Thank you and good morning. I am delighted to be here and to see so many of my colleagues and competitors. The general topic of this week's conference - World's Best Practice in Mining and Processing - suggests a focus on mining and processing. I am somewhat of a `jack of all trades and a master of none'. But I'm not even a jack when it comes to mining and processing technology and practices, and so I will leave those topics to speakers better 'qualified than I. Instead, what I would like to do is give you my thoughts on the best management practices of mining. You see, the times are changing for the mining business. There is great uncertainty in our industry. Anyone who received their education in an English-speaking school probably remembers the famous poem `Invictus' by William Ernest Henley. The two most famous lines from that poem are, if you remember, `I am the master of my fate; I am the captain of my soul'. The fact of the matter is that the metals industry, including the copper industry, is not the master of its fate. To a great extent we're at the mercy of forces over which we have little control, such as the world economy or political situations in individual countries. The copper industry is like a surfer at Manly - we can't influence where the wave is going; all we can do is stay in front of the curl and on our board. Historically, discovering, developing and processing ore reserves were the primary facets of our capital intensive business. To stay competitive today, we must invest equally in intellectual capital - our employees - in order to succeed in the face of economic, regulatory and political challenges and global competition (Schonberger, 1986). Everyone seems to have a different theory about being competitive. A lot of people use sports analogies when talking about competition. Others, like American businessman and former US presidential wanna-be Ross Perot, take a more interesting approach. In Mr Perot's hypothetical corporation, competition is a lot like having a snake in a factory. If someone sees a snake, the first thing they do is create a committee on snakes. Then, the committee on snakes meets and discusses the problem for a couple of years. The most likely course of action is nothing. Everyone figures that the snake hasn't bitten anyone yet, so they just let him crawl around the factory floor. Perhaps a vice president of serpentine affairs is appointed to continue watching the snake - making sure it doesn't grow. Ross Perot sees it a little differently. In his corporate world, business needs to build an environment where the first guy who sees the snake kills it. Of course in our industry, we better make sure the snake isn't on an Endangered Species List before we go after it! I am not going to talk about competition and competitive forces in terms of sports or snakes, but I would like to share some thoughts with you about how the mining industry can better utilise competitive thinking to get ahead and stay there. Arizona, in 1966, has continued to be the site of an extensive and intensive search for metallic mineral deposits. Over fifty separate entities--companies and individuals--have been actively engaged in mineral exploration programs, both large and small, in the Basin-and-Range portion of the State. Certainly, copper has been primarily responsible for the major efforts, although associated gold, silver, and molybdenum mineralization also has been important in the economic evaluation of potential copper deposits. It is not difficult to explain why the Basin-Range portion of Arizona is receiving such attention. Part of the story, undoubtedly familiar to most, can be illustrated by reference to three graphical presentations. For example, Figure 1 shows Arizona's annual copper production for the period 1955-1965, inclusive, and it demonstrates that new records of production have been accomplished in each of the past 6 years and in 9 of the last 11 years.

