Last spring the suggestion was made that the national engineering societies offer to assist the War Department in the formation of an engineer reserve in the United States Army. The suggestion was brought to the attention of some of the officers of the Army, who commended it and confirmed the belief that the need of such a reserve was a real one; that the European war had distinctly shown that engineers in time of war are required on a scale never before realized and of great varieties of experience. In our own army no adequate provision is made for great numbers of engineers, for although the corps of engineers is composed of men of the very highest professional proficiency in certain lines it is greatly short of the numerical strength that would be immediately required. Acting on this suggestion, the American Society of Civil Engineers, the American Institute of Mining Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Institute of Consulting Engineers appointed committees authorized and directed to take such steps as might be advisable to urge the organization of such a reserve corps as part of the. regular army, and so assist in putting the United States in a better condition of prepared-

Column flotation is emerging as one of the most important new separation technologies of the decade. Attendant to this development is the need for a quantitative understanding of the dynamic characteristics of columns. An understanding of the many important sub-processes occurring in the cell makes possible the development of dynamic simulators for flotation columns which will aid in the design of control systems for dynamic and steady state optimization. This paper presents a dynamic model for the column flotation cell developed from a population balance point of view similar to that which has been successfully applied to conventional flotation cells. In particular, the mixing that occurs within the pulp is modeled with a distributed-volume, mixer-in-series model as an approximation to the axially dispersed plug flow transport that occurs in the cell. This simpler approach avoids the distributed transport model which often leads to mathematical intractability. Other phenomena dealt with are the attachment and detachment of particles from bubbles in the froth and pulp, the transport of water and the bubble volumes with the froth and pulp phases. Simulation of the flotation of an Illinois No. 6 coal in a pilot plant flotation column were performed to test control strategies.

Hazard recognition and prevention of accidents are two components of the 30 CFR 48 training requirements, which are mandated for new miners and newly employed experienced miners. These components are also part of the annual refresher training course required of all miners. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine and shall include a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition presents a particular challenge to safety-training specialists, because they are often limited in their ability to adequately gauge the level of awareness of the individual prior to training. Further, they must also assure that the training is relevant and presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard-recognition topics, because it can be used in pretraining and posttraining modes for assessment of training effectiveness, in addition to its use as a presentation tool. This article presents a recent approach, developed at The Pennsylvania State University, that applies the technology for the assessment and instruction of accident prevention through hazard recognition. The application is prepared for surface coal mines.

The Northside Storage Tunnel Project in Sydney includes over 20 km of TBM driven tunnels, over three km of declines and major caverns and pump rooms. The paper describes methods used for design on the project. Emphasis is given to the refinement of the use of empirical rock mass classifications, and to the use of discontinuum numerical methods. The use of empirical rock mass classifications in Sydney sandstone has usually led to conservative design because the systems are based on a random orientation of joints in the rockmass. Because the joint sets are usually oriented in a way that is beneficial for tunnelling, limits must be placed on the parameters used in the classifications system. The paper discusses these limits and the derivation of the parameters. The use of numerical methods in Sydney sandstone is discussed. Continuum methods have their uses, but discontinuum methods are preferred. The use of UDEC has been validated against a previous project, the New Southern Railway. Recommendations are given for UDEC models. In Sydney's geology, so advantageous for tunnelling, the challenges of this project have been to make the best use of the good conditions, while maintaining safety for the workforce and the future operators of the project.

