The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. A critical step in open cut coal mining is clean removal of the overburden. This is usually achieved by drilling, blasting and digging. A key part of this process being successful is to stop drilling at the correct blast ‘stand-off distance’. The stand-off distance is the distance between the base of the drilled blasthole and the top of the coal horizon to be mined. Having this correct provides a protective cap of rock above the coal horizon so that the blast will fracture all the overburden without damaging the coal horizon or mixing it with the overburden. Drilling beyond the correct stand-off distance causes the blast to continue into the coal horizon, damaging it and mixing it with the overburden, leading to significant losses of coal product. Conversely, drilling short of the correct stand-off distance results in additional work to remove the intact overburden.

O objetivo deste estudo foi avaliar a soldabilidade do aço da classe API 5L X80 de fabricação nacional quanto ao trincamento pelo hidrogênio. Para isto, o aço foi soldado pelo processo arame tubular usando como metal de adição o arame AWS E110-MC com 1,6 mm de diâmetro e como gás de proteção a mistura 75% Argônio+25%CO2. Foram adotados quatro níveis de energia de soldagem, 0,7 kJ/mm, 1,10kJ/mm, 1,60 kJ/mm e 2,00 kJ/mm e o ensaio de soldabilidade utilizado foi o WIC. Para as quatro energia de soldagem foi constatada a presença de trincas que iniciavam na região de grãos grosseiros da ZTA (RGGZTA) e se pronunciavam para a zona fundida (ZF). A ZTA apresentou um comportamento microestrutural com presença de bainita e a ZF com predominância de ferrita acicular. A microdureza na ZF foi superior em relação às demais regiões.

La presente investigación señala la relación entre el factor tiempo-concentración y la silicosis, a partir de los resultados obtenidos por la sección Ingeniería en su estudio de ambiente de trabajo con los hallazgos del examen realizado a los obreros en un yacimiento minera del sur peruano. Para dicha correlación, se consideró únicamente el subsuelo y el personal que lo labora, excluyendo todo lo relacionado con la superficie, a fin de no diluir la tasa de prevalencia de silicosis y por la diferencia que existe en el medio ambiente del trabajo de cada trabajador. La minera se encuentra a 4600 m.s.n.m y está compuesta por rocas volcánicas terciarias y metamórficas, donde la ventilación es de tipo natural, la extracción del mineral se efectúa por el nivel inferior mediante una locomotora y el personal minero carece de implementos de protección personal. De acuerdo a la exposición de polvo, concentración, contenido de sílice libre y datos de la minera, se concluyó que la tasa de prevalencia de la silicosis fue de 11% y estuvo asociada directamente a la exposición de polvo por ocupaciones y tiempo de trabajo.Por tanto, es necesario crear un programa de prevención de silicosis, donde se instale un sistema de tuberías de agua para la perforación en húmedo, se reduzca la jornada laboral a ocho horas, se emplee atomizadores de agua después de los disparos, efectuando las operaciones de cargo mineral en estado húmedo y por último, se realice un examen periódico a los trabajadores.

