The SDSU tunnel and underground station are the first of these type facilities to be constructed by the Metropolitan Transit Development Board. Because there is no previous experience, and because tunneling activities are associated with some risk, he MTDB has undertaken a very proactive and wide reaching program to identify and control risks during construction. Finally, because the tunneling activity and underground station is on the San Diego State University, MTDB is working closely with their staff to identify construction impacts and mitigation’s, and thus ensure a quality project for both agencies.

Considerable improvements in diamond drilling equipment have been made since the early 1950s. A recent drilling programme, however, at Williamtown, near Newcastle, carried out by the Joint Coal Board on behalf of the Electricity Commission of New South Wales, emphasized deficiencies in existing equipment when particularly diflkult coring conditions were encountered.Spurred by unacceptably low recoveries in coal seams in this area, the Joint Coal Board devised and developed, with the assistance of the Electricitv Commission, a new typc core lifter and a special 26 ft triple tube core barrel, designed to operate in conjunction with it in bad coring conditions.The core lifter, whieh is propped open clear of incoming core during drilling, is activated by fluid impulses generated inside the core barrel. It can be used with double tube barrels when drilling firm rocks whichdo not change diameter by compaction inside the barrel.Softer rocks. such as clayey types, require the use of a rriple tube barrel.Results from testing carried out to date in difficult areas in New South Wales coalfields have shown that greatly improved results can be obtained with the new equipment. Although developed essentially for coaldrilling, the new core lifter and barrel could be adapted to other fields of diamond drilling. Even in areas where no great coring difficulty is encountered the cost advantage deriving from the greatly inereased life of the core lifter and the adaptor in which it is housed could justify its use.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. The development of new techniques in mineral exploration seems to reduce the need of geological field work and mapping: Data collection can now be done remotely by satellites, drones, and tablet-equipped field assistants, while the geologist assembles data sets with 3D software. The interpretation of complex data sets can be assisted by machine learning and artificial intelligence (ML, AI). Instead of loosing relevance, geological mapping and logging are now even more essential to provide the interpretive framework essential for the correlation, validation, and integration of huge amounts of data, but will not be replaced by new technologies. Geological truthing lies in the field, with experienced geologists conducting this work while training and mentoring young professionals.

