It becomes my pleasant duty to call the meeting to order. This is our fiftieth regular meeting. And the session we are opening today, I am sure: will be as interesting and informative as those in the past. These gatherings present a fruitful opportunity for an exchange of experiences and ideas that will aid all of us in our work in the various segments within the coal industry. Walter Johnson and his Program Committee have arranged a wonderful program for us; Walter, due to his standing in the industry and his large acquaintanceship with the leaders of the industry, has really gone to town in bringing outstanding speakers and personalities to deliberate with us in our proceedings. A lot of things have happened since we last met; in the operating end, and in safety we have made marvellous headway, but we have slipped badly in the marketing end. However, I am sure the messages and discussion you will hear will point out ways and means of overcoming at least some of our difficulties. Before we get on with the program, I want to thank our hard working Secretary, Fred Whiteside, who, by the way, is a charter member of the Institute and has attended every one of the fifty meetings we have held; and the various committees who have been meeting for the past several months and who have arranged this fine program you are to hear. I hope all of you enjoy the convention; the business as well as the social sessions.

In January 1948 , the Secretary of the Interior directed that a study be made of energy resources and requirements that would provide a basis for continuing appraisal of the adequacy of the Department's programs in the energy field . That this instruction was timely has been demonstrated by the increasing interest being evidenced by Congress , industry , labor , and the public in the future of the energy segment of our national economy . Several studies of individual energy sectors have appeared . Various legislative proposals have been made in Congress for obtaining more information on this subject . Substantial interest in energy projections is not , of course , a recent innovation . Energy availability and consumption are strategic factors in peacetime prosperity and growth and in our national defense as well . The past generation's literature of earnest public discussion and of legislative consideration of matters involving energy projections is very extensive . This is an exploratory study produced in the Program Staff of the Office of the Secretary of the Interior in the first half of 1949 and revised recently to take account of certain of the preliminary energy data from the 1947 Census of Manufactures and critical comments . It is offered at this time solely as a technical contribution in economic research technique . As the Bureau of Mines has recently undertaken to revise this preliminary study , critical and other comments are invited .

Reconciliation at large iron ore operations is a complex and time- consuming process. Often the volume of data and the large range of different stakeholders makes the process almost impossible. Up until recently geologists and engineers at these operations would spend hours cutting and pasting data in and out of monster spreadsheets, diligently comparing how resource/reserve models, grade control and survey pick-ups compare to what was actually produced. In 2003 the Sishen Iron Ore Mine in South Africa broke this cycle by implementing SnowdenÆs Reconcilor software. The implementation of a dedicated reconciliation system required a number of existing practices to be changed, with the involvement of stakeholders right across the mine. Data sources had to be clarified and validated, terminology had to be standardised, processes needed to be documented and some methodologies needed to be updated. This was a task that required significant effort by Kumba personnel so that the system could be successfully implemented. This paper provides a case study of the reconciliation system implementation at Sishen. It is a story of an operation that evolved from using a number of fragmented reconciliation processes to using a unified automated system. This paper outlines the key estimates and measurements that are used for reconciliation, details the characteristics of an automated web-based information management system to facilitate the process and provides some insights about the benefits that have been gained though the use of a rigorous reconciliation process.

High horizontal stress has been well recognized as a significant factor in roof control. It can adversely affect roof stability if the panel is designed improperly. Mining experience has shown that it can cause a cutter roof. The effects of high horizontal stress on roof stability depend on many factors such as magnitude and direction of the maximum principal horizontal stress, ratio of the maximum to minimum principal horizontal stress, structure and mechanical properties of the immediate roof and mining sequence. However, little is known about the intrinsic mechanism of high horizontal stress effect on roof stability except some conceptual explanations. In order to design a stable entry, the redistribution and concentration of high horizontal stress around the openings must be fully understood. Using the 3-D finite element analysis technique, this paper presents the redistribution and concentration of high horizontal stress field for a three-entry system with different orientations of horizontal stress. Based on the horizontal stress redistribution, possible roof failure for different orientations of horizontal stress is analyzed.

