Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

Mine-drainage and the ever-increasing demand for water on the plains have within the past few years necessitated the driving of a great number of adits and tunnels, including many of considerable size and great length. In most instances, existing conditions have called for extreme rapidity of execution; and this necessity, coupled with the high altitudes at which most of the work has been carried on, excessive freight-rates, and difficulty of access, has involved many complex and interesting problems. One of the most rapidly executed undertakings of this class is the Laramie tunnel, recently completed for the Laramie-Poudre Reservoirs & Irrigation Co. This tunnel is driven through Green ridge, a spur of the Continental Divide, which separates the Laramie river from the Cache-la-Poudre in Laramie county, Colo. Green ridge is extremely persistent, and further northward in Wyoming is known as Sherman hill, the highest point on the Union Pacific railway. At the point where the tunnel is driven, two opposing bends bring these streams within 2.5 miles of each other, with a difference in elevation of 500 ft. The rock exposed on the banks of the two rivers does not differ materially in hardness; and, without a geological study of the conditions involved, it would appear that the difference in the depth of erosion of the two streams is due principally to the greater volume of water at this point in the Cache-la-Poudre, which has a drainage-area above the tunnel-portal of 110 sq. miles, as against 30 sq. miles of natural drainage for the Laramie. To increase the water-supply at the tunnel, however, this latter amount has been augmented by two side collection-canals, which bring the available drainage-area up to 84 square miles. The rare-earth group are among the least familiar of the 92 known elements. Moreover, the relatively few people who have even heard of the rare earths ordinarily regard them merely as very rare elements having unusual names but doubtful commercial application. This typical attitude can be attributed partly to the fact that no commercial uses have been developed for most of the members of the group and partly to the fact that those which do enter into useful articles do so anonymously. Most people speak with a degree of familiarity of the "chromium" plating on their automobiles or household appliances; "antimony" ash trays and cigarette boxes are on sale in many department stores; and "tungsten" lamps and even "molybdenum" steels are advertised in popular magazines. However, the average user of a pocket cigarette lighter is not conscious that the important sparking element is a "flint" made from ferrocerium, and if he does chap on to inquire about the composition he is likely to be told that it is "sparking alloy", "misch metal", or 'pyrophoric alloy." Similarly, the wearer of spectacles made of "Crookes" or other tinted glass probably is not aware that the light softening effects are due to the presence of rare-earth oxides, or that the arc light on his street may owe its brilliance to cerium fluoride in the carbon electrode. Despite a variety of practical applications, however, most of the rare-earth metals still must be listed as scientific curiosities. In fact, little is known as to the properties which may make them useful products at some future date. Meanwhile it is important to note that Nature has been relatively generous in her distribution of the rare earths and that adequate supplies of most of them will be forthcoming when these elements have proved their worth as commercial products.

SYNOPSIS Canadian Refractories, Limited, produce a wide range of basic refractories. The chief raw material use in their manufacture is the magnesite which is mined, and beneficiated in a heavy media separation plant, at Kilmar, Que. This paper describes the underground operation and the plant and explains how the gravity separation of light, siliceous gangue from the ore has changed the mining practice, increased the ore reserves, and improved the chemical uniformity of the crushed ore. HISTORY REFRACTORIES are essential in the production of steel and base metals and in other high-temperature processes. Basic refractories, chiefly composed of magnesia which is obtained by burning magnesite, are used to line and repair basic furnaces. When World War I cut? off the importation of Austrian magnesite, upon which North American industry had depended, domestic sources bad to be found. In Quebec, work was begun on deposits of magnesite at Kilmar, half way between Ottawa and Montreal and about ten miles north of the Ottawa river. By the end of the war substantial tonnages were being quarried and calcined, but, when Austrian magnesite again became available, the industry declined rapidly. In 1925, the National Research Council, in co-operation with the Federal Department of Mines, began an investigation of the industry's technical problems. The result of this research work, which was taken over fully by the Company in 1943 and is actively continued, is that the single product of the early 1920's has been supplemented by more than forty specialized products serving the metallurgical and chemical industries across Canada and in more than thirty other countries.

The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

Today, most requests for quotations force all bidders to follow the bid document to the letter. The choice is then made based on price since it is the only difference in technically identical offers. However, clients allow and even encourage suppliers to come up with alternatives. Overall economy again, is much more than low investment costs. Operation costs may affect the economy of a project far more than a million saved in investment. There is almost always the choice: Should we go for the cheapest solution or should we go for the most economical solution? We strongly recommend the study of the long-term effects on investments as they often surpass any apparent savings in capital expenditure. With high operating costs, time is never on our side. Almost all relevant inputs and outputs in a concentrator have a value that can be expressed in a suitable currency. Unit prices may differ substantially from one operation to the other, but everything has a price tag and globalization has made it possible to move both goods and services to almost any place in the world. Even a rather simple exercise can give a good indication on which process improvements are worth pursuing when investing in new systems or equipment. The ones that do not qualify, as money earners, will naturally appear as clearly. No ?rocket science? is required, just process knowledge, practical experience, an open mind and some common sense and the reward may be the difference of having a good or an excellent project. The model we have developed can be made as detailed as required, but we do not recommend too much detail, as it sometimes tends to distract work and obscure the important issues. Two different process solutions compared in a simplified example illustrate the importance of evaluating a project based on its long-term effects rather than focusing on the investment costs only.

