This study investigated flotation of phosphate from a low-medium grade 8-12% P2O5, 65-73% SiO2 sedimentary phosphate ore from Kropz Elandsfontein (herein referred to as Elandsfontein) in South Africa. Quantitative evaluation of minerals by scanning electron microscopy (QEMSCAN) was used to determine apatite grain size distribution, liberation and mineral association in the F2 horizon sample. The mineralogy indicated that apatite was liberated and for the Elandsfontein plant to operate at the design throughput, the flotation feed has to be milled to a coarse grind ranging between 300 μm and 425 μm. Reverse flotation process routes using varying reagent dosages, and flotation feed top sizes that could possibly yield a final product of 31% P2O5,10% SiO2 at a reasonable +70% P2O5 recovery were investigated. Based on the results, a split circuit of coarse (-300+212μm) flotation and fine (-212+20μm) flotation, was mostly preferred as compared to treating the whole ore. A final combined concentrate of 31% P2O5 and 10% SiO2 with P2O5 recovery of 84% could be produced from the reverse split circuit. The robustness of reverse flotation for both coarse and fine fractions was further investigated. Reverse flotation of the fines fraction was found to be robust and produced a final product of 31% P2O5. It was however more challenging to achieve the required product grade and recoveries on the coarser fraction (-425+212μm), suggesting that reverse circuit was not adequately robust at fractions coarser than 300μm. The Multilateral Investment Guarantee Agency(MIGA) is part of the World Bank Group, and has as its mission the facilitation of foreign direct investment by providing political risk insurance (guarantees) to foreign investors and lenders. As a development institution, MIGA is required to ensure that the projects that it insures will bring development benefits to the host country. Demonstration of this includes review and analysis of the environmental and social soundness of a prospective investment. Environmental guidelines and policies developed by the World Bank Group are important components both in analyzing the environmental and social soundness of a prospective investment and in risk management. MIGA has recently formalized and adopted environmental assessment and disclosure policies. The approach taken by MIGA to environmental review of investments and implementation of these policies is described in this paper.

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

The art of wire rope inspection has advanced rapidly over the past decade. Present electromagnetic (EM) wire rope inspection instruments provide an important and often vital element of wire rope inspection. Some instruments are easy to operate and offer simple and clear data interpretation. Simultaneously, wire rope inspection and retirement standards are becoming simpler and more lucid. Future guidelines will he easy for inspectors to apply and for rope operators to fulfill. The thrust of evolving regulations is clearly toward periodic EM inspections supported by visual inspections. These development sallow even moderately skilled personnel to perform EM inspections of wire ropes. Therefore, it is now possible and cost effective for wire rope users to have EM and visual inspections performed by in-house personnel. In-house EM inspections have many advantages and offer an excellent return on the initial investment. Since EM inspections can detect rope deterioration in its beginning stage, wire rope users recognize that they are an effective preventive maintenance tool. For instance, the early detection of wear or corrosion allows immediate corrective action. This can easily double, or even triple or quadruple, the service life of a rope.

"The Iron Ore Company of Canada (IOC) operations in Labrador and Quebec, in Canada, is among the largest openpit mining complexes on a world wide basis. Since the 1981-82 recession, IOC has embarked on a comprehensive cost reduction and productivity improvement program in order to survive in the world iron ore market.This paper will outline the approach used in prioritizing the cost reduction items.IntroductionMuch of the mining industry in North America is in a crisis state. Most producers are operating at production levels well below capacity, some have been merged or sold, while others have been mothballed or closed permanently. For many of us still operating, the future is uncertain. Despite the many cutbacks and closures, there is still an abundant supply of minerals in the world market and there is almost no hope for any relief on price pressures on most mineral commodities in the near future. The Iron Ore Company of Canada (IOC) operates an iron ore mine, a concentrator and a pellet plant known as the Carol Project located in Labrador City, Newfoundland. This concentrator and the pellet plant have the annual capacity to produce 20 million and 10 million tons respectively. A company owned and operated railway links this operation with the dock terminal facilities in Sept-Iles, Quebec.In the past decade the Iron Ore Company of Canada has been one of the largest producers of iron ore products in the world. Its pellets and concentrates as well as natural ores were sold in North America, Europe and the Far East. In 1981-82, sales, particularly in North America, went into a serious decline. For almost 30 years, the gospel IOC preached to employees was ""production, production!"" There were many innovations, and millions of dollars were spent on the biggest and best equipment, on research and development, on training and developing employees."

