One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

The study comprised of the investigation into the sensitization characteristics of AISI 409 titanium stabilized ferritic stainless steel during low heat input welding. AISI 409 is a fully ferritic stainless steel used in catalytic converters and tubing for automotive exhaust systems due to the supposition that sensitization does not occur during low heat input welding. Two plates of 2 and 4 mm were tested for sensitization during low heat input welding. The study confirmed that chromium carbide (M23C6) precipitation occurs on the grain boundaries in the heat-affected zone with consequent depletion of Cr adjacent to the grain boundaries during welding. In the 2 mm plate sensitization occurred in the heat input range of 0.1 kJ/mm to above 0.25 kJ/mm and in the 4 mm plate sensitization occurred in the heat input range of 0.2 to 0.9 kJ/mm. Ti stabilization is ineffective at the heat inputs used in this investigation due to the rapid cooling rate through the temperature region where TiC precipitates. The presence of N was found to be detrimental since it consumes Ti on cooling, forming TiN, effectively lowering the amount of Ti available for TiC formation during rapid cooling after welding. Annealing for 5 minutes at 725°C does not improve the sensitization characteristics of the welded plate. There is a linear increase in grain size as heat input increases. The resistance to pitting corrosion decreases in the sensitized, welded plate in theheat-affected zone adjacent to the fusion line of welding. "Arsenic enters the Mount Isa copper circuit in the form of arsenic rich minerals in concentrates from both the Mount Isa and Ernest Henry copper mines. Arsenic is a volatile metal, and will partition in the copper smelter between smelter off gases, slag and anode. Most of the volatile arsenic will report to Isasmelt Electrostatic Precipitator (ESP) or Waste Heat Boiler dusts where it will form a re-circulating load within the smelter. ESP dust is produced at a rate of 15,000 - 20,000 t/y and is currently removed from the precipitator and leached in the new ESP Dust Recovery Plant to separate copper and arsenic from the ESP dust. This paper describes the laboratory test works of ESP dust leaching, neutralisation and cementation processes. The planttrial, commissioning and operation have been presented as well.1. IntroductionThe flue dusts generated in the process of copper smelting contain appreciable amounts of copper and other valuable metals including precious metals. These flue dusts also contain appreciable amounts of arsenic trioxide where arsenic occurs in the ore body. The copper smelters processing concentrates generate residuals, such as ESP dust, containing arsenic trioxide. ESP dust contains impurities such as arsenic and bismuth which are harmful to the copper refining process if they report to anode. These impurities are fumed off in the smelting process and report to the dust as arsenic and bismuth oxides.The content of arsenic in the feed of Mount Isa copper smelter is about 0.1 % to 0.4%. Arsenic is a volatile metal, and will partition in the copper smelter between off gases and anode. Most of the volatile arsenic reports to Electrostatic Precipitator (ESP) and Waste Heat Boiler dusts where it will form a re-circulating load within Mount Isa Copper Smelter. Unless arsenic is bled from the smelter circuit, it will build up to a point where both anode quality and smelter hygiene are adversely impacted."

The mining industry collects a significant amount of operational data. However, gleaning useful information from the terabytes of data is difficult, and not just because of the sheer volume of the data. Therefore, an automated tool was developed at the University of Alaska Fairbanks to go through data and apply very sophisticated statistical and neural network techniques, to identify the data streams that are important to a process. This paper presents results from the tool as applied to SAG mill data from a gold mine. The results were benched against commercial tool. Results indicate that there was little or no loss in performance by automating the very complicated process of neural network modeling. Therefore, the intent of the exercise, to examine if complicated modeling tasks can be automated, was realized.

As part of the PHX Sky TrainTM project at Phoenix Sky Harbor International Airport in Phoenix, Arizona, the existing traffic lanes at the 44th Street underpass below the Union Pacific Railroad (UPRR) Bridge will be shifted to accommodate the people mover guideway. The proposed reconfiguration and reconstruction of 44th Street required the utilization of micropiles and permeation grouting to resist the lateral forces induced by cutting into the slope below the existing bridge abutment footing. This paper discusses the evaluation of the existing bridge abutment, including analysis of the original foundation system, and design, installation and testing of a new micropile-supported retaining wall to support the cut slope below the existing bridge abutment foundation. A monitoring program was implemented during construction to evaluate the short- and long-term performance of the bridge abutment. Instrumentation included survey monitoring points, inclinometers, tiltmeters and crack gauges. A micropile load testing program was conducted to verify design assumptions concerning micropile axial and lateral loading. Numerical analyses (using PLAXIS software) were performed to predict the short- and long-term behavior of both the abutment wall and the bridge foundations. Movement data collected from the monitoring program indicate that the wall and bridge foundations are performing satisfactorily and within the general bounds of predicted movements. The results from the numerical modeling using PLAXIS software showed that the proposed solution is deemed adequate to provide the needed global stability with an acceptable factor of safety, along with acceptable deformation.

