With the surrender of the Japanese Imperial Government as a climax to the capitulation of the German High Command , the main objective of the Petroleum and Natural Gas Division pivoted from war assignments to its main normal functions . One of these functions is to give wide public distribution to valuable technical facts which the Division has obtained through research on petroleum , natural gas , helium , and related subjects . During the war years many engineering data and scientific facts could be released only on a restricted basis as reports to war agencies and others immediately concerned . Moreover , many of the wartime reports contained masses of detailed data that were prepared under stress to meet emergency schedules . For peacetime publication and application , these data must be reviewed , correlated , and rearranged so as to present the essentials in proper form . To illustrate , a wartime report of 50 pages might be resolved into one curve in a composite graph for a peacetime publication . Another factor affecting the orientation of the work of the Division is the broader horizon of research revealed by its war activities . Fundamental research and careful engineering analyses are just as important in time of peace as in time of war; in fact , they should be more important to the forward view , because under peace conditions disrupting influences that distract from the orderly acquisition of knowledge are minimized . Therefore , the concerted effort has been not to " salvage " the results of the war activities , but to evaluate them on the basis of their relative importance in the future economy of the country . Where wartime investigations have pointed to peacetime accomplishments , the effort has been to give the corresponding type of work additional emphasis . This adjustment can not be made hurriedly , but many of the necessary preliminary steps on the new course have been taken ..

"In this work, a novel compound 4-Amino-5-mercapto-1,2,4-triazole was first synthesized and its selective adsorption mechanism on the surface of chalcopyrite was comprehensively investigated using UV-vis spectra, zeta potential, Fourier Transform Infrared Spectroscopy(FTIR), X-ray Photoelectron Spectrscpy Measurements(XPS), and Time of Flight Secondary Ion Mass Spectrometry (ToF-SIMS) and first principle calculations. The experimental and computational results consistently demonstrated that AMT would chemisorb onto the chalcopyrite surface by the formation of a five-membered chelate ring. The first principle periodic calculations further indicated that AMT would prefer to adsorb onto Cu rather than Fe due to the more negative adsorption energy of AMT on Cu on the chalcopyrite (001) surface, which was further confirmed by the coordination bonding energies of AMT-Cu and AMT-Fe based on the simplified cluster models at a higher accuracy level (UB3LYP/Def2TZVP). The bench scale results indicated that the selective index improved significantly when using AMT as a potential chalcopyrite depressant in Cu-Mo flotation separation.INTRODUCTIONFroth flotation is one of the most important processes to separate valuable minerals from gangue by taking advantage of differences in the physical chemistry of their surface properties(Laitinen et al., 2014), particularly in their surface hydrophobicity. Hydrophobicity differences between valuable and gangue minerals could be regulated by adding different chemical additives (surfactants)(Kor, Korczyk, Addai-Mensah, Krasowska, & Beattie, 2014), such as collector and depressant. It could be conducted economically to selectively separate and enrich the complicated and/or poor ores, by adopting appropriate surfactants. For example, the beneficiation of molybdenite usually relies on a two-stage process to realize flotation separation of molybdenite from other unwanted sulphide ores(Wie & Fuerstenau, 1974). In the first step, a bulk molybdenite concentrate is produced by utilizing kerosene/ diesel oil and pine oil/alcohols as collector and frother, respectively. Second, sodium hydrosulphide, sodium cyanide, ammonium sulphide, or Nokes reagent are adopted as depressants in the separation stage. However, these depressants are usually toxicant and cannot meet the requirements of environmental protection. A large number of efforts have been taken to develop alternative environmentally-friendly depressants (Ansari & Pawlik, 2007; J. H. Chen, Lan, & Liao, 2013; Li et al., 2015; Yin, Sun, Hu, Zhai, & Guan, 2017; Yin, Sun, Hu, Zhang, Guan, Liu, et al., 2017; Yin et al., 2016). Although some novel and environmental-friendly depressants have been reported to achieve good performance in Cu-Mo flotation separation at a laboratory scale, there are still some challenging problems, including toxicity, high price or poor performance in practice, which severely limit their practical applications in Cu-Mo flotation separation on a commercial scale."

Mex., is one of a sories being prepared by the Mining Branch of the Bureau of Minos. on mining method a and practicos in, various mining districts of the United States. The mine shafts and. surface plant or International Minerals & Chemical Corp. are situated. in. sec.. 12, T. 22 S., R. 29 E., N. M. P. M., about 26-1/2 miles by paved highway east of the city of Carlsbad (figs. 1, 2, and 3). A spur line of the Atchison, Topeka & Santa Fe Railroad connects the mine with the Clovia-Pecos branch of the same road near Loving, a few miles south of Carlsbad. This spur also serves the refinery of United Staics Potash Co. This report gives. the history and describes the geology of the district. Methods of prospecting, exploration, sampling, and estimation of tonnage and values are explained; development and mining methods are discussed in con- siderable detail; transportation, ventilation and drainage are outlined; safety measures are noted; and the wage scale and organization are mentioned.