As part of a larger study of the mechanism of froth flotation of coal, the rates at which coal particles of various size and specific gravity react to froth flotation were investigated. Results of this study show that in flotation: I) recovery rate increases, but selectivity decreases with a decrease in particle size down to 100 mesh, and 2) recovery rate is constant for all sizes between 100M and 325M. n response to the growing demand for low-sulfur coking coal for iron making, the coal industry is continually striving to perfect methods for cleaning coal to acceptable ash and sulfur levels while maintaining maximum product yield. By present standards the industry has adequate processes for cleaning coarse coal, i.e., + 28 mesh, at almost any desired specific gravity. However, in the case of fine coal, i.e., —28 mesh, neither of the two existing processes - froth flotation or hydrocycloning — in its present state of development yields products that are comparable in ash and/or sulfur content to products normally obtained from coarse coal processes. The work outlined in this paper is part of a larger study directed toward maximum exploitation of froth flotation for fine coal processing. The concepts and data presented are now serving as a basis for designing fine-coal circuits in which improved efficiency is obtained by optimum use of froth flotation with other fine-coal processing methods. The paper includes: 1) A discussion of the value of a detailed wash-ability study as a method of assessing the problems associated with fine coal processing, 2) A general discussion of hydrocyclone principles, included to serve as a basis for understanding the mechanism of coal flotation, and 3) A detailed discussion of the mechanism of coal flotation, as well as the research leading to the optimum use of froth flotation in combination with other fine-coal cleaning methods to provide efficient fine-coal processing. Our study of the rates at which coal particles of various size and specific gravity react to flotation shows that in flotation: 1) recovery rate increases but selectivity decreases with a decrease in particle size down to 100 mesh, 2) recovery rate is constant for all sizes between 100 mesh and 325 mesh, and 3) the flotation process effectively rejects only those extremely fine particles which do not contain surface carbon. (Because of this feature, froth flotation is an excellent method for rejecting clays - the only extreme fines in - 325-mesh coal that are always carbon free.) Washability studies of flotation products are used to assess flotation efficiency. These studies show that: 1) the increase in percent sulfur in flotation products above the theoretical sulfur content as defined by the washability study is due almost entirely to flotation of fine high-specific-gravity particles that are part coal and part pyrite, and 2) in a given size range particle floatability decreases with an increase in particle specific gravity. Error curves are explained and are used to compare the mechanisms of coal flotation and hydrocycloning. These comparisons show that hydrocyclone performance is affected primarily by particle mass, i.e., particle specific gravity and size, whereas coal flotation performance is dependent on both the particle mass and the coal surface available for bubble attachment. Since the error curve is a basic tool for rating the efficiency of any coal processing system, it will be useful to quickly review the principles of error curve construction. RATING COAL-PROCESSING EFFICIENCY BY THE ERROR CURVE The organic component of coal is of lower specific gravity than its impurities, and the most effective principle for coal concentration is therefore separation on the basis of specific gravity. However, since there is no sharp dividing line between pure coal and pure ash components, specific gravity must be closely controlled if the product is to have acceptable quality at maximum yields. In turn, the basis for close control in any coal processing system is the reference standard provided by precise laboratory washability studies. This paper covers oil shale resources in those countries that border the Pacific Rim. The major known resources around the Pacific Rim occur in the Western United States, Australia, the People's Republic of China, (PRC) and the Thailand/Burma region. The location of these deposits is shown in Figure 1. In 1965, the U.S. Geological Survey estimated world oil shale deposits of over 4 quadrillion tons having a potential oil yield of over 2 quadrillion barrels. If all this were extracted, it could meet the world's entire energy needs far into the future. However, the Survey also estimated the spent shale waste could cover all of the surface of the world to a depth of about 10 feet. Thus, for this and many other technical and economic reasons, it does not appear to be feasible to develop a large portion of the world's oil shale resources in this century; nor will shale in itself solve our energy problems. Nevertheless, shale oil and other ' synthetic fuels are expected to play an important role in new energy supplies in the longer term. WHAT IS OIL SHALE OR SHALE OIL? The term "oil shale" is sometimes a misnomer, in that the rock is often more of a limestone or siltstone than a shale. The common link between resources termed “oil shale" is that they all contain an insoluble substance cal led kerogen (which is from the Greek words for waxmaking). Kerogen is a form of organic carbon derived from a variety of plants ranging from algae to higher plants. When heated sufficiently, the kerogen generates hydrocarbons called shale oil, a form of synthetic crude oil that in most cases is lower in hydrogen content than conventional crude oil. The amount of oil in oil shale is relatively small --roughly 10 percent (by weight) in the richer shales. To upgrade this synthetic oil to usable products, additional processing is necessary. This brief sketch gives an idea of what this different, but significant, form of hydrocarbon is like. ENVIRONMENTS OF DEPOSITION Most oil shale deposits fall into three environments of sediment deposition: 1ake (called lacustrine), sea (marine) and river (fluvial-deltaic). In each case, the deposition of oil shales took place in quiet water environments where plant life, particularly algal plants, could flourish and, after dying, be deposited in unoxygenated water where the kerogen precursors would be safe from destruction by oxidation. The oil shales that were deposited in large lake basins (lacustrine) have attracted the most attention for development over the years. They often have multiple seams, deposited in a cyclic nature with extensive areal distribution and rapid vertical changes in kerogen content. Grades are moderate to high, ranging from 80 to 200 liters per tonne. Rundle in Australia and the Piceance Creek Basin in Colorado are examples of this type. Both deposits represent large volumes of oil shale in small areas which could provide the large volume of feedstock needed for future commercial operations. The stratigraphic sections of these two deposits feature thick oil shale seams with average grades of 80 - 125 liters/tonne conducive to both open pit, and underground operations. However, the rock strength of the Rundle shale is not sufficient to - support underground mining. On the other hand, the Colorado deposits, being more carbonate in nature, are sufficiently strong to support either type of mining depending on the overburden to ore ratio. These latter types of deposits will likely provide the first target for development of a commercial industry. The marine type is characterized by extensive areal distribution with relatively thin seams. The grades are generally low to moderate, ranging from 50 to 120 liters per tonne. The marine oil shales are common worldwide, and their attractiveness for mining is dependent on the overburden to ore ratio. Because of their widespread areal distribution, their in situ resources can be quite large. The Toolebuc Formation in Central , Queensland, Australia is a good example of this type of deposit being 7-10 meters thick over an extensive area. The Julia Creek deposit with its favorable overburden-to-ore ratio is being studied for possible development. In a fluvial-deltaic environment, there are many small lakes or bogs associated with rivers in which a very pure type of oil shale called torbanite could form. Torbanites are very high grade containing up to 75 percent hydrocarbons. The known occurrences are generally small lenticular deposits associated with coal seams. Even with the high grades, it is not likely that any of the known deposits would warrant commercial development because of their small size. The torbanite deposits in New South Wales, Australia were processed prior to World War I1 near the town of Glen Davis. However, today's known resources of this type are not large enough to warrant a commercial plant.