Without blasting there can be no roads, no hospitals, no factories, not even foundations for homes. Yet in 1960 the only way to design a blast was by trial/error. By comparison, bridges were already designed by calculations before being actually built. This was possible because equations based on the fundamental principles of science existed with which all the stresses in the bridge could be calculated. In 1960 no equations based on the fundamental principles of science existed with which the mechanisms that take place inside the rock mass during a blast could be calculated. Since then the main author made it the objective of his research to seek such equations, and to validate that they gave accurate answers by means of experiments in the field, experiments made in co-operation with mines, quarries and the explosives industry; results have been reported in some 90 publications.These equations now deal with essentially all aspects of a bench blast: the intensity of the shock wave and the fragmentation size distribution throughout the rock mass; the movement of all the fragments into the muck pile; the fly rock and vibrations from the blast; etc.; are presented examples of such equations. They are now assembled into a computer simulator called Blaspa accessible on the Web, with which one can design a blast just as a bridge is designed. An example is presented. The reason to design a blast by simulations rather than solely by trial/error is that if it leads to damage, it is only after the actual blast that the blast design is realized to cause damage. If however the blast design had been simulated before the blast, then the risk of damage is identified before the blast and is prevented by redesigning the blast. Examples of such situations are presented. The need to a void damage is very necessary because the public is becoming opposed to blasting. When a blast does cause damage, and people learn that the blast was designed solely by trial/error even though simulation was available and would have prevented damage, they become even more strongly against blasting; they may succeed in getting a quarry closed. Their objections to unchecked blasting are not unreasonable, especially as simulating a blast with Blaspa on the Web is a very simple procedure.

"In this study, 2D numerical modeling of a room-and-pillar mine is conducted along with the calculation of all terms of the mechanical energy balance. Simulations of different geometrical and geomechanical configurations are performed in order to investigate the conditions that favor a high seismic energy release (instability) during the excavation (removal) of one single pillar. At first, classical stressstrain simulations enable us to estimate the elastic and quasi-static response of the mine. Then, owing to the implementation of new functions in the modeling code, the seismic energy released when the pillar is removed is calculated. The obtained values are found to be in agreement with those calculated analytically using a modified energy balance based on the works by Cook (1967) and Salamon (1984).It is shown that the mine’s proneness to release large amounts of seismic energy, after sudden removal of one single pillar, mainly depends on three parameters: the initial extraction ratio of the mine, the depth of the exploited seam and the Young’s modulus of the surrounding rock mass compared to that of the ore. Moreover, it is pointed out that the magnitude of the seismic energy can be greater than that of the stored elastic energy, meaning that the dynamic (seismic) transient stresses should not be neglected when compared to the quasi-static stresses, particularly when trying to prevent the risk of rockburst and collapse in underground mines."

This paper focuses on a case study at a base metal mine located in a tropical semi-arid area of Western Australia (WA). It is demonstrated that understanding the geochemical nature of the mine tailings forms an integral part of innovative management strategies developed throughout the life-of-mine (LOM) when planning for mine closure. The tailings are currently stored at an above-ground valley fill tailings storage facility (TSF) and one option for long-term management under consideration is leaving the tailings in situ at mine closure and covering using the concept of an enhanced æstore and releaseÆ cover system.Extensive geochemical and mineralogical studies have found that the geochemical behaviour of the tailings in the TSF is significantly more benign than initially predicted. The sulfide content of the tailings is primarily pyrrhotite, which can be acid-forming, acid-neutral or acid-consuming depending on a number of factors including redox conditions. Tailings pore water at depth is pH neutral with excess alkalinity, low concentrations of dissolved metals and elevated sulfate concentration.Recent geochemical tests on tailings samples indicate that a reduction in the acid potential and a corresponding increase in the neutralising potential of the tailings, through partial removal of pyrrhotite at the ore processing stage, has the potential to further reduce the long-term risk of potential impact to the environment from any TSF seepage. The current work program investigates whether partial removal of pyrrhotite is feasible and secondly, whether this approach is necessary to produce a significantly better outcome at mine closure.CITATION:Robertson, A M, Kawashima, N, Smart, R St C and Schumann, R, 2012. Tras evaluar la tipología y características de la conflictividad socioambiental por acción de líderes opositores a la inversión, se desarrolla un marco de resolución de conflictos a través de lo que se denominan pactos de contrapeso, que cubren los ámbitos de comunicación, gestión sociopolítica y fidelización del trabajador minero. Estos pactos permiten cambiar la percepción, incentivos y acciones de los actores, lo que incluye la acción de terceros legítimos.