THIS review of the progress made in iron and steel metallurgy during the past year is confined to developments in this country. It attempts to give examples to illustrate progress made rather than to appraise results. As a result of the gradually diminishing supply of rich iron ores and of predictions made as to the probable life of the iron-ore reserves of the Lake Superior District, attention of iron and steel executives was directed to the question of beneficiation of iron ores. Laboratory and plant-scale experimental work was conducted on the wash ores .of Minnesota and an investigation, was, begun on the Old Range low-grade ores.

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should 'live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be' wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one' volume per year. Third.-That there are too many papers published that are 'of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be' represented in our TRANSACTIONS by papers.

Seawater has become a viable alternative for different uses in copper hydrometallurgy. In this paper we review the main physical and chemical characteristics of seawater and how these influence copper production. Reliable data on the use of continental water are reported, and the current use and consumption of seawater in the Chilean mining industry is analysed, indicating the main areas of use and the main problems encountered. Additionally, the influence of the elements in seawaterthat have the most influence on the extractive metallurgy of copper are considered. The Chilean copper mining industry currently consumes approximately 4.1 m3/s of seawater, which corresponds to 25% of the total water used. The use of seawater for the leaching of copper sulphide minerals, such as chalcopyrite, is beneficial because it provides 20 g/L of chloride, thereby improving copper dissolution kinetics.

The objective of this paper is to describe the research followed in creating a generalized, readiness assessment tool for mining projects. We start by highlighting the need for the assessment tool and then progress towards explaining the methodology followed during the study. The selection and finalization of the list of elements, sections, and categories that make up the unweighted values are described, followed by a summary of the weighting process applied. The outcome of this process is a weighted readiness assessment tool for mining project studies. The main benefits of the tool are that it will guide decision-makers and project managers through the definition phases of the project and improve the likelihood of project success.

"With the opening of the new San Francisco-Oakland Bay Bridge East Span, the former bridge and its caisson foundations are being demolished. Caisson foundations are in the path of a future shipping channel and therefore need removal down to the mudline 50 ft below water (MLLW). For the first caisson to be removed (E3) a mechanical demolition was performed above the waterline and an implosion was done for the remaining caisson down to mudline. Mechanical demolition consisted of excavators operating from either on top of the caisson, from work platforms or from barges. The demolition was implemented on a trial basis with a successful implosion on November 14, 2015. The work was conducted in an environmentally sensitive area, with measures taken to protect fish, marine mammals and birds. This demolition technique was cost effective, faster to execute, and had a better environmental impact then an alternative option. The demolition, measures implemented to protect the environment, outcome, and lessons learned are presented.INTRODUCTIONThe California Department of Transportation needed a cost effective and environmentally friendly solution for removal of the remaining San Francisco-Oakland Bay Bridge (former East Span) caisson foundations, starting with caisson E3. This was necessary to clear a future shipping channel. One option was to construct a steel cofferdam around the caisson to allow demolition in the dry down to the mudline. This option would take years to complete, be cost prohibitive, and its noise would disrupt aquatic life and birds throughout the cofferdam construction and demolition. An alternative option was implemented on a trial basis to conduct a mechanical demolition of the caisson above waterline along with an implosion of the remaining caisson down to mudline. This had the clear advantage as a cofferdam was not needed, and the demolition project duration would be approximately 6 months, instead of several years for the cofferdam option. The potential impact on aquatic life and birds from the implosion was a concern, as the location is environmentally sensitive; however, measures were implemented to minimize these impacts. As presented in this paper, this demolition option was implemented on a trial basis for Caisson E3. The technique succeeded and will now be used on the remaining caissons.BACKGROUND INFO ON CAISSON E3The reinforced concrete Caisson E3 is the largest caisson which supported the former East Span of the Bay Bridge. It was constructed in 1934, with the Bay Bridge opening in 1936. Figure 1 shows the project location. The caisson had a cell arrangement of 7 x 2 above the mudline. Below mudline, the caisson had a cell arrangement of 9 x 4. A structural transition was made between the 7 x 2 and 9 x 4 cell arrangements with buttress walls. All cells were flooded, as underwater openings were included in the original caisson walls to equalize the hydrostatic pressure. Figure 2 shows the caisson layout with limits for mechanical demolition and for the implosion."

Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012. The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

The I-75 Modernization Project (Segment 3) just north of Detroit, MI is being delivered as a Design-Build-Finance-Maintain (DBFM), which is a Public Private Partnership (P3). The project includes design and reconstruction of 5.5 miles of freeway, including a depressed section with a 20,630-ft long, 14.5-ft inside diameter, up to 100-ft deep stormwater tunnel, multiple drop shafts, and a pump station. The project also includes a maintenance term of 25-years. This is the first time MDOT has used a P3 delivery method for a major highway and tunnel project. This paper describes the development of the P3 documents, including performance-based tunnel and shaft technical requirements, and the approach to project risk management, financing, and insurance coverage.