Some years ago, a method was developed to incorporate a grout column around square-shaft helical screw-piles and anchors to increase shaft buckling resistance under compression loading. An additional benefit of this grouted shaft is to increase the load capacity in both compression and tension, depending on the geometry of the lead helical section and the soil conditions. Because of the unique construction procedure, the contribution of the shaft to the total capacity has largely been unknown. The behavior of grouted shaft helical anchors in clay was investigated by performing full-scale axial uplift (tension) load tests on a series of anchors installed at the University of Massachusetts Geotechnical Test Site. In order to isolate the contribution of the grouted shaft to the total load capacity, anchors were installed with a wooden dowel connection between the lead helical section and extension sections on three of the four anchors so that only the shaft resistance would be measured during the load tests. The grouted shafts ranged in length from 10 to 30 ft (3 to 9 m). Initial tests were performed approximately 5½ months after installation. Nearly four years after the initial tests were performed, the tests were repeated to evaluate any significant change in capacity with time and/or repeat testing (preshearing). The soil conditions at the site are presented along with the load-displacement curves for both the initial and repeat teats and a discussion of the analysis of the results. Repeat load tests showed an increase in capacity from the initial testing, however the percent increase was not the same for all depths. The results demonstrate that considerable shaft resistance can be developed in clays from the grouted shafts as might be expected. Depending on the L/D ratio of the shaft and the contribution of the lead helical section, at working loads the shaft capacity can dominate the behavior.

To aid the U.S. Army Corps of Engineers in their Resource Development Navigation Study, the U.S. Bureau of Mines (Bureau) examined the potential for mineral development near ten Alaska port sites. This report presents the results for the following four sites: Balboa Bay, Beluga, Lost River, and Point MacKenzie. There are 579 known deposits within the area considered for these ports. The majority of the deposits are located within a highway/railroad corridor examined for the Point MacKenzie port site. Based on the current level of knowledge, coal deposits near the Beluga and Point MacKenzie port sites are most likely to be developed in the near future. This conclusion is based on the fact that coal projects in these areas are actively being pursued for development. The mineral wealth surrounding the four port sites is substantial. Mine models were used to examine the potential for mining tin, gold, silver, copper, and molybdenum. The models were based on published reserve and grade data and therefore do not include proprietary company data which, if available, would likely change the analysis results. Of the models examined, the tin placer mine model developed for the Lost River port site proved to be closest to being economic.

Heavy metal contamination from mining and metallurgical activities of aquatic systems poses significant risk to the environment and human populations. The investigation of the distribution and immobilization mechanisms of heavy metals in sediments and soils has recently attained high priority. Different remediation methods can be employed to suppress or eliminate these contaminants. A tailored approach using both commercially available and in-house made adsorbents to rem ediate a heavy metal contamination site due to historical metallurgical activities in north Belgium is studied in this paper.

Yttrium and rare-earth element. pegmatite dikes are associated with a peralkaline granitic and nephelene syenite complex near Dora Bay on southern Prince of Wales Island. Mineralized dikes were mapped and sampled during USBM investigations in 1987 and 1988. Coarse-grained pegmatite dikes, which emanated as late-stage magmatic fluids from the intrusion, further evolved into vein-dikes and ultimately silica-rich veins. The dikes can be traced up to two miles along a north-south zone. Lithophile elements exhibit a pronounced zonation in vein-dikes and veins that are distal to the Dora Bay complex with increasing values correlating with increasing distance from the complex. The pattern of mineralization suggests very late stage magmatic fluids containing the incompatable lithophile elements were injected into a preexisting north-south fracture zone. REE mineralogy exhibit fine-grained intergrowths of principally thalenite and bastnaesite with lessor monazite and eudialyte. Euxenite contains most of the columbium values and zircon is commonly associated with the dikes. Estimates of inferred and hypothetical resource tonnage range from 1.7 X 1C6 to 8.5 X 106 st for two deposits. Contained RED (including yttrium) averages 0.5 pct and ranges up to 2.0 pct. Deposits are of polymineralic composition and about half of this resource comprises the heavy yttrium subgroup.