As principais funções do filme são lubrificar e moderar o fluxo térmico no molde. Em particular, para aços com tendência ao agarramento, objetiva-se uma escória que potencialize uma extração térmica mais intensa em relação às escórias aplicadas em aços com tendência à depressão. O índice de basicidade do pó fluxante é o parâmetro que afeta diretamente a resistência térmica do filme de escória e, por consequência, a espessura da pele solidificada na saída do molde. Com o trabalho investigativo das melhores práticas, reduziu-se o índice de basicidade em 16,8% dos pós fluxantes aplicados em aços ultra baixo carbono obtendo um aumento de até 10,1% no fluxo de calor no molde. Além do aumento na espessura da pele solidificada, esse resultado também influenciou na estabilidade do nível de aço do molde e na qualidade superficial de placa.

In less than a year, Atlas Iron’s Corunna Downs Project has moved from a new discovery to a substantial resource of high quality in an underexplored greenstone belt. Located approximately 170 km south-east of Port Hedland and 40 km south-west of Marble Bar, in the Pilbara Region of Western Australia, Atlas Iron Ltd (Atlas) has conducted extensive exploration work at Split Rock, Razorback, Runway and Shark Gully, consisting of geophysical surveying, field mapping, 464 reverse circulation and 16 diamond drill holes resulting in a current resource of 51 Mt at 57.3 per cent Fe (Atlas, 2014b).The Corunna Downs Project is interpreted to be hosted within the Cleaverville Formation of the Archaean Gorge Creek Group. Within the project area these rocks outcrop as subvertically dipping banded iron-formations (BIFs) and jaspilites, cherts, minor shales and meta-sediments forming a north–south trending plateau.Primary hematite-martite iron mineralisation is overprinted in the near surface environment by supergene goethite, and frequently capped with a thin laterite cover. The strongest enrichment areas have been discovered within topographic lows, proximal to fault zones, which coincide with a geophysical anolmaly. These characteristics were targeted, and the subsequent areas mapped in greater detail, allowing for efficient resource definition.Although first explored for iron in the late 1960s, it wasn’t until Atlas’ acquisition of the project in October 2012, that major strides were made to defining an economic resource. At present, Corunna Downs is Atlas’ best greenfields exploration discovery, both in terms of the potential scale of the resource and its blending capacity.The Corunna Downs prospect is emerging as a major new iron ore province in the Pilbara and includes 80 km of potential host stratigraphy. Corunna Downs sits strategically between Atlas’ Mt Webber and McPhee Creek tenements, and can play an important part in Atlas’ growth strategy as iron ore market conditions become more volatile and challenging.CITATION:Mainwaring, J H, Howard, P J and Darvall, P, 2015. Although the technique of diamond drilling was developed nearly 80 years ago, the use of this process as an aid to mining and other fields of engineering has increased greatly during the last decade , primarily as a result of the development of the cast -set bit , which now largely replaces the hand - set types , and of the use of bort instead of carbons . Since this transition to cast - set bits and bort diamond , many papers ( 1-14 ) have been written on the application of diamond drilling to various engineering problems . These papers contain , besides specification of the problems , some information on the labor and bit costs and a few data on drilling technique . These data , however , are subject to restricted interpretation owing to the large number of variables , which are not controlled in field drilling . Only one paper has come to the attention of the authors , namely , that by Sundberg and Lindqvist ( 16) , which reported a study of diamond drilling under controlled conditions . This paper was written early in the transition period, and the data and conclusions presented therein have had , without a doubt, considerable influence on the development of presentday diamond bits and In view of the fact that during the last 10 years thrilling procedure . have been new developments in diamond bits. and new applications of diamond drilling , a general program of research has been inaugurated to study the problems resulting from these changes .