The somewhat misnomered "continuous" face section is in most mines today still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners, as long as their performance is tied to that of the shuttle car. Figure No. I illustrates the point at which shuttle car haulage distance determines unit productivity rather than the productive capacity of the miner. Continuous mining is never realized. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Company working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form a unbroken link, at all times, between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor, and an extensible panel conveyor. The following areas of discussion will be covered during the review of this development. I. The Furbero oil field lies in the Gulf coastal plain of Mexico between the important ports of Tampico and Vera Cruz and about one-third of the distance between the two points from the latter (Lat. 20" 22' N., 97" 30' W. Gren.). It is in the State of Vera Cruz, about 14 miles west by south of the village of Papantla in the canton of the same name, and is the most southern of the developed oil fields of the Tampico-Tuxpam region being a distance of 50 miles south by east from the Potrero del Llano field and 42 miles in the same direction from the Alamo field. The field has been developed by the Oil Fields of Mexico Co. and is in the midst of a large block of lands owned or leased by them. Communication is through the port of Tuxpam with which it is connected by a narrow-gauge railway and 6-in. pipe line some 52 miles in length. This field is of more than ordinary interest since it represents a type of oil deposit hitherto unknown. So far as I am aware, no other commercially valuable deposit of oil is known to occur under conditions of accumulation similar to those found here. The igneous nature of the so-called 'sand' encountered in drilling was not recognized until a number of wells had been drilled; and it was not until recently that the geological relations of the sill or laccolith, which gives rise to the accumulation of oil, were known and the so-called 'anticline' was known to be, in part at least, the result of igneous intrusion. Geological surveys in this general region were made in 1900-1901 by W. H. Dalton and in 1907-1909 by P. C. A. Stewart, F. W. Moon, Leonard V. Dalton, and Dr. Max Muhlberg. More recent surveys have been made, however, under the direction of the author, by E. L. Ickes, B. C. Belt, B. Hartley, and Harve Loomis. Notes of the earlier examinations were not available with the exception of the report by Dr. Muhlberg who apparently first recognized the true nature of the Furbero intrusion. The European Guideline ETAG 027 - 2008 (?Guideline for European Technical Approval of Falling Rock Protection Kits?) defines the procedures to test rock fall barriers. Nowadays, this guideline is essentially the only test and construction framework utilized by manufacturers and it is also starting to enter in the mentality of designer who can clearly specify the performances of rockfall barriers. ETAG 27 (and the related European Technical Approval and the CE marking) represents a milestone for the rockfall barrier market, because it gives the possibility to compare the performances of different fences and it ensures the quality of the certified product. For these reasons ETAG 27 presently constitutes the base for tenders all around the world. Although rockfall barriers are in common use, designers and consultants do not have a clear overview of the real performances and the technological limits of these structures. The first problem can be solved using ETAG 27 criteria, which allow designing rockfall barriers at ultimate and serviceability limit state. Even though ETAG 27 uses crash tests performed with the Service Energy Level (SEL) and Maximum Energy Level (MEL), design with these concepts is not obvious or in common acceptance. Some preliminary questions must be solved. When can these energy levels be correctly applied? In the case of rockfall simulations, what probabilistic approach must be used for the evaluation of the barrier? Unfortunately ETAG 27 does not give any information or tests relating to the technological limits of the fences. Therefore some important questions arise. How do the site specific aspects of installation affect the barrier performance? What is the behaviour of the barriers under extreme conditions? And finally, the main question lies in the background: what is the functional reliability of ETAG 27? All of the above questions require comprehensive answers, which is consistent with the experience of designers, installers and producers. Officine Maccaferri S.p.A., with its 130 year experience in the field of rockfall protection, collected a large number of case histories with barriers impacted by single or multiple blocks, debris flows, and snow avalanches. "A petrochemical company experiences premature thermal fatigue failure of the casting moulds used in catalyst production. The aim of the project was to find an alternative alloy that would outperform the current low-alloy cast steel used for the moulds. Based on their thermo-fatigue properties, 3CR12 ferritic stainless steel and H11 tool steel were chosen for testing and comparison with the currently used BS3100 B7 cast steel. Samples of each material were subjected to temperature cycling in a Gleeble 1500TM thermo-mechanical processing simulator, followed by surface analyses. The main parameters derived from the test work were the total true strain, the hot strength of the materials, and the number of cycles to failure. Additionally, the coefficient of thermal expansion for each material was measured using a Bähr dilatometer. H11 tool steel yielded the best performance by way of having the fewest surface cracks, the lowest total true strain per cycle, the most cycles to failure, the highest hot strength, and the lowest coefficient of thermal expansion.IntroductionThe Catalyst Manufacturing Plant (CMP) is a dusty environment with temperatures higher than ambient. Molten mill scale (magnetite, Fe3O4) is tapped from the electric arc furnace into the casting moulds at temperatures close to 1600°C. After 10 seconds the magnetite is quenched with a water spray for 50 seconds to a minimum temperature of 400°C. Sometimes there is residual water in the pans from the cooling fog process (water sprays) in the empty mould. In a typical plant, the factory produces 40–44 batches a day containing between 150–300 moulds, depending on the time required for the specific batch (Buchholz, 2014). The typical batch in the CMP usually weighs about 6 t. The thickness of the tap, speed of the casting belt, and tilting angle all affect the number of moulds per batch.One of the main problems faced during the molten mill scale casting is the premature failure of the casting moulds. Cracks initiate on the surface of the mould, which is in contact with the hot catalyst, and propagate into the interior of the mould. Cracks are generally concentrated in the middle area of the mould where the catalyst makes first contact with the mould, and which experiences the highest temperature fluctuations. This suggests that the cracks are caused by thermal fatigue during the casting process."