Power foR CompREssion It is frequently desirable to determine the horsepower necessary to compress a given amount of free air from atmospheric pressure to a certain final pressure. The nomograms in Fig. 1 and 2 present a rapid method of calculating the horsepower required to compress 1 cu. ft. of free air per minute by single or two-stage compression. The evolution of thermodynamic models of molten salts and slags, starting with Temkin in 1948, has culminated in today?s sublattice models. These modern models have permitted the development of large thermodynamic databases of model parameters, which can be used to calculate and predict accurately the properties of multicomponent solutions. The model parameters are mainly obtained by the critical evaluation and optimization of available thermodynamic and phase equilibrium data for binary and ternary subsystems. The models are then used to estimate the properties of multi component slags and salts from these assessed binary and ternary parameters. When used in conjunction with thermodynamic databases for solids and solid solutions (salts, oxides, sulphides, metals, etc.), other liquid solutions (such as liquid metals),and gases, these databases permit the calculation of complex multiphase equilibria in multicomponent systems, with applications in a wide variety of industries. These calculations can be performed with general commercial software for Gibbs energy minimization, which can also be incorporated into process simulation software packages. In the early 1980's BHP identified several potential gold deposits in West Africa. One of these deposits was located in Mali, near the village of Syama. As a result of extensive explo­ration activities, an oxide ore as well as an underlying sulphide ore was identified. After agreement with the government of Mali was reached the development of the deposit was undertak­en. The plan for the development of the mine included the treat­ment of the oxide ore followed by the treatment of the underly­ing transition and sulphide ore. The development of the deposit was extremely aggressive. Following the approval of the project in early 1989, engineer­ing was started, equipment purchased sitework was started, and the first ore was introduced in December of 1989. This was accomplished in spite of the difficulties of the site. These diffi­culties included: • remote site location without air or road or water access • no existing infrastructure including water, power, or communication • high health risks • limited construction and manufacturing support in West Africa The operation began with a conventional crushing/grind-ing/CIL/elution and electrowinning facility. The facility was designed to treat 2000 metric tonnes of ore per day. After start­up in December of 1989, the operation was improved to the point that plant throughput was averaging nearly 3000 tpd and running at 92 to 93% availability.