In making judgements on tolerable levels of risk in industry, and in all spheres of life, it needs to be understood that every action gives rise to risk. Without risk, nothing can be done. Without risk, no economy could be advanced. There is a strong tendency to emphasize the risk at work, but persons who are not working are exposed to a different set of risks. Often persons who are not working face greater risks than persons who are working. Simply, in being alive, one is exposed to the risk of an accident, the risk of contracting a disease, and an extremely diverse variety of other risks. According to the Health and Safety Executive of the UK, it is not possible to have a state of zero risk, because ?a state of zero risk does not exist?. Because zero risk is a physical impossibility, it is not possible to design for a state of zero risk in all engineering design. While the strategic target of achieving zero risk is laudable it does not provide any practical guidance to engineers as to what acceptable limits of risk should be. This causes a significant and real problem in the design for and the management of risk. Without meaningful guidelines, engineers, managers and the authorities often find themselves in disagreement. Thus, it has become essential to establish criteria for tolerable levels of risk and unacceptable levels of risk in order to design and manage engineering systems properly.

In this paper the performance effects of linear shaped charges will be discussed. Different sized charges were tested and reviewed based on their performance used with a typical detonation method vs. detonation with a line wave generator. The goal of the project was to determine if the linear shaped charge had better performance with an ideally linear wave moving through it, verses a swept wave that is currently used. A line wave generator is a flexible sheet explosive formed into a triangular shape with holes placed in strategic places to cause a detonation wave to become linear across the width of the triangle. A standard linear shape charge with a detonator in the side of the charge was be detonated against a witness plate to get a standard depth of penetration. A second standard linear shape charge with a detonator connected to the top of a line wave generator, the line wave generator placed on top of the linear shape charge, was be detonated against a witness plate to get a comparison depth of penetration. All charges had a standoff 1.5 times the width of the cavity, allowing the data to be compared to the control charge. Computer modeling was intended to be used to predict the results from testing these designs in the field. The actual results were compared among themselves.

Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation's mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation's miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

The roles of the company's Strategic Technology Solutions team and the Barrick Technology Centre are discussed within the context of their responsibilities within Barrick's Operations Support group. The paper will present an overview of the development of the technology centre from the former Placer Dome Research Centre to its current form supporting strategic technology, capital projects, and operating sites. Novel approaches to research and development will be presented as well as an overview of some of the technologies developed from bench-scale to pilot-scale, and beyond.

"The temperature rising characteristics and reaction of the reduction of iron oxide pellets with anthracite fines were studied using a MW-L0316V microwave oven and Leica-DM-RXP polarizing microscope. The results show that iron oxide pellets and anthracite fines have good microwave absorbing properties, and high temperature and reducing atmosphere in a relatively short time for reduction of iron oxide pellets can be achieved. The reduction reaction, which follows the unreacted core model, is rapid and the metallization increases from 13.41% to 56.57% as the reduction end point temperature increases from 850oC to 950oC. The iron is formed, fine grain crystals of iron are transferred and the contraction of metal phase occurs firstly at the surface of pellets, which hinders the reduction reaction at the center of pellets. The rate of reduction reaction increases slowly as the reduction end point temperature increases from 950oC to 1050oC.IntroductionIron ore direct reduction can be divided into gas-based reduction and coal-based reduction. Owing to the effect of the resource and the related economic benefits [1, 2, 3, and 4], the development of gas-based direct reduction technology is restricted, but the development of coal-based direct reduction supported by the relevant industrial policy has very good prospects for application.As a source of clean energy, in China microwaves have been applied in many fields [5, 6, and 7]. Chen Jin studied the reduction of carbon pellets under microwaves, and has made some progress on reduction kinetics and reaction mechanisms. Other countries also have related research in this field [8 - 15], for example, Kotaro Ishizaki and Kazuhiro Nagata have done research on the reduction reaction of carbon magnetite heated by microwaves. The research shows that Fe3O4 is deoxidized to FeO at about 800oC, and FeO is deoxidized to Fe at 1000oC-1025oC. Due to the very good heat absorbing properties of iron oxide pellets and anthracite fines, the selective and rapid heating of microwaves can rapidly raise the temperature of pellets and anthracite, and the iron oxide pellets can be rapidly reduced. In order to provide enough theoretical basis for direct reduction by microwave heating, this paper studies the temperature rising characteristics, behavior of the reduction reaction and the changes of the iron oxide pellets and anthracite in the microwave field."