British Coal's mining research programme is directed towards the strategic objectives of reducing production costs, improving product quality and resolving health, safety and environmental issues. The strategy for R&D is described and selected parts of the programme are reviewed. Two major initiatives are directed towards reducing production costs: geotechnics and automation. Integrated exploration techniques are used to delineate geological structures as an aid to mine planning. Rockbolting is being rapidly introduced and the in situ stress field has been found to be of significant influence. Automation is the subject of a major programme. A strategy for coal quality has been devised. The health, safety and environmental programme concentrates on the traditional hazards together with surface environmental problems.

Mine ecological monitoring schemes are often conducted only to address compliance and in some cases do not have the sufficient statistical power or understanding of ecological systems to assess, quantitatively, the meeting of rehabilitation targets or mine impacts. Monitoring schemes for rehabilitation commonly rely on analogue sites or premining baselines (reference sites) to assess whether rehabilitation sites are ecologically similar and thus successfully rehabilitated. In the case of monitoring for mine impacts, if the impacted sites diverge from reference data, the site is considered to be impacted. Fundamental to any monitoring scheme is testing the sampling design to ensure that it can detect these differences if they are present through adequate sample sizes (ie statistical power). However, a good understanding of the ecological system is required to ensure that differences detected are ecologically significant. Modelling ecosystem properties can provide a quantitative understanding of how ecosystems change over time and space, in response to natural environmental variations and thus aid in determining significant ecological differences. Furthermore, modelling methods can be used to predict future ecosystem states. Within the ecological literature, guidelines for robust statistical monitoring designs and modelling methods exist but are not routinely being used in the mining industry. This paper uses simple examples to discuss: problems with current compliance monitoring methods; importance of robust statistical techniques; and how modelling can assist rehabilitation assessment and guide monitoring schemes. The aim of this paper is to describe general monitoring and modelling methods that could be potentially used for mine site monitoring and closure assessment. These methods are often considered by mining companies as an extra expense that provide little practical benefit, and the domain of academia; however, engaging these methods may be more cost-effective in the long-run than conducting untargeted monitoring schemes that give no confidence to regulators on whether rehabilitation criteria have been met. Two major grounding topics are covered: mine ground systems and ground-check monitors. Performance characteristics of ground-check monitors for high-voltage surface mine distribution cables and low-voltage underground mine trailing cables are evaluated. Over 20 commercially available monitors are studied to determine their utility. Several monitoring concepts are incorporated into an unusual monitor design, the prototype of which is described in detail. A comparative study of the effectiveness of several alternate methods of grounding surface mine equipment supports the system currently proposed by MSHA. An instrument design to measure earth voltage gradients is described, as well as an instrument design for measuring the effectiveness of dc haulage current return systems. An extreme analysis is made of techniques for measuring earth resistivity and resistance of safety ground beds. Electrolytic corrosion studies of earth electrodes are reported extensively also.

This paper explores the connection between the stresses observed and the failure mechanisms present in the modelled cemented paste backfill. In order to look at this connection, the authors have used a previously developed model to conduct a sensitivity analysis of the model?s strength and permeability input parameters. The results from the sensitivity analysis were then compared to determine what causes modelled stresses and failure mechanisms to vary. Increased insight into the behaviour of the modelled paste will help clarify how paste behaves in the field.