PRACTICAL designs for good "home made" molybdenum furnaces are hard to find in the literature. The one described briefly below left something to be desired but was good enough to operate as a rather long (30 in.) two-zone furnace for periods of over 2 months at temperature (1400° to 1600°C) without shutdown. The principal problem in our application was to establish a temperature profile with two distinct constant-temperature zones and no dip between the zones. This and other problems mentioned below would not arise, however, if both zones were operated at the same temperature and if a shorter furnace were acceptable. Since molybdenum windings oxidize very rapidly when heated in air, impervious refractory tubes were used for both the furnace core and the outer jacket tube shown in the accompanying figures. A protective atmosphere of forming gas (10 pct H2, 90 pct N2) was continuously passed through the gas-tight annular volume between the core and outer jacket. The water-cooled copper ends shown in Figs. 1 to 3 sealed the ends of the tubes. Annealed molybdenum wire (40 mil) was wound on the recrys-tallized alumina core (35.5 mm OD by 28.5 mm ID by 30 in.) at a spacing of 0.36 in. The spacing was reduced to 0.29 in. close to the ends to partially compensate for end heat losses. Fig. 2 shows two molybdenum-ground lead taps off the center of the winding to produce the two independect temperature zones. The ground lead was insulated with 1/4-in. alumina tubing and connected to the grounded copper end by passing the wires through the gas port tube and crimping each wire into notches cut at the mouth. To prevent sagging of the core at high temperatures, refractory "troughs" were cut from alumina and mullite tubing to cradle the core. The support "troughs" which were 6 in. long and located about 5 in. from each end of the annular volume also served as radiation shields. In view of the different expansion coefficients and operating temperatures of the core and outer jacket (3.5 in. OD by 3 in. ID by 30 in.), the ends of the tubes were smoothed and squared to produce good sealing surfaces, and the core was ground 1/32 in. shorter than the outer tube. The power terminals were passed through their respective conductor ports which were internally lined with alumina tubing and sealed with Armstrong adhesive A-6 leaving about 1 in. of protruding lead wire for external connections. (Adhesive A-6 is a two-component system consisting of an epoxy-type resin with a mineral fibrous filler and an amine catalyst.) Figs. 1 and 3 show the entire assembly of concentric refractory tubes, copper ends, and sealing o rings, held together with two brass flanges and 3/8-in. bolts with heavy springs for dimensional flexibility. The furnace shell (19 by 19 by 30 in.) consisted of a steel frame with sheets of transite forming a box. The copper ends protruded through two 3.75-in. circular holes cut at the center of each transite square end. Thermal insulation next to the transite exterior was effected by K-23 B&W bricks alld in a central volume of approximately 9 by 9 by 30 in. a row of K-30 bricks was lined up to support the hot assembly. THE Searles Lake orebody is located in the north- west corner of San Bernardino County. It is a dry lake bed with an exposed salt surface covering an area of 12 square miles. Recoverable mineral values are contained in the mother liquor below the surface of the lake. Stratification in the lake bed has separated the brine into two bodies which differ in composition. Although liquor is processed from both bodies, this paper will discuss only the upper structure brine. Fig. 1 illustrates a typical cross-section of the two commercial orebodies. The orebody is composed of a porous salt deposit 70 to 90 ft deep. The upper structure is separated from the lower orebody by a 12 to 16-ft thick impervious mud seam, as shown in Fig. 1. These salt structures are composed of 55 pct solid-phase salts and 45 pct voids which are filled with the original mother liquor.

Despite what may be overwhelming evidence that natural degradation of cyanide and cyanide attenuation in hydrogeochemical processes are capable of reducing or eliminating potential water quality problems associated with heap leach facilities, the recent sharp increase in the price of gold and wide interest in the cyanidation process has focused all regulatory eyes on cyanide leaching. Regulations continue to increase, design criteria are more strict, and detoxification requirements approach or exceed the level of detectability. Current governmental regulation of mining and milling operations using cyanide varies considerably from state to state. The lack of regulatory consistency at this level is largely attributable to the current Bevill Amendment exclusion of mine wastes as potentially hazardous wastes, the undefined status of the Environmental Protection Agency's ongoing mine wast study effort, and the mining industry's reluctance to develop a consistent policy regarding state versus federal mine waste regulation.

Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value

The Meadowbank Gold Project, formerly owned by Cumberland Resources Ltd. and currently owned by Agnico Mines Ltd., is currently being developed approximately 70 km north of Baker Lake, Nunavut, in the eastern Canadian Arctic region. The Meadowbank Gold Project currently consists of a series of gold-bearing deposits within relatively close proximity to one another, which are planned to be mined primarily as a truck-and-shovel open pit operation using conventional gold milling and extraction. The mining plan indicates that approximately 20 million tonnes of ore will be mined over a mine life of eight to ten years. The operation will generate approximately 160 million tonnes of mine waste rock and about 20 million tonnes of tailings. The site is located in an area of continuous permafrost with mean annual average air temperature of -11°C and average annual precipitation in the range of 100 to 200 mm. Lakes cover a large portion of the site, including some of the ore deposits. The location of the site and the physical environment pose challenges to development. This paper presents some of the designs considered to effectively manage and utilize the waste products of mining at the project. Note that volumes, tonnages, construction concepts, and data presented in this paper are accurate for the time of writing and are subject to change and modification as the project progresses, additional modelling is carried out, and additional data are obtained.