Drainage of gas has been practiced overseas for almost half a century. Peal advances in drainage of gas to combat high emissions became practicable in the late fifties and early sixties when the technology was standardised to use it under a variety of mining and geological conditions. Today methane drainage is practiced in the United Kingdom, Germany, France, Belgium, Poland, Czechoslovakia, Hungary, Ibmania, U.S.S.R., China, Japan, Canada, U.S.A. and Mexico. Australia entered the list of countries using gas drainage on 3rd March, 1980 when the first full scale gas drainage system was set up and commissioned at West Cliff Colliery to drain gas from the Bulli Seam. Methods used in Europe are different from those used in North America, Japan and Australia mainly because of the different mining methods and also because of the limited number of seams under extraction, relatively new coal fields, and comparatively larger distance between the seams. In spite of the difference in the technique, the basic aim is the same and that is to improve ventilation and reduce ventilation costs, alleviate dangerous gas accummulation, overcome outburst hazards and ultimately make mining safer and more efficient. In August, 1927, the writer examined certain copper deposits in New Mexico1 which occur in beds of sandstones and shale, and in connection therewith reviewed the literature upon deposits of this type. Such deposits are known and have been reported upon at various points in Texas, Oklahoma, Arizona, Colorado, Wyoming and Utah, but in New Mexico they have been given more development than elsewhere and apparently occur there more conspicuously than in the other states. Some 25 years ago the writer examined deposits of similar origin in northern Arizona and more recently other deposits in western and southwestern Colorado, and these examinations have led him to realize how widely scattered are the deposits and how generally noncommercial they are. On superficial development, to one without a comprehension of their geologic nature, they are alluring on account of occasional small amounts of high-grade ore and much misplaced capital has been expended upon them. This paper, therefore, aims to present briefly certain theories of genesis, some details of which may possibly be new, and to lead up to practical conclusions which may be useful to other geologists and engineers. A bibliography of the more important literature upon such deposits is given below.2 Coffin's Bulletin upon the Radium, Uranium and Vanadium Deposits of Colorado, published in 1921, is a particularly clear discussion. Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining, 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County, Texas (Fig. I) illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls.

The Midvale Plant of the United States Smelting, Refining and Mining Company, situated twelve miles south of Salt Lake City, consists of mills for concentrating lead-zinc ores and a custom lead smelter. The milling department includes a 475-ton gravity mill for ores from the United States Mines at Bingham, a 100-ton Huff electrostatic zinc plant and a 60-ton pilot flotation mill for differential separation of lead and zinc. The gravity mill and electro- static plant are being replaced by a 600-ton differential flotation plant, now under construction, for differential separation of lead, zinc and iron. This new mill will have capacity for treating custom ores in addition to ores from the company's mines at Bingham.

To meet a need for proper coverage of this specialized field of economics, the Mineral Economics Div. of the AIME has developed a plan for assembling a volume setting forth important factors affecting mineral enterprises other than those that lend themselves to solution through science or technology. The program has been considered by the Institute's Directors and they have approved it, subject to a decision of the Mineral Economics Div. to carry it out.*

The N20 to N25 Tunnel (basic) segment was the second tunnel contract awarded for construction by The PB/MK Team. This project embodied 3.9 km (2.4 miles) of tunnel and was located within the northwest quadrant of the 86.9 km (54 mile) long main collider ring. The contract required the excavation and initial support of a 54.3 m (178 vlf) deep ventilation shaft, a connecting horseshoe shaped Adit and TBM starter tunnel and 3,865 m (12,680 If) long main collider tunnel with a 4.3 m (14 ft) minimum finished diameter. This paper discusses the construction methods, equipment utilized and the production achieved in the construction of the ventilation shaft, connecting adits and the main collider tunnel.

Bupyung Silver Mines daily treats average 14 tons of concentrates containing 9,000 g Ag per ton. Bupyung Silver Refinery uses Merrill Crowe process to recover the silver from the leach solution containing 1.0 g/l Ag; Series of experiments were carried out to recover the silver from the solution by means of direct electrowinning in place of Merrill Crowe process. The recovery of the silver was 99% when the cell voltage and the retention time were 1.9 v and 3.0 hours, respectively. Power consumption was 3.2 Kwh/kg of Ag. It was found that impurity buildup was not significant during the recycling. The direct operating cost for the electrowinning was evaluated to be $ 0.35/kg of Ag.

As a result of thermodynamic analysis of a mineral-sodium, oleate-water system, flotation and adsorption tests at various pH values, and sodium oleate concentrations, it has been established that due to regularities of phosphate-containing minerals (fluorapatite, hydroxyapatite, carbonatapatite) flotation cannot be explained by the formation of alkali-earth metal oleates on their surface. This paper presents a novel theory that connects optimal conditions for mineral flotation with zero charge of its surface, which can explain the regularity of minerals flotation observed. The quantitative physicochemical flotation models developed based on the theory are suitable for improving industrial processes, conditioning of recycling waters, and application in automatic control systems at the plants. The recovery of copper by various combinations of processes centered around liquid ion exchange has certainly been accepted as a technically superior entity when compared to the widely applied classical method of cementation. While the technical aspect of liquid ion exchange processes has received much attention and acclaim through actual operating data, in particular the ease of handling solutions, percentage recovery, reduction of pollution, etc., the corresponding economic data has either gone unpublished or has been held confidential. Much of this economic data has now been made available for publication; and with this data, we at General Mills Chemicals, Inc., will attempt to present an accurate economic analysis of some liquid ion exchange plants and an economic comparison between these plants and the typical cementation facility.