"Compositional uncertainty in secondary materials and variable processing conditions inhibits secondary material utilization in the production of aluminum alloys. Efforts to implement optimization models that direct batch planning have limited industrial presence due to factors such as the insensitivity of these optimization models to dynamic plant circumstances. This paper describes a chance constrained model formulation that generates lower cost, robust batch plans with significant flexibility towards changes in processing conditions. The principal attribute of the chance constrained formulation is its inherent mitigation of risk by diversifying the batch plan. This paper compares aluminum remelter batch planning using the chance constrained formulation with a traditional deterministic model and a manual batch planner. With the expectation that volatile material prices, restricted scrap material availability, and pressure by consumers and legislation for increased recycled raw material input will continue in the future, batch planning tools that inherently diversify a production portfolio will become increasingly advantageous for industrial aluminum remelters.IntroductionAluminum remelters must develop strategies to incorporate lower cost secondary materials into finished alloys to remain competitive amidst increasingly demanding market and regulatory conditions. Determining the optimal combination of incoming raw materials to produce an alloy that meets compositional specifications presents remelters with a complex problem that has driven the development of computational tools commonly referred to as batch planning or blending algorithms. The ubiquity of the ingredient or raw material blending problem in production has motivated ongoing development of batch planning algorithms since the classic nut-mix problem in the 1950's [1]. The most common model formulation for industrial aluminum remelters are deterministic, linear optimization programs [2]. These blending problems determine the optimal combination of raw materials by minimizing cost subject to constraints around demand, availability, and compositional specification. Despite extensive research and moderate computational requirements, batch planning algorithms are inconsistently used in industry. Insufficient incorporation of the complexity of real world remelting conditions into these models provides an obstacle for their implementation [3]. For example, many batch planning algorithms do not explicitly incorporate the impact of compositional variation of the raw materials on overall batch cost. Additionally, they do not allow for endogenous specification of tolerance to error in batch planning, so provide little flexibility where a batch planner would like to incorporate materials of greater uncertainty. Incomplete accounting for quality variability undervalues secondary materials leading to overly conservative use [ 4, 5]."

Au mineralization in the Kilpwal Gold Mine is confined to laminated quartz-carbonate lodes and associated alteration along the Klipwal Shear Zone (KSZ) in the upper Mozaan Group of the Mesoarchaean Pongola Supergroup. The brittle-ductile shear zone is characterized by inner and proximal hydrothermal alteration domains that are comprised of chlorite, epidote, sericite, pyrite, arsenopyrite and gold. Possible sources of gold are: (i) paleo-placer U-Au rich conglomerates from the lower Mozaan Group; (ii) the underlying mafic volcanics of the Nsuze Group; (iii) greenstone belts in the basement to the Pongola basin. Post-Pongola granites probably provided the heat to mobilize auriferous fluids into the KSZ.

"There is a number of comminution tests commonly used in the mining industry. Many of the tests are used for a particular grinding model or mill sizing program and are incompatible with other tests of different models. This paper provides an overview of the commonly used grinding and crushing tests, which models (or practitioners) use a particular combination of tests and draws some relationships between the incompatible tests based on the DJB Consultants Inc. database of projects.Case studies will demonstrate similarities and differences between major mining districts with some comments about homogeneous and heterogeneous behaviour within the grindability results.INTRODUCTIONThere are a number of bench-scale grindability tests in use for sizing and predicting throughput for grinding circuits. Part of the reason for this variety is there are a number of different grinding models in use in the Industry, and those models operate using incompatible test results as input (Doll and Barratt, 2008).By using the database of testwork in the DJB Consultants, Inc. (DJB) Millpower 2000 database (see Table 1), some of the more commonly used tests are compared and relationships will be drawn."

Indonesia is a fast growing democratic developing country comprising more than 17,000 islands, founding member of ASEAN and a member of the G-20 major economies. It is one of the most highly mineralised countries in the world, the mining sector playing a pivotal role in the country's economy. In 2001, the Decentralization Law No. 22/1999 came into force and caused a transfer of authority and responsibility from central to regional and local administrative governments. The new Mining Law of 2009 substituted its 40 year old predecessor, but lacked detailed regulations for its implementation. These were only issued in 2010, which lead to a period of great uncertainty for investors in the mining industry. The new legislation intends to foster domestic economic development, which may be interpreted as protectionist policy. For the development of a sustainable mineral resources policy, further endeavours will have to be made.