"A plant study of zinc rougher flotation at Brunswick Mining was conducted using lime, soda ash and a combination of both as the pH modifiers in order to establish the effects on sphalerite and pyrite kinetics and mineral selectivity. The plant sampling and analysis was augmented by surface analysis using TOF-LIMS, SEM and XPS as well as fundamental precipitation and surface-charge studies in the sphalerite Ca/C03/S04 system.The results revealed the important role of carbonate ions in cleaning the sphalerite surface for effective activation by CuS04 to occur, and the beneficial role of combined soda ash and lime in increasing pyrite and galena depression.1.0 IntroductionThe studies reported in this paper were initiated as part of an investigation into the causes of a particularly pronounced seasonal deterioration in metallurgical performance at the Brunswick Mining concentrator during the summer of 1995. The concentrator treats a complex base metal ore having a typical feed composition of 9.0% Zn, 3.5% Pb, 0.4% Cu and 100g/t Ag at a current throughput of 9,000 TPD, although at the time of the problem in 1995, the average production rate was closer to 10,500 TPD. Zinc, lead, copper and bulk (zinc-lead) concentrates are produced with overall metal recoveries of 86% zinc, 63% lead, 60% copper and 60% silver; results which are typical of the lower recoveries associated with fine-grained, highly complex VMS and SEDEX type deposits. The main economic minerals of interest are an iron-containing (7% Fe) sphalerite, galena and chalcopyrite with the main diluent (about 60% wt) being pyrite.Figure 1 shows a simplified flowsheet of the Brunswick milling circuit while the seasonal decrease in summer metallurgy in 1995 is illustrated in Figure 2. Of significance is the rapid drop in copper and lead recovery in June while there is an apparent delay until late August-September before the zinc deterioration reaches its lowest point. A more typical seasonal effect within the experience of the authors is the reverse of the Brunswick situation, namely an improvement in summer performance thought to be associated with improved differential flotation kinetics during warmer weather leading to better mineral selectivity. The historical Brunswick experience was particularly severe during the summer of 1995 with estimated incremental losses of $10 Million for this period. The potential of the very significant economic benefits to be gained from understanding and hopefully improving the annual drop in performance led to an investigation involving the minesite metallurgical group, the Noranda Technology Centre (NTC) as well as researchers in Professor Jim Finch's group at McGill and the surface analytical services and interpretive skills of AMTEL."

This paper presents the design concept using floating piles to support 2500Ton oil storage tanks on a very soft alluvial clayey soil of about 40m thick in Riau Province of Sumatra, Indonesia. The floating piles of various penetration lengths were designed to support seven numbers of such storage tanks seating on a 20m diameter and 500mm thick reinforced concrete (RC) circular raft. The pile points have been strategically located at the RC raft. Varying pile penetration lengths have been designed to minimize the angular distortion of the thin RC raft and the out-of-plane deflection at the tank edge. Vibrating wire strain gauges were installed at different levels inside the ø350mm prestressed reinforced concrete piles to measure the load transfer profile during the static load tests and water-loading test. The installation and interpretation of the instrumentation are described and discussed. Boreholes, in-situ tests like piezocones, vane shear tests and standard penetration tests, and laboratory testing were carried out to obtain geotechnical parameters for the pile designs. Static load tests were also carried out on the spun piles of varying lengths of 24m, 30m and 36m respectively. It has been demonstrated that the floating pile system can be a cost effective design to support heavy structures on very soft compressible deposits with satisfactory performance. Finally, the design concept validated with the results of instrumentation is discussed.

The U.S. Bureau of Mines has been developing the mechanical roof pulling technique as a method for evaluating the effectiveness and the comparative advantages and disadvantages of various roof bolting systems, based on the characteristic responses of bolted nine roofs to a prescribed external loading system. Preliminary experiments were conducted in the Bureau's Safety Research Coal Mine using a 12-foot and a 16-foot-span test rig. The experiments have proved the capability of the test rigs and suggested the viability of the test method. This paper summarizes the test concept and the experimental results.