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." THE Lepanto Consolidated Mining Company is the largest copper producer in the Philippines, and the only one that makes a concentrate valuable principally for its copper; also, it has the only productive copper mine situated at considerable distance from the sea, and is the only one in the islands operating its own smelter. The Lepanto mine is in the Municipal District of Mankayan, sub-province of Benguet, near the heart of the Mountain Province of Northern Luzon. It is 165 km. from its shipping point at San Fernando, Province of La Union, on the shore of the China Sea. Elevations at the property range from 3200 to 4500 ft. The climate is very mild; temperatures are seldom below 50° or above 80°F. Annual rainfall approaches 170 in. and is mainly confined to a rainy season lasting from May to October. The months from December to April, inclusive, are usually extremely dry. This climatic pecularity entails the problems of landslides on the roads during the rainy season and water shortage during the dry season. The Mountain Trail, an improved rocksurfaced toll road maintained by the Commonwealth Government, gives access to the property. The 105 km. over this road may be traveled in about 4 ½ hr. during the dry season. Very few sections of the road are straight for more than 100 meters, and about one third of it is a one-way road controlled by gates. All freight for the property is delivered by the Manila Railroad Company to Bauang, La Union, 45 km. west of Baguio and at sea level, where it is picked up by freight trucks and hauled via Baguio to Lepanto. Granulated matte is hauled in bulk from Lepanto in four-ton lots on freight trucks to the storage bins at San Fernando. Freight rates from Bauang to the property amount to [P]8.oo per ton, and from the property to San Fernando the rate is [P]16.00 per ton. The company pays the road toll, [P] 1.00 per truck, each way. THE CAMP The company maintains a modern camp, well separated from the mine and reduction plant. Comfortable and sanitary living quarters, water, and light, as well as free medical service are provided all employees. A hospital staffed by a doctor and two nurses takes care of all medical treatment. Considering recreational facilities of great importance, the company has provided two tennis courts, two basketball courts, and badminton courts for employees. Bowling alleys and a motion picture theater are operated by the company, the profits being expended for other recreational purposes. Wireless technologies are becoming vitally important for modern mining operations. Used for increasingly complex tasks — such as miner and asset tracking, proximity detection, teleremote and autonomous equipment operation, and environmental monitoring — the ability of wireless systems to perform their intended functions satisfactorily in the presence of other wireless systems (coexist) is critical not only to the successful operation of modern mines but also to the safety and health of mine workers. Concerns regarding the ability of wireless systems to coexist can often hinder the decisionmaking process for adopting technologically advanced wireless systems. However, with adequate knowledge of the concepts of coexistence and appropriate wireless system management, coexistence concerns do not need to be an impediment to the successful adoption of wireless systems. There are several common wireless coexistence-related fears that can inhibit adoption of wireless technology: fears that safety-related systems may not operate properly when needed, failures could disrupt production, and wireless systems may inherently require costly troubleshooting. Most of these fears can be alleviated through proactive activities.

Chemical methods have been tried to alter the clay or the system water so as to obtain pellets with desired properties. This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.

In the following brief history of the mine acquisitions of one company, Placer Development Limited, I try to identify the principal targeting parameters and the principal skills that came into play for each property and examine how these have changed with time. The process of target selection in exploration is directed: - first by corporate investment criteria which define objectives and acceptable levels of risk for pursuit of those objectives; - second by experience and skills which permit us to minimize risk; and - third by anticipation of future events relating to ore discoveries and changes in external risk factors.

The Furbero oil field lies in the Gulf coastal plain of Mexico between the important ports of Tampico and Vera Cruz and about one-third of the distance between the two points from the latter (Lat. 20" 22' N., 97" 30' W. Gren.). It is in the State of Vera Cruz, about 14 miles west by south of the village of Papantla in the canton of the same name, and is the most southern of the developed oil fields of the Tampico-Tuxpam region being a distance of 50 miles south by east from the Potrero del Llano field and 42 miles in the same direction from the Alamo field. The field has been developed by the Oil Fields of Mexico Co. and is in the midst of a large block of lands owned or leased by them. Communication is through the port of Tuxpam with which it is connected by a narrow-gauge railway and 6-in. pipe line some 52 miles in length. This field is of more than ordinary interest since it represents a type of oil deposit hitherto unknown. So far as I am aware, no other commercially valuable deposit of oil is known to occur under conditions of accumulation similar to those found here. The igneous nature of the so-called 'sand' encountered in drilling was not recognized until a number of wells had been drilled; and it was not until recently that the geological relations of the sill or laccolith, which gives rise to the accumulation of oil, were known and the so-called 'anticline' was known to be, in part at least, the result of igneous intrusion. Geological surveys in this general region were made in 1900-1901 by W. H. Dalton and in 1907-1909 by P. C. A. Stewart, F. W. Moon, Leonard V. Dalton, and Dr. Max Muhlberg. More recent surveys have been made, however, under the direction of the author, by E. L. Ickes, B. C. Belt, B. Hartley, and Harve Loomis. Notes of the earlier examinations were not available with the exception of the report by Dr. Muhlberg who apparently first recognized the true nature of the Furbero intrusion.