The outstanding event in the California petroleum industry during 1931 was the continuance of curtailment of crude oil production, which directly reduced drilling and well repair activities. Although all objectives were not attained, a very close balance between supply and demand was maintained during the period of maximum requirements, but the decline in intercoastal and export shipments caused an overproduction during the last half of the year, which indicated that California production would necessarily suffer further curtailment after the end of the year. A new peak in potential crude oil production of 1,187,600 bbl. per day was reported in August and at the close of the year the California potential was 1,069,000 bbl. per day, the shut-in light oil amounting to practically 425,000 bbl. per day and the shut-in heavy oil amounting to about 150,000 bbl. per day. Fig. 1 depicts these conditions and also shows the production and curtailment situation since the inception of proration in California. The December, 1931, potential figure of 1,069,-000 bbl. per day was arrived at after the most careful deliberation by a number of committees, selected to check the potential of practically every well in the state. Continued overproduction in the first three months of 1931 and the inadvisability of building more storage, together with the inability to obtain the proper amount of curtailment in town-lot fields, such as Long Beach, Santa Fe Springs and Playa del Rey, prompted the major oil companies to inaugurate a price reduction in crude oil. This cut caused prices to reach the lowest levels since 1915, and instigated the formation of an oil sales agency, composed of independent operators, which is known as the Oil Producers Sales Agency. The purpose of this organization is to procure a market for its members at reasonable prices, advise them of market conditions and aid them in controlling the amount of oil available for sale. Marketing of oil produced by members began on June 1 and independents controlling" about 160,000 bbl. per day of production had become members by the end of the month.

MONTANA Phosphate Produucts Co., a subsidiary of The Consolidated Mining and Smelting Co. of Canada Ltd., operates three properties near Garrison, Mont., known as the Anderson, Graveley, and Luke mines. All three are underground operations, mining the same narrow bed at points several miles apart. The Anderson, the oldest and largest of the three, has produced about 700,000 long tons since 1929. The Graveley has produced slightly over 100,000 long tons since 1940, and the Luke, acquired in 1943, is still in an early stage of development. The great bulk of the output has been shipped to the Trail, B. C., plant of Consolidated Mining and Smelting Co. for use in the manufacture of fertilizers. The phosphate seam is the basal member of the Permian Phosphoria formation. In all three mines it has a uniform thickness of 3 to 4 ft. of oulitic phosphate, with a few shaly partings. The overlying part of the formation comprises about 50 ft. of chert and the immediate footwall consists of a few feet of shale and sandstone. underlain by the Quadrant quartzite.

Equilibrium phase diagram studies of zirconium- rare earth metal alloys by the Bureau of Mines at its Albany Metallurgy Research Center prompted the development of a rapid gravimetric method for determining rare earths in zirconium in which the rare earths are absorbed from sulfuric acid solution of the alloy on a cation exchange resin . The sample in 10 percent H2SO4 is introduced into the column , the zirconium is eluted with 10 percent H2SO4 , and the rare earths are eluted with (NH4 )2SO4 solution and precipitated with NH4OH . A tracer technique was employed to determine the efficiency of the procedure . Y203 and europium 154 - 152 (Oak Ridge ) were added to 10 g of zirconium and taken through the entire procedure . Recovery averaged 97.6 percent on 0.002 μg europium in the rare earth fraction . Rare earths were determined in the range 0.10 to 90 percent .

The mechanization of the coal industry in New South Wales involved the introduction of large face and transport machines. The trend is towards still higher capacity units with .greater horsepower and it became apparent that a potential risk of damage to the hearing of workmen existed. In order to assess whether the sound levels were SUfficiently high to impair the hearing of workmen a sound level survey of all major operations in the industry was carried out by the Mining Engineering Division of the Joint Coal Board.The results indicated ·that the operations could be classified into three categories of risk, probably hazardous, of doubtful hazard due to the intermittency of the operations, and of low hazard.Legislation has subsequently been enacted requiring the wearing of hearing preservation aids in some of the probable risk operations.

"The use of composite linings, consisting of permanent sprayed primary and secondary linings with a sandwiched spray applied waterproofing membrane is expected to improve efficiency and reduce lining thickness, but it also brings complex primary-secondary lining interaction. This issue is further complicated by the uncertainty regarding the long-term behavior and parameters of the sprayed concrete–sprayed membrane interface.This paper aims to address this issue by presentation of a series of numerical analyses of a typical shallow SCL tunnel in soft ground with a range of design assumptions on the interface behavior: (1) compression only; (2) compression and tension; and (3) compression, tension, and shear.The results demonstrate that the assumed interface behavior has a significant impact on the primary-secondary lining interactions. A design approach of ignoring the tension and shear bond at the interface may not be conservative particularly for serviceability. This paper explains the rationale behind these conclusions and discusses the implications for design.INTRODUCTIONSprayed Concrete Tunnel Lining SystemsSprayed concrete linings (SCL) have been used in conventional tunneling for decades. However, details of SCL systems may differ to a large extent depending on ground conditions and specific tunneling methodologies.In hard rock conditions, for example, drill and blast excavation is typically supported by rock bolts and sprayed concrete (NGI 2014). Such tunnels are usually designed fully drained and the above-mentioned support elements considered permanent without the need for a further inner liner. Therefore, there is no structural interaction between separate lining shells to consider.In conventional tunneling in the European Alps, a double shell lining is typically utilized, consisting of an outer (primary) sprayed concrete lining and an inner (secondary) cast-in-place concrete lining, separated by a waterproofing system. The primary lining normally includes rock bolts and may include other support elements. The waterproofing system is usually based on a plastic membrane and a geotextile fleece. The tunnel may be designed fully or partially drained or fully undrained. Although there are two structural lining shells interacting, investigation of such interaction is generally irrelevant to designers because the primary lining is considered only temporary (fully sacrificial in the long term). An overview of reasons for this assumption is given, for example, by Lemke (2014). The secondary lining is designed to resist all foreseeable loads on the tunnel. The primary lining may, in reality, interact structurally with the secondary lining during the life span of the tunnel. However, since the secondary lining design must cover all possible (extreme) scenarios, investigation of such interaction does not bring any value to the design."