New techniques for the continuous sampling and analysis of mine air are expected to replace traditional methods used for the early detection of spontaneous combustion. It has been established that the rate of evolution of carbon monoxide is the earliest indicator of incipient spontaneous combustion. Two methods of continuous monitoring of this gas are available and are now in use in the UK collieries. The first is the UNOR infra-red gas analyser, which is flameproof and may be used underground; the second is a system of tube bundles, which permits air to be drawn from any critical point in a colliery and analysed on the surface. Each system has its advantages and disadvantages but both provide the colliery manager with far more information on the condition of his pit than could previously be obtained by spot sampling and laboratory analysis. This paper describes the two systems presently in use and assesses likely future developments.

In view of the circumstance that very few important changes have been made within the last 15 or 20 years in the equipment of rod and wire mills, the description of a new process introduced by Grenville Mellen, of LleweIIyn Park, N. J., to take the place of the present laborious system of producing rods of lead, zinc, brass, copper, aluminum, etc., may be interesting to members of the Institute. This new process consists in the production of cast rods at one operation in a small continuous casting machine. The hot liquid metal is transferred from the melting crucibles directly into an endless chain of mold blocks in the machine, where solidification takes place, and the rod comes out continuously in a solid form at one end as long as the molten metal is supplied. The operation of these mold blocks so as to produce a solid rod of uniform structure constitutes an important part of Mr. Mellen's invention. The machine (Figs. 1 and 2), 12 ft. in height over all, 2 by 3 ft. in horizontal cross-sectional area, and 6,000 Ib. in weight, has a framework of cast iron, holding in position two endless chains of mold blocks, which are made in sections and join in center alignment. The mold orifice is made up of these mold sections, into which the liquid metal flows. The molding chains are composed of steel blocks, grooved on one face to form the molding cavity, and linked together with flexible joints. Each block is carried on four rollers which guide the chain around the end sprockets and carry it in its course through the machine. The accuracy of alignment requisite to the production of a perfect rod in the mold groove formed by these sections is secured by careful machine work, and by building the four ways, down which the alignment takes place, so that two of the sides are fixed permanently, whiIe the opposite sides are held to their position by spring pressure. The guides carrying the molds, while in casting position, are water-cooled square tubes. The length of this machine is somewhat indeterminate. A certain amount of both time and cooling surface is required to solidify the metal jn the mold; and one may either use a long molding chain and run it fast, or a shorter chain and run it correspondingly slower. Grinding and classification circuits at Climax Molybdenum Co. are described. Since the installation of a direct digital control computer in 1974, a number of control strategies were developed and evaluated. This paper deals in particular with the practical experience and results obtained in direct digital control of a wet grinding circuit consisting of a ball mill, constant speed sump pump, and hydrocyclones. For this circuit throughput is maximized, while maintaining a desired product size. Product size is inferred from measurement of operating variables.

Many contributors have added to the fund of knowledge in the basic sciences related to mineral dressing during the past year. During 1964, the French edition of the Proceedings of the VIth International Mineral Processing Congress together with discussions was printed. Also, complete Preprints of papers delivered at the VIIth IMPC were published in September1. Over a third of the papers presented at VIIth IMPC dealt with fundamentals. COMMINUTION It has been postulated by Ponceleta that flaws need not exist before a stress is applied but rather the flaws are created at the tip of a propagating crack at a stress well below the theoretical breaking stress.

Calcium-based scale precipitation is a common problem in mill reclaim waters. An accumulation of these adherent deposits can result in a rapid reduction in water flow, loss of pump efficiency and eventual interruption in ore production. Heap leach applications can also experience the added problems of plugged sprinkler heads, blinded leach pads and fouled carbon columns when scale control is not maintained. The primary cause of scaling in precious metal recovery is the relative insolubility of calcium carbonate. The presence of the calcium ion and bicarbonate alkalinity is common in almost every water source. If the temperature or pH of the water is allowed to increase, the bicarbonate breaks down to carbonate and combines with calcium by the following reaction: Ca +2 +2HCO3 ? CaCO3 + H2 + CO2