The purpose of this paper is to present to the operators, in other districts a detailed description of the ruining method used and the results obtained to exploiting one of the zinc-lead deposits of the Kansas-Oklahoma-Missouri district. No. 1. mine is located in the heart of the town of Picher in the extreme northeast corner of Oklahoma. HISTORY The first prospect drilling was done at No. 1 mine late in-1914, and shaft sinking was started early in 1915. Sufficient ore was developed to start construction of the mill in April, 1016, Production begin in August, 1916, and the mine s been producing, except for short periods, to the present time. The property was originally a 40-acre tract, but additional properties have been consolidated with the original one until the mine now covers 200 acres.

There was a tendency several years ago for the average coal producer to more or less sit back satisfied with the big utility and metallurgical mar¬kets with long term contracts, not realizing, or possibly not evaluating correctly the importance of the growing industrial market Even the companies which were producing coal for the industrial market were primarily interested in the larger industrial customer, not fully realizing that a large percent of the industrial coal sold was to plants using less than 15,000 tons per year. As a result, possibly, the greatest inroad made by competitive fuel was made in this group. The situation mentioned previously cannot be blamed entirely on the fact that the coal markets were not evaluated in their proper perspective. Some of the responsibility would have to be due to the situation that existed during the last war' and the period immediately following, when most of the coal was put to markets of higher realization, leaving the relatively small -industrial user-to get his fuel wherever he could. This usually would mean coal from some 'gopher hole" with fluxuating quality and supply. Therefore, it was not uncommon for some industrial customers to go to competitive fuels as soon as equipment and fuel were available. Fortunately, before this situation got completely out of control, the coal producers, realizing the seriousness of the problem, made available, usually through their sales department, combustion engineers and other specialists, to help the industrial user with his problems; The engineers usually found several problems, old equipment, use of incorrect size con¬sist, ash and fusion coals, lack of automation, fly ash and dust problems which increased cost and jeopardized the customer's relations with his employees and the public.

"Heap bioleaching is an unsaturated hydrometallurgical extraction process which is commonly applied to the recovery of copper from low grade sulfide ores as well as for preparatory treatment of gold ores. The leaching reactions occur in the liquid phase, catalysed by iron and/or sulfur oxidising micro-organisms. Contact of the mineral grains with the leaching solution is consequently essential for metal recovery. Additionally, the liquid is responsible for the transport of the liberated metal out of the heap under gravitation-driven flow. However, the highly inhomogeneous structure of the heaps coupled with low irrigation rates cause the flow to vary between being gravitationally and capillary dominated, resulting in non-uniform wetting of the ore. In this study a 132 kg agglomerated ore ‘slice’ is used to examine the effect of liquid distribution on microbial colonisation and mineral recovery in a long term bioleach (> 500 days) when irrigation from a single drip emitter source is employed. The novel setup enabled sample collection from ports positioned along the length and height of the ore bed, so that 2D maps of the degree of wetting and microbial colonisation could be generated at different times in the leach. Lateral movement of the liquid increased with bed depth; the majority of flow was below the irrigation point while the top corner of the bed that was not irrigated remained the driest region of the heap throughout the experiment duration. The lowest cell numbers were also recorded in the driest regions. Specifically, cell numbers in the top corner of the bed, 400mm from the irrigation point, remained at undetectable levels until the 283rd day measurement, in line with typical heap operation durations. This indicates that slow colonisation of the heap in the regions between irrigation points may be a significant issue in heap optimisation."