Indications are that underground mining is gaining favour with large and small mining companies due to environmental and sustainability concerns. Dramatic changes to mine fill technologies will be needed in order to keep pace with these emerging trends. The industry will be compelled to gravitate toward zero discharge mining operations. Innovative handling of mine tailings will become a focal point in this effort. The challenges are to use a greater portion of the residues and to manufacture a fill with better properties. This is a tall order that can only be addressed through a systematic research and implementation process involving mining companies, universities, research organizations, manufacturers and governments. The mining industry has to be at the forefront of this technology push in mine fills for the future mines. It will also be called upon to lead the way in other research areas. The industry will have to partner with other technology providers: universities, government laboratories and consultants.

Turkey?s EU affairs started in 1963 with the Ankara Treaty. On 31 December 1995 the Customs Union between Turkey and the European Union came into effect. In order to achieve the Copenhagen Criteria?s, Turkey, made laws parallel to the Framework Programs. On 3 October 2005, with the confirmation of ?Membership Framework Document? the negotiation process of Turkey has started. Coal had important role in the industrialization of EU and it is directly related to Energy and Environmental subjects. In this point many restriction became with the some protocols, in last decades. European Union composed Energy and Coal Policy, therefore engaged to reduce the emissions, and made new regulations. This regulations concern Turkey?s energy future, since large; but low quality of lignite reserves of Turkey, it is expected to have some difficulties with Union?s Environmental Legislation during Turkey?s congruity process. With the last natural gas import agreements of Turkey, the production and consumption of coal sunk in last seven years. However, considering environmental sustainability, the role of coal in energy production will rise up in the coming future. In this paper, in terms of Turkey Energy Sector, production and consumption problems of coal discussed and evaluated considering EU?s coal, energy and environmental rudiments.

"AbstractThis paper is an attempt. to outline the present status of underground mining contracting in Canada, and to present certain facts concerning the writing and administration of underground mining contracts which, hopefully, may be useful to those intending to engage a mining contractor . The paper is based on the author' s experience as a contractor and also as a consulting engineer advising others in the purchase of contractors' services.HistoryIN THE early days of mining contracting in Canada, the contractor was primarily a labour contractor. He was expected to bring a good crew of men that normally followed him, and to perform certain work under his own direct supervision. The owner usually looked after all other details including financing, payrolls, withholding taxes, etc , computing and paying the contractor his profit. In the pre-World-War II years, most work was done on this basis.Over the years, the contractor was called on to supply more in the way of services, and the present-day situation evolved.Labour contracts are still used, but now the contractor is expected to carry out his own administration. Most contracts now call for the supply of special tooling required to do the work. In most cases, some, if not all, supplies are the contractor 's responsibility and , in a growing number of cases, the contractor is responsible for such items as design and surveying. The ultimate in this direction is the execution of projects on a turnkey basis. Under this system , the contractor carries the project to a stage where it is turned over fully operational to the owner."

A GREAT deal of time and energy is now being devoted to the study of post-war reconstruction and rehabilitation, in spite of the fact that as yet we have not won the war in which we are presently engaged. If you feel that the study of post-war problems takes our thought away from the problem immediately before us, you may well query, "Well! What has all that to do with winning the war, our most urgent problem today?" The answer has been given by Principal James of McGill University, Chairman of the Cabinet Committee on Reconstruction: "Reconstruction is something which must be thought of in advance, partly for the purpose of recognizing exactly the influence of war-time activities, controls, and regulations on the post-war Canadian scene. Many people are acutely interested in this great problem. It is not that they are not interested in the war itself, or epochal events that are taking place from day to day. They have a vision of that future which they hope will be Canada's, and this vision inspires them to even greater efforts at the present time". The trend of events would indicate that changes, economic and industrial, after this war will be greatly out of line with those that followed previous wars in history, for the present struggle has involved every nation in the world. In the peace that will come, every engineer will have a task in bringing the most desirable order out of the most distressing chaos. We certainly are living in a changing world; we are witnessing geo-graphical and economic readjustments that no other generation in world's history has ever witnessed. And there is an opinion gaining strength in our Dominion, as in other lands, that after this war we shall live in a world in which our process of thinking and our very way of life will have to undergo drastic changes to cope with the new order of things. Sadly our world of today has had to revise the sublime vision that nation shall not lift up sword against nation, while salvage operations continue to beat ploughshares into tanks and the peaceful pruning-hook into a weapon for the deviltry of the commando.