THE modern coal cutter is a highly developed, and to a certain extent a somewhat complicated, machine. The requisite power to cope with conditions as found must be generated by the motor with due regard to limitations in the matter of dimensions and weight. This imposes the necessity of relatively high speeds of rotation. Any factor external to the machine proper which tends to reduce the load on the motor and gearing is most important. Experience has proved that close attention to the question of cutter-chain details undoubtedly results, in practically every coal-cutting operation, in increased efficiency and reduction of power and maintenance costs. The chain is the unit of the coal cutter which most greatly affects the economical operation of the machine, and only by due consideration of conditions and by the proper selection of the right chain can best results be expected; also, intelligent care of the chain while in operation is essential if it is to give its best service. The chain is the part of the machine that carries the pick boxes or blocks, which are connected to each other by a pair of chain links. The power to drive the chain is trans-mitted by a sprocket. The chain runs in guides supported by a rigid member called a 'jib'. Figure 1 shows the various parts mentioned. The first requirement of a chain is that it cut the coal as fast as possible. The second is that it do so economically. Economy of cutting can conveniently be divided as follows: (1) Economy in power used. (2) Economy in pick life. (3) Economy ' in chain life. ( 4) Economy in jib life. (5) Economy in labour for maintenance.

"The ISO 9000 Quality Management System Standards have become internationally accepted as the way to manage quality assurance. The author has developed a Maintenance Management System Standard using ISO 9001as a model and is working with a major basemetal mining company to implement this. This paper describes the structure of the standard and the steps required for its implementation.Using a management standard ensures that a system is maintained, reviewed by internal audit, and when instances of failing to follow the procedures (nonconformances) occur, that corrective action is taken. It also ensures that regular reviews are made and that the sys-tem is continuously improved.The Standard is designed so that if an organization decides to register to an ISO 9000standard, the Maintenance Management System will be in a format that is compatible and can be incorporated with little effort into the Quality System.IntroductionIn reviewing maintenance operations at many mining companies, and often seeing those same organizations some years later, two recurring issues have been noticed..The first issue is how dependent effective maintenance is upon individual supervisors and crews. In one situation, a mine that had an excellent maintenance system in the 1980s. Now, with new supervisors and crews, it is starting to develop a system that will bring it back to where it once was. No written procedures remain from the earlier excellent system.The second issue is that most operations feel that maintenance is the sole responsibility of the maintenance supervisors and crews. Nothing could be further from the truth. Maintenance, like safety, is everyone’s responsibility. If the operator does not report problems and perform daily checks, and if the production supervisor runs equipment until it fails, then nothing the maintenance crew does will prevent emergency breakdowns and lost production. More importantly, equipment will be operated in unsafe conditions, putting employees at risk and, with today’s regulations, leaving supervisors open to prosecution.The Maintenance Management System outlined in this paper is designed to establish the present best practices as standard procedures, to provide a continual review so that these practices are improved in the future, and to identify instances where the system fails so that corrective action is taken. The mine referred to above is using this approach to make sure that, this time, the system it implements will survive."

IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

The purpose of the panel's examination of coal mining research and development is to explore how the various groups that make up this research community might work together more efficiently and be more productive. The community, as defined here, includes federal and state governments, coal producers, manufacturers, unions, universities, and industry sponsored research organizations. The framework chosen for these discussions consists of brief presentations by the panel members on their views of the proper role and function of the group they represent. The panel members were also asked to highlight the economic, technical and institutional constraints that affect the performance of research and development and the use of the results. Following these presentations, a number of prepared questions will be discussed by the panel, and audience participation is invited. These questions were given several weeks ago to the panel members for their study. Before proceeding with the panel member reports, a brief review of the importance of R&D to the coal mining industry would be helpful to setting the stage for a constructive dialogue. It is appropriate to begin this review by mentioning that there is complete agreement among the research community that the major goals are: Improve health and safety Protect the environment Increase capital and labor productivity Increase resource recovery Since the basic functions of the academic, industrial and government sectors are different, we should expect that the research and development objectives and priorities, roles and responsibilities under each major goal will be different for each research group. The differences do not represent problem areas. However, problems will arise if the objectives are not properly interfaced at the appropriate time. The consequences of railing to understand the need for integrated programs will be the classic result, best described by the phrase --"a technical success but a commercial failure."