Public awareness of, and involvement in, recycling has increased significantly in recent years. Nevertheless, recycling is generally perceived as a new development, and is familiar only in the context of municipal solid waste management. The actual magnitude and scope of metals recycling in the United States have gone virtually unnoticed. Over time, both the quantitative and qualitative aspects of secondary metals recovery and reuse have changed substantially, while the attendant regulations have become increasingly stringent. This U.S. Bureau of Mines report examines trends and developments in major metal demand and recycling, and analyzes the possible impacts of regulations with regard to recycling activities.

FoR the convenience of those who do not care to enter into the details of this long essay, I begin with a summary of the most important results it presents. The extraction of silver by the lixiviation-process from ores which have been subjected to a chloridizing-roasting, is based upon the fact that silver chloride is easily soluble in solutions of sodium or calcium hyposulphite, and that silver is precipitated from such solutions by an alkaline sulphide, with regeneration of the hyposulphite salts. In case the ore contains lead a large portion of the latter is and dissolved, lead sulphate being soluble in hyposulphite solutions. If, at the same time, copper is present, the sulphides precipitated from the solution, contain silver, copper, and lead, a combination of metals not desirable for subsequent treatment. Mr. E. H. Russell, of Park City, Utah, is the inventor and the patentee in the United States and several foreign countries of a new lixiviation-process, based upon the chemical facts discussed in this paper. Mr. Russell has discovered that lead can be completely separated from a sodium hyposulphite solution, as lead carbonate, by sodium carbonate or purified soda-ash, without precipitating any copper or silver. After decanting the solution from the lead carbonate, silver and copper are obtained from it in the usual way. This method of separating lead prohibits the use of calcium poly-sulphide as a precipitant for the sulphides, because any calcium entering the regenerated lixiviationsolution would also be precipitated as a carbonate with the lead by soda-ash. Hence, a sodium sulphide must be employed. A full investigation has demonstrated that this is by no means detrimental. Sodium sulphide and hyposulphite are more advantageously used in the lixiviation-process than the corresponding calcium-salts. Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

Climate and hydrology data are required during all phases of mining projects, including impact assessment, mine planning and design, operational water management and mine closure and reclamation design. In the Canadian north, data sources are spatially sparse and often short-term in nature, and design parameters are often estimated based on data collected at sites far distant. Confidence in such data can be increased by verification or modification using data collected during properly implemented baseline and operational monitoring programs. A data set that accurately reflects conditions at the project is more readily accepted by regulatory agencies during the permitting process, and allows development of more effective and economic water management, mitigation measures and compensation. Data requirements and collection methods for developing an adequate data set for mine development are reviewed. These are illustrated using examples from oil sands, diamond and metal mines in the Canadian north.

The Prairie du Sac Dam, located on the Wisconsin River, northwest of Madison, Wisconsin, was constructed 1912-1914. The spillway is an Ambursen-type, consisting of a series timber pile supported pier and buttress walls and rollway slab. The timber piles supporting the spillway, numbering approximately 5,000, have deteriorated, and the spillway structure was underpinned with over 700 micropiles as part of a design-build construction project. The underpinning micropiles needed to be arranged to avoid interferences with the existing timber piles, requiring the micropiles to be installed in the open spaces between the piers and buttresses. Inevitably, the installation of the new micropiles encountered obstructions, including existing timber piles out of alignment, as well as timber piles used to support the original construction activities and sheet pile used to control water during the original construction. This paper discusses using finite element analysis to model the spillway structure to estimate the vertical and horizontal stiffness with an extensive sensitivity analysis was performed during the design phase to account for anticipated construction challenges and potential variations in the underpinning performance. The inherent rigidity of the spillway structure allowed for load distribution to the underpinning system even when new micropiles needed to be re-located and aligned to avoid interferences with existing timber piles and other abandoned foundation elements dating back to original construction.

In the design of a modem mill, a stockpile storage system for raw and/or semi-processed ore has become almost indispensable. This paper discusses the benefits of such stockpile storage as well as the various types of belt conveyor stockpiling units available. Particular attention is given to large radial stackers since they offer the greatest flexibility. Stacker control systems and accessory equipment are briefly discussed. Various alternative reclaiming arrangements for stockpiles are reviewed and a discussion of the advantages and drawbacks of each arrangement is included.

In recent years, coal mining safety has attained national attention due to several highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with 42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year (National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture,? and can be defined as the characteristics of the work environment (such as the norms, rules, and common understandings) that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to present the aggregated results from those five safety culture assessments conducted at underground coal mines. Additionally, some general recommendations for areas where coal mines might focus their attention as part of their attempts to improve safety culture are offered.