PHYSICAL BLAST DATA Pattern Description All measurements related to the description of the physical blast pattern must be made with the mind-set that it has to tell a powerful factual story enabling a future accurate reconstruction of the event. A case has never been lost because too much factual information was available to assist investigators. An accurate physical description of the pattern must be provided based on the blaster’s observations of the pattern actually loaded. The blaster must measure the pattern size, depth, face heights, etc., recording only accurate results. All too often, a blaster records simple pattern sizes and information relayed to him or her from the driller, or from a phone call into the office the night before for powder pre-load inventory purposes. If a pattern was actually measured on the job site by the blaster to be 8.5 x 9.5’, it may, in fact, originally have been ordered at 9’x9’, 8’x9’, or 9’x l0’. In a claim situation, particularly flyrock, recording a “generalization” of what was loaded could result in an interpretation of a blaster’s negligence due to “not knowing or caring” what the actual pattern was, and not loading appropriately for conditions. It is important to remember that other documentation exists such as a drill log from a contract driller or mine records that may provide a different interpretation of the loaded pattern.

One of the efficient means of ore disintegration during the processing is its volume breakage in such machines as roller-presses. Up to date neither the ore disintegration mechanism in roller-presses nor the reasons of their high efficiency are thoroughly investigated. In this work, the mathematical model of Finite Element Method of bad material disintegration in roller-press is discussed. The mechanism of the interparticle ore disintegration is traced.

"The current state of environment has been achieved by acting linearly. At the same time, we know that transition towards circular economy cannot be made the same way that we have used to, trusting only a market economy and economic growth. Environmental improvements have been promoted, some progress has been made, but major steps towards sustainability have not been taken. Industry is now facing significant change, from process related environmental thinking to product-based environmental thinking.Engineers make decisions which have lifelong influence and even longer on environment and society. Material engineers in case of saving natural resources and increasing material cycle, have an important role to play in the transition towards sustainability. Best knowledge of minerals and materials is in the material development phase. If we want to increase the cycle of different materials, it is vital to make decisions towards circular economy in early phase of product´s life cycle.The target of this study is to promote circular economy; to increase material efficiency; to save natural resources; and to extend product lifecycles in process industry via product design and material development. In this study we have a new kind of cooperation. We combine two disciplines, engineering science and fine arts. We promote sustainability via breaking out the silos. We bring the cyclic artistic thinking into engineering science and environmental research. The new research combination makes the existing information visible in a new way, and it will change attitudes and ways to act by means other than traditional linear rationality.We have tested the new working method via the industrial case study with the chosen product: the sandwich panel of construction industry. The target of the study was to create something new from the chosen product with artistic thinking. The working method will be presented in this paper."