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. For over a century, the Sunshine Mine in Idaho has been a major producer of silver. An estimated 335,000,000 troy ounces of silver has been mined. This has established the Sunshine Mine as the largest single source of silver in the world. Because the dominant silver containing mineral is tetrahedrite, a copper and antimony sulfide, normal metallurgical treatments to recover the precious metal are not practical. Thus, over the course of the company's history, novel, hydrometallurgical technologies have been developed on-site to handle complex, precious metal containing materials. Recently, the use of Sunshine technology has been extended to the recycle of secondary materials. As well, the use of Sunshine technology by other organizations for treatment of both primary and secondary feedstocks containing precious and base metals is an area of growing interest. This paper will provide an overview of Sunshine hydrometallurgical technologies including the applicability of Sunshine technology to the recycling of precious and base metals.

There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. Abstract -Giant, sediment-hosted lead-zinc deposits in northern Australia formed during development of Mid-Proterozoic extensional basins that overlie Lower Proterozoic basement. The basement in the Mount Isa area, exposed by folding and faulting, contains fractionated, high-heat-producing granites. These granites generate heat at a rate of about 6 ?Wm-3, probably sufficient to form giant lead-zinc deposits either by (a) driving episodic convection of saline basement and basin fluids for periods of 105 to 106 years at temperatures of about 230°C, or (b) heating basin fluids moving under the influence of topographic relief or fault movement. The presence or absence of such granites may form a vital component of the genetic model. Ore-forming fluid flow was probably initiated by continent-scale, extensional basin fracturing.

Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. "The first printed report on Canada's coal resources was published in Paris in 1672(1. Written by Nicholas Denys, then Governor for France of Isle Royale (Cape Breton Island), the report dealt exclusively with the coal of the Atlantic region because little or nothing was known about the interior of North America. Clearly, also, he wrote about a resource of which much was known among the military and early settlers of that day. This early knowledge is not surprising because the presence of coal is clearly displayed in the coastal cliffs of Cape Breton as it was also, at a later date, to the first arrivals on Vancouver Island.An example of early use was that of the French garrison at Fort Louisburg in the first half of the 1700s. Still earlier, in 1643, Governor Winthrop of New England reported the receipt of a small ship load of coal from New Brunswick (2). Despite this early knowledge there was no significant development of coal mines until the 1800s. This had to await the ending of wars between the French and British factions and the growth of population. Basically, also, its development awaited the beginning of the Industrial Age. Organized coal mining began in Canada in 1825 with the formation of the General Mining Association. This British firm was the creation of a group of London jewellers which had been granted royal rights, by the British crown, to all minerals in Acadia (substantially the present Maritime Provinces). The Association took over a number of existing small mines and opened up larger operations in the Sydney coal field. Subsequently, it expanded to the mainland Nova Scotia fields at Stellarton and Springhill. The Association continued in existence as the major coal producer in Canada until 1899 when it sold its properties to the Nova Scotia Steel and Coal Company, Limited (3). This Montreal-based firm managed the coal mines as a major Canadian producer of coal until 1968 when financial problems led to the expropriation of the mines by the Government of Canada. The federal government established the Cape Breton Development Corporation to operate the larger mines on Cape Breton Island. This Crown corporation continues to be a .major producer of coal in Canada."

The Bureau of Mines has tested a dewatering technique for phosphatic clay waste. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong, stable flocs that can be dewatered on a static screen followed by further dewatering on a rotary screen or trommel. In field tests conducted in central Florida, clay wastes containing approximately 4 pct solids have been consolidated to greater than 20 pct solids. The rate at which PEO-treated material continues to dewater in a mine cut also was monitored. Preliminary results indicate that PEO-treated material will dewater to 30 pct solids in 80 days. Pretreatment of phosphatic clay waste with lime lowers the PEO dosage required for dewatering.