The possibility of using sodium sulfide slags to remove copper from ferrous alloys has been investigated by Jordan1 and by Langenberg.2, 3 In these studies, such slags were determined to be capable of removing copper and sulfur from the melt. The present work represents additional effort to clarify the effects of temperature on copper removal. The experiments were performed in a 17-lb induction furnace. Graphite crucibles contained the melts and kept the baths saturated with carbon. Temperatures were measured with a calibrated optical pyrometer and were controlled by manipulation of power input to the furnace. Estimated accuracy of temperatures in this investigation is ± 10°C (18°F) for measurements prior to slag additions, and + 20°C (36°F) after slag formation. The procedure consisted of melting 800 g of electrolytic iron. During this step, powdered graphite covered the exposed iron surface. After a predetermined temperature was reached, copper shot was added. A sample of the molten alloy for chemical analysis was then aspirated into a silica sheath. Next, a slag-forming mixture of sodium sulfite and graphite was added instantaneously to the melt. The sodium sulfite amounted to one-tenth the charge weight of iron; sufficient graphite was added to combine with oxygen in the sodium sulfite, assuming formation of carbon monoxide and reduction of the sulfite to sulfide. Subsequent to the slag addition, the molten alloy was sampled periodically, with the exception of heat A in which no intervening samples were taken between the slag addition and the end of the run. The iron was poured into a graphite mold, and the ingots sectioned and drilled for samples. Results of selected heats are presented in Table I. Analyses of samples drawn from the iron prior to slag addition are listed under zero time. Two samples from heat D were reported with copper contents greater than the initial concentration in the bath. Owing to the gradual but complete disappearance of slag during this heat, it is believed copper momentarily became more concentrated in the upper portion of the bath while reverting from the slag. This is the region from which samples were drawn. It should be noted that analysis of the ingot was equal to the copper content at the time of slag addition. The terminal temperatures of heats D and E, and the initial sulfur content of heat A are also to be noted. Because of the large temperature drop which occurred when slag was formed in heat D, power input to the furnace was increased in heat E after the slag addition, causing a higher terminal temperature. In heat A, the initial sulfur concentration was relatively high as compared to heats B through E owing to contamination by some slag remaining in the crucible from a previous heat. It is evident from Table I that copper was removed at the onset of slag formation. Roughly 30 pct of the copper was taken into the slag, with the exception of heat D, which had approximately 50 pct removed. For a comparatively short time of slag-metal contact, it appears that no gain is to be made in copper removal through use of high or low temperatures. If the slag initially formed remains in contact with the iron for an extended period, temperature has a marked effect upon copper removal, as can be seen by studying results for the two extremes in temperature. At about 1425°C, the copper level remained relatively constant after the initial removal by the slag. However, in the region of 1670°C, a definite reversion of copper occurred. Reversion was incomplete in heat D, and complete in heat E. The final temperatures of heats D and E differed by about 75°C. This temperature difference is thought to be the reason for only partial copper reversion in heat D. It is believed the effects of temperature noted above are related to the evolution of a white fume, which appeared in every run except heat A. (In the case of heat A, the fume was practically indiscernible.) After each slag addition, a yellow flame formed for about 5 sec. When the flame subsided, a white fume appeared. Upon contact with surrounding cooler surfaces, this fume deposited as a white solid. In the experiments made at 1425°C, evolution of fume continued unchanged to the end of the runs. However, heats D and E exhibited a different behavior. A very noticeable decrease in fume evolution from heat D was observed. Furthermore, this heat had much less slag remaining than did runs A through C when the experiments were terminated. No slag remained at the end of heat E; evolution of fume from this heat ceased prior to pouring. Spec-trographic analysis of the white deposit indicated sodium to be the major metallic element, with the maximum concentration of iron and copper as 0.1 and 0.01 pct, respectively. It is supposed the white fume observed in these experiments is principally sodium oxide (Na2O), formed by oxidation of sodium in the slag and subsequent sublimation. Fine-grained coal tailings slurry undergoes only limited settling and self-weight consolidation, and tends to remain slurry-like and unsuitable for conventional laboratory consolidation testing. In addition, constant rate of loading consolidation testing is more representative of the continuous disposal of tailings slurry into a tailings storage facility (TSF) than conventional step loading. The laboratory consolidation testing of coal tailings slurry under a constant rate of loading has been carried out in a purpose-built, large-scale, slurry consolidometer, instrumented with load cells and pore water pressure (PWP) transducers. In the slurry consolidometer, the rate of loading may be varied to represent the actual rate of rise of the tailings in the TSF. A slow rate of loading increases the test duration, while too fast a rate of loading may build up very high excess PWP, without achieving significant consolidation. For the particular fine-grained coal tailings slurry tested, the rate of loading in the slurry consolidometer is varied to access its effect on the development and dissipation of excess PWP. Significant investigation into the problem was done by Crandell, Langefors, et al, Edwards and Northwood, and again by the Bureau of Mines. This resulted in an effective Safe Limit standard expressed in particle velocity as 2.0 inches per second.