A paste technology investigation was completed for non-pozzolanic fly ash from Units 3 & 4 of PPL Montana’s Colstrip Steam Electric Station. The purpose was to assess the feasibility of converting from dilute slurry deposition of ash products to a system using thickened or paste ash to reduce excess water storage in the impoundment, reduce seepage losses, and increase storage efficiency. The investigation included laboratory and field testing to characterize the rheological, geotechnical and dewatering properties of the ash products, an assessment of potential seepage reductions and an evaluation of potential for increased ash storage capacity by modifying impoundment operating procedures. The studies concluded that the conversion project was feasible, cost effective, and permittable. Critical facilities for the conversion project are currently under construction.

Mrazovka tunnel was excavated under one building whose subsurface space was not possible to reinforce against additional settlements induced by digging. In the presented contribution the risk analysis, warning levels and results of deformation measurements are described. Der Untergrund eines der Gebäude, unter dem der Tunnel "Mrazovka" ausgeschachtet wurde, war es nicht möglich, gegen nachträgliches Setzen zu versteifen, hervorgerufen durch die Untertunnelung. Im vorliegenden Beitrag sind Gefahrenanalyse, Grenzwerte und Ergebnisse von Deformationsmessungen beschrieben.

Improve the dust control effectiveness of dry collection systems on surface coal mine drills. Approach Use a dust pelletizer to convert the respirable dust particles discharged by the dry collector into dust pellets that present no health hazard. Background Blasthole drills are well-known sources of respirable dust that can contain significant amounts of quartz. The drills frequently use a dry cyclone-filter type collector that can obtain dust reductions theoretically greater than 95 pct. However, surface mine drills using dry collectors typically have three major dust sources that significantly reduce the overall effectiveness of the collection system: (1) the dust collector dump cycle, (2) drill shroud leakage, and (3) leakage around the drill stem seal in the drill table.

Anomalous geologic or stress conditions ahead of a longwall face have the potential of causing great harm to both the individual miner and the mining operation as a whole. NSA Engineering has been developing seismic tomography techniques to image the panel ahead of the face. This paper presents the results of afield effort in which a 60-m (200-ft) segment of a longwall panel containing a fault zone was surveyed daily as the face approached. Stress distribution, geologic structure and dynamic elastic properties within the panel were plotted and compared to static laboratory measurements. The surveys successfully imaged an anomalous stress concentration that was likely influenced by the presence of the fault zone. The calculated dynamic physical properties generally agreed with the laboratory measurements.

Indosinian (T) orogeny amalgamated the Mongolia-Xingan fold zone, the North China continent, the Yangtzi platform and the SE China fold zone into a unified continent. The early to middle Yanshanian (J-K,) orogeny created a Cordilleran type active continental margin in East Asia, reactivated the consolidated East China continent, and generated a large amount of granitoids, calc-alkaline volcanics and W, Sn, Mo, Cu, Au, and U ore deposits. The late Yanshanian (K2) orogeny began a transition to the western Pacific type continental margin. A tensional environment led to the development of peralkaline magmatism and the formation of continental basins with red beds. The Himalayan (Tr-Q) orogeny was characterised by a backarc spreading and rifting regime. The dominant magmatism was continental basaltic.

The pilot scale testing of Australian coals for their NO, emissions was carried out at the ACTC to investigate the influence of coal properties, furnace conditions and different NO,, control strategies on NO,, emissions. The NOx emissions for the Australian coals tested were found to vary over a wide range and primarily depended on combustion temperature and excess oxygen conditions. These coals did not exhibit any fundamental difference in NOx levels to other world coals. Under similar combustion conditions, the conversion of coal nitrogen to NO. was found to be best correlated with coal rank parameter, R, max per centage. The use of staged combustion as a control strategy was shown to reduce their NOx levels by 56 - 77 per cent.