Very useful general relationships between operating parameters and the operating results for open- and closed-circuit grinding under steady- state conditions are described. The basic idea of the developed methods consists of the introduction of a known reference state. The relations derived from very simple approximations to individual processes allow one to evaluate fineness and mass flow of the desired state after changing the parameters (feed rate, fineness of the feed material, mill length, transport behavior through the mill, classifier characteristics). It was also possible to derive some general relationships, e.g., * an equation for the influence of the operating parameters of the mill on the fineness of the mill output * a criterion to establish if the desired state of a closed grinding circuit is steady state at all * a possibility to substitute the common influence of the transport behavior of the mill and of the classifier by-pass fraction with the coarse stream on the mill outlet product by means of a fictitious worse transport behavior. The applicability of the described methodology to many problems in grinding practice, including questions of controlling grinding circuits, is demonstrated by some examples. In particular, a working diagram of the standard closed grinding circuit has been established.

MANY of the properties of metals and alloys are structure dependent. Not the least of these is the grain structure. For example, in producing alloy bonds between silicon or germanium and gold-alloy foil at temperatures above their eutectics (which are, respectively, at 370" and 356°C) but below the melting points of the individual constituents, it was found that wetting was more complete with a fine-grain structure than with a coarse-grain structure. In cases where the assemblies were held together for long periods of time at elevated temperatures, wetting was not as critically dependent on the grain structure as was the case for shorter periods of time. When liquid phase forms, it first forms in the grain boundaries due to the fact that most of the impurities are concentrated at the grain boundaries and that most impurities tend to lower the melting point of the gold alloy somewhat. In addition, grain boundaries are at high-surface free-energy levels and are thus in a more favorable condition to initiate good wetting. A fine-grain structure will have more grain boundaries per unit area than coarse-grain structure thereby making wetting somewhat easier. To make the grain structure of an alloy sys- tem visible, a satisfactory method for differentiating between the different grains of which the system is composed must be employed. For the alloy bonding system previously described, the grain structure on the foil surface is of primary interest. Conventionally used etchants for the gold-alloy system will not adequately delineate grain boundaries in their structures. For this reason an alternate method is proposed for those cases where such a determination is necessary. Foil between 0.0005 and 0.005 in. thick has been used in this determination. The equipment used in this investigation was described in a previous publication.' Essentially, it employs a resistance-type filament which can be heated up very rapidly and cooled very rapidly. A thin refractory material is placed on top of the heating element. This refractory material may be molybdenum, tantalum, tungsten, or even ceramic but its thickness should be less than 0.010 in. to minimize the temperature gradient across it. The gold-alloy foil is placed on top of this refractory material. The temperature of the heating filament is raised to 900°C and cooled down to below 100°C in 5 to 10 sec. During this cycle, the foil can be observed to plastically deform due to its own weight. With no further chemical etching, this assembly is then viewed under a standard metallurgical microscope and the grain size measured. Fig. 1 is a Au-1 pct Sb alloy at 400X magnification and Fig. 2 is a Au-1 pct Ga alloy at 130X. This technique has proved to be an adequate means for controlling processing conditions in producing large quantities of gold alloy foil.

The U.S. Bureau of Mines investigated CaF2-assisted H2SO4 leaching to extract Mn from domestic silicate manganese resources. A pyroxmangite ((Mn,Fe)Sio3) ore containing, in pct, 34 Mn, 23 Si, 3 Ca, and 1 Fe was leached at 90° C for 3 h in a solution containing, in g/L, 12 Mn, 140 H2SO4, 130 (NH4)2SO4, and 5 CaFz. Manganese extraction of 92 pct was achieved. Manganese of greater than 99 pct purity was prepared by electrolyzing the purified pregnant solution at a current density of 50 mA/cm2. The current efficiency was 65 pct.

Joint ventures exist as a means of sharing risks and obeying regulations. An unincorporated joint venture allows a company to take a share only of a project yet allows that company to treat such share as though it were an integral part of the company. The nature of the risks inherent in many ventures is described and comparisons made with alternative corporate vehicles. Different procedures for managing joint ventures are also reviewed and the types of problem encountered in establishing and operating joint ventures are discussed. The basic characteristics of successful joint ventures, in Australia, are listed and a conclusion reached that, despite its difficulties, the joint venture will continue to proliferate as a corporate vehicle for project development.