"Information presented in this paper can be used to support deep soil mixing, subsurface grouting and slurry wall technology as sustainable construction technologies. Ordinary Portland Cement (OPC) is the default cementitious material used by Deep Foundation Institute (DFI) Members for geotechnical work. Owners, engineers and contractors can contribute to the sustainability of a geotechnical project by increasing the use blended hydraulic cements and industrial byproducts to replace some of the OPC in mix designs. Sustainability is defined as the quality of not being harmful to the environment or depleting natural resources. Production of cementitious materials consumes natural raw materials and energy while also generating air emissions and waste. Life Cycle Assessments can be used to compare the relative environmental impacts of one cementitious material to another. Blended hydraulic cements (BHCs) are interground (or blended) mixtures of Supplementary Cementitious Materials (SCMs) with OPC. Commonly used SCMs include fly ash, ground granulated blast furnace slag (GGBFS) and limestone. Examples of industrial byproducts commonly used in geotechnical work include coal combustion residuals (CCR) (aka fly ash), and ground granulated blast furnace slag (GGBFS). Much of life cycle impact of these SCMs and industrial byproducts have already been borne by the industries that generated them. There is increasing awareness to LCA and sustainability of different materials used on projects. This is evident in the application of the Leadership in Energy and Environmental Design (LEED) program. The savings in environmental impact with the use of SCMs and industrial byproducts can make proposed use of these materials in a geotechnical project more attractive in terms of sustainability. This paper presents (a) information that compares published life cycle assessment data of OPC, BHCs, and slag cement (SC) to illustrate the potential benefits to sustainability and (b) general strategies for positioning a geotechnical application, use, project design or cementitious material mix as a more sustainable alternative"

The impingement onto the surface of bath by top-blown jets is a significant process characteristic in BOF and EAF steelmaking process. The cavity is one of the most important outcomes of the interaction and plays an important role on reaction kinetics and reactors performance. But to date, the understanding to cavity is still so limited. In present study, a water model for a BOF converter is established and the dimension of cavity profile is investigated. The effects of lance height, gas flow rate, nozzle inclination angle and the amounts of slag are discussed. The results show that penetration depth increases with the increase of gas flow rate and the amount of slag, and the decrease of lance height and nozzle inclination angle. Furthermore, a theoretical model of cavity dimension is proposed for multiply jets impinging liquid bath on the basis of energy balance at the stagnation point of cavity.

As the 2016 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2016 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 340. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2016 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-issue articles on process development testing. The 2016 Transactions consists of a total of 65 technical papers, encompassing all 21 papers published in 2016 in the Technical Papers Section of Mining Engineering (Vol. 68) and all 27 papers published in 2016 in Minerals & Metallurgical Processing (Vol. 33). Additionally, this volume contains 17 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2016 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