Weir Minerals ? Linatex has developed a new approach to the dewatering of fine solids, particularly mine and process plant tailings and wastes. The Weir process, patented in 2009, uses standard process equipment in a standard flow sheet, but applies this approach to materials previously thought to be too fine to be dewatered with this type of equipment. The process can be applied to a wide range of materials, making lower moisture products that can be re-used elsewhere or sent to disposal. It has already been tested successfully on a small scale in Australia on coal fines, zinc mine tailings, red mud, iron ore tails, and copper/gold tailings. The principal factors affecting the solids recovery have been established as: 1. The % solids in the slurry feed to the process ? a higher % solids provides a higher recovery. 2. The particle size of the feed solids ? coarser feeds provide higher recoveries. The key factors affecting the % solids in the dewatered product have been determined to be: 1. The particle size of the dewatered product - coarser materials produce a higher % solids in the dewatered product. 2. The height of the discharge weir on the dewatering screen - a higher discharge weir on the dewatering screen also yields a higher % solids. 3. The angle of the dewatering screen. Setting the screen horizontal increases the travel rate, reduces the bed depth and reduces the % solids in the dewatered product. Back-sloping the screen up to 5° reduces the travel rate and increases the % solids in product. Eight plants ranging in size from 3 t/h to 40 t/h have been sold to a range of customers in China, for coal and iron ore tailings treatment. Australia has one plant, a small unit rated at 30 t/h of sand fines, and has recently completed test work on iron ore tailings for a dewatering plant rated at 135 t/h. Additional tests are under way with clients around Australia, to demonstrate the capabilities of this process on specific applications and to provide confirmation that materials can be processed successfully, before moving on to larger scale tests or full size plants. The advantages of the Weir process include - lower moisture in products, uses proven equipment, lower capital and operating costs, lower maintenance costs, reduced power consumption, compact footprint, can be used in parallel or in series with existing equipment, modular design to facilitate redundancy or expansion, efficient water recovery and simpler water management, reduced cement in backfill mixes, smaller tailings disposal footprint, reduced earthworks requirements, much lower seepage losses, more stable tailings mass, progressive site rehabilitation, reduced impact on local wildlife, reduced risk of dam wall failure, and reduced environmental monitoring and compliance costs.

The Chamber of Minerals and Energy of Western Australia Inc (CME) is the peak resources sector representative body in Western Australia. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

The operation of copper flotation circuit is a challenging task for the site metallurgists and plant operators. To optimise the performance requires meeting both grade and recovery objectives. These plants have numerous pieces of equipment that are monitored by hundreds of sensors. The challenge is to review these sensors and adjust the numerous control inputs to maintain peak operational efficiency for extended periods. There is also a need to respond to equipment failure. These challenges lead to in operational inefficiencies and can result in a reduction in revenue.This paper details an overview of an operational assistance tool implemented at Newcrest's Telfer plant’s copper flotation circuit. This tool is based on a digital twin of the plant. A digital twin is a model of the plant that is simulated in parallel to the normal plant operation. It is fed with the plant data in real time to provide a prediction of plant operation. The model outputs directly generate the metrics that are used to assess the plant performance, and these are compared with the metrics calculated from the actual plant’s operation. Deviations between the model estimate and the plant’s actual performance are used to gather insight into plant health and alert the operator to poor performance. The operators gather more information regarding the root cause by reviewing the model’s inputs that have deviated outside their normal operating range. An evaluation of the plant performance, following the commissioning of the digital twin, showed an overall reduction of acid soluble copper in the tails.This paper discusses the implementation of a digital twin of the plant to monitor plant performance during live operation. It will include details on data collection and cleansing, data reduction techniques, model development, and real-time implementation. The results of the case study of an implementation of a digital twin at Newcrest's Telfer copper flotation plant will be used throughout the paper.CITATION:Oliver, S J and Tooher, R, 2018. Anglo American has been researching the potential benefits of inter-particle comminution techniques for several years. Inter-particle comminution has additional benefits in terms of milling circuit performance such as energy consumption and stability. This paper focuses on the flotation benefits. Inter-particle comminution leads to selective breakage, mineralogical analysis has shown that this leads to improved liberation of the valuable minerals. In addition to selective breakage, the relatively short residence time experienced in typical inter-particle comminution machines allows more efficient classification which contributes to a æsharperÆ product size distribution. The effect of particle size in flotation has been well documented in literature. In general, it is has been shown that there is an optimal particle size range for flotation, and that both above and below this range, flotation recovery is adversely affected. Results show that the narrow size distribution which results from inter-particle comminution improves flotation recovery. Furthermore, the absence of excessive fine gangue material which typically results from conventional fine (-75 ¦m) milling of talcaceous ores, can lead to 100 per cent savings in depressant consumption when such ores are subjected to inter-particle comminution. To-date, this technology has been evaluated on more than ten ores. This paper will focus on one set of results which demonstrates a number of common differences that exist between material that has been milled conventionally and using inter-particle comminution technologies, with emphasis on what the impact of these differences is on flotation performance. A pilot scale (200 kg/h) vertical roller mill (VRM) was used to produce the material, and the results shown will describe conventional laboratory batch, locked cycle and pilot plant flotation testwork.
