida. For most applications, this demand control system can be installed and operated by industrial plant engineering personnel with no special knowledge of computer technology. It can be used with both electrical and gas service. For clarity, let us examine electrical demand first.