The U.S. Bureau of Mines investigated mines, prospects, and mineralized areas in the South Providence Wilderness Study Area (WSA) in 1982. No mines are currently operating in the WSA, however, the Golden Gift Mine in the southeastern part of the WSA produced $6,800 1/ worth of gold and silver and five mines adjacent to the east boundary of the WSA had a total production of about $3,500,000 1/ in gold, silver, lead, and copper. There is no recorded placer gold production. Over 350 lode and placer mining claims are in and immediately adjacent to the WSA. Of these, 74 were actively held (1982) and at least one area, which is partly within the northeast portion of the WSA, was being actively explored by private industry in 1982. Adjacent to the southeastern border of the WSA the Big Horn Mine contains an estimated 200,000 tons of indicated and inferred marginal reserves averaging 0.25 oz/ton gold; and the Hidden Hill Mine has 550 tons of subeconomic resources averaging 0.60 oz/ton gold. An additional 11,000 tons of marginally economic gold-bearing dump reserves average 0.17 oz/ton gold at the Bighorn, Hidden Hill, and the Buena Vista Mines and the Midas Touch Prospect. Sample analyses indicate eight mines and prospects in, and five adjacent to the WSA may have additional gold-silver-lead-copper vein-type resources. Five of these prospect areas may have a disseminated gold resource and one may have gold resources in a skarn. One prospect may have a porphyry-type copper-molybdenum resource. Although gold placer claims were filed sporadically throughout the WSA, none appears to have placer gold resources. Likelihood for mining is greatest at the Big Horn Mine; if a mill is built there, it could process Big Horn Mine ore, ore from the Hidden Hill Mine, and gold-bearing dumps at the Big Horn, Hidden Hill, and Buena Vista Mines and the Midas Touch Prospect. All of these resources are adjacent to the WSA; however, their development would increase likelihood for development of resources in the WSA. Two major fault zones (the Hidden Hill, and the Big Horn) appear to have controlled the mineralization at many of the prospects and mines. All of the prospects or mines with vein-type occurrences and resources are on or adjacent to one of these fault zones. Veins throughout the eastern half of the WSA contain various amounts of gold, silver, and copper; only veins near the Big Horn Mine and in the northeastern corner of the WSA contain lead. Some veins are as thick as 6 ft, are traceable intermittently for over 2 mi along strike, are sporadically mineralized, are encased in prophylitic, argillic, and phyllic altered host rock, contain pyrite, chalcopyrite, galena, specularite, barite, or fluorite, and display multiple stages of quartz veining and (or) brecciation. Sample analyses at five prospects (map nos. 3, 18, 23, 24, and 31) indicate they may have disseminated gold resources. To date no oil or gas has been discovered within the WSA. However, some oil and gas leases are currently (August 1982) held within this study area.

The consumption of slab zinc in the United States increased sevenfold in less than a half century since 1900. Therein is reflected the innate characteristics of this versatile and nearly indispensable nonferrous metal whose use has grown at more than twice the rate of industrial production. The total metal consumption was substantially stimulated during the two World War periods, which were likewise marked by notable changes in use pattern accompanied by shifts in geographic distribution. This information circular summarizes basic data collected for many years by the Bureau of Mines, but in particular presents for the 1940-45 period details derived from the comprehensive slab zinc consumption survey inaugurated in 1940. The total consumption of slab zinc has been broken down into four major categories galvanizing, brass products, rolled zinc, and zinc-base alloys -- with minor applications grouped under a fifth heading, other uses. Ex- cept for the inclusion of zinc-base alloys with other uses before 1926, the above-named segregation has been shown for the entire period 1900-45. 11- though a substantial tonnage was taken by all groups in all years, there were large shifts in the use pattern in both World War periods. In both, the Allied Powers depended heavily on the United States for zinc-bearing products, especially those required by war industrius. The departures from usual uses were, however, much more marked during the second than in the first period, mainly because the United States could not have met the tro- mendously expanded war-materiel demands had the greater slab zinc needs of a period of high industrial activity been supplied. The geography of consumption is known in detail only for 1940-45. Even in that short period, substantial shifts are observable, largely the reaction from conversion to war production in 1940-41 and reconversion to peacetime consumption in 1945. However, there is so evidence of other shifts in consumption centers that appear to reflect longer-term develop- ments.
